pulled that plane over 3 1/2 feet in 40 seconds. that's a strong waist. okay. so if you can't wait to get on the roller coaster, know that you may be forced to hold back on the screaming and that may be hard to do for many of you thrill seekers out there including myself. theme parks in california can reopen on april 1st provided that the county they are in has reached the red tier. and new state guidance and guidelines recommend that riders not scream or shout on the park attractions. that's hard to do when you go down the steep hills. so the guidelines also recommend that the park space riders out and require masks to be worn. so the lines will be longer. >> right now 6:00. deadly attack on the massage parlors in atlanta's metro area. >> we just heard numerous gun shots coming from across the street. eight people are dead, several victims, asian women.

sierra? >> yes. good morning. as investigators there in atlanta continue to look into this shooting, one aspect of their investigation is whether or not the string of shootings will racially motivated. the shootings coming after a rash of shootings across the nation targeting asian americans. let's take you to the scene. what played out yesterday. the first shooting happened about 30 minutes north of the city of atlanta in cherokee county. the two other shootings played out in atlanta at massage parlors across the street from each other. each shooting had multiple victims. most of them were asian women. this morning 21-year-old aaron robert long is behind bars us is specked of killing eight people. so in the overnight hours, leaders from asian communities across the country including right here in the bay area have responded. oakland police also responding saying that they're monitoring that situation in georgia. also police chief telling us department stands with the asian-american and pacific

islander community against the horrific crimes. in new york, counter-terrorism officers are deployed throughout that city as a precaution. we also heard from local leaders with some of the anti-asian hate organizations. >> i'm really just distressed and outraged by the news. i know the asian-american community already was feeling like they were on siege. and now i think the fear and anxiety has just skyrocketed. >> reporter: so as this investigation continues, we will learn more about the individual suspected of pulling the trigger. right now we know that suspect was arrested 120 miles south of atlanta. any new details, we'll continue to bring that you information. life in san francisco. today in the bay. >> all right. thank you for latest there, sierra. the thing is that attacks on asian americans are continuing in the bay area. san francisco police say on monday someone slashed a man's

washington with a look at how. >> good morning, good morning, everyone. the president noting his own irish roots with two great grandfather's from the country. he's going to be meeting today with the prime minister of ireland to talk about the relationship with the united states while also dealing with this growing problem at the u.s. southern bored we are mexico. had his administration now facing increasing pressure over the growing number of immigrants there especially children, 4,000 of them now in u.s. custody with border patrol. they're going to be testifying to day before a senate committee likely to hear a lot of questions about this. he has said that we are on pace to see the largest influx of migrants at that border in 20 years. but in an interview with abc, president biden says he's been clear to mi grabts thinking

about coming to the united states. >> i can say quite clearly, don't come. we're in the process of getting set up. don't leave your town or city or community. >> now the president said he has no plans to visit the border right now. we have seen delegations of members of congress there. to see the situation. meantime, a group of democrats and republicans from capitol hill meeting today to work out strategy, trying to figure out how the two parties can work together and what the focus should be next. immigration, the minimum wage, or perhaps infrastructure which is the next big initiative for the biden administration. >> certainly a lot of hot topics with a lot of people. tracy, thank you. new this morning, a deal is in place to bring students back to the classroom in contra costa county's largest district. they approved a plan to brit

youngest students back one week from tomorrow. that is march 25th. that will be pk through second grade on a hybrid learning plan. all schools are expected to open by march 29th. meanwhile, later today, state school superintendent tony thurman, he will update california's effort to get all children back to the classroom. and you can call this county the first to 50. what am i talking about? this is the new minimum age to be eligible to receive the covid-19 vaccine. county leaders made that announcement yesterday, becoming the first in the bay area to do. so the health leaders admit they're counting on mostly the honor system here. >> as for police, you know, we do the best we can. but for the most part, we trust people to be honest and it's on the honor system when people show up that they are not misrepresenting their situation. >> those new age limits to those living in the county. they're hoping that california ramps up the vaccine supplies as

promised. >> a follow up for you now. oakland leaders approved a unique new program that in some cases will use the fire department instead of the police department to respond to calls. oakland council member tweeted the council approved a new pilot program to rollout initially in east oakland. calls involving mental health issues and other nonviolent krilz, the fire department will dispatch counsellors, emts or other nonpolice staff. the program will be in infect for at least the next year. also new this morning, newly released documents show oakland paid more than $13 million to defend itself against the warehouse fire civil lawsuits. east bay times reports the legal fees are on top of the $33 million settlement the city made with the family of the 36 people that died in the 2016 fire. the city attorney declined to say how much the cost and payout will be covered by taxpayers rather than insurance. happening in just a few

hours, san jose will introduce the newest police chief. yesterday the city named anthony motto following a month long nationwide search. he's a 25-year veteran of the department. worked as deputy chief recently. his apointment was endorsed by the naacp president. chief has a confided in me and i want to say we meditated and prayed together. about him getting this job and the things that happened through his career and how he could do things better. >> he will officially take over next monday. he replaces eddie garcia who is now the police chief in dallas. a live look in downtown san jose. despite covid-19 restrictions, the city will celebrate st. patrick's day by lighting several of those buildings and parks in green. there is also going to be a leprechaun search and music. this is so people can take

pictures, have a good time. oh, and in san francisco, the city will light up in green at sun down. so fun times out there for a lot of people. don't start too early. you know what? you're going to need that jacket. not a jacket. you're going to need a coat. maybe even a scarf and gloves. its cold out there this morning. >> yeah, you can leave the sunglasses at home, too. it's going to be cloudy today. let's get a live look outside in san jose. yeah. we've had cold temperatures to start. mostly in the low 40s. you can see the trend that we'll have as we go into today. cloudy skies. we still make it up to about 60 degrees. and as we get a look around the bay area, we're going see a high of 56 in santa rosa. the in san francisco, 55 degrees. and 57 in oakland. today, it's going to be dry. but tomorrow it when that rain is back. so we'll talk more about that. that's coming up in a few minutes. mike, how it is looking right now for the commute? >> we're in it transition now. take a look at the bay bridge

run. temperatures are very chilly. right now in san jose, starting out in the upper 30s. and we will have a lot of clouds today. our temperatures head up towards the upper 50s by this afternoon. we'll talk about rain in the forecast. >> if you're expecting to head out to the wait, good. you're about to see that wait. slow here and up the incline. smoother in towards san francisco. we'll see how the rest of the commute is shaping up. it is shaping up. >> good morning, very happy wednesday to you. big changes this morning for uber in the uk. uber classifies the drivers as full employees. after a court made them do it. back here at hoim, home, a federal open market's committee completes its two day interest rate meeting and fed chief jay powell will speak after the conclusion of that meeting. wall street looks for any hint on what the fed will do next. there is a lot of pressure on

powell really. he needs to choose his words so very carefully as he talks about the risk of inflation or the chances of an interest rate hike. usually the fed just puts out a written statement. here's a little secret. they usually just crib the last statement they made even that though is poured over with a fine tooth comb. here are portions of two past statements recently. they just copy the old one but make small changes to words like we'll continue changes to continues. and wall street spends days debating what that means. what are they trying to tell us? this fellow in the blue tie is the chief financial officer at santa clara's intel talking to the senate judiciary committee yesterday about how america is running out of computer chips. the whole world really. honda and toyota say they'll pause car building, no chips. samsung says they're having problems building new phones and might delay releases because no

chips. and san francisco's visa says the delay increasing so-called swipe fees, this is the money you charges merchants for processing credit cards or debit card sales. congress has been pressuring credit card processing companies not to hike rates and they're listening. businesses are just trying to get back. and let's not hit them with more fees right now. you don't pay visa or not until your credit card bill comes. >> yeah. i want to wish you a happy st. patrick's day. i even have green jackets and dress shirts. i'm hoping for a green jacket. i still need more golf practice. >> yeah. you just started golfing. like your confidence. >> i'll get there. >> i'll get there. >> thanks, scott. >> i'm 90 over par. but i'm getting there. >> can you go on the seniors tour one day.

thanks. new this morning, jetblue calling flight attendants back to work. a hint at how the travel business is doing right now. those details next. last year the airline industry lost $35 million as so many things shut down. >> what is not shut down is the chicago river running green this morning for st. patrick's day. this is after last year's year off. but you can't really tell from this picture. it is green. i can tell you that. originally the mayor said that city would not dye the river green to keep crowds away. but they surprised everyone by bringing back the tradition. but you don't have to be in chicago to enjoy st. patrick's day. krispy kreme donuts is offering free green donuts for people wearing green today. does my pocket square count? >> of course. there you go. a little something. you have to.

in grade school you got pinched if you didn't wear green. >> oh, yeah. still have the bruises. >> today it's like keep your hands to yourself. >> six feet. we have a look at our forecast for today. its a cold start to our morning once again. >> yeah. take a look at some of these numbers that you'll have as you get ready to head out the door. and what you'll feel is another cold morning. we're right now at 34 degrees in napa. 34 in livermore. we're at 39 degrees in san jose. also been watching that temperature in the south county. that's been one degree above freezing right now. so it's a cold start. but it's still going to be a great day to head out there to the park. just no the bright and sunny. let's get a look at concord and our temperature trend for today. even with the clouds, we're still heading up to about 60 degrees. and if you want the warmest time of the day, it's at about 3:00. that's when we'll see the temperature reaching up to 58 in martinez. oakland, 57. 59 in palo alto.

so it's cloudy today. we do have a storm system approaching. now the rain holds off until later on tonight. we can see how far the center of the storm is. we see the clouds swirling. that's where the center of the storm is right now. that will be moving in early tomorrow morning. so as we go hour by hour, we start to see the rain first along the coast. and in parts of the north bay. this is before sunrise tomorrow. and then the rain just kind of off and on tomorrow all throughout the day. and then early on friday, the rain starts to taper off and we'll start to see some clearing heading into friday afternoon, except for in the north bay where that rain holds on a little bit longer throughout the day on friday. but overall, we're looking at mostly about a quarter to half inch of rain and the rest of the forecast for the sierra shows we can see anywhere from 3 inches to about 12 inches of snow at some of our resorts. so that is looking pretty promising there as we see this system quickly moving through.

clearing out as we start spring on saturday. and then another chance of showers early next week. mike, any problems right now for the commute? >> unfortunately, we do have a problem. it just popped up with the update. deadly crash now up in the north bay. we're talking about clover dale. as we look at the map, we're looking athe north 101. just north of 128 here. things are quite slow. there is a lot of activity. no word when a northbound lane will reopen. it is pretty far north for most of our viewers. but that is up there. tragic news for that portion of 101. here south into the golden gate bridge, no problem. bay bridge, maybe a stall near the toll plaza. the rumor, the rest of the bay shows a smoother drive as things kick in to volume. back to you. >> thanks so much, mike. up next, tiger, you might say, out of the woods. back home. he's got a message for his fans coming up. plus, athe 49ers holding on to the lineman everyone else

tiger woods is waking up this morning back inside his florida home. he cheblgd out of that l.a. hospital yesterday. on twitter, he thanked his medical team and said he is grateful for the support and encouragement he received. you may remember that woods was seriously injured when his suv flipped over while police say he was driving high speeds and l.a.'s rancho paolo verdes. >> video of this morning of a deadly explosion in southern california. two people died yesterday in on arrow outside of los angeles. firefighters say a stockpile of fireworks exploded. the roof completely ripped off with debris scattered everywhere. but the initial blast took the neighborhood and the sounds they say were for miles. take a look.

quite frightening for people. you saw that one woman running for cover. sadly, a horse in a nearby stable was also injured. firefighters say these were not sparklers, they were m-80s. >> yeah, they're commercial grade. the type of explosives we believe you normally see the aa fireworks show. possession or use of fireworks is illegal in that area for people that don't have a permit. the 49ers paying a record amount to keep one of the best in the league when it comes to offensive linemen. trent williams posted to instagram overnight. williams and the team agreed to a $138 million deal. that makes him the highest paid offensive lineman in nfl history. williams was widely considered the best available free agent this off-season. all right. 6:26. coming up, moderna's president

a deadly shooting in massage parlors. a suspect behind bars. accused of gunning down several people. manufacture the sprikts, asian women. a area police departments are taking notice. this is "today in the bay." >> a good wednesday mork. thank you for making us a part of your morning. i'm marcus washington. >> and i'm laura garcia. a check of your weather and commute in a bit. first we begin in atlanta with the latest on the deadly shootings. marcus and laura. good morning to you both. here in atlanta, there are still a number of moving pieces. we're talking about three different shootings all of which happened in the span of about an hour. in fact, two of them happened

within just feet of each other. in fact, two of them happened just feet away from each other. so the first happened about 45 minutes north of atlanta. officials there got a call from somebody who fired shots inside. four people were killed there. and about the same time, maybe about 45 minutes to an hour later, police here in atlanta got a call for shots fired at a similar business. they were responding to that, they got calls for shots fired at another business right across the street. so we know that officials have arrested one suspect, the 21-year-old from georgia. he was arrested two hours south of atlanta. listen to what one witness had to say about hearing the shots fired and then listen to an official who believes, of course, all of those three shootings are connected. >> we heard numerous gun shots from across the street. >> really good information about his vehicle. so from what i understand, they were comparing the images of the suspect and his vehicle and tag information and all that with what they have down there. that's how we came to a

conclusion he was also a suspect. >> as for the motive in all of this, officials are still investigating. they not yet released a motive in this. they are not labelling this a hate crime. but they're not yet ruling it out either. saying that they are exploring all possibilities. guys, back to you. >> all right. blayne alexander, thank you. developing now in castro valley, the search for a gunman in a deadly shooting there. it happened close to an elementary school that was set to welcome back students for the first time today. it all happened about 5:15 last night on san miguel after two blocks from castro valley elementary school. deputies did chase a suspect in a car that may be tied to the shooting into oakland's rockridge neighborhood. they're looking for suspects who took off on foot. but no word on any arrests. hayward police are investigating a deadly oufr involved shooting. it happened yesterday at a motel 6 on industrial parkway. police say an officer tried to stop a car matching the description of the car involved in a recent robbery.

they say the driver ignored orders and rammed into police cruisers as he tried to take off. unidentified officers are now on administrative leave. >> san mateo county getting the green light to go into orange tier. this is on st. patrick's day. lucky for them, right? that means businesses can allow more people inside and bars that have been closed for so long can now reopen. today in the bay's chris sanchez is live. chris, you know what? it's all about the colors today, orange and green. >> yeah. usually st. patrick's day it is not popular to wear orange. orange is the favorite color in san mateo county. this is an eye rush house. they had to close last year because of covid-19. and now they are ready to reopen. they had to get really create -- creative with takeout orders. but now the san mateo county can reopen restaurants like them and the one at o'neal's irish pub in downtown san mateo.

they're ordering up corn beef and cabbage, preparing to welcome customers back inside. although not all at once. this location, the one in san mateo can serve 38 people inside at a time. and there will be security on hand to enforce that. the even in limited capacity, p people say that they are ready. >> i think it's about time. i think a lot of people are getting vaccinated right now which is important. it is opening things up in the bay area. it is going to help a lot of businesses get back on track. >> all right. so here's what you can expect in the orange tier. wineries, breweries, distilleries, bars, gyms can all open indoors at 25% capacity. retail can fully reopen but with masks and social distancing modifications. museums, zoos, aquariums and movie theaters can open at 50% capacity. same for houses of worship. and nonessential workers, you might be asked to start going back to work. however, remote work is still

recommended. now three other bay area counties will likely be watching san mateo very closely. santa clara, san francisco, and ma rinne because they reached their requirements to change into that orange tier, to re-enter that orange tier. now they just need the state to wave them through. but we'll see how it goes in san mateo first. in redwood city, today in the bay. >> thank you, chris. >> doctors have detected contra costa county's first cases of the more uk variant. they're also fearing that it is likely going to be more cases. the variant spreads faster and studies concluded it also is likely more deadly. infectious disease specialists reminding people to keep wearing the masks, socially distance and get vaccinated as soon as you're eligible. >> happening today, the deadline for organizers to hand in signatures this theirist to recall governor and a half innewsom. the group says they have enough valid signatures to qualify the

measure for a special election. this week governor newsom had been addressing the issue head on. yesterday he said he is ready for a fight despite the distractions. >> the reality is looks like it's going on the ballot. so we're ready to go. and my tone is only this. it's one of intense focus, energy. we will fight it. we'll defeat it. >> the governor argues many recall supporters are from fringe conservative groups. some from even out of the state. 1.5 million signatures are needed. counties have until april 29th to verify. a third person is thoepg challenge newsom in that recall. the latest is former sacramento area doug osi. also former san diego mayor kevin faulkner. and businessman john cox who lost to newsom in the 2018 governor race. remember gavin newsom's dinner at the french laundry

last november made so many headlines? it is apparently prompting had imto expand his subsequent ban on political consultants trying to lobby him. sacramento obtained a memo that they will be banned from lobbying him and his administration. the dinner was a birthday party for his close friend who himself is a lobbyist. although newsom caught heat because he was ignoring distancing rules on gathering that the rest of us were all following. how about this follow up? dianne feinstein is not going anywhere any time soon. that is her response to the rumors swirling about an early retirement. this week with an interview, gavin newsom was asked if he would replace feinstein with a black woman if she retired. well, he said that he would. the reports that feinstein shot down the resume yours. she is the oldest sitting senator and won her sixth term in 2018. oakland leaders are looking

into expanding neighborhood zoning. this is to help make it easier for people to make it in the bay. the east bay times the report that council members approved a plan looking into four-plex structures. the argument is those neighborhood reduce housing supply. recent cal study found that 65% of oakland's residential areas, they're actually designated for that area. at this point there is no commitment to follow-through on that plan. but simply explore the possibility. and the salesforce power is reportedly a little closer to having some nearby company. yeah. there is talks about a new building which would be the city's fourth tallest. the chronicle reports supervisors yesterday approved what is called the parcel f project on howard street. it will be an 806 foot tall tower which you can see from the renderings here. major presence. the approval comes despite salesforce recently pulling out

of a lease agreement for office space in that high-rise. right now, there is no time line. >> well, now to a follow up. the ferris wheel at golden gate park staying around a little longer. supervisors in san francisco approving a four year extension. you may recall it arrived in the park just before the pandemic hit. mostly been closed ever since. some neighbors complained about the lights and the noise which led some supervisors to propose only a one year extension. but the full board shot down that idea yesterday. you got four years to take a spin. new this morning, spotted in the bay, marine life experts say the first hump back whale of the year swimming in the san francisco bay. it was spotted last week feeding in the bay. now several people have reported seeing that same whale in the area. so sticking around. experts with the marine mammal center say most hump backs start showing up in the bay starting in april. so a little unusual to see one this early. a couple weeks. the center says voters should

now be on the alert for those whales and kind of a cool sight to see out. there although spring hits this weekend on saturday, right? >> the whale was excite because they just opened underwater dining in san francisco. is that right? >> only the whales know. >> yeah. i don't speak orca. >> okay. take it away. please. >> all right. yeah. it's about that time. we're going to have some cold temperatures to start out this morning. we can see that most of us are walking out the door to temperatures in the 30s. after this cold start, its going to start to feel a little bit better today for home school recess and antioch, it's not going to be as bright and sunny as it was yesterday. more clouds moving in. but we're still headed into the upper 50s and low 60s for this afternoon.

driving here on the roads in the bay area like 580 behind me saw the amount of time spent in their cars cut in half by 51% to be exact. this according to the global traffic scorecard. we know that since then, the commute has gotten worse as things opened up more. not back to what it was before covid-19. but approaching that. according to the bay area's metropolitan transportation commission, traffic is averaging about 80 to 85% of the prepandemic levels. the ntc can tell us in part by looking at the number of bridge crossings. last week around $1.6 million drivers passed through the tolls of the seven bay area bridges excluding the golden gate. you compare that to a year ago. it was close to 1.9 million drivers. you might recall in february of last year about a month before the shutdown, we introduced you to fuhrman vazquez. he is a super commuter that

drives every morning from his home in soledad to campbell where he is a hairstylist. that 90 mile drive took him 2:15. this is a cell phone video he shot on friday. there is hardly any traffic. he can now do that same drive from soledad to campbell in just 90 minutes. that's a 45-minute reduction in his commute. but fuhrman tells us it is by no means worth it. he hardly worked last year because hair salons were shut down. he is now just working two to three days a week. struggling a bit. and he is leaning heavily on his faith in god to get buy. by. >> you have to pray to keep me healthy and my family and keep us in our house, you know? i am struggling a little bit here. trying to keep my house. i was able to take care of that. i pray a lot to everybody to stay healthy. the world, you know.

>> fuhrman tells us that surprisingly, traffic has been heavy the last three friday nights on the drive back home to soledad. stop and go starting at bailey avenue. he believes this is a sign california's opening back up as more people are heading out of town. reporting live in livermore, today in the bay. >> all right. thanks so much. hard not to enjoy that sunrise there. but, mike, you actually used some of the data of how many people are out there on the roads. >> that's right. in fact, bob citing one of our traffic partners. another is waze. we look at the toll plaza, we're supporting what they tell us. fuhrman told us he takes fewer trips. so that is less mileage driven supported by he was. but from that it tells tlus is less traffic volume in the evenings. we're seeing that more with toll plaza and metering lights. no major problems approaching the bay bridge toll plaza.

the problem is san francisco. a crash there. and also the deadly crash in cloverdale north 101. this stuff in cloverdale, far north near 128. the rest of the bay south of the bay bridge moving very smoothly. what do we expect weather wise? >>. >> it's a cold morning across the bay area. but it's going to shape up to be a nice day. just more clouds moving in as our temperatures head to the upper 50s. we'll see low 50s. in oakland. and reaching 55 degrees and you can see the clouds across the region that will be moving in. and rain arriving tomorrow. we see the first wave of rain. and it will be off and on throughout the day tomorrow. the rest of the bay area getting a quarter to a half inch of rain. does it look to clear out from friday. and south and the north bay.
