plus, a close encounter. heart-stopping video showing this shocking moment the san diego dad sneaked his way into an elephant enclosure. the serious charges he's now facing this morning. that's "today in the bay," your monday morning starts right now. here we are, monday morning, starting a workweek again. thanks for joining us, i'm laura garcia. >> i'm marcus washington. mike holding down the commute for us this morning. but first, let's start with that forecast for you. cold start to the morning, kari. >> cold start and this is our first full week of spring and it's going to be nice. we'll talk about the warm-up ahead. let's get you out the door for the commute this morning as we get a live look outside in dublin and it's a clear start, temperatures mostly in the low 40s which is about normal and we'll see it gradually warming up today as we head close to the upper 60s for the south bay, but a lot of mid 60s here from the coastline to the north bay and a few spots reaching 70. we'll talk about warmer

temperatures in the forecast coming up. mike has a look at driving around the bay area. kari, looking dark as it's pretty early right now and that means lighter traffic flow as you would expect and the bottom of the screen, we did get reports of a crash. details still coming in, doesn't look like any major problems and the crash in oakland looks like it's off 580. it would be completely off 585. that's leftover. there's nothing going on. that's why -- i'll make sure it's not a problem when you look at the map next time. back to you. >> thanks, mike. well, san francisco based state lawmakers headline a news conference this morning in the heart of chinatown to condemn recent anti-asian violence. communities came together to denounce the rise in violence. hundreds gathered yesterday. this is near san francisco's harvey milk plaza and marched to city hall. another event happened in san jose and in walnut creek yesterday. a similar show of support from a suburban perspective.

>> well, here's an opportunity where we don't have to feel alone, and we live in walnut creek, and it's wonderful that we know that our community cares. >> about 60 people turned out to walnut creek's civic park. rallies across the state also took place on saturday. happening today, a san mateo county supervisor plans to introduce legislation aimed at making the entire county zero tolerance zone for hate. it comes after a violent attack on an asian woman in daly city just days ago. the legislation condemns hate crimes against the asian-american and pacific islander community. the supervisor says the declaration would send a message that the county's district attorney is ready and willing to prosecute all hate crimes to the fullest extent of the law. you can help in the efforts to stop the hate. nbc bay area, telemundo 48 and our parent company, comcast, have partnered with the bay area-based asian pacific fund.

we'll provide grants to organizations working to stop attacks against the asian and asian-american community. since february, more than a half a million dollars have been donated to the fund. if you want to donate, we've added a link to our website, nbcbayarea.com. boy, big week is ahead for several bay area counties that could move into the less restrictive orange tier. more businesses will be allowed to reopen or expand their capacity limitations. san francisco, santa clara, and marin counties all meet that criteria to move up to the orange. they've been in the red tier for three weeks. the case that are fewer per 100,000 people, they fell below 4.9%. the state will make that announcement tomorrow if the county do move, restrictions would ease on wednesday. in the south bay, plenty of excitement about the potential changes ahead as well. >> yeah, "today in the bay's" tom jensen reports from

campbell. >> reporter: this has been javier marin's getaway for years. but for the past year, his safe haven was off limits, closed due to pandemic restrictions. the competitive pinball player was able to come back and start playing again when sclauk county moved to red tier just two and a half weeks ago. now the county is poised to jump into a new tier once again and a move to orange means pinball tournaments could be around the corner. >> definitely looking forward to getting back with my friends, the ones that i play with in the league. >> reporter: in the meantime, he's just excited level up as survived the pandemic and so is the manager. >> they're just happy to be open again. >> reporter: san mateo toasted entering the orange tier just four days ago. >> happy st. patrick's day. >> reporter: and if the covid-19 and hospitalization rates remain low enough through tuesday, san francisco, marin, and santa clara counties will be eligible to join them in orange. the move to orange means wineries and breweries can open indoors at 25% capacity without

serving food. restaurants can increase indoor capacity to 50%. gyms can operate indoors at 25% too. museums, zoos, aquariums,and movie theaters go to 50% capacity as to places of worship and nonessential workers can return to their offices. more customers means more employees coming back to work, and at campbell's flights bar and restaurant, that's about ten people. >> they have their livelihood and it's such a family -- as far as the staff goes and everybody, it's like a family reunion. >> reporter: level up's manager agrees and says he could bring back as many as four workers in orange tier. >> all of us that work here are friends and family. >> reporter: nbc bay area news. a spring break hot spot now under a state of emergency. out of control right here. spring breakers down in miami. the mayor of miami beach says that he is concerned about the spread of covid-19, but even more so, the violence. here's a live look in miami

beach right now. looks all quiet this morning but local leaders there, they spent hours yesterday debating what to do. ultimately deciding to extend the state of emergency for up to three more weeks. "today in the bay's" kerry sanders has more. >> reporter: authorities trying to avoid a repeat of what happened. spring breakers ignoring orders to leave. miami beach police using pepper balls and brute force to break up the party. >> i think the curfew -- we just want to come out here and party. >> this is not a typical spring break crowd. >> reporter: today, miami beach city commissioners held an emergency meeting. >> it looked like a rock concert. >> reporter: miami beach mayor dan gelber. >> people started to rage through the streets, running for their lives. we can't have that in a city. that can't be a nightly event. >> reporter: the miami beach curfew runs from 8:00 p.m. until 6:00 a.m. with the sun up, the beach was back open. crowds enjoying the sand and

surf. but some who came for the famed often heedenistic south beach night life says the curfew has ruined the party. miami beach police post third-degree photo of famed ocean drive, empty, in sharp contrast to the past several weeks. since spring break began last month, police making more than 900 arrests. confiscating more than 80 firearms. how much of this closure is a result of the violence and how much of it is because of the spread of covid? >> i think most it have it is because of the chaos in the streets. and of course, we don't want to be a super spreader. >> reporter: many out-of-staters say they wanted a vacation where covid protocols are lax. >> i don't really think we have to fear something called this coronavirus. >> reporter: businesses devastated. >> we're just getting back on our feet, you know? and now it's like getting set

back. >> all right. kerry sanders reporting there. so this next story will make you upset and really fearful. this morning, a 25-year-old man, he's facing child cruelty charges. this is after he snuck into an elephant habitat. this is at the san diego zoo. while carrying his toddler. >> oh, oh. oh. >> just look at that. heart-stopping video right there showing that animal charging at the pair. this is the father racing through the barriers of safety, dropping the child at one point. he was arrested and is being held on a $100,000 bail. this morning, calls for a bay area school board member to resign. the controversial tweets that have been many outraged. yeah. and all new for you, a feature twitter is now working on that to give you fewer extra seconds

good monday morning. it is 4:42. let's get a look at these temperatures right now as we head out the door in san jose, it's 41 degrees and we'll see it holding steady here as we go through the next few hours but it will shape up to be a nice day with highs in the upper 60s. we'll talk about a warm-up in the forecast. that's coming up in a few minutes.

hey, kari, folks, pretty chill out there on the san mateo bridge. we'll take a live look where i did see a crew on the right-hand shoulder. looks like it's cleared in the last few minutes but i'll double check with cal trans. looking ahead in a different area, it's our friend, dom. good morning, i am dominic chu. wall street is set for a mixed opening this morning as the markets look to bounce back from a negative week. the dow, the s&p 500 and nasdaq all ending in the red with the dow and the s&p snapping a two-week winning streak. the struggles came as interest rates yields on treasury bonds jumped again, putting pressure on technology and growth-oriented stocks. that really helped lead the market back from its pandemic lows about this time last march. the dow and the s&p are still near record highs and the nasdaq is not that far off itself amid optimism over the ongoing economic recovery. now, in focus for traders and

investors today, a report on existing home sales. on the social media front, twitter confirms it is testing an undo button, giving you just a few extra seconds to think about that hot take you just tweeted. it's unclear when the feature will be widely available but reports say it may be part of a possible paid subscription offering from twitter. the button's design suggests it might be similar to the undo send button for gmail users where gmail waits just a few seconds before sending the actual message. and here's one for you, the doughnut lovers out there. krispy kreme is offering a very sweet incentive to encourage more people to get the covid vaccine, and that's free doughnuts. through the end of the year, starting today, customers who show a valid covid vaccination card at any krispy kreme location will get a free original glazed doughnut, no purchase necessary. the chain says the promotion is a longer-term one for a strict reason and that's because everyone -- not everyone is eligible for a vaccine, so those are the latest headlines from cnbc, marcus, laura, i will say

a very good monday morning to you, taking a live look outside this time overlooking downtown san jose. doesn't look like clouds in that picture, which means the cool start for us. we don't have that blanket to keep us warm of cloud cover. hey, guys, everybody have a good weekend? >> good weekend on this end. >> yeah, it was the weekend. >> yeah. >> never long enough, never long

enough, i think. but ka ri's got a look at our forecast for today. how we looking? >> it looks pretty good again, and it's going to be nice and sunny all throughout the week as we get a live look outside in dublin, starting out this morning with those cool temperatures in the low 40s for you as you head out and home schooling today, recess outside, get in the extra time of p.e. today in the backyard. we're taking a look at pittsburg with our temperatures at 50 degrees at 9:00 and the virtual learning continues as we will see our temperatures reaching into the mid 50s during the middle of the day, some upper 60s possible for this afternoon. let's get a look at all of our microclimates. we'll see our temperatures going from the 40s to close to 70 degrees in antioch. there will be some mid 60s for the coastal areas, san francisco, but then as we head down to the south bay, expect temperatures at about 4:00 to 5:00 in the mid 60s, nice sunset this evening and then dropping back into the mid to upper 50s

as we'll see some gusty winds picking up and some 40s in parts of the north bay. now, we are going to have some gusty winds and that's going to be a concern going through the middle of the week. between tomorrow and wednesday, we have high pressure building to the west of us, and an area of low pressure passing to the east. now, with the pressure gradient, these two pressure systems close by, it's going to make the winds rush offshore and during the normal time during the summertime when we have those offshore winds, we have the concern of a wildfire danger. we have had enough rain recently to keep that wildfire threat low, but it will be windy, and we'll have another gusty wind picking up again this weekend as temperatures warm up even more, but one thing you may be noticing, the lack of rain in the forecast, and we're going to be keeping an eye on these numbers. our rainfall deficits in oakland, we need over 9 inches of rain to catch up to normal. san jose, as well as livermore, needs 7 3/4 inches of rain to catch up to the normal amount, and we don't see any of that in the forecast.

we will also have some warming temperatures. check out the weekend. our inland areas will be very close to 80 degrees going into saturday and sunday. i know a lot of people will be making some plans to get outside. all right, mike, how's it looking heading to work this morning? looking good, kari, but my gosh, that forecast looks like we went right to summer. changes ahead there. changes ahead on the road as well. but look at the map. right now, green centers, easy drive, take you to the south bay, a few more details about that crash, north 101, a car did roll over, no reports of injuries. in fact, i don't know how long that car's been there, so chp is checking that out, no slowing past the scene but watch for flashing lights. little slowing out of the altamont, quick look at the bay bridge heading across over to san francisco. bay bridge toll plaza has an easy, light drive, guys. back to you, marcus. the list of san francisco leaders calling on school board member allison collins to resign

continues to grow. she's been criticized for a series of tweets she posted in 2016 that many asian-american pacific islander community members say are insensitive and inflammatory. sergio quintana is breaking down that growing controversy. >> reporter: during the san francisco unified school district board meeting three and a half years ago, before collins was a commissioner, she seems the reference the basis for her now controversial tweets as she reads a speech to the board. last year at my school, i heard some boys joking about the kkk and sending kids back to mexico. >> reporter: in the twitter thread, she says the kids making the jokes were asian. she goes on to mention white supremacy and alleges some in the aapi community often benefit from model minority perceptions to the detriment of other groups. talked to many lowell parents and you will hear parents of tiger moms and disparagement of black and brown culture. >> that message really negated

the asian-american experience, especially in light of the wave of violence that we are facing. >> reporter: cyn wang's daughter is a student. she is one of the first to flag the tweets, tweets that are still online since they resurfaced friday, an array of leaders, including state assemblyman david chu and now london breed are calling for collins's resignation. we've reached out to her and she has refused any invitations for any kind of on-camera response. instead, colons posted an essay on medium.com explaining her position, writing, in part, i acknowledge that right now, in this moment, my words taken out of context can be causing more pain for those who are already suffering for the pain any words have caused, i am sorry and i apologize unreservedly. response to the apology has not been good. the president of the mayor ed lee democratic club. >> commissioner collins's

apology doesn't go far enough, frankly. it seeks to divide us further. >> reporter: wang says commissioner collins should resign. >> i don't trust her to lead our school system and i believe she is making policy with an anti-asian lens. her statement is not sufficient. >> reporter: in san francisco, sergio quintana, nbc bay area news. the campaign to recall governor newsom has now apparently removed potentially loaded rhetoric from its website. first reported over the weekend by "the chronicle." according to "the chronicle," under the reasons to recall newsom page, one reason listed -- referred to covid-19 as the, quote, communist chinese party virus. by the time we looked, the reference was no longer there. but some claim that's been a common reference made by recall organizers over the past year. others argue language like that is the same kind of rhetoric now fueling violence against asian-americans. in the article, a spokesman for

the recall campaign apologized for the reference to, quote, anybody who was offended, unquote. happening now, we are learning more about disneyland's reopening in april, when the magic kingdom welcomes back guests next month, there will be fewer attractions and rides. it's also important to note that only california residents are going to be able to buy those tickets. right now, parks can only allow 15% of capacity, mavg masks and social distancing are still required. last week, disneyland started offering limited guided tours. we'll be right back.
