good tuesday morning to you. thanks for joining us. i'm laura garcia. >> and i'm marcus washington. mike's keeping an eye on that commute and more cars on the road as i was coming in, mike. we'll go tote that in a bit. first we start out with the forecast. kari, yesterday was a nice one. >> it was amaamazing. going to be nice out there but windy. the high winds will pick up in the mountains up to 50 miles per hour. most of news the valleys 15 to 20 miles per hour and more

sunshine in time for the weekend. as we focus on the wind speeds, we start out with lighter winds but as we head towards noon, we'll see some winds along the coastline close to 30 miles per hour, so mike, that may mean people need to keep a tight grip on the steering wheel especially crossing some of those bridges. >> yes, kari, chp most recently issued a little note for folks traveling across the dumbarton bridge, they said might get gusty, just like you said, kari. our experts or on line. on the right side we have a smooth flow of traffic. slow registering northbound, now southbound across the golden gate bridge on the left side of your screen coming into san francisco. work going on with a posey tube out of alameda but the freeway 808 no problem to and from the south bay, same thing on the peninsula side. marcus, back to you. as we are slowly emerging from the pandemic, we slip back into another tragic trend, mass shootings.

last week, georgia, now colorado. ten people were killed at a boulder grocer store. among the dead, a police officer who was the father of seven. one person is in custody. here is "today in the bay's" raj mathai >> are they lined the streets to make the respects, and it away in an ambulance the body of boulder police officer eric talley, one of the ten people who died in this mass shooting. >> we have one suspect in custody. i want to reassure the community they are safe. >> reporter: a man was spotted in hand handcuffs led away from the scene shortly after the shots rang out. >> we have multiple calls coming from inside, coming from people barricaded inside. zblrs it was 2:30 in the afternoon and police swarmed the king soopers grocery store near the university of colorado campus. >> the shooter is inside. he just shos at us twice. >> reporter: josh springwood thought he heard gunshots as he

pulled up to the store. >> we saw the body and knew it was gunshots and we had to get out thereof as quick as possible. >> reporter: steve mchugh waited anxiously. his granddaughters were in the store and okay. >> every city is susceptible and we think it wouldn't happen in boulder and now i know better. >> coming up the "today" show will be live from the scene this morning, where the community is learning more about the identities about the other nine victims and the motive for the shooter that is in custody, right after "today in the bay" at 7:00. now to a live look in san francisco, in san jose, big news, three counties are expected to move into the orange tier. later this week, san francisco, marin and santa clara county expected to join san mateo county, that's been in the orange tier since last week. here's some of the changes that we're seeing for businesses, indoor dining can increase to

memorial, yesterday marked one year since the first county residents died to the pandemic. now there have been 700 more. health leaders are looking forward with the big step in the race to get everyone vaccinated. "today in the bay" cheryl hurd reports. >> reporter: the lights were turned off at the regional medical center to honor people in contra costa county who were victims of the pandemic in 2020. >> we have since learned a lot about this virus and how to fight it but at a very terrible cost. >> reporter: more than 700 people who live here died from the virus last year. 19 cities throughout the county participating in this hope and healing event. >> while we figured out ppe, medical protocols we took pride in knowing we are prepared to care for the most vulnerable in our community. >> reporter: 96% of residents 75 in older have gotten their

shots, anyone aged 50 and over can sign up for the vaccine. >> that doesn't mean that you're going to get your appointment within the next two days. what it means is you're eligible to sign up to be on the list. >> reporter: sign up and they'll get to you eventually. the problem continues to be supply. solano county is having difficulty keeping up with demand. it was the first to start vaccinating people 50 and older last week. now, county health says it's asking for more vaccine because its allocation of new doses has dropped by 60%. anna roth says that doesn't seen the same scenario will happen in this county. >> we can give up to 70,000 vaccines a week. we do not have that supply yet. >> reporter: cheryl hurd, "today in the bay." new this morning, san francisco's treasure island will receive its own vaccination site starting this weekend according to "the chronicle" with 14% of

right now at 4:40, as you get ready to head out the door, we're taking a live look outside in the east bay, checking out dublin to see what's going on. well, it looks pretty good here, at least weather wise. our temperatures starting out in the mid-40s and we'll be warming up with some sunshine today, eventually reaching into the upper 60s. we do have more warm weather in the forecast, in fact, it gets even warmer. we'll talk more about that coming up in a few minutes. >> i took a little peek at that camera and the sensors as well.

traffic wise it looks good as well. san mateo bridge, now that did get an overnight note from chp talking about the high winds across the dumbarton bridge and the same thing across the san mateo bridge, watching for any slowing over there. right now traffic is still light, although that's a good volume of traffic for this time of morning. let's check to see who else is awake. hey, bertha. >> hey, how are you? i'm bertha coombs from cnbc. checking the futures right now, it looks like stocks are going to open lower this morning on wall street. we had a pretty good day yesterday, the dow rising more than 100 points and the s&p 500 broke a two-day losing streak. the nasdaq the standout rising for the fifth time in the past six days. those gains coming as the yield or the interest rate on the ten-year treasury bond fell after touching a 14-month high last week. today marks the one-year anniversary of the market's bottoming during the pandemic's

slide last year when stocks tumbled 30%, the fastest pace on record. since then, the dow and the s&p are both up 80% and the nasdaq is the standout, nearlying doubling up 93%. groups representing airlines and the tourism industry are push willing the white house to come one a plan to boost international travel and eliminate restrictions imposed in the early days of the pandemic. one of the things they cite is the vaccine. they want people who have been vaccinated to be exempt from testing requirements before entering the u.s. and want the cdc to say vaccinated people can travel safely. u.s. air travel is picking up perhaps with grandparents vaccinated off to see their grandkids. more than 1 million people passed through tsa checkpoints in the last 11 days. doordash is letting people

order covid tests from its app. doordash will deliver kits to customers in 12 markets where it has tash mart locations, baltimore, chicago, cleveland, dallas, denver, minneapolis and phoenix. they say they have more cities where they'll expand. the kits cost about 100 bucks each and doordash says delivery will take typically less than an hour and expect results from the test within 24 to 48 hours. marcus and laura, that's very convenient especially if you've got to work and you need to take a test. i've got to visit my mom in a skilled nursing facility and have to take a test before i can see her. if scheduling that gets to be a little bit hairy. >> certainly can. good to hear that. thanks, bertha. >> yes, hope your mom is well, too. thank you. 4:43 right now. frozen out, coming up next on "today in the bay," new problems if you're one of the millions depending on jobless benefits

here we go on this tuesday morning, a terrific tuesday it is. 4:46 and taking a live look at the golden gate bridge this morning, looking nice and clear out there on the roads as well as in the sky. meteorologist kari hall has a look at what we can expect from the temperatures today and kari, like i said earlier, coming off of a great day yesterday.

hopefully we can get a repeat today. >> we will. it's going to be a really nice one, but you'll just have to maybe hold on, because it's going to be quite gusty out there. let's get a look at our temperatures in the south bay, 49 degrees. nice, cool start and we'll hold steady here with our temperatures at least through about 8:00 to 9:00, and then start to warm up. if you're planning to head out for a hike, just a heads up it will be gusty especially in the hills and starting out with temperatures in the north bay at about 6:00 feeling very cool in the mid-40s, but then sunshine today, and reaching into the mid-60s. it will be a very nice and comfortable day but probably wearing a jacket especially with these winds picking up. let's go through the hour-by-hour forecast with our wind speeds. at lunch time in concord, wind speeds at 26 miles per hour in san francisco, 29 and it's very

likely that we'll continue to see those gusty winds throughout today at about 25 to 35 miles per hour along the coastline in some of our valleys, some of the hills may have gusts up to 50 miles per hour. we're looking at temperatures that are very seasonable. 69 in concord and napa today reaching 68 degrees. san francisco in the upper 60s. we are going to have a slight cooldown with some cooler air coming in by thursday, but overall it's not a huge change here. high pressure building across the west will keep our weather pattern fairly quiet as well as dry so we're not going to see any rain headed our way and we'll warm up this weekend as that high pressure gets closer. it causes the air to sink and as it sinks, it warms up and also keeps any chances of rain away. so look at these temperatures, feeling more like the end of spring rather than the beginning of spring, as our highs reach into the upper 70s for saturday and sunday, even some mid-70s by

next monday. we'll be watching that and more updates on the winds. heading over to you, mike, how is it looking for the commute? >> concerned, kari. i saw a crash reported at the bay bridge toll plaza. we'll take a live look and see how things shape up. the volume of traffic is very light. the last couple of minutes a few more cars. a little slowing to the bottom of the screen. the tow truck on the right there may be activity. as we look at the map the mark at the toll plaza but obviously no lanes blocked from the live look. what else is marked below this is the posey tube, getting toward the oakland side off of alameda, the construction there until 5:00, should be right on schedule, no delays. another crew westbound 80 at central, the only thing in the area that could be causing slowing. and laura, aside from the east bay slowdowns, that's about it. back to you. >> all right, thank you very much.

new this morning, the crew of a bay area based coast guard cutler return to their home part in alameda to talk about the recent work on the high seas, these are stills from the cutter monroe which confiscated more than four tons of cocaine and nearly six tons of marijuana since january in international waters. the drugs have a street value of more than $300 million. >> wow. overwhelmed immigration agents have reached a deal with san diego county to help house unaccompanied children at the border. the source telling nbc news some 5,000 children are being held at the border patrol facilities many beyond the 72-hour legal limit. san diego county allowing border patrol to use the san diego convention center for housing the minors seeking asylum. they expect to use the facility for the next 09 days. new problems for the problem-plagued website, people had a hard time logging on to retain jobless benefits.

for part of the time the site was shut down. department leaders are awaiting details from their i.t. branch, but it's just the latest in a string of embarrassments. one state lawmaker says it's time for more accountability. >> everybody has a right to know what's going on behind the scenes and behind the curtains at edd. we are no longer satisfied with merely observing the failure and then not getting the straight information from the edd. >> that lawmaker, fresno assemblyman jim patterson is demanding the agency produce a full report detailing all website and call centerish eyes issues over the past three months. city attorney dennis we remember rah wants the court to force the san francisco district to bring kids back next month.

he sued the district last month when he says the city had no clear reopening plan and arguing that it violated state law. since then it announced plans to bring some students back. herrera argues it falls short of the state's mandate. 4:51. pandemic problems can take a toll on the mind. next on "today in the bay" -- >> absolutely takes a load off. it is absolutely sort of a catharsis taking place for people. >> in our coming back from covid series this morning, we'll show you how some public art actually helped keep people's spirits up. happening now, investigators are searching for a cause of a fire that broke out at an assisted living facility in new york state, just northeast of new york city. those flames were so destructive, the second floor collapsed. some residents could be seen taken out in their beds. it's not yet clear if anyone was

4:55. welcome back. over the last year, we've stayed home for work and school and stayed away from friends and loved ones. that's really taken a big toll on our mental health but many communities found ways to reach out from a distance. "today in the bay's" kris sanchez reports on one thing some use to help cope with all of this. >> i've been called a couple of times to just share some color and send out some good vibes. >> reporter: san jose muralist lylo gemellos worked steadily, hired by clients to use art to lift the community's spirits.

she's painting the valley of the hearts to light but also painted playful murals like the llama corn reminding people to keep their heads up and the stallion reminding people to stay strong. >> the bright side is that a mural is socially distanced already. this is an activity that you can take part in without any cost, without anybody else. >> reporter: and we needed every bright spot we could find over the last year. 40% of adults reported mental or behavioral conditions like anxiety and depression and 27% more children ended up in emergency rooms over mental health issues. it will take a while for all of us to feel like ourselves again. she hopes that art in the community will remind people that there are better days ahead. >> if my artwork does just one thing, i would like it to include everybody and let everybody know that i see you. i hear you. i feel for you.

and i think that's something that we all are looking for right now. >> reporter: kris sanchez, "today in the bay." trending this morning, a different kind of zoom fatigue, there's a new movement to take the video out of video conferencing. people working from home are growing tired of always being on camera so urging people to turn off their cameras. experts say always being on is causing social anxiety. also this morning, an all new study is breaking down the quarantine 15, all the extra pounds many of us packed on during the shutdown. people under the shelter in place orders gained an average of 1.5 pounds per month. >> me included. this morning, more financial help could be on the way for families and one bay area, one of the biggest cities. next on "today in the bay," the all new pilot program that plans to send monthly payments to hundreds of families. plus, cleared for covid

"today in the bay" continues right now. >> good tuesday morning to you. thanks for joining us. i'm laura garcia. >> and i'm marcus washington. let's get you out the door this morning. meteorologist kari hall has a look at what we can expect from that forecast today. kari? >> hey, before you head out, you want to make sure that you have a nice warm jacket but also prepare for some high winds today. we're starting out clear and also calm in walnut creek, 45 degrees, and the slow climb in temperatures today. it's going to be a nice one. as our temperatures reach up to 68 in oakland, we'll also see a high of 68 degrees in palo alto and upper 60s in parts of the north bay, but the wind is going to cause some issues. we could see some mountain gusts reaching over 50 miles per
