pleasant out there today. >> yes, at least a start it's going to be nice and cool but the winds start to pick up today and in some of our mountains, as well as our upper elevations, those wind gusts could reach 50 miles per hour. we're not going to feel that in the valleys but it will be breezy with the sunshine and bigger warmup in our forecast going into the weekend, as we take a look at today's highs, not bad at all. make some plans to get outside, enjoy the sunshine, and the warm weather and we'll talk about what's ahead for the weekend, coming up in just a few minutes. >> looking forward to it, kari, thank you. right now in colorado, police are sorting through all of the evidence and witness statements trying to determine a motive in that shooting rampage at a supermarket in boulder about 25 miles northwest of denver. sadly, ten people were killed. shortly later, officers arrived and they were seen escorting a shirtless man with bloodstreaming down his legs and handcuffs. officers have not identified him

as a suspect, however, they did say a suspect is in custody and was wounded during the incident. the boulder police chief said 51-year-old officer eric talley was the first to arrive on the scene and was shot and killed. he had been with the department since 2010. the boulder district attorney called for more action rather than just thoughts and prayers. >> my heart goes out to eric talley's family, his loved ones, and his colleagues. he was by all accounts one of the outstanding officers at the boulder police department and his life was cut far too short. >> investigators say they're working quickly to try to i.d. the victims. support is pouring in from california governor gavin newsom, along with other state lawmakers and police departments. they've tweeted out reactions to the shooting, many of those tweets showing a tribute to officer talley. breaking news in india this morning, more than 100 people are injured after a packed

spectator stand, look at that, it collapsed during a sporting event in southern india. in the video, you can see the collapse of a temporary gallery. we know at least 20 people were taken to the hospital, so far, no deaths reported. the crowd was watching a championship match for our popular team sport there, called kabati. by this time tomorrow, close to half of the bay area may be ready again for indoor dining. and everything else that comes with the orange tier. it's seemingly within reach for three more counties, santa clara, san francisco, and marin. "today in the bay's" kris sanchez joins us live this morning, she's in san jose, and certainly a lot of anticipation as we see things lightening up a little bit. >> reporter: of course. we've been talking about the orange tier since st. patrick's day when san mateo county went into the orange tier. we ask people what they're looking forward to doing, they're looking forward to feeling a little bit more normal.

we talked to folks in santa clara county which may enter the orange tier tomorrow. here people told us they are looking forward to gather with friends at cafes like this one, crema and restaurants and bars. in san francisco bar owners are looking forward to serving drinks inside without implementing the rule of providing food with drink. musicians are getting ready to play for freely as well. >> and joying being around company and vibes. >> i'm ready. i feel we've, like a hermit crab in our shell now exploring and getting back out. >> it's more than we have he ever reopened at one time since the beginning of this. that is why this is great news. >> reporter: aside from restaurants and bars, orange tier restrictions would increase capacity for some family options like museums and zoos in time for spring breaks.

churches would invite more people inside for easter sunday services coming up in a few weeks. to remain in the orange tier, counties have to meet those covid guidelines that is fewer than four cases per 100,000 people and also a positivity rate that's below 5%. already some counties looking forward to maybe getting into the yellow tier in a few weeks as well. in san jose, kris sanchez, "today in the bay." >> thank you very much, kris. a new milestone in the fight against covid. governor newsom tweeting overnight the state administered 15 million vaccines. santa clara is the largest county in the bay area, is at 715,000. where you want to know where to get your vaccine head to planyourvaccine.com, enter your

state, age and occupation it should tell you if you're eligible and give you more information. happening today in oakland, more financial help may be coming for some families. in a few hours, mayor libby schaaf will announce a pilot program that will send monthly payments to hundreds of families. the guaranteed income pilot program will be one of the largest in the city. exact details of who qualifies, how much money they'll get and where the money is coming from has not yet been released. stockton tried a similar income program back in 2019. evanston, illinois, becoming the first to pay reparations to black americans who had discrimination and lingering effects of slifery. they will distribute $400,000 to eligible black households, each household receive $25,000 for home repairs or downpayments on property. happening today president joe biden continues his stimulus bill victory lap. more checks are going out this week.

"today in the bay's" tracie potts is in washington, d.c., and has more. >> reporter: president biden resumes his help is here tour today in columbus, ohio, promoting the american rescue plan on the 11th anniversary of the affordable care contact obamacare. with the country's health dominated by coronavirus. today there's a fourth vaccine on the horizon. astrazeneca announcing its two-shot regimen is 79% effective. a government safety panel say the number may be skewed with outdated information. >> you can rest assured that the fda will put a great deal of scrutiny in every aspect of the data. >> reporter: the migrants at the border many are children. >> we have to treat this reflective as our values as americans and do it in a way that is fair and humane.

>> reporter: henry cuellar says the pictures were taken last weekend we're not sure by whom. faces obscured. homeland security and border patrol would not comment nor did they dispute the photos. >> i think the public needs to know the conditions of those facilities. >> we should not be talking about who is right and wrong. how do we find a solution to deal with this issue? the border patrol are overwhelmed. >> reporter: today white house and state department officials traveled to mexico and guatemala to discuss what's causing the sudden influx and how to slow it down. >> tracie potts reporting there. 6:08 right now. let's get up to date when it comes to the forecast. taking a live look outside right now, a clear start to our tuesday morning. windy today. kari, you said earlier it's going to be a bad hair day. that's pretty much every day for me. >> probably not a good day for wearing a flowy skirt either.

so we are going to have some nice weather for the start of the day but the winds will start to pick up. if you're going out to the park in morgan hill, we'll feel temperatures in the low 50s. notice the sunshine we'll see today as we climb into the mid-60s but yes, the wind will be the other thing we're watching especially for some of our hills and mountains, even in the valleys. here we are at noon, seeing some of the winds 25, close to 30 miles per hour in san francisco and may get higher as we go into today. we're watching that as well as a weekend warmup. we'll talk more about that coming up in a few minutes. mike, any problems right now for the morning commute? >> well, kari, we're looking at the bay bridge toll plaza. you may get pushed around a little bit on the span by maybe some breezes from overnight, we are looking at a little slower movement over here at the bay bridge toll plaza, right on schedule, about 6:03, i saw folks starting to stack up here. at the map a slow drive at the toll plaza as the camera showed

good tuesday morning to you. it 16:12. if it's time to get up and go for a run or bike ride, temperatures low 40s, all clear and a nice warmup today as we reach into the 50s by late morning, and some mid-60s by 1:00 today. we'll get a look at all of our microclimates and talk about a weekend warmup as well as our climate in crisis, that's coming up in a few minutes. if you're in a rush to go for a wait there's one at the bay bridge toll plaza. middle lanes there starting to build from the outer lanes, slow up the incline and no surprises,

we'll show you how things are shaping up. there may be and incident for the north bay, highway 101, coming up. good morning. very happy tuesday to you as well. airlines are pressuring the cdc to say it's safe to fly after you've been vaccinated. previously said once you're two weeks past your second vaccination you can safely meet with other people who have been vaccinated but they haven't said specifically it would be okay to get on an airplane. airlines also asking the white house to drop covid test requirements for passengers that have been vaccinated. doordash can deliver $100 at-home tests within a few american cities within a few hours. they haven't expanded to the bay area yet, though. two of the most powerful people in the world certainly in u.s. finance are going to speak to congress today, fed chairman jay powell and treasury secretary janet yellen, who used to be the fed chair, will brief

congress on the future of our economy, that starts at 9:00 a.m. our time. meantime the postmaster general expected to announce higher stamp prices with slower service and shorter post office hours, part of trying to get the u.s. post office costs under control. the ideas do not make the white house happy pu president biden cannot fire the postmaster general and louis dejoy is not wrong when he said his organization is suffering under huge debt. if you qualify for a stimulus check and haven't gotten one, could be in the mail tomorrow. the treasury says printed checks and stimulus in the form of check cards should be in people's mailbox wednesday. laura is still pretty good at writing letters. my son is in the navy so all of a sudden, i have to write letters. it's the only way to communicate with him but up until now it's been nothing coming in the mail that's been interesting. >> maybe a birthday card from me

what? against mike tyson? no. he'll play mike tyson in the series. and martin scorcese is executive producer but they need to broker a deal with the network or streaming service before we get to see it. i think it's going to be very cool. don't even think of it! >> when that story came up i thought oh, yeah shall he's going to do t he's going to go there. >> that's pretty cool. >> oh my gosh. all right, he has a good impersonation down there. mike, you're pretty good at some impersonations as well. >> yes, let's do an impression of traffic guy and see how things are shaping up as we look on the roadways, nothing ludicrous over here. out at the maps green sensors for the most part including the south bay, san jose's first burst happened and it was very short especially for a tuesday. a little slowing out of the

tri-valley of course and the bay bridge, we've marked it there and there is a crash in the top of the screen just behind where it says real time traffic at erada in windsor. the north bay represented here by san rafael farther south, traffic flows smoothly. the crash is on the shoulder but only two lanes there so just a heads up and then farther over in the east bay, that backup at the bay bridge holding steady for the last ten minutes. the lanes might be moving a little better but we have traffic slow on the incline. kari, how is it shaping up weather wise today? >> it's going to be a little bit windy for today and that's something we'll be watching for especially in the hills and mountains. some of those gusts may reach up to 50 miles per hour, and we're still in with the sunshine, it's going to be a nice day, with a warmup headed into the bay area for the weekend. let's get a look at our south bay high temperatures will reach up to 67 degrees today in east san jose and morgan hill. for the east bay we'll see some upper 60s as well. we're mostly looking at upper 60s all around the bay area, but

then as we head to the coastline, some mid-60s in half moon bay and those winds gusting over 30 miles per hour for this afternoon. time now to secure some of the lawn furniture and some of the things that may get blown around with the outer sunset reaching 64, going to be nice and 68 degrees today in novato, as well as napa. we have this strong pressure gradient due to low pressure passing to our east, and high pressure moving in from the west. now we are going to see a slight cooldown on thursday, as we get that cooler air coming in, it's still going to be breezy, and then as high pressure builds in for the weekend, that's going to cause the air to sink and with sinking air we get clear skies but also warming temperatures, and so you can see at the bottom of the screen our temperatures will be heating up quite a bit but it also blocks our chance of rain, and so our rainfall deficits growing we're still keeping an eye on this with us needing over 18 inches of rain

in santa rosa. that's just to catch up to normal with san jose and other spots needing over seven inches of rain. we know that's not happening in these next seven days, as our temperatures warm up, take a look at this weekend, we'll reach into the upper 70s for the inland valleys, and san francisco will also see a little bit of a warmup as well, reaching into the upper 60s by early next week. we turn now to our climate in crisis, we've been keeping an eye on our rainfall deficits but also talking about drought, and looking at how drought has actually become a lot more common over these past 20 years. we've had drought 16 of the last 20 years, and so with that, we have of course the one we all remember from 2017 -- 2014 to 2017, where we have all the water restrictions, and all of the problems out of that, and then we've also seen a rise in longer fire seasons, as a result of all of the drought that we've seen over the past several

prince harry and meghan markle clarifying something said during the bombshell interview with oprah. meghan said they got secretly married three days before their televised royal wedding back in 2018 but a spokesperson now acknowledges those vows were not legal but instead something personal between the couple. with so many students learning from home, new data suggests many are cheating from home. >> coming up on the "today" show, students talk about gaming the system including this college freshman who says he's concerned about his academic success in the long run. >> does that make you worried about next year? >> yes, a lot. i'm going to be doing more googling being like wait a minute, how does this work? what is this? why is that happening and you're just looking at it like oh, no. what do i do? >> watch the special series "kids under pressure: college admissions," all this week on today and "nbc nightly news" right here on nbc bay area.

right now at 6:30, another deadly shooting in colorado. people were shot standing in line for covid vaccinations. the suspected shooter is in police custody and this morning another american city and nation left asking why. the latest on the investigation coming up in a report from colorado, as "today in the bay" continues right now.

good tuesday morning to you. thanks for joining us. i'm laura garcia. >> and i'm marcus washington. let's get to meteorologist kari hall with a look at the forecast for you today. another terrific tuesday out there, kari. >> yes, you really enjoyed yesterday's weather. you'll enjoy today's as well. let's get a live look outside as the sun begins to rise over parts of the east bay with a live look in dublin. we are starting out with low to mid-40s which is about normal and sunshine today warms up the temperatures ahead into the low 60s by early in the afternoon and eventually reach the upper 60s for today. one thing to watch out for is the high winds. it's coming up in the poekt in a few minutes >> thank you, kari. for the second time since last week authorities are investigating a deadly rampage. first georgia, now colorado. investigators at the scene of a boulder, colorado, supermarket

where ten people, including a police officer, were gunned down. nbc' erin mcluf lane has the latest on what investigators are saying about the suspect in custody. >> reporter: good morning. authorities say that this is a complex investigation and at this point, we certainly have more questions than answers. authorities say they have a suspect in custody, though they've yet to release his name, also refusing to confirm whether or not he is in fact the individual that we saw being led from the grocery store in handcuffs, leg bloodied. authorities say there are ten victims in total. we know that among the victims is 51-year-old police officer eric talley, father of seven, youngest being 7 years old. his father spoke to us late last night, saying that he was actually trying to get out of the police force to avoid this kind of violence, just one of many stories we'll be hearing over the next few days. authorities have yet to release

killed in this horrific attack. we expect an update from the police later today. back to you. >> erin, thank you. in a few hours the men accused in two separate attacks will be in san francisco appearing before judges in san francisco and the east bay. "today in the bay's" bob redell is live in dublin this morning. what can we expect today? >> reporter: here in the east county hall of justice in dublin, we expect teonte bailey, a 26-year-old man from oakland will be appearing before an alameda county superior judge for an attorney and plea hearing. bailey is accused of assaulting, robbing and murdering pak ho, a 75-year-old asian man. ho was on his regular morning walk near lake merritt in oakland when bailey allegedly punched ho. ho hit his head on the pavement and later died from his injuries. police are trying to determine if this attack was a crime of opportunity or fueled by a hatred of asian people.

also this morning, across the bay in san francisco, steven jenkins a 39-year-old homeless man accused of in last week's attack of an elderly asian man abwoman in the city. he'll also appear before the judge. jenkins allegedly assaulted an 83-year-old man last week as a security guard pulled jenkins away he allegedly assaulted a 75-year-old woman. that whom shea zhen shea, out if back, sent jenkins to the hospital. police say both assaults were unprovoked and they're trying to figure out if they were racially motivated. shea zen shea is doing better, in better spirits according to her grandson's post yesterday on a go fund me page set up for his grandmother. he writes, "she said we must not submit to racism and must fight to the death if necessary." i don't know if you can see on your tv screen they raised over $890,000 for shea zen shea and her grandson says she'd like all that money to be donated back to

the asian community to combat racism. reporting live here in dublin, bob redell, "today in the bay." >> she cares about her community, thank you. in san jose, volunteers are walking the streets of japantown, citizen patrol members wear red vests and carrying whistles. similar programs are already in place in san francisco and oakland, this as sonoma county supervisors and other community leaders held a virtual hearing to discuss the recent attacks. the superintendent of santa rosa public schools says she was heart broken. >> in all of that work, 38 years of my career, and here we are today, and i can't even protect my own mother. >> diane kitamura made the call to enact policy changes. you can help in the efforts to stop the hate. nbc bay area, telemundo 48 and our parent company comcast have partnered with the bay

area-based asian-pacific fund to provide grants to organizations working to stop attacks against the asian-american community. since february, more than $750,000 has been donated. contra costa county is the latest to widen access to the vaccine. people over 50 of why. solano county lowered its vaccination age to 50 last year. the health department is having difficulty keeping up with the demand. allocation of new doses has dropped by 60% but contra costa county health leaders do not expect the same thing to play out there. >> we can give up to 70,000 vaccines a week. we do not have that supply. >> last week, lights were turned off at regional medical center locations across the county. this is to remember the victims of covid-19. that event was held a year to the day the first two contra

costa county residents died. since since then another 732 people have died. new this morning, san francisco's treasure island will receive its own vaccination site starting this weekend according to "the chronicle" with 14% of residents vaccinated, it has the lowest rate of any neighborhood in the city. the mobile clinic will be set up at the ship shape community center for each of the next three saturdays, starting at 9:30 in the morning. >> 6:36 right now. california counties are getting closer to verifying the 1.5 million signatures needed to trigger that recall election for governor newsom. some 2 million signatures were submitted. if enough signatures are verified there would be a recall election likely in november.

here is how it will work. there would be two questions for voters. the first should governor newsom be recalled, the second one, who should succeed him? the candidate with the most votes on that second question wins, no majority required. new problems for the employment development department's problem-plagued website. all weekend and into yesterday, people had a hard time locking onto the site to access their jobless benefits. for part of the time, the site was shut down. department leaders are awaiting details from their i.t. branch, but it's just the latest in a string of embarrassments. one state lawmaker says it's time for more accountability. >> everybody has a right to know what's going on behind the scenes and behind the curtains at edd. we are no longer satisfied with merely observing the failure and then not getting the straight information from the edd. >> that lawmaker, fresno assemblyman jim patterson, is demanding the agency produce a full report detailing all website and call center issues over the past three months.

new details in shasta county where the district attorney is reviewing a report on the cause of last year's zogg fire. cal fire says it started when a tree fell into a pg&e power line. the fire killed four people, burned 56,000 acres. investigators have seized pg&e equipment related to that fire. also shasta and tahama counties sued pg&e alleging negligence. pg&e has not issued a response. just yet. speaking of weather here in the bay area, let's talk about that wind yesterday, kari. that was something we had great weather but that wind was a big thing that we're actually going to deal with today as well possibly, right? >> yes, i think the winds will be even stronger today, and so if you're going to be going hiking, let's look at our forecast for the north bay. we're starting out at 8:00 at 44 degrees. it will be a cool start but sunny and those winds will continue to increase especially in parts of the north bay and the hills. we could see some of those gusts

reaching over 50 miles per hour but the temperatures will feel nice reaching up to 67 degrees and the warmest time of the day will be at about 4:00. we're starting out breezy and the winds will stay up at about 25 to 30 miles per hour and that will continue into this evening as well as tomorrow, and then we'll start to see those winds calming down. beyond that, we are going to see some warmer temperatures. we'll talk more about that coming up in a few minutes. mike, how it looking for the commute? >> well, kari, some folks are envying that wind. you say 25 to 30 miles per hour, perhaps in some spots, but not the cars of the bay bridge toll plaza. they are stacked up. the build has kicked in over the last 15 minutes. the middle lane is moving better than the outer lanes now, a complete switch from the last time we took a live look. the backup here as we look to the map, a slow drive on the approach just off the berkeley curve and out of the maze, no problems there and actually things are getting bet ear cross

well as a warmup in our forecast, coming up in a few minutes. >> a little wind reported across the san mateo bridge, the high-rise may be the point for that, most focused on these larger trucks you see here but no problems right now for speeds. we'll show you the bigger look coming up. new for you this morning, the crew of a bay area based coast guard cutler return to their home part in alameda to talk about the recent work on the high seas, these are stills from the cutter "munro" which confiscated more than four tons of cocaine and nearly six tons of marijuana since january in international waters in eastern pacific ocean. the crew encountered a drug smuggling operation every 90 hours. the drugs are deemed a street value of more than $300 million.

journalists have been pressuring the biden administration to let us take pictures inside facilities. this morning, we've got new video but scott, this comes from the government itself. >> yes, which is not what the press was asking for. as we show you these new videos of the immigration facilities, keep in mind, they were recorded by customs and border protection, not by independent tv agencies. we have added a blur to this so we're not adding, not identifying the children. the video shows the inside of the facility in el paso, texas. el paso right on the mexican border. we see the intake area where the medical checks are performed and then living area with the cots and the aluminum blankets. video provided by the government that is new this morning. vice president harris traveling the country explaining the benefits of the stimulus. she was asked when she would visit the border. her response seemed light-hearted to her critics who were quick to pounce.

>> reporter: do you plan to visit the border? >> uhm, not today [ laughs ] but i have before and i'm sure i will again. president biden expected to propose something trump proposed, a $3 trillion investment in america's infrastructure. bridges and highways and communication, and green energy. you remember trump attorney sid me powell who made some perky wild accusations about dominion voting machines. she's asking a court to dismiss a lawsuit brought by campaign in dominion. she said nobody was supposed to believe what she was saying at this press conference. dominion in its lawsuit says powell made "wild accusations and outlandish claims" and in her case to dismiss, she's saying, exactly. i made outlandish claims about voting machines and the election and she shouldn't be sued because people would understand what she was saying was not

times to just share some color and send out some good vibes. >> reporter: san jose muralist lyla gemellos worked steadily, hired by clients to use art to lift the community's spirits. right now, she's painting the nostalgic valley of the hearts to light but also painted playful murals like the llamacorn reminding people to keep their heads up and the stallion reminding people to stay strong. >> the bright side is that a mural is socially distanced already. this is an activity that you can take part in without any cost, without anybody else. >> reporter: and we needed every bright spot we could find over the last year. 40% of adults reported mental or behavioral conditions like anxiety and depression and 27% more children ended up in emergency rooms over mental health issues. it will take a while for all of

so they're urging people to turn off their cameras. experts say always being on is causing social anxiety. i hear teachers all the time with the kids on distance learning saying keep your camera on! it's going to be accountability, too, which is really important. and no angling it just showing this much. we're getting some reports of some high winds out there, in fact we've got some new video in to our newsroom this morning. in brentwood, high winds, time to get a kite out there this morning. ooh, i would watch that kind of canopy that is out there. hopefully everything is all down safely. kari, you were mentioning that we're going to experience some winds. is this going to be across the bay area? >> yes, we've been seeing it from the past i'd say about 15 to 20 hours across much of the bay area, especially in some of the valleys but our hills already getting wind gusts at 50 miles per hour, and so it's going to be really gusty up

there in mt. diablo as well as mt. st. helena and some of the windy spots. it looks fairly calm in san francisco. we did see wind gusts yesterday reaching 40 miles per hour. expect it to be a breezy day. if you're heading out to the park, let's check out morgan hill. we'll start out with some low 50s here at 10:00, and then go to 60 degrees at noon, and then reaching into the mid-60s today at least the temperatures will be comfortable. as we head to the south bay, expect a high of 67 degrees. in downtown san jose, morgan hill, east san jose, and then for the east bay, we'll see some upper 60s reaching up to 69 degrees in antioch and concord, and those wind gusts at about 25 to 30 miles per hour. along the coastline, we could see gusts of over 30 miles per hour and more of the same in san francisco today, as we reach up to about 67 degrees in the mission district and our north bay highs in the upper 60s. so windows open today, enjoy the breeze. we've also seen some of those

winds really kicking up because of high pressure moving in, but we're also going to see a slight dip in temperatures for thursday, as this storm system kind of passes to the north and east of us. then the weekend, high pressure moves in, it's still going to be breezy but temperatures ramping up and going to feel more like the end of spring rather than the first full weekend of spring. take a look at these numbers. in the upper 60s the next few days and then for the inland valleys, on saturday and sunday, reaching up to 78 degrees, and san francisco seeing those highs in the upper 60s, a lot of dry weather, and some breezy winds headed our way. mike, you might need to keep a tight grip on the steering wheel for the drive this morning. >> good advice, kari, because the chp said the same thing about a couple of the bridges. things calmer on the dumbarton and san jose bridge. slowing 101, seeing this slow down traveling north up 680

data from its final trial stage within the next 48 hours. a live look in san francisco and san jose, three more counties may be poised to have the chance to move into the orange tier of the covid restrictions. this is depending on the state's assessment later today. san francisco, marin and santa clara county are expected to join san mateo county, which has been in the orange tier since last week. in the orange, outdoor dining can increase to 50% capacity, bars can reopen outdoors and bowling alleys can open for the first time. live look in oakland where happening today, more financial help may be coming for some families. in a few hours, mayor libby schaaf will announce a pilot program that will send monthly payments to perhaps hundreds of families. the guaranteed income pilot program will be one of the largest in the country. exact details on who qualifies, how much and where that money is coming from haven't been released. stockton tried a similar income program back in 2019.

we're talking about some of the high winds already out there this morning. kari has a look at our forecast. >> yes, so now is the time to get ready for those breezy winds, make sure the patio furniture is all secure and the garbage cans won't be knocked over. we'll see temperatures today inland reaching into the mid-60s. more of the same tomorrow, still breezy but a slight cooldown a couple degrees as we head toward thursday and a big warmup in our weekend forecast. mike, how is it looking right now for the morning commute? >> you know, kari, looking much better here. our camera in san jose just a few minutes ago we showed you really the slow drive bunching up but things are starting to clear. i think someone swerved or hit the brakes, no crashes reported here. as we look no another live look it's still backed up at the bay bridge toll plaza. the middle lanes are starting to move, about five minutes are almost complete stop here but things started to smooth out once again. the toll plaza, the metering lights may be sped up just a bit because i saw the incline clear
