we have new information on what they want reopened which could put you or someone you know back to work. the third hour of "today in the bay" starts right now. and good thursday morning. i'm cierra johnson in for laura garcia. >> and i'm marcus washington. a check of your forecast and commute coming up in eight minutes. first, bay area counties finally playing ball with the state and joining the blue shield vaccination distribution plan. kris sanchez is live with that. kris? >> reporter: hi there, marcus. yeah, the county of santa clara will join that state vaccination plan after weeks of having to cancel a number of second dose appointments and having to put the pause button on those first vaccine appointments. santa clara county had held out joining the state plan that's led by blue shield. leaders saying they were doing a good job with delivering shots and that the supply was really th one of seven

asking the state to allow them to retain local control, and that was the final agreement. blue shield will manage shot supply. however, santa clara and marin county leaders say the locals will still handle the appointment system and distribution so underserved communities will be reached. >> we'll be able to go to your home, do pop-up sites, or very large sites. as the vaccine becomes available we'll be able to meet that need at a local level. >> being able to have control, to provide appointments to the hard-to-reach groups is another factor in us achieving equitable vaccine distribution. >> reporter: now with blue shield at the helm the hope is the state will have a clearer picture of vaccine inventory not knowing overall inventory was part of the problem that led to the handling of thousands of second dose appointments for kaiser members telling them to get their shots through kaiser and not the county instead.

alameda and contra costa county are expected to also sign on to this agreement as well. kris sanchez, "today in the bay." >> thank you. well, thanks in part to vaccinations contra costa county's largest school district is set to reopen its doors for the first time in more than a year. "today in the bay's" sharon katsuda live in walnut creek to explain why all parents may not be celebrating just yet. good morning, sharon. >> reporter: good morning, cierra. we've covered many school reopenings and this recently revealed some parents are happy and some say it needs more work. it is ready to bring the kids back on campuses with covid safety measures in place so there's social distancing and every two weeks while other counties in the red tier. the school had an in-person plan. i live in the district and received one as well. some parents tell me they were disappointed to tell me they

will bring after the lunch hour and some will continue distance learning. these classes may not be taught by their current teachers. parents had to get final confirmation whether they still preferred distance learning under the plan. those who agree to the new in-person will be heading back pre-k through second. third grade through high school will have the option to return to campus or stay with distance learning. many are planning the in-person shifts. san leandro beginning in-person hybrid learning april 12th and berkeley schools say 79% of the elementary school students plan to go back in person. the california teachers association plans to hold a news conference today regarding what it school reopening. so a lot going on and the state superintendent of schools tony thurman is planning on holding the news conference today as well to express how the state is

trying to keep the school safe during these reopenings. reporting live in walnut creek, i'm sharon katsuda, "today in the bay." happening today the san francisco school board member under fire for comments some call racially insensitive may be stripped of much of her power. in tweets show referenced the asian-american community, white supremacy and racism. allison collins has apologized and is refuse to go resign. today the board is expected to discuss removing collins as vice president and removing all of her committee assignments. but she would still be able to remain on the board. and the dublin unified school district in mourning right now after the heartbreaking death of one of its leaders, trustee catherine kuo was volunteering at a food distribution event at fallon middle school yesterday when she was hit and pinned between two cars. she was rushed to a hospital but doctors could not save her. the interim superintendent released a statement saying in part she dedicated so much of

her heart, soul, and time to our community. our schools, students, staff, and families are forever indebted to her. well, all lanes of highway 84 in the east bay are open again this morning after a deadly police shooting. it happened during a chase yesterday afternoon and the chp says it involved a stolen car. at least one fremont police officer shot and killed the suspect on eastbound 84 near fremont boulevard. our cameras show the windows of the car were all shot out and the handgun was found near a back door. both directions were closed for a number of hours. one driver stuck on the nearby on ramp says he heard about 15 shots. >> people were turning around panicking, driving back down. there was enough gunfire people were scared and coming back down. >> the backup went on for miles. all lanes reopened around 9:30 last night. chp is taking the lead on this investigation. a hit-and-run driver is still on the loose.

this is after a deadly accident at a santa rosa homeless encampment. it happened tuesday night. police say it started with a fight involving two men. one of the men jumped into a car be went across the lanes striking that woman outside of a tent. the woman became pinned under the car later died. the driver ran from the scene and has not yet been found. the u.s. now confirming north korea launched two short-range ballistic missiles into the sea of japan. the launches took place over the week. this marks the first provocation in more than a year. u.s. officials say north korean and president biden is expected to be asked about north korea during his first news conference today. the president setting the record 64 days have passed since his inauguration, and this is the

longest since any president has not held a formal news conference. our scott mcgrew will have more on that and other topics the president is expected to touch on coming up for you at 6:45 during his coverage of biden's first 100 days. developers have reportedly agreed to a $6 million settlement tied to a toxic cleanup scandal at hunters point shipyard. "the chronicle" reports the settle many stems from a 2018 lawsuit filed against five point holdings. it covers an area of real estate housing 85 units. each plaintiff is expected to receive an average of about $12,000. this case is separate from the much longer running case and cleanup scandal involving a company called tetra tech. that case is ongoing. hotel and hospitality leaders are lobbying california to reopen for conventions and meetings. industry leaders including some from the bay area are promising to practice all cdc guidelines including social distancing. meetings and conventions play a large role in drawing visitors

and revenue to hotels which, as you can imagine, are struggling. california is also the only state to have not restarted conventions. meantime, a new report shows san francisco took a huge hit last year in its tourism sector. the san francisco travel association says visitors to the city down 61% from 2019. and they only spent $2.3 billion in 2020, down almost 78%. sfo also experiencing a huge loss. passenger traffic down 71% from last year. and experts say it will take years to recover from the loss of 2020. bad weather is back at it in texas. check this out. golf ball sized hail there. this is video from outside of austin. let's take a listen. and the potential damage to those vehicles there. there was also a tornado warning

but we haven't heard anything touching down just yet. kari, that's something that is scary for a lot of people especially in the area that are used to that. a scary situation. yeah, i mean, that's pretty crazy, that hail is really damaging. just think about all the cars that will be all dented up after that. i was just looking at the radar to see what was going on right now. we can see it looks like the storm is starting to clear from the area but may be a problem as it continues to move across mississippi, alabama and into georgia as well. we'll keep an eye on that. let's get a look at our breezy winds we've had this morning. you may have heard them earlier as the winds were picking up and it's still quite breezy as the wind funnels through the delta and down into the bay as well as parts of the coastline. breezy with a few clouds to start. as we take a look at our temperatures for san jose and where we're headed starting out in the upper 40s and reaching into the upper 50s and low 60s for today. so you'll notice it will be

cooler today, but we have a big warming trend headed our way for the week. we'll talk more about that and maybe talk about some places where you may be headed coming up in a few minutes. mike, people just heading to work this morning. how is the commute rolling? pretty typical pattern in most spots. i do want to look at the san mateo bridge camera because westbound your commute direction with the taillights, some debris just past the toll plaza. we don't see a problem. the sensors haven't shown any slowing in the last five minutes since the crash. oh, there's a little bit but that may just be the toll plaza. there's an incident a couple directions reported near the dublin interchange. no slowing shows up late. the bay bridge toll plaza does show up some slowing has the incline. a live look shows you the brake tapping right on schedule. you're okay getting into the city. back to you. thanks, mike. i want to you listen up. there's a story that talks about at what age do you peak. all of us here kind of disagree with the new study but we'll

at 6:13 if you're head to go tahoe expect light snow today. the rest of the weekend drying out, warming up. the temperatures for squaw valley and alpine meadows. even though it will warm up, so far we're doing pretty good on the snowpack. we'll talk about when we could get some rain in the forecast, how it's looking as well as our climate in crisis segment that's coming up in a few minutes. and right now the bay bridge toll plaza is seeing a little more brake tapping but compared to yesterday a little bit lighter. a little bit looser traffic flow. i'm assuming these folks going into work because it's early for a pleasure ride. whatever you're doing, that's what you get. well, good morning. very happy thursday to you as well.

more good news about the economy. far fewer americans than expected applied for first-time jobless claims last week. 684,000. we'll get the overall jobs number for the month next week. i have an update on the ship that got itself stuck cross wise in the suez canal. after hours upon hours of digging and pushing, well, it's still stuck. the cargo ship is nearly a quarter mile long and is blocking all traffic coming both directions and is causing chaos on world shipping. a repeat performance in ceos once again go before congress. the heads of twitter and facebook and google have found themselves in this position before. this time they're going to talk about election security and this follows a pattern. democrats scold the ceos for allowing misinformation on their networks, and republicans scold them for censoring conservative voices. now "the washington post" points out three of the members of

congress that are going to ask questions today themselves elec with stop the steal hash tag. representatives in oklahoma, missouri and georgia. we do expect members of congress will ask why the former president trump is not allowed on social media still and when or if he'll ever be allowed back. that hearing gets under way this morning. well, soccer star megan rapinoe joined the president and first lady at the white house yesterday to call for equal pay for women. labor department data showing women are still paid less than men for the same job. on linkedin some female founders ask they not be called female founders. the new york sometimes notice it had with ashley sumner of quilt who crossed out the word female. robin morse writes i'm not a

trending, if you're in your 20s, listen up because it does get better. a new poll commissioned by well-known cbd company indicates americans collectively feel they peak or will peak when they hit 37, the average age. more than one-third of them say they think they will reach their peak around the age of 46, maybe older. during the pandemic 6 in 10 people came to appreciate themselves more within the past i think a lot of people have been able to self-reflect more. when we talk about the peak right now, like i was saying earlier, i think it's hills and valleys. certain times you peak and move on and you peak again and it gets higher and higher. kari, what were you saying? >> i was thinking, yeah, i think my best years are ahead of me. i was thinking, too, this survey performed by a cbd company,

maybe it's because you start doing cbd as you get older. >> interesting. cierra? >> possibly. that survey did say your life gets better after your 20s that is definitely true. 20s, ew. on ward and upward. >> mike? >> like you say, peaks and valleys. i think peaks and plateaus. we'll keep going. it gets better as you go along. i have you all beat in the age department so age before beauty. we'll take you out to the roadways where it's looking beautiful. the bay bridge toll plaza we see this every day. thursdays lighter than tuesdays and wednesdays. there you go. middle lanes backing up. the same thing on the sensors up the incline getting into san francisco. no problem there. a smooth drive through the maze in contra costa county. the issue alameda county, a crash reported. a couple crashes reported at the dublin interchange but they've consolidated to one and cars off to the shoulder. typical slowing out of the

altamont and down through in towards sunol. everything else is clear. i've circled the san mateo bridge. it was a little slowing. traffic is getting more volume going across the bay. no major problems. there may be a little debris there, kari. the high rise is moving smoothly. sometimes we get a wind warning. not from chp today. what do you have? yeah, it's been pretty breezy this morning and temperature wise not too bad. it's our typical cool start where we see some spots in the 30s and 40s. but we also have some 50s here. it's 51 in redwood city. compare that to the 39 we have in napa where the winds are calmer. make some plans to get outside today. it's not going to be as warm as it was yesterday. but we are going to see still a fairly nice day. we're checking out walnut creek starting out in the mid-40s heading into the low 60s with some sunshine here today. a mix of sun and clouds again today. and then bear going to see our temperatures reaching up to 64 in oakland. a high of 65 expected in

martinez and santa rosa reaching 64. san francisco in the low 60s for today. you can see at the bottom of the screen our temperatures are going to be much warmer to move in. it's also going to keep us rain free. no chances of rain in here at least for the next week and possibly beyond. so we are going to have some very warm weather as well as dry as we go into the next several days. take a look at the trend for the inland forecast for the next seven days. we reach into the low 60s today. and then by the weekend upper 70s. i think a lot of people are going to be out and enjoying that. and it does continue into early next week as well. while san francisco will see the temperatures in the upper 60s over the next several days. let's talk about our climate in crisis for today. we're going to go to southern australia where a catastrophic flooding event is unfolding. more than 40 inches of rain has

i felt my car kind of shaking driving down. i think we're going to have a look at the weather. kari? yeah, we are starting out with some of those breezy winds and we've seen it still kicking up in san mateo. wind speeds right now at 28 miles per hour. in some spots funneling through the delta and down into the bay. we're going to have some of those breezes sticking with us for a little while longer. in dublin it is mostly clear. temperatures in the upper 40s. we'll stay here for a couple more hours and then start to see those temperatures going up. overall we're in for cooler weather today but a big weekend warm-up. we'll talk more in the forecast in a few minutes. >> thanks, kari. a federally run mask vaccination site at the oakland coliseum may continue its run longer than expected. "today in the bay's" bob redell is live. i know the county may take over. >> reporter: correct. good morning to you, marcus. you'll recall fema and the

state's office of emergency services opened this drive-up mask vaccination site in the parking lot of the oakland coliseum mid-february with the intent of running it for eight weeks which would bring us to a few weeks from now to mid-april. now alameda county is talking with the state about taking over management of the site once that eight-week period is over this is according to reporting done by "the chronicle." currently the federal government supplies the site with special shipments of the vaccine. the paper reports one of the issues is if the alameda county were to take over would it continue to receive the doses from uncle sam or the alameda county have to rely on the allotment it already received. the coliseum has been administering about 6,000 shots a day, more than 200,000 in total so far. incidentally the oakland a's are expected to play and not have any impact on the operation of the vaccination site which, as i mentioned, taking place in the

parking lot. b.a.r.t. will be offering ten car service after the game for fans trying to get home. they're doing the ten cars so it's easier to social distance. reporting live in dublin, bob redell, "today in the bay." new this morning we might be one step closer to exit being the pandemic. a study shows twice as many people tested positive for covid-19 antibodies compared with confirmed tests for the rest of the country. they say the number of people with natural immunity and the number of people vaccinated is getting us closer to that herd immunity. 60% to 80% of the population will have to be immune for that to happen. and no serious or dramatic differences to report in the updated data for astrazeneca's covid vaccine. the company earlier this week turned in numbers some health leaders claimed were cherry picked. the numbers for the phase three trial fall mostly in line said to be 76% effective in stopping

serious symptoms of slight drop from the original 79%. the drug maker still maintains its vaccine i preventing severe diseaseple at a boulder, colorado, grocery store set to appear before a judge. prosecutors have not yet formally charged 21-year-old ahmad alissa. he's been held at the boulder county jail on ten counts of first-degree murder. those records are also showing that he has been assigned a public defender. and just in the california teachers association this morning, the latest group praising above newsom's nomination for the next state attorney general. newsom named east bay assembly bonta during an event in chinatown. if confirmed he would be the first filipino-american to serve as attorney general. bonta is a yale law school

graduate and once deputy city attorney. he has authored numerous justice reform bills. state lawmakers have 90 days to confirm him. well, we are less than three months away from the start of the 2021 olympics and right now the olympic torch is on its way across japan. >> and the usual pomp and circumstance missing because of the pandemic but still the lighting of the torch is reason for hope. keir simmons has more. >> reporter: marcus, cierra, it's on. it's actually happening. can you believe it? the lighting of the torch in japan marks the official countdown for tokyo 2020. a little late but it will be taken around 98% of japan by 10,000 torchbearers and it's just going to be, you know, a celebration. even though there are going to

be restrictions, only local folks are being invited to watch the torch being carried, people are told not to cheer, just to clap, to wear masks, all the things we've become so dreadfully used to in the past 12 months. can you follow it live online and get involved with hash tags. one i love, by the way, hope lights the way. the message for these games is going to be about renewal am it was already about renewing japan after that terrible earthquake and tsunami ten years ago. now, of course, it's about the world renewing after the coronavirus. international spectators won't be invited. even athletes' families will not be able to accompany them. so it's not an olympics like we've ever seen before, but, boy, will it be good to see. >> all right. one of my favorite events of the summer.

we're counting down the days until july 23rd. you can only watch the tokyo games here on nbc bay area. well, next monday the warriors game against the chicago bulls will feature an all-female broadcast team. kate scott will lead the coverage on the warriors radio station, 95.7 the game. the sacramento kings and our sister station nbc sports california also teaming up to make a little history. saturday's game against cleveland will feature the first-ever exclusively women in nonbinary announcing team. in addition to announcing the game the group will handle the pre and postgame shows. good stuff there. >> good to see. you know what's also good to see, the weekend. it's friday eve and time to look ahead at the weekend forecast for you. meteorologist kari hall, always keeping an eye out for us ahead of schedule so we can get a sneak peek of what we can expect. kari? >> yeah, let's go to napa valley this weekend. it's going to be nice and sunny and also very comfortable as we

see a lot more of the wineries and vineyards opening again. we'll see our temperatures tomorrow reaching 75 degrees and some eect it to reach 65 tomorrow. you can see how much warmer it will be as the week goes on reaching 81 degrees by the end of the week. also very dry and sunny as we take a look at monterey. temperatures holding steady there reaching 60 degrees each day. and then if you do plan to head to the sierra we're going to see some good driving conditions getting there and back. temperatures are warm, so if you want to see some snow, you'd better get thesoon. we'll see our temperatures tomorrow reaching 46 degrees and then some upper 50s by the end of the weekend. really quiet here whether you plan to stay in the bay area or travel, going hiking. it's going to be a nice one especially as our temperatures warm up. we'll take a look at that as well as what's going on as we go

around the bay area for the weekend. that's coming up in a few minutes. mike, how is it looking heading to work this morning? kari, it's looking like you're going to have a pretty smooth drive. i've been watching the dublin interchange for a couple of reasons, and let's get a look at the map and show you the impact on the roadways so far. bottom of the screen southbound north 101 shows you the traditional pattern, we traditionally see slowing build. there it goes. in the tri-valley a number of reports for incidents around the dublin interchange. your typical slowing out of the altamont and highway 84 and a little more slowing west 580 approaching north 680. that transition ramp may be affected by the one remaining incident there. a disabled vehicle, no slowing. maybe out of the roadway now. the bay bridge toll plaza where the arrow is shows you the backup like on the live camera. a similar pattern to yesterday. lighter traffic. back to you. >> thanks, mike.

their press conferences earlier in their first 100 days. more video out of the facilities at the border. this was shot yesterday by a pool camera. so a news agency shared it with the other news agencies so there wasn't a huge crowd of cameras. the video supplied to us was shot by the government itself before this. this was part of a congressional and white house delegation visiting the facilities at carrizo springs, texas, an hour and a half north of laredo. as far as the gun violence issue, that's gone nowhere and probably will go nowhere in the senate. the white house press secretary said president biden is considering some kind of executive order perhaps strengthening existing background checks. what the president can do via executive order is limited. we've talk about executive overreach. critics will likely criticize biden for endangering gun rights. remember, president trump once proposed police be allowed to

county will get. the county will decide how many individual sites like this one get going forward. you will still, though, make your appointment through the county website. santa clara county held out on the deal joining the state plan and one of seven counties asking the state to retain control. with the final agreement now in place blue shield will now manage that supply but santa clara county gets to decide where the shots go. >> we'll be able to go to your home with a mobile unit to do stand-up vaccination sites, pop-up sites, very large sites. so as the vaccine becomes available we'll be able to meet that need at the local level. >> reporter: marin, alameda and contra costa counties are expected to sign on with state agreement with blue shield as well. blue shield is supposed to provide a better gauge of overall inventory for the state which could end the cancellation of second dose appointments and first dose appointments as we've

seen happening here in santa clara county the last few weeks. kris sanchez, "today in the bay." >> thank you. a pilot's rant caught on an open cockpit mic now has the attention of the faa. it happened as an airplane arrived last week into the s jose airport. a warning what you're about to hear is very explicit. >> that unidentified pilot apparently talking about the bay area and captured on air traffic control chatter. he is under investigation. in a statement the faa tells us its regulations prohibit airline pilots from talking about subjects that are unrelated to safety while conducting their flight taxiing and while flying below 10,000 feet altitude. the faa has also reported the incident to the airline. some new faces are coming to

we're starting out with some clouds. it's been breezy. a live look outside in san jose and our stmts are about normal for our start in the upper 40s here. but we will get some more sunshine as the day goes along. just expect those clouds to be in the mix as well and looking at our trend we'll reach into the low 60s so it will be cooler, maybe keep that jacket close by all throughout today as we get a look at our south bay highs reaching up to 62 in los gatos and morgan hill. for the east bay we're going to see some low 60s. up to 65 in martinez. for oakland 61 degrees. mostly upper 50s from daly city to half moon bay and san francisco will also see some upper 50s and low 60s for this afternoon. and with those breezy winds it may feel a little bit chilly to you as you head to the north bay. santa rosa will reach 64 degrees. though it's cool today you're probably already seeing at the bottom of the screen that our seven-day forecast is much warmer. we're going to start to see high

pressure really building across the region. it's going to keep our rain chances away and also allow our temperatures to warm up significantly going into the weekend. we may have breezy winds at times by early next week. as we go through the forecast you're noticing that it's dry. now we get the updated drought monitor. it is showing some worsening drought conditions for parts of southern california near the coast or near the border of nevada and then for the bay area we're still looking at the same extreme drought for parts of the north bay. most of us in a severe to moderate drought at this point. and it doesn't look like we're going to get any rain here over the next week, so i guess a lot of people are going to take it in and enjoy the warm weather especially as we go into the weekend with those less restrictions for some of the places you may be heading. mike, heading out the door this morning, how is the commute rolling? we're looking pretty good,

welcome back. a quick look at the top scories including the return to the classroom for students in contra costa county's mt. diablo. >> sharon, what are parents saying this morning? >> reporter: i just saw the principal who is getting the campus ready and definitely mixed reaction. some parents telling me they're happy to get the kids back on campus. another parent telling me they would like to see the district still work on these plans. the district says it is ready to

bring the kids back on campuses with covid safety measures in place such as social distancing and offering in-person students covid tests every two weeks while the county is as a parent. some tell me they were disappointed to see students will have to be brought back to campus midday after the lunch hour and a full morning of distance learning. these afternoon support classes might not be taught by their current teachers in the subjects as well. the students whose parents agree to the new in-person structure will head back today for pre-k through second and next week third grade through high school will return to campus or stay with distance learning. the principal did tell me they are preparing the campus for those afternoon students who will be coming here possibly for the first time here on campus back to school in person. reporting live in walnut creek, i'm sharon katsuda, "today in the bay." >> sharon, thank you. happening today the san francisco school board member

under fire for comments some call racially insensitive may soon be stripped of much of her power and recently resurfaced tweets she referenced the asian-american community, white supremacy and racism. alison collins has since apologized. she is also refusing to resign. today the board is expected to discuss removing collins as vice president and removing all of her committee assignments. but she would still be allowed to remain on the board. the dublin unified school district in mourning after the heartbreaking death of a leader, trustee catherine kuo was volunteering at a food distribution event in dublin yesterday when she was hit and pinned between two cars. she was rushed to a hospital but could not be saved. the interim superintendent released a statement in part saying she's dedicated so much of her heart, soul and time to our community. our schools, students, staff and families are forever indebted to her.
