we have thousands of appointments available this week. >> opening vaccines to everyone. one bay area county poised to do just that, as soon as this week. ahead in a live report, the conditions allowing leaders to make their bold forecasts. and the cargo ship that's stuck in the suez is still stuck, but it's a little less stuck than it was. the latest, plus just how big is it? that's ahead. plus the search for a compromise on new gun control measures after the recent shooting rampages, the one proposal siders believe faces the best odds among lawmakers. right there from the suez canal of the cargo ship the "evergiven." teams dislodged the cargo ship blocking the entire waterway. these are live pictures, we're still working to get it moving but it's said to be floating. the ship was stuck for nearly a week, it created a massive backup in the global supply chain. salvage teams had to dredge the canal enough to get the ship to budge which it finally did at high tide with the help of ten tugboats pulling full bore. close to 400 containerships are backed up in the canal waiting for that all clear. one bay area county looking to open vaccinations to nearly all adults. contra costa county says it has enough supplies to possibly start vaccinating anyone over 16 who lives or works there. >> "today in the bay's" sharon katsuda is live for us in contra costa county, looking into how soon this all could happen. good news here, sharon. >> reporter: yes, that's right, cierra and marcus.

teenagers we know they love to hang out, they love to go shopping and now they can catch a movie together so this is great news for this age group and the community. we've heard for weeks that vaccine supply would increase dramatically by may, and here in contra costa county, leaders are saying there is no shortage and the community is looking forward to seeing the younger age group vaccinated. >> we have thousands of appointments available this week, so we encourage you to get online or call teenagers, becaue they are, you know, they want to gather. they want to see each other and everything and now it's real hard for them. >> having it readily available is such a windfall for everybody here. you know, and i hope everybody takes advantage of it. >> reporter: contra costa health services recently opened eligibility to everyone 50 and older who live or work in the county, along with those 16 and older with

leaders. they urge everyone to make appointments before this new eligibility tier opens up for anyone 16 and up who lives or works in contra costa county. the county will make a final decision after learning its actual dose numbers midweek compared to scheduled appointments probably by thursday and i did check the county website, the health website and it says that if you do fill out a request form, there's such high demand that it could take several days before they respond to you. i'm sharon katsuda, "today in the bay." in contra costa county more than 600,000 doses have been administered, nearly 45% of the people over the age of 16 have now received at least one dose. as for the rest of the bay area, most counties are slightly lower than coco county but marin is more than 50%. santa clara is at at other end with one-third of all adults being vaccinated. >> we have a very source that can help anyone looking to get

"today in the bay's" tracie potts is live for us this morning with what may be a pivotal week. tracie? >> hey, good morning, marcus. yes, they got out of washington beyond the beltway to actually see one of those situations that they've been talking about here in washington. can congress get gun laws passed? it has been a long time since they did. it's alluded them, about you now some lawmakers think they may know the particular issue that could lead to some common ground. lawmakers debating gun control in washington toward the three atlanta area sites where a

gunman opened fire on mostly asian women. they want the justice department to prosecute those shootings as a hate crime, citing fear in the asian communities. >> they see with their own eyes, and they feel what they feel and they have gritting their teeth for an entire year. >> reporter: background checks on commercial sales may offer the best chance of getting 60 senators to agree on a gun law. >> you're not going to get to 60 votes with legislation that requires a when a father wants to sell his gun to his son to have to get a background check. >> once we convince republicans that the sky doesn't fall for you politically, when you support a reasonable expansion of something like background checks, you can move on to other interventions. >> reporter: president biden says he's confident. >> only gun control legislation ever passed is mine. it's going to happen again. >> reporter: the president says he'll work the phones with republicans in search of a compromise. tracie potts, nbc news.

>> 5:05. new this morning, the safest place to live in california is -- drum roll, please -- it's in the east bay according to the security product website safewise. danville finished number one based on violent crime rates and rancho santa margarita, moorpark, rancho palos verdes and aliso vijeho round out the top five. according to new findings by "the mercury news" santa clara county issued fines to businesses like no other county in the bay area, only four bay area counties issued any penalties at all. santa clara county issued 380 fines amounting to nearly $5 million. contra costa and san mateo counties were each far less than 10% of that. sonoma county only issued 14

fines. one santa clara county legal team member tells "the merc" the county has taken a "very measured approach." capitol corridor introduces a new schedule, direct round-trip weekday trains between auburn and san jose and means passengers can now travel the entire capitol corridor route without a transfer. it comes almost one year to the day the pandemic forced a drastic cutback in service. also vta will start collecting fares again this thursday. people headed to and from vaccination sites are still offered free transportation with that proof of appointment. along with bay area park reopenings comes the return of parking fees. oh, yes, san jose is getting ready to resume fees at its regional parks april 1st, that includes places like happy hollow, and alum rock park. the parks and rec departments suspended fees in march of last year. the daily cost?

$6. with the weather we've been having, i'm sure a lot of people want to get out there and do some hiking, get some fresh air because it's been so nice out there. a live look for us in downtown san jose where it's looking nice and clear this morning but what is it going to feel like later today? meteorologist kari hall has that store us. kari? >> it's going to be another great day for getting out and going for a hike. let's head out the door in the tri-valley, as a lot of people are heading out for work and our temperatures have been starting out in the mid-40s here, and it's going to warm up as we see a lot more sunshine today but it won't be as warm as yesterday, but still pretty comfortable. take a look at these temperatures, reaching 72 in livermore, 73 in martinez. san francisco will be in the lower 60s and 72 today in napa, and the winds will pick up. we'll talk more about those winds and what's ahead. mike, how is it looking headed to work this morning? >> pretty good, pretty good. traffic flow is pretty smooth right now. we saw blips here and there as the map shows you.

starting at 43 degrees and the winds pick up as we reach into the upper 50s for much of the afternoon. we'll talk about our inland temperatures and a big warmup in all of our forecasts, coming up in a few minutes. all right, we're looking at a smooth drive around the bay, wind advisory from chp from earlier overnight across the san mateo bridge. we'll check on the latest, it doesn't seem to be causing a problem and i hope it stays that way. well, good morning and a very happy monday to you as well. you know, it should have been a quiet week ahead on wall street. you have several holidays and no trading on friday, but it looks like things could get a bit wobbly after a large hedge fund started to sell some of its positions and may be taking some pretty big losses, that has investors worried about how much some banks may have invested in that same hedge fund called archigos capital. you've never heard of it, i've never heard of it but it's worth

billions of dollars and it's been selling a lot of its positions. sold so much stock on, in viacom over the last week the parent company cbs, viacom stock was down 50%. good news for world trade the ship partially is floated. it may affect supplies and prices for weeks to come. there's an interesting new website where programmers cobbled together a program that lets you put the "evergiven" in whatever says you want. here it is next to the going golden gate bridge and also in boston harbor, i don't know if we have the picture or not. if you put it up against the golden gate bridge how astonishing huge the golden gate bridge is as well. i looked it up, the biggest ship to ever come in under the golden gate bridge was actually the same size, it was the "msc anna"

>> everything starts small. >> i'm good for it. i'll pay tuesday. >> tuesday, got you, mike. we don't have to pay for the forecast luckily, because it has been beautiful. if we had to pay for it, it would probably be expensive. >> yes, it's going to be beautiful today. had a nice weekend enjoying some time outside. today it's time to get back to business but the weather is not going anywhere. if you're going to be waking up heading out for a run or a bike ride, let's check out our south bay temperatures, right now mostly in the mid-40s and we'll stay there through about 8:00, and then going through the rest of the day, with a warming trend, with a lot of sunshine and our temperatures headed toward the mid-60s by lunch time. this is a look at our temperature for lunch today in livermore, it will be about 64 degrees and about the same in concord. 65 in santa rosa, and that's where it will be slightly warmer for the afternoon, reaching 73 degrees, but when you compare that to yesterday, that's a big drop, and we are going to have

today actually one of the coolest days of the week before we really start to warm up, but tonight, we'll mostly see some 50s as the winds start to pick up and high pressure is going to be moving right over the bay area toward the middle of the week, and that's going to cause some more summer-like weather, compared to where we should be feeling temperatures in the 60s, we're looking at some 80s, but then look at the changes we'll have ahead, going into the weekend, more clouds moving in, this storm system approaching, and it may even bring us some rain by the beginning of next week, but it's still all dry this week. we are still in some extreme drought conditions for parts of the north bay, and with the warm temperatures and the dry weather, that's going to dry out the vegetation even more, especially once those winds start to pick up. that's something we'll be watching for inland areas by the middle of the week. look at the changed, it won't be that warm by the time we get to saturday and sunday so we better take in the warmth while it's

here. mike, getting out the door this morning, anything people should know about? >> take in the warmth later on i guess, kari, that's the good note. not a lot of warnings on the roadways. we have an issue as we get out to the roadways looking at the speed sensors and a little bit more slowing out of the tri-valley. we expect that for 84 and 580. the 280/101 interchange i poorly circled it, we have an issue, disabled vehicle may be affecting that transition getting up to san francisco. no slowing over the last few, none at the toll plaza. a live look shows you san rafael for a few seconds here, sorted back out. i'll watch that as it tracks to the north bay. back to you. next on "today in the bay," "nbc bay area responds." >> she's told she's required to pay $750 in fees to get a $1,500 refund. i'm consumer investigator chris

"nbc bay area responds" to a union city family and $1,500 travel dispute. >> they asked for help. >> yvonne chung canceled three airline tickets to barcelona because of the pandemic. asap tickets told her it would collect a $250 fee per ticket, that's 750 bucks. yvonne did not think that was fair so she did two things. she started a dispute with her credit card company and she called us. we contacted asap tickets parent company and here's what they told us. "when the pandemic started, many airlines were not allowing refunds and they were offering credits only." they went on to say "it wasn't until months later that airlines started relaxing these rules." asap tickets corporate office then processed yvonne's refund in full $1,543, no fees. here's the thing, though. asap could have stuck to its

"the press democrat" report city leaders are seeking to add about 10,000 new homes over the next decade. several projects are set to be hundreds of millions of dollars short of full funding. the city's seeking help from the

state and one lawmakers is proposing a $6 million which if approved would be on the 2022 fall ballot. san diego comicon some fuming fans may be ready to morph into the hall because they're angry organizers scheduled the event for thanksgiving weekend november 26th to the 28th. organizers did say they want to scale back this year's event so some may argue this will do the trick especially when many of us are already gathering with extended family over thanksgiving. a big step toward san jose's children's discovery museum. visitors will be allowed first time in more than a year. friday is the museum's reopening day. the bills backyard area has been opened for months but indoors closed. capacity will start at 25% and grow to 50%. guests need a ticket beforehand

it is kicking in for some of the districts. >> reporter: correct, we're outside monta vista high school which already had its kids on campus as part of a hybrid learning model. starting today the cohort also come together for in-person instruction four days a week. middle and high school today, elementary tomorrow. the board of education made the decision last week after the california department of public health changed the social distancing requirement in classrooms from six to three feet. also starting today, nearby mt. diablo unified school district welcomes back third to 12th grade students for in-person instruction if they choose. students still have the option to learn from home 100% of the time. this is what classrooms at santa clara unified will look like when that district welcomes some of its students back today for in-person instruction. you can see the tables and desks are spaced out several feet

apart set up for one student, also plexiglass up around them. this week, students in grades pre-k through second will head back to campus and also students in grades 6 and 9. the remaining grades will return next week. reporting live here in danville, bob redell, "today in the bay." >> thank you, bob. it's also a big day for students at stanford, happening today, they'll return to campus for the spring quarter. juniors and seniors are offered the choice to return to campus, although most of that instruction will still continue remotely. the idea is to give students especially those seniors a meaningful experience before they graduate. there will be some strict safety measures in place including mandatory twice weekly testing. starting today, people who have no access to vaccination sites in the south bay they have a new option that can come to them. santa clara county health department is rolling out a new mobile covid vaccination service. the focus will be on long-term and in-home care with vaccines provided by first responders.

as those vaccinations roll along, the new numbers showing covid cases still has medical experts worried. so far, 93 millions have gotten at least one dose, just over 15% are now fully vaccinated. at the same time, new infection rates are up. covid deaths remain steady. as of today, more than 30 million people have been infected and more than 550,000 people have died. sutter health is appealing its latest six-figure fine on top of a separate six-figure fine a few days prior due to cal osha's safety failures tied to covid exposure. the latest nurses were not notified they were exposed. the fine amounts to $141,000, in addition to a $155,000 fine in covid death of a nurse at the summit bates campus. sutter says it disagrees with the findings and argues the reported exposures occurred outside of their workplace.

ere is a live look normal. at uber's new corporate headquarters in mission bay, 20% of the staff is returning to the office. and it's not just businesses on the rebound this week. come thursday the oakland coliseum will be doing double duty not only as a mass vaccination clinic but as the center of the oakland a's universe. the coliseum reopens with fans in attendance for opening day, a moment the team president as you could imagine is excited about it. >> this is a very historic moment for sports and for the entire bay area. this is the first event with fans since everything was shut down over a year ago. >> speaking of fun, another big opening thursday when six flags discovery kingdom in vallejo reopens with rides, big thing there, with rides at limited capacity. over the weekend communities across the bay area came out in

full force to denounce the recent rise against asian-american. in berkeley 12-year-old mina made the event happen with the help of aapi youth rising. hundreds gathered to support her in aquatic park and then marched to the bay area pedestrian bridge. in milpitas they marched to city hall. a recent cal state/san bernardino study shows a recent uptick in hate crimes last year in 18 large american cities. the total numbers were relatively small here in the bay area. san jose jumped from four to ten in 2020. in san francisco the numbers went from six to nine. experts say hate crimes are widely underreported and even when police are involved, sometimes they fail to document those incidents involving bias. happening now, nashville police say at least four people are dead from flooding after heavy rains. a flash flood emergency has been declared in eastern and central parts of tennessee.

rescues have been under way nonstop and in east texas, a tornado tore through small towns killing one person and damaging dozens of homes. my heart really goes out to folks there, flooding and i've covered tornadoes and they're just devastating, really, really awful there. things here a little different. we don't have a lot of rain, i don't think we have a lot coming up in the future. >> yes, going to be pretty quiet here, so we are definitely watching to see what's going on there across parts of tennessee, as well as parts of the midwest and the atlantic coast, wheree flooding, wind damage or even tornadoes. these are all of the reports we've seen over the past 24 hours, so they're going to continue the recovery there. here we just have a very weak cold front moving through, that's actually going to drop our temperatures today and cause our winds to increase and it's going to be breezy between this afternoon and tomorrow but overall a fairly quiet weather pattern. i'm watching this as well as a

big warmup by the middle of the week. i'll have more on that coming up in a few minutes. mike, any problems right now for the commute? >> i was facing the wrong direction because i was checking the maps but i guess that would be for my report, not for the commute. the commute the update in san francisco, we did circle at the bottom of the screen 280 at 101, there was some slowing coming down into the area and then the chp cleared the report so there may have been some sort of traffic break that did clear or maybe it was just a few more slower cars. they're cleared from san francisco. over here clearing through in towards sunol for highway 84, we have more traffic making that cut-through. the altamont a little more slowing getting closer toward north flynn and it's slowing really in focus grant line road. i circled san jose. there was a little bit of slowing just a couple minutes. 5:37, this is about the time we should see more build for the south bay. the camera doesn't show a lot of difference over the last few minutes but the speed sensors

right now at 5:40, as you make plans for home school recess today in pleasanton, it's going to be another really nice one, spend some extra time outside as we reach 70 degrees. we'll talk about what's ahead of the warmup coming our way in a few minutes. and kari, the wind actually is pushing around our san rafael camera, so it's breaking up our signal a bit. heading over there on the richmond bridge, we do see a little more traffic, very little more, but those folks on that high-rise might get pushed around a little bit as well. we'll track the reports coming up.

developing this morning, all eyes focus on the high-profile case that rocked the nation. the murder trial of former minneapolis police officer derek chauvin begins. he's seen with his knee to george floyd's neck for more than eight minutes. "today in the bay's" jay gray live for us this morning outside of the courthouse. jay? >> reporter: hey, marcus, good morning to you. george floyd's death last summer really sparked a national movement, a demand for social justice and equality, those gathering outside the courthouse not only today but through this trial say what happens inside will give them a better idea of how far they've come and how far they still have to go. windows were boarded up, streets blocked off, the number of police and national guard troops growing around the courthouse, security that will continue to build through the trial. >> that presence will reach capacity at a graduated scale as

we get closer into the verdict and deliberations, that capacity as you know is about 2,000 national guard and 1,100 law enforcement partners. >> reporter: there were protests this weekend and crowds outside the courthouse are expected to grow as the high-profile case unfolds. >> just as we stood when he was killed, we're going to stand with that verdict, if we don't get what we want, if george don't get it. >> reporter: george floyd's family joined supporters at a vigil sunday night. >> there's a time for change and that change is now. there's only one race, and it's courtroom, the judge expected to take care of some legal housekeeping matters before seating the jury that will ultimately determine derek chauvin's fate. it's not only the former minnesota police officer on trial here. >> it's difficult not also to

think more broadly about the fact that the nation is watching because it's also about the fundamental integrity of the system. >> reporter: what will likely be an intense and at times emotional case is expected to last two to four weeks. the defense does have the option of delaying its opening statement until after prosecutors present their entire case. we'll find out in a few hours if that's what they intend to do. also, marcus, the judge says he does expect to hear some testimony during today's opening session, so once they get in that courtroom, looks like they're going to get things moving pretty quickly. >> jay, before you go, i want to ask you, you mentioned legal housekeeping, the judge mentioned that but did he talk anything about heavy security, the protesters expected throughout the trial? >> reporter: yes, he says that's well aware of the security issues and the protesters that may be outside. he said that won't affect what's happening in the courtroom. he adjustments security

you'll remember dr. birx was conspicuously silent at key moments as america flubbed its response, including saying nothing as the then president suggested ingesting disinfectant to cure covid. he's looking at her right here. some people did that, they ingested disinfectant. president biden is going to split his next proposals into two, introducing an infrastructure plan at a speech in pittsburgh on wednesday, then green energy and child care next month. he said at his press conference last week that gun control was not a priority compared to infrastructure, that infrastructure must come first but some in congress ready to move ahead. you'll hear from senator chris murphy first and then biden's response. >> i've gotten a lot of calls from republicans in the senate who don't want to fight the fight because the nra's authority is fading, the anti-gun violence impact move

very comfortable for the inland areas. here we are as we head through about the noon hour, we'll be in the mid-60s and some of us will reach into the low 70s today for parts of the north bay, as well as the east bay. san jose, morgan hill reaching the low 70s. it will be cooler compared to yesterday. some of us made it into the 80s. well, we are going to have a milder night, because of the winds starting to pick up and it's going to be quite gusty between tonight and tomorrow, and our low temperatures only making it down into the low 50s so we usually do start to see those winds trending up for the nighttime hours when it's quite gusty out there. so as we look at this forecast, it's going to be breezy and i just lost connection to my weather computer. so we are still looking at the forecast at the bottom of the screen, where we see temperatures warm up, and then cool back down for the weekend. we'll be watching out for a chance of rain beyond that. i'll check on my computer, mike. how is it looking over there in the traffic department? >> apparently i'm not supposed

"nbc bay area responds" to a union city family in their $1,500 travel dispute. >> they asked consumer investigator chris chmura and his team for help landing the refund. >> yvonne chung canceled three airline tickets to barcelona because of the pandemic. asap tickets told her it would collect a $250 fee per ticket,

that's 750 bucks. yvonne did not think that was fair so she did two things. she started a dispute with her credit card company and she called us. we contacted asap tickets' parent company and here's what they told us. "when the pandemic started, many airlines were not allowing refunds and they were offering credits only." they went on to say "it wasn't until months later that airlines started relaxing these rules." asap tickets' corporate office then processed yvonne's refund in full $1,543, no fees. here's the thing, though. asap could have stuck to its guns. the $250 fee was not an airline refund fee, it was an asap refund fee spelled out in the terms and conditions. so kudos to asap for dropping its fee here. this isn't the fl agent and blind-sided by a fee that's actually in the fine print. if you want to avoid that surprise, consider booking directly with an airline. often their prices are identical.
