morning commute? >> i have to check the stats but marcus' quote might be the first time saying let's nimitz coming, a couple more seconds for chp to arrive but they are here. still one lane -- two lanes now open northbound 101 at blossom hill road, crash blocking left two lanes up toward hillier. the restrictions are getting looser in napa and alameda counties. today the counties are expected to announce a move into the orange tier. they'll join marin, san francisco and san mateo and santa clara counties. sonoma, solano and contra costa county will be the three counties remaining in the red tier. in the change in the orange tier, indoor dining at the 50%, bars can open outdoors only, gyms and fitness centers reopen indoors at 25% capacity and some

offices can open with modifications. >> what is the see yet in contra costa county? they are on the verge of opening shots to anyone 16 and olds. they have plenty but others don't. >> reporter: vaccine sites in the south bay are fully booked. in contra costa county, leaders say there are hundreds available, so much so they expect to open eligibility to everyone 16 and up this week, two weeks before the state will. >> i think we're switching modes from like a mode of vaccine scarcity right now to a mode of vaccine plenty. >> reporter: why is there such a difference when it comes to supply in we spoke withstand ford's dr. yvonne maldonato. >> it is the result of the way we do all of our health care in the u.s. which is fragmented. we have an extremely fragmented health care system in the u.s. >> reporter: we've also learned some counties like contra costa have received an allotment from the federal government that santa clara and others are

expecting soon. there's also the difference in vaccination rates due to the governor's push to get shots in the hardest-hit zip codes. >> i am hopeful but i also think we're going to have to be patient and not everyone's going to get their first choiceunders is. >> reporter: what does it mean for you? on thursday, everyone 15 and up becomes eligible in california and in mid-april it's everyone 16 and up. counties like santa clara are ready for the onslaught of employments, they can vaccinate 200,000 a week, the only constraint is supply. >> the quantities are not to provide for everybody that is eligible. >> reporter: when they come in, the county launched a mobile vaccine clinic to serve people who can't leave their homes, the elderly and residents in underserved areas who might struggle to get a vaccine as millions more are about to become eligible. the county, though, adds a helpful hint, it says more

appointments are usually added in the mid to late week, that's when providers find out how much supply they'll get from the state and update their websites. santa clara county tells me tonight they'll receive 32,000 more dose this is week, opening up more first shot appointment in places like levi's here in the next day or two. in santa clara, ian cull, "nbc bay area news." >> once you're eligible, visit the website of the county you live and it will have a list of vaccination sites and appointments. the other option call your doctor or check your my health website, you can also go to local pharmacy websites like rite aid, cvs or walgreens and try to make an appointment on california's "my turn" website. a resource to help you get vaccinated, go to planyourvaccine.com. enter your stage, occupation and state and you get information on

where you can secure your shot. an update from san jose police who say a lengthy standoff there is now over, it happened about 12 hours ago when police responded to reports of a man with a gun near two mobile phone stores in alum rock. nearby roads were closed, homes evacuated. soon after, a suspect barricaded himself inside a home on miller avenue. the suspect apparently giving himself up peacefully, now in custody, at this time there's no additional details being released by police. as part of its regular weekly meeting today, contra costa county supervisor also hold a presentation on crime against asian-american pacific island community starts at 9:00 a.m. a homeless man accused of recently attacking two asian seniors in san francisco is due to appear in court today. authorities say that one of his victims, a 75-year-old woman, courageously fighting off that man, steven jenkins is being

held without bail on several charges but prosecutors so far have not added hate crime to his charges. and recent anti-asian crimes are sparking a surge in neighborhood watch programs. later today, a group called holler back will hold a virtual training program to education people on bystander intervention. it trains people on what to look out for, how to respond and even how they can help the communities. to participate tonight, you'll need to access it through the asian law caucus website. the majority of people living in san francisco want the upper great highway to remain closed to traffic post pachbdemic. pandemic. 53% are signaling their support, 21% meantime want the iconic roadway to return to pre-pandemic conditions and reopen as a four-lane roadway. the permanent closure would cost the city more than $7 million roughly the same price opening it back up and performing safety

south near blossom hill, hellier, the crash blocks half of 101, we'll check that coming up. good morning, i'm bertha coombs from cnbc. stocks will open lower at this point but the dow is coming off of its 17th record high. the s&p 500 and nasdaq ended in the red yesterday amid the fallout from hedge fund being forced to sell positions in some media stocks that include viacom cbs. bank stocks fell yesterday with two of the hedge fund's lenders warning they suffered losses related to the massive and chaotic stock sale. the dow and s&p are firmly higher for the month. in focus today, reports on home prices and consumer confidence. and you're going to have a bit more time to contribute to your i.r.a. for the 2020 tax year. the, moved the deadline to may 17th, the same day that you have

to file your tax return. the agency postponed the filing deadline from april 15th after calls for more time following the passage of the $1.9 trillion american rescue plan. that measure made several changes to the tax law, and also tasked the, with sending out a new round of stimulus checks. so you can contribute to your i.r.a.'s, roth, health and certain education savings accounts but you got to remember if you got taxes on distributions from any of those accounts, they are also due on may 17th. and volvo is increasing paid parental leave for all employees to 24 weeks. the plan covers those adoption, permanent foster care and surrogates and non-birth parents in same-sex couples. employees will be paid 80% of their base pay by default. u.s. employees have the option of 19 weeks of fully paid leave within three years of becoming a new parent. those are the latest headlines

distance, very nice, all sparkling all the lights, nice to see. it's 4:47. nice to see my friends on air this morning, too. how have you been, good? >> doing good. >> good to have you back. >> good, we were missing you. >> nice to have time off with the triplets. it was nice. the weather's been peck tack collar. is that going to continue, kari? >> absolutely. in fact, it's really going to warm up. i'm thinking as i look at the forecast, am i going to need to turn on the air conditioner? we're going to talk about that. let's get a look at how we're starting out this morning. still nice and cool but some of us have had some milder temperatures because we've seen some of those breezy winds kicking up, right now in san jose in the upper 40s and it will stay there at least through about 8:00 and then start to warm up, as we check out our high temperatures, it's going to be warmer compared to yesterday, as we reach up to 77 degrees in the south bay as well as the tri-valley, we'll see that in parts of the east bay as well, and 79 in napa and in santa rosa. take a look at the seven-day

forecast. it's up at the bottom of the screen, yes, you're seeing that right, some mid 80s by the next couple of days, and this is as high pressure moves in, and it's really going to ramp up those temperatures for a couple of days, but then once that moves on, it will clear the path for the possibility of some rain by the end of the weekend into early next week. so that's some really good news that we are seeing some rain down the line, because as we look at our two-week outlook for rainfall, it does show that a lot of that rain will be targeting far northern california, kind of missing out on the bay area, but at least we do see some rain in the forecast, and our temperature forecast is actually trending below average, once we get past these spikes of warm temperatures for the next couple of days. so as we look at our seven-day forecast, 80 today in some spots with some gusty winds to start. winds calm down and temperatures go up, we'll reach into the mid 80s for tomorrow, as well as thursday, but then look at the

cooldown we'll have this weekend, and it does look like the cooler weather sticks around for a little while, as we get a couple of rain chances early next week. a lot of changes here, mike. do you have any changes for the commute? >> well not as interesting as yours, but i do have an issue for the south bay, so heads up folks driving through san jose, as we look at the south bay map, mostly green as you would expect but unexpected half of 101 is blocked northbound just past blossom hill, shy of hellier, and the crash blocks your left lanes. no major injuries but that has got some slowing as crews are on scene as well as we're watching that. meanwhile the rest of the south bay and the rest of the bay shows a pretty easy drive, a little slowing out of the altamont as you'd expect. the bay bridge has no backup but they're slowing down towards central, overnight roadwork clearing from westbound 80. we'll track it. back to you. >> thanks, mike. later today, funeral services will be held for the boulder police officer eric talley. officer talley was one of the

first police officers to ai have radio the at the mass shooting at king soopers last monday. the 51-year-old killed in the line of duty. nine other people lost their lives when a suspect opened fire at the grocery store. while the general public is welcome to attend, attendance is limited due to covid-19 restrictions. three weeks when president biden says nearly every adult in america will be able to get in line for a covid vaccine. health officials warn the virus is still spreading. "today in the bay's" tracie potts has this story this morning. >> reporter: three weeks from now on april 19th, president biden says 90% of adults will be eligible to get the coronavirus vaccine and 90% will live within five miles of a site offering the shot. even with the u.s. giving 3 million shots a day and shipping 30 million dose this is week, the virus is spreading. new cases are up 10% in the last week, more people are going to the hospital, more are dying.
