a terrific tuesday it is, good morning. thanks for making us a part of your morning. i'm marcus washington. >> and i'm laura garcia. we'll check mike's commute in just a moment. first let's check in with kari y winds. we have a wind advisory that continues through 10:00. after that, the winds will gradually start to calm down. it will be warmer today. as our temperatures head up we'll get a touch of summer for a couple of days, as we get a look at what to expect as we look at some of our microclimates around the bay area, some low 70s for san francisco but definitely warmer as you head over to concord, reaching 80 degrees and 79 with sunshine today in napa. we'll talk about even warmer temperatures in the forecast that's coming up in a few minutes as we head out the door, mike, how is the commute rolling? >> the richmond bridge toward san rafael look at 580 the backup at the toll plaza is

jammed, all lanes right now. we see some flashing lights, i they they're waiting for another tow truck because of an overturned vehicle blocking two lanes there. slowing through richmond toward central as well for west 580 but the construction crew just cleared rippling back into san pablo, the lower drive should clear sending more folks to the toll plaza where the backup is forming on the incline, slowing there as well as on the approach to san francisco, the rest of the bay looks light by comparison. back over to you. >> thanks so much, mike. happening today, alameda and napa counties are expected to move into the orange tier, which means more reopenings actually starting tomorrow. marin, san francisco, san mateo counties are in the orange tier. sonoma, solano and contra costa county will be the three remaining in the red tier. here's a look at some of the big changes in the orange tier.

some offices can actually reopen with modifications. also happening today, oakland schools are actually joining the parade of recent reopenings only for some of the youngest students in those districts. it comes with the ted line looming for funding, it looks like some districts will make it while others won't. "today in the bay's" cierra johnson joins us live in san francisco this morning to explain why this is such a critical moment, cierra. >> reporter: yes, good morning, laura. we'll get to the looming deadline in just a moment but first, those kids getting back at school, it's hard to imagine, just a couple days before easter, the first time, meeting their teachers for the first time, but that's exactly what's happening in some of the elementary schools there in the oakland unified school district. so today to be specific, it's just some of those schools with welcome back the pre-k through

second grade students. the district has worked to make changes so the buildings are safer, updated the hvac system and installed portable air purifiers and say that ppe and social distancing will be in place. it is important to note a number of schools have had to alter their plans to a modified schedule in a partial opening and a few will not open until april. by april 19th, the district says that's when another phase of reopening will begin. pk through sixth grade students and priority students in grades 7 through 12 who have opted for in-person instruction will be able to join the campus. and despite an agreement between the district and the teachers union to reopen today, the district says only 33% of teachers said they are ready to return to the classroom. >> i can speak for garfield staff we're excited to return. we miss our students, we miss our families, and we are excited and looking forward to a safe return.

>> reporter: this district's reopening comes at a critical time. as we mentioned, it's one day before the deadline set by governor gavin newsom when districts must have public schoolchildren back in the classroom to potentially receive sundays set aside by assembly bill 86 signed by the governor earlier this month. school districts could receive up to $6.6 billion, billion with a "b." we've been reporting for several weeks all of the districts going back, many of them meeting that deadline which is eligible. one district, san francisco unified, though, will not meet that deadline so they will not qualify for the money set aside because of that bill. we're live in san francisco, cierra johnson for "today in the bay." >> thank you. there is a new warning from the leader of the cdc, this is about the newest threat of yet another spike in covid cases and she even warns of impending doom. >> we have so much to look forward to, so much promise and

potential of where we are, and so much reason for hope, but right now, i'm scared. >> the cdc director rochelle walensky is fearful that the recent case spike we're seeing in some 30 states will lead to another surge if restrictions are lifted too soon but one ucsf infectious disease expert believe states slower to lift restrictions and more aggressive with vaccinations including california will not see that surge. >> we are keeping some restrictions. we're not opening too fast. we're keeping our cases and hospitalizations low, and we're rolling out vaccine fast. >> experts do warn as long as transmissions continue, mutations will continue to lead the new variants. kaiser health care workers have been holding rotating demonstrations across the state since mid march demanding more support during the pandemic. nurses and other front line workers argue at times like this, more attention, even more compensation is essential. kaiser executives in the

meantime argued workers are receiving added compensation and extra attention when it comes to safety measures. today's protest is scheduled to happen outside vallejo medical center. many are calling on federal agencies to transition to a year-round wildland workforce. the main reason is because wildfires nor longer limited to just the fire season. the move would require reclassifying more seasonal federal firefighter positions as now permanent. the request was outlined yesterday in a letter signed by california senators and 21 other members of congress. last year, you'll recall nearly 10,000 wildfires ravaged california, earning more than 4 million acres. concord police apparently looking sky ward for more crime fighting help. happening today, they're holding the first of two virtual meetings to consider rolling out a new fleet of drones. the public input meetings take place today and thursday, starting at 6:00 p.m. you can link to it from the department's facebook and twitter pages.

today marks 19 straight days of record air travel during the pandemic. some airports are now reaching pre-pandemic levels, but i skie. maybe you've noticed it the roads are getting more crowded as well. "today in the bay's" kris sanchez is live with a look at the rebounding commute. kris i noticed it yesterday coming from the gym. >> reporter: yes, it depends on when you're out and about driving. you didn't notice it on your way to your 9:00 to 5:00 job, you noticed it on the way to the gym, what we're seeing with the traffic patterns around the bay area, approaching the pre-pandemic levels but not necessarily at the times that we might think. traffic is 88% of pre-pandemic levels in san francisco, that's this march compared to last march, but that is mostly on the weekends. weekdays are still far below normal. we also checked with mtc which says bridges are getting 90% of crossings but not necessarily all at commute times.

this is all according to data from inrix which tracks where we drive based on gps information from anonymous cell phone apps, this is the same sort of data that mike uses for his traffic maps. part of that random pattern could be that bay area health orders still encourage remote work for non-essential workers, even if those nonessential offices are allowed to reopen. students now returning to school, but because more folks are getting vaccinated every day and people are feeling more comfortable, they are starting to go out. here is what a delivery driver and a caterer say about their time on the road. >> i'm definitely experiencing about 30 minutes to an hour traffic peak time. >> i can last year. >> reporter: the tsa information in here, because already so more folks are going out on the weekends, you probably saw a lot of folks out there, but a lot of folks are traveling by air, too. marcus mentioned that at the top of this report, the tsa

reporting just this morning they screened more than 1 million people for the 19th consecutive day. however, public transit is still feeling the impact of the pandemic, with low, low ridership levels. however, many of our bay area transit agencies vta down here in the south bay, also sam trans on the peninsula, muni up north getting some federal funds to try to stay afloat until things finally get back to normal all across the board. in san jose, kris sanchez, "today in the bay." >> yes, you are really already seeing so many more people on the roads and that leads us to mike inouye, following all of it. we're seeing the pickup here. >> we are, and it's like kris said, we're seeing more traffic flow but it's not necessarily at the times we u let's look out there. we're seeing the patterns on our map, true to form. we circled area 101 in san jose, only a ten-minute burst for the first one between 6:00 and 6:15, starting to ease up.

slowing more consistently on the left side of your screen. hayward 880 between san leandro and hayward, union city we see the slowdown about now, tuesday, wednesday and thursday. so there is a slight build for the morning commute. the bridge track picks up and there are a couple of reasons for that, more traffic of course down the east shore freeway, the bay bridge but also the richmond bridge is a problem. we'll show you the live look out there, we see the traffic flowing over toward the richmond bridge. i did not mark that out there, sorry, the bay bridge with the backup forming now, because traffic cleared from the berkeley construction, coming down through the area for central in toward gilman and two crashes are actually reported at the richmond toll plaza where the backup fills in getting out. on the span it's a clear easy drive across 580 into san rafael. that's better news, i guess. over to you. >> you have to watch your speed and also keep a tight grip on the steering wheel as you cross the bridges. we have a wind advisory in effect for the areas shaded in

and we're seeing improvement at the richmond side, look at the flashing lights in the parking lot, though, heading westbound 580, one crash cleared, one to go, the bridge itself is cleared, just backed up on the richmond toll plaza, and then out of oakland, we're seeing more traffic building as well. this is right on schedule at the oakland side of the bay bridge toll plaza. the backup filling all lanes right now. we'll show you how the east bay drive commute shapes up coming up. well, good morning and happy tuesday to you as well. lexus just announced a new electric car, they're calling it the lfz. it's still at the concept level for now. lexus has been behind the rest of the car industry in making electric cars, but says it wants to offer 20 electric or plug-in hybrid cars in the next four years, that's a really aggressive time line. volkswagen making an electric vw bus. it was going to announce a name change for its electric car division next month until somebody published the press

release early by accident. they're calling the company voltswagen. the press release had blank parts where they were going to put in more details later when they were ready to announce the name change to the world and then somebody hit "send." cnbc reports the number of tesla customers have been charged twice for the time car and worse, tesla is not rushing to give those customers their money back, money in the tens of thousands of dollars. cnbc's laura calodony told tesla told him it may take more than 45 days to get a refund on $50,000 on a second car he never bought. tesla did not comment on the story. the nasdaq is lower, president bide listen make a major address about the economy and infrastructure tomorrow. the "evergiven" is under way.

it will be some weeks before we get a full picture of how badly the stuck ship affected the world economy. also worth asking what the managers of the canal could do to prevent this from happening in the future, laura and marcus. this is starting to become a regular thing with ships that big. >> you were talking about that yesterday. they have to do something because certainly we don't want this to happen again. >> it is longer than the canal is wide and you could see this happening again for sure. >> thanks, scott. new for you this morning, visa partnering with cryptocurrency. the credit card giant will allow the use of usd coin to settle transactions on its payment network as part of a pilot program with crypto.com, a payment in crypto platform. companies leaders say introducing cryptocurrency into the payment pipeline was a

complicated and rather lengthy process. trending this morning, the force is strong with just the announced cast of disney+'s new obi wan kenobe series. the video may take you down memory lane. >> along with ian mcgregor reprising his role, hayden christiansen played aniken skywalker in the prequel trilogy. the series is about to begin filming. just like the "star wars" thing we're going to give everybody a little spin-off here, start with the feature for the bridges coming out of the east bay, you guys. our spin-off for the richmond bridge no one spun off the bridge but we did have two crashes near the toll plaza. the live look shows you great improvements over the last ten minutes. they removed one crash and you

see some lights over there in the parking lot, i believe they've cleared that second crash, so it's backed up there. more traffic at the bay bridge and that's right on schedule, so richmond bridge improving, bay bridge getting more crowded right on schedule and the map shows you both from west 80 that construction cleared at central, that circled area that should see more traffic own the next 15 minutes through san jose. over to you, kari. >> all right, we're watching that beautiful sunrise, or at least i was on the camera, looking at the bay bridge, let's head to the south bay with a live look outside in san jose as you wake up getting ready to head out the door, it's going to be a cool start, but a really nice day for outdoor activities, if you plan to go to the park today in livermore, we're going to see those temperatures throughout the morning mostly in the 50s, and then lunch time it will be 67 degrees, reaching into the low 70s. take a look at the seven-day forecast. it's already up at the bottom of the screen, showing you all of the trends that we're going to see, going up and then back

down. today we're on our way up, high temperatures reaching 77 degrees in livermore, 77 as well in oakland, and 79 today in napa. it's going to feel more like the end of spring, but we also have some even warmer weather in the forecast, as high pressure moves in, and it's going to be right over us over the next couple of days, giving us a summer-like feel. that will quickly move out of the way and clear the path for a storm system that's going to move in by the end of the weekend as well as next week, so we are going to have some much cooler air and possibly some scattered showers by the start of the new work week. but we are once again going to have some warm weather for today, tomorrow, reaching into the low to mid 80s and look at friday, it's going to be really nice, upper 70s, and a comfortable weekend with some more seasonable weather with upper 60s and a chance of showers by early next week, as san francisco comes back to the upper 50s. i want to take you now to our climate in crisis.

imagine this. cities with clean energy, electric cars, bike trails, clean air, and reduced waste. it can happen but it's going to take the action of all of to us create healthy living environments that fight climate change. that's the goal of a palo alto group of climate change activists who lay the groundwork for their city and others who want to reduce their carbon footprint. the organization called carbon free palo alto now in their tenth year of their ambitious goal of reducing the city's emissions by 80% by the year 2030, they focused on creating policies that changed city infrastructure to a greener solution. >> we know it's costing us more to not do anything, just wait for this big damage that's coming at us, it's just a train coming down on us very fast. we have about ten years, so that's going to cost more not doing this, so going through that learning and making the

ahead as "today in the bay" continues right now. good tuesday morning to you. 6:30 right now. i'm laura garcia. >> and i'm marcus washington. let's get right to meteorologist kari hall with a look at the shaky forecast. there are high winds out there. >> this is mostly for the upper elevations, a lot of us in the valleys are not feeling this. there is a wind advisory until 10:00. some of the gusts and upper elevations could reach over 50 miles per hour and a warmer day with a touch of summer in the forecast. we'll talk more about that, also a big cooldown headed our way as well, a temperature roller coaster. more coming up in a few minutes, laura and marcus. >> we have to keep tabs on that with you, thanks, kari. within hours, alameda and napa county expected to move into the less restrictive orange tier of reopening. is live in livermore, great news for wineries located in so many of our counties here. >> reporter: especially those in napa hit by the wildfires last year. last time they were allowed to open was november and here we are on the verge of april and hopefully get the announcement we'll be moving into the orange tier of reopening allowing wineries like the one behind me in livermore to reopen tasting rooms. they could reopen the tasting rooms for indoor operations at 25% or 100 people, whichever is less. we expect the state to make the announcement of this move with the looser restrictions going into effect tomorrow. also under the orange tier, bars will be able to reopen in napa and alameda counies outdoors with modifications. indoor dining, churches, movie theaters moved to 50% capacity,

gyms and bowling alleys to 25% capacity, offices can reopen with modifications though the state will encourage employees to work remotely. as you could see on this map, alameda and napa are still red but if they move to orange later today, this will be the first time since november for both those counties and they will join marin, san francisco, san mateo and santa clara counties who are already in the orange tier, sonoma, solano, contra costa county will be the three remaining still in the red tier. reporting live in livermore, bob ready, "today in the bay." >> thanks for the latest there, bob. 6:33 right now. also developin that ended a short time ago, it started yesterday afternoon when police responded to reports of a man with a gun near two mobile phone stores in the alum rock area. nearby roads were closed, homes evacuated. soon after, a suspect barricaded

himself inside a home on miller avenue. we know the suspect gave himself up peacefully, now in custody. as part of its regular weekly meeting today, contra costa county supervisors will hold a presentation on crime against asian-american pacific island community starts at 9:00 a.m. a homeless man accused of recently attacking two asian seniors in san francisco is due to appear in court today. authorities say that one of his victims, a 75-year-old woman, courageously fighting off that man, steven jenkins is being held without bail on several charges but prosecutors so far have not added hate crime to his charges. and recent anti-asian crimes are sparking a surge in neighborhood watch programs. later today, a group called holler back will hold a virtual training program to educate people on bystander intervention. it trains people on what to look out for, how to respond and even how they can help the communities.

to participate tonight, you'll need to access it through the asian law caucus website. developing right now, the next hour, the trial resumes for former minneapolis police officer derek chauvin in the death of george floyd. the trial started yesterday with opening statements and the first witnesses. prosecutors showed the entire video of chauvin with his knee on floyd's neck and they called a man to the witness stand, this is heard in the video, criticizing police officers during the deadly encounter. >> at the moment, i was the most vocalist person out there pleading for floyd's life because i felt like it was definitely in the wrong. >> chauvin's defense attorney focused on the evidence calling it "far greater than the 9 minutes and 29 seconds" talking about the video of floyd's

death. according to new numbers by the county transportation authority published in "the examiner," 53% are signaling their support, 21% meantime want the iconic roadway to return to pre-pandemic conditions and reopen as a four-lane roadway. the permanent closure would cost the city more than $7 million, roughly the same price opening it back up and performing safety upgrades. this is exciting news. the giant dipper is about to reopen. for the first time since november, rides at the santa cruz beach boardwalk are reopening and that includes the classic wooden roller coaster. guests will have to wear a mask and follow social distancing guidelines we've gotten used to . and friday and for the general public on saturday, in the south bay, great america will reopen on may 22nd. season passes for 2020 and previously purchased park admission tickets are now good

through september. new details on the containership finally freed in the suez canal. it apparently had a little help from space. supermoon brought in the high tides getting the ship back on the water floating again and you saw some of it happen live on "today in the bay" yesterday. the ship now moving again after being stuck nearly a week. meteorologist kari hall is here right now. i know the tides can really make or break a situation like this. >> yes, and of course people don't realize how much of a gravitational pull the moon has and really affects our tides as we saw with the supermoon, so that was really cool. we've all been gazing up at the moon recently because it is a little bit brighter than it normally is, so that's what we'll see at least over the next day or two but of course the moon phase is now turning so that we won't see it as much. as we look at our forecast, we're just getting outside enjoying some nature, maybe along the coastline today, if

you will be going for a hike, expect temperatures to start out nice and cool, mostly some mid-40s but reaching into the upper 60s as we go into today, and our inland areas are going to be much warmer with some spots reaching near 80 degrees. we'll talk more about that and a little taste of summer in our forecast, as our temperatures continue to go up. more on that coming up in a few minutes. mike, any problems right now for the morning commute? >> fewer problems, more cars, so more chance of more problems, let's just show the pictures at the bay bridge toll plaza, kari, where we have the backup as true to form, we have the backup forming here off the 880 overcrossing and coming off the berkeley curve. look at this map, a disabled vehicle past treasure island that added more slowing, recovering as it cleared into san francisco. the backup more focused, slow still down berkeley area out of richmond for westbound 80, and west 580 still jammed up toward the toll plaza. the earlier crash cleared, more

look at that, off the berkeley curve, those lanes backing up heading off to the right, where they would be heading for the bay bridge. same thing for the overcrossing coming off of 580 and 880 it's a slow approach. the build in the south bay is coming up. >> thanks so much, kari and mike. 6:43. a difficult situation made more difficult for some of the migrant girls arriving in san diego for temporary shelter. that's the word from the health and human service leaders who last night escorted nearly 250 new arrivals to the city's convention center. in all 750 girls are now being housed there. about 250 children will be expected to arrive every other day until that shelter reaches its capacity of just under 1,500. president biden dealing with the surge at the border and asking governors not to celebrate too early in the fight against coronavirus. let's bring in scott mcgrew with

"today in the bay's" kris sanchez is joining us now and kris, what's going to change here? >> reporter: well, i'll tell you that i'm watching with a high degree of personal interest because april 15th is when i get to get in line with so many of you in a county that has dealt with a lot of vaccine scarcity. in case you missed it, as we mentioned, april 1st, everyone over the age of 50 will be eligible for a vaccine. april 15th anyone over the age of 16 will be eligible. governor newsom says that he can do this because there's promising news on how many

single-dose johnson & johnson vaccines the state is going to get and by the end of april, california's overall allocation is expected totobout 1.8 millio which is what we're getting right now. contra costa county may open up eligibility to 16 and up as early as today, having gotten vaccine allotment from the federal government which other counties are still waiting for. santa clara, san francisco, san mateo, napa counties all told nbc bay area that people may not be able to get a vaccine right away until that happens for those counties. especially as the state continues to divert 40% of vaccines to disadvantaged areas in the name of equity. health care leaders are urging patience. >> i am hopeful, but i also think we're going to have to be you patient and not everyone's going to get vaccinated as quickly as they'd like and i totally understand how frustrating it

even some upper 70s for the south county, and a few spots are reaching 80 degrees. we'll see that in concord as well as we head over toward antioch, and oakland today reaching 77 degrees, very comfortable near the coastline today with highs near 70, and for spots like redwood city, we'll see some upper 70s while san francisco will see those high temperatures reaching into the upper 60s. our north bay highs will reach into the upper 70s and a few spots 80 degrees. all dry weather in the forecast as high pressure moves overhead, it will cause the summer-like temperatures to spike in the next couple of days. it's moving quickly. by the weekend, it will clear the way for a storm system to approach and it's going to bring in some cooler air and possibly even some rain by early next week, so we're watching out for that, with the possibility of some scattered showers, rainfall, as we go through the forecast of course, much needed at this point. we've had some pretty big rainfall deficits and that's something we'll be watching.

mike, what are you watching right now for the morning commute? >> kari just like your department and my department much more active for our viewers to watch. san jose has more traffic, right on schedule, starting to thin up a little bit after the second burst of the morning. let's look at the map. i circled the area for 101 northbound starting to ease up around 680, there was slowing around capitol expressway as well. we've been seeing more traffic tuesday through thursday and the weekend days, weekdays around 6:00. over here, more traffic because of a crash blocking one lane, south 880 at whipple road jammed out of san leandro, cleared by the time you get to union city. there may be another crash at the bay bridge toll plaza and there's backup there as well as at the richmond toll plaza. slow down the east shore freeway and berkeley curve. visible movement at the tu. >> thanks, mike. happening now, the family of

a missing 19-year-old bay area girl is now offering a $25,000 reward to help bring her home. today is the six-month anniversary of sydney west's disappearance, last seen september 30th at the golden gate bridge. her family says she could be anywhere now. her phone, social media and bank accounts have not been used since her disappearance. sydney grew up in north carolina and pleasanton, and had started her freshman year at uc berkeley. >> let's hope she's okay. coming up negotiation, w will next, a quick look at a key deadline approaching, time running out for school districts still district learning as the east bay's largest school district this morning welcomes back some students. a live report on the money potentially being left on the table. you're watching "today in the bay."

welcome back. here's a quick look at the top stories we're following, including oakland schools today joining the parade of recent reopenings. >> "today in the bay's" cierra johnson is live in san francisco. when it comes to this, this really is a critical deadline that's looming. >> good morning, yes we'll get to that deadline in just a moment. as we mentioned, oakland unified school districts joining a long list of other districts in the bay area that have started school and it is important to note that it's the younger students in the district but it's not every school. now it's some of the oakland

unified schools that will be welcoming the pre-k through second grade students. the district tells us they worked hard to make changes in the buildings to make the buildings safer, updating the hvac systems and installing portable air purifiers and have ppp on hand and social distancing will be enforced. it is important to note a number of schools have had to alter their plans to a modified schedule in a partial opening and the rest will not open until april, so the district is saying by april 19th, another phase of reopening will begin. that's where pk through sixth grade students and priority students in grades 7 through 12 who decided to do in-personing will be able to join them on campus. despite an agreement between the district and teachers' unions to reopen schools, the district says only 33% of teachers say they're ready to return to the classroom, but this district reopening comes at a very critical time as we've mentioned. we're just one day away from the deadlines set by governor gavin

newsom when districts must have public schoolchildren back in the classroom to potentially receive funding set aside by assembly bill 86 signed by the governor earlier this week and we're talking $6.6 billion on the table, that's what districts could receive if they are able to get their students back in the classroom, so a lot of moving parts here as we mentioned the younger students in oakland unified will be joining, will be returning to class rather but there is a district that did not make that deadline and they're not eligible for that money. san francisco unified schools weren't able to bring it together in time, so they will miss out on that money that was set aside by assembly bill 86. we're live in san francisco, cierra johnson for "today in the bay." >> thanks so much, cierra. happening today, alameda and napa county expected to climb into the orange tier, more reopenings starting tomorrow. marin, san francisco and santa clara counties are in the orange
