"today in the bay" continues right now. >> good wednesday morning to you. thanks so much for joining us. i'm laura garcia. >> and i'm marcus washington. we start with breaking news, just in, pfizer says that its covid vaccine is 100% effective for children ages 12 to 15. if the fda approves its use soon, pfizer says that it could get the vaccine to pre-teens and teenagers, this is before the new school year. more than 2,200 children were a part of this trial and none became infected. pfizer just recently started testing on children from 6 months old to the age of 11.

and a big day ahead in contra costa county, starting today, anyone 16 and older can get vaccinated. people are asking how it will be possible without supplies becoming a major issue. "today in the bay's" bob redell joins us live in concord this morning, in just a matter of hours a new mass vaccination site is opening for the very first time. it's going to be a busy place, bob. >> reporter: it is. good morning to you, laura. supply is a major problem in the bay area, that's why a lot of counties are holding back on opening up their vaccine eligibility to the under 50 crowd, but it's not an issue here in contra costa county. now anyone who is between the ages of 16 and 49 regardless of underlying conditions whatever can get a shot. later this morning they'll open up a new mass vaccination site behind me here at six flags hurricane harbor with the goal of delivering 15,000 vaccination shots her week. >> federal government started to

provide very specific doses of vaccine to federally qualified health centers. the moment that that program opened up, we signed up our health centers. >> reporter: that was the county health department here in contra costa county. contra costa is the first bay area county to open up vaccine eligibility to over 16 years of age and up, just one week after opening it to those 50 years of age and up. the county tells us there are a half million people in the 16 to 49 age group who live in the county. of that group, about 137,000 are vaccinated. solano county is vaccinating people 50 and up. right now everyone else is 65 and older. starting tomorrow, every californian 15 and older becomes tomorrow and once you become eligible in those counties, you have a number of options. you can visit the website of the county you live in for a list of

vaccination sites, another option, call your doctor, check your "my health" website and also go on your local pharmacy websites and finally try to make an appointment on california's "my turn" website. put it in your information. if the state says you're eligible you get a shot at a vaccination site near you. here in contra costa county you want to go on the county health department website, fill out the number online or call the number provided so you can get into one of the mass vaccination sites. reporting live in concord, bob redell, "today in the bay." >> all right, thanks so much, bob. it's a lot of information to take in but we've also got a resource that can help you get vaccinated. go to planyourvaccine.com, enter your state, age and occupation and it gives you information on where to secure that shot. president biden heads to pittsburgh to roll out the first phase of an ambitious infrastructure plan.

"today in the bay's" tracie potts is live in washington this morning with details including who is likely going to have to pay for it. tracie? >> probably businesses, based on what we heard last night. the administration giving a phone call with reporters filling in some of the details as president biden prepares to lay out his big vision for infrastructure later today. >> to raise the game and provide more help -- >> reporter: administration officials say the biden infrastructure plan being announced by the president in pittsburgh today creates jobs over eight years by building roads, bridges and transit, updating lead pipes and the power grid, providing affordable housing, home care, and universal broadband. >> disconnect and let's try it again. >> reporter: investing in supply chains, electric cars, and clean energy, especially in coal country. >> we can put as many pipefitters and miners to work

capping those wells at the same price that they would charge to dig those wells. >> reporter: how many jobs will this plan create? officials wouldn't say. the cost $2 trillion paid for by raising corporate taxes to 28% over the next 15 years. >> i'd love to do an infrastructure bill. i'm not interested in raising taxes across the board on america. i think it will send our economy in the wrong direction. >> reporter: administration officials report president biden is already reaching out to republicans for support and is open to ideas but not delay. tracie potts, nbc news. happening today, an important step forward for alameda county as it moves into the less restrictive orange tier. joining four other bay area counties. santa crs the orange tier today as well. sonoma county will move into the new tier in two weeks. napa county was hoping to move

into the orange tier today but did not meet state requirements. tri-valley winery tasting rooms can reopen at 25% capacity. bowling alleys as well. indoor dining, movie theaters and places of worship now at 50% capacity. more cases could take effect as soon as next week, that's when contra costa county health leaders expect to go orange. take a look at this graph, it shows the adjusted case rate there or the number of cases per 100,000 people. it needs to sit below 3.9%. this is for orange, on march 16th, the county was at 6.2%. this week, it's 4.6. a live look in san francisco, where leaders today plan to clear up some of the confusion about what can and cannot be open in the orange tier. a webinar scheduled for this afternoon will clarify the recently changed rules for live events indoor and outdoor dining, as well as bars and large gatherings. restaurants and movie theaters

are allowed up to 50% capacity but bars there still only allowed to operate outdoors. today is the final day schools can reopen and receive that full amount of money offered by the state from its massive $6 billion funding plan. that amount is pro rated each day for districts students through second grade have not returned. schools in sonoma are among those coming back in full force. health leaders are advising schools to be vigilant in masking and other measures. nearly 20,000 students across 30 campuses are returning this week. the number is expected to double by mid-april. come next fall, san francisco unified may narrow down the choices for its school schedules according to "the examiner" right now. schools have about 20 start time options, but trimming it to just three options would save the district up to $4 million. a final decision is due in may. california now gearing up for fire season and firefighters are really trying to get the

jumpstart on those preparations. so the state looking to hire nearly 1,400 seasonal firefighters. governor newsom says the state is allocating $80 million in funding. last year, those wildfires that burned nearly 5% of land statewide destroyed 10,000 buildings. fires were also to blame for the death of 33 people. let's take a quick break and take a look outside. taking you to san francisco early on this wednesday morning, 5:03 right now. waiting for the sun's arrival and boy, when that sun aifz arrives some of the inland spots will get hot today, right, kari? >> yes, it's going to feel like summer today. we're starting out nice and cool. those early hours will be the best time to get in those outdoor activities, whether it's yard work or going for a run. we're seeing temperatures in parts of the south bay and south county in the 40s, but we have mostly 50s elsewhere as we start out today but we can set new

record high temperature this is afternoon. the forecast for santa rosa is 83 but the record is 84. we'll be very close in a lot of spots. looks like concord could set a record as well as san francisco, and it will be very close in san jose. so we'll be watching those numbers closely this afternoon. mike, what are you watching right now for the commute? >> well, we're not setting any records but that's okay in the commute. we're looking at the same speed limit no matter how light or heavy that traffic flow goes. the max speed is set on the signs. over here what is set in fremont, they updated the location, it's the dakota on-ramp to northbound 880, looks like the one coming west out of the city and north on to 880, not the tight on-ramp i thought it was. the other a tighter turn, one car slipped off the roadway. here the berkeley curve no delays, no problems. the bay bridge toll plaza an easy flow of traffic and in the maze, in the north bay, all clear. back to you. >> all right, planning to travel during the pandemic?

right now at 5:12 on this wednesday morning, as we take a live look outside in dublin, wow, there's already a lot of people up and out the door this morning. if you're about to move on and head out to work, we're going to see our temperatures in the mid-40s to start, but quickly warming up today. we'll talk about this and how warm it gets, coming up in just a few minutes. >> kari, we're seeing more cars on the road. that means more congestion. i've seen that for the last week and a half in a couple of key spots, the bay bridge and the berkeley curve, these tail lights making the turn toward the span, moving smoothly now but that volume really starting to build over the next 40 minutes. we'll show you how things shape up. well, good morning and a very happy wednesday to you as well.

volkswagen in a pr disaster. the serious announcement coming out of the company tuesday it would change the name of his north american brandt to voltswage to celebrate illustrates push into electric cars was an april fool's joke. there are several problems with this. one, it's not april. two, when asked about the name change, folkswagen insisted the name change was absolutely true, and then published a second news release on official letterhead with a quote from the real ceo saying yes, this is absolute fact, and volkswagen's stock went up close to 5% as investors cheered the company's new electric commitment, except vw now says after it moved the markets, it's all not true. this would be a badly botched pr stunt for any company, but bloomberg calls it a calamity for vw. it's particularly bad because

you'll remember, vw was accused of a software cheat to escape emissions requirements. paul ugenti who teaches brand management tells "the washington post" "goofing around about who it is and what it's trying to do, particularly with anything related to sustainability strikes me as really, really bad taste. it's just terrible." in real news this morning, san francisco-based wells fargo says it will start moving employees back to offices starting in september. obviously tellers and whatnot are already at bank branches to some degree but wells fargo still employees tens of thousands of people who work from home. what wells fargo is doing may be unusual. many companies elected to keep employees at home forever. johnson & johnson meanwhile closing down a facility on the peninsula, according to "the san francisco business times" moving hundreds of employees to the east coast. nothing symbolizes the huge

shift in office work more than salesforce. sharon katsuda was telling us last week there's enough unused office space in san francisco to fill nearly a dozen salesforce tower and salesforce tower will be underused. the company allows people to stay at home forever. the tower is almost brand new, marks the pivot point later sen. marcus and laura i was taking a tour of fort point a few years ago under the golden gate bridge built to protect san francisco harbor and the gold miners during the 1800s. it's made of brick and the docent was telling us just when they finished that building, the building of brick, the navy changed the technology of the ships which made it easy to knock down brick 40s so the u.s. army abandoned it almost immediately and then nobody tried to invade san francisco harbor anyway. somehow i think of analogy.

dublin reaching 80 degrees. with the sunshine a great day for hiking, if you get out earlier, it's going to be better, especially around 11:00, when it's near 70 degrees and some low 70s for a couple of hours before it heats up into the 80s. so i think around lunch time will be the best time to be outside, and then we'll see our highs reaching up to 85 in some of these spots like concord. 82 in san francisco, and in palo alto, and 83 today in napa. high pressure is moving right over us and that's what's causing a ramp-up in our temperatures but it is moving on and it will clear the way for an approaching storm system that will move in by the end of the weekend into early next week. it doesn't look like a really strong storm, but it will bring us some much cooler temperatures and a chance of showers. so we go back to winter. so take a look at this seven-day forecast, summer today and tomorrow, spring for much of the weekend, and then winter early next week. we've got it all in the

a somber memorial for a fallen officer who died in the mass shooting at a colorado supermarket. law enforcement officers led a procession yesterday to say good-bye to officer eric talley. the boulder police officer was one of ten people shot and killed march 22nd, leaving behind his wife and seven children. a fresh, new wave of hundreds of people from honduras are set to be on their way to the united states. according to the report, the migrant caravan is now pushing to reach the guatemalan border. the longer-term hope is to reach

the u.s. to escape the impact of the pandemic and natural disasters in their homeland, this is being called the second large caravan to migrate out of honduras this year. more details the new public policy institute poll finds voters on both sides support of path ofs are met. 84% of all likely voters support the idea, and for democrats, it's 95%. a new battle brewing over art in southern california, this is a new mural of kobe bryant and rapper nipsey hussle lining the side of a restaurant hospital in downey. the mayor says the restaurant commissioned it on its on without working with the city for approval. our l.a. sister station says the city has no plans to force the mural to be removed but nearby businesses have filed complaints. the scene becoming a familiar one in southern california, new video right here of sports fans celebrating in

virus to others. what the cdc is now saying that may encourage you to get vaccinated. also, from new york to san francisco, more arrests and violent hate crime attacks. shocking videos surfacing and the action being taken by leaders on capitol hill as "today in the bay" continues right now. good wednesday morning to you. thanks so much for joining us. i'm laura garcia. >> and i'm marcus washington. we start out with alameda county waking up in the orange tier. now it is the fifth county in the bay area to make the jump, but even with increased indoor dining, in the south bay, there's new talk extending outdoor dining for a little while longer. >> "today in the bay's" kris sanchez joins us live in san jose this morning. let's talk about the move now. why? >> reporter: well, good morning to you, marcus and laura. there's no question that all of our outdoor businesses and restaurants need a little bit more time to make up all of the ground that they lost over the last year of the pandemic, and in san jose, the city council

greenlighted continuing that al fresco dining that outdoor dining through the end of the year, even for businesses that don't have their own sidewalks per se, their own patios. they will be a properties to ex through the end of the year. while we're talking about gi dining al fresco even when we can eat indoors in santa clara county, other counties are looking forward to moving into that orange tier. speaking of which, alameda county as you mentioned joining four other bay area counties in the orange tier, the second least restrictive tier. a refresher of what that means, winery tasting rooms, bowling alleys can open at 25% capacity, indoor capacity increases for indoor dining, movie theaters and places of worship. in livermore, vineyards is ready to welcome customers with new ideas they had to think up only because of the pandemic. >> i think it gave us the opportunity to hit the pause button and which about what we wanted to bring to our customers

and offer and how we wanted to bring our brand to life which we maybe wouldn't have had the opportunity to do. i'm all about the silver linings and i don't want to go through that year again but there was some silver linings to it. >> reporter: napa county still waiting for their own silver linings. they were poised to enter into that less restrictive orange tier but they were not able to do that, and that's because of a spike in covid cases, new cases. so a reminder to all of us, this is really a fragile step forward. if we go forward and we see the surge again, we can always end up in a more restrictive tier. in san jose, kris sanchez, "today in the bay." >> all right, kris, thank you. let's take a live look down in los angeles. l.a. county is getting closer to moving into the orange tier. case numbers there finally dropping below the required threshold last week and positivity rates are still falling but the state requires counties to remain in the same tier for at least three weeks. that means the first day l.a. can move into the orange tier

would be this friday. the cdc says 16% of americans are fully vaccinated, that's more than 53 million people. california we're vaccinating a quicker pace, 6.3 million californians vaccinated, nearly 20% of the state's population. >> the data out from the cdc yesterday finds fully vaccinated people will not get sick and unlikely to spread the virus. research looked at infection rates among about 4,000 vaccinated and unvaccinated front line health care workers. among fully vaccinated people in the study, there were only three covid-19 infections detected. unvaccinated participants logged 161 covid cases. >> you can feel safe as a vaccine in person going indoor dining, going to a gym, to the movies. >> experts advise that does not mean being reckless, meaning it's still important to wear the

mask, as long as vaccines are still rolling out. the cdc says fully vaccinated people can visit indoors with other fully vaccinated people without wearing a mask or social distancing. you can also visit with people from other households who have not been vaccinated, but only if they're at low risk. no mask or distancing required. also once you're fully vaccinated, you don't need to quarantine if you've been exposed to covid, presuming you don't show any symptoms. developing this morning in a few hours the trial resumes for former minneapolis police officer derek chauvin in the death of george floyd. it starts with testimony from an off-duty firefighter who offered to help save him. gabe gutierrez says police told her to wait with the rest of the crowd. >> reporter: emotional and compelling day of testimony at the courthouse in minneapolis and new details from the traumatized bystanders who

witnessed george floyd's final moments. this morning we're expecting more testimony from a minute yap police firefighter minneapolis firefighter, off duty an emt and she was stopped from providing medical assistance to george floyd. she got emotional stand and even clashed with derek chauvin's defense attorney when he tried to point out inconsistencies in her testimony from what she previously told investigators. we also heard from the young witness, the young woman now 18 years old who shot that viral cell phone video that ricochetted across the world. she also got emotional as she talked about how she felt she screamed out at the officers because she had anxiety, how she now apologizes to george floyd for not doing more. it was gut-wrenching testimony to listen to. we also heard from several other witnesses, including a 9-year-old girl. we were not allowed to show their cases on camera but their

testimony was gripping. now, this morning, again, we're expecting to hear more from that minneapolis firefighter after her testimony was cut short yesterday, that continues this morning. marcus? >> all right, gabe, thank you. a follow-up to a two-day manhunt, police have captured the suspect in a brightal attack case involving an asian woman in new york city. this happened in broad daylight. we have to warn you the video of the attack is disturbing. a 65-year-old woman was kicked in the stomach and then knocked to the ground in manhattan. the video later shows the building doorman closing that door, here it is right here, ignoring that attack. police say the 38-year-old brandon elliott is charged with felony assault as a hate crime. the doorman has been suspended. closer to home a new arrest in san francisco involving a hate crime suspect.

the victim wants to remain anonymous. she says a man came up to her business several days ago threatening to shoot people inside. police arrested 46year-old darrell hunter yesterday. he's currently held without bail and expected in court tomorrow. attacks against asian-americans and pacific islanders expected to be the focus of a virtual forum today with house speaker nancy pelosi. members of the san francisco aapi community are slated to participate in that roundtable. the forum is also expected to touch on the impact of covid-19 and the asian-american and pacific islander community. angry parents in contra costa county are reportedly ready to remove all five members of the mt. diablo school gord. "the east bay times" says they're thinking of launching a recall effort. most students returned to the classroom last week and for everyone in a limited hybrid model. organizers would have 120 days, this is from when the county files the recall notice to

gather those required signatures. board trust yes refuse to comment. many are wondering where their next meal will come from. food banks have been helping all year to provide meals and today alameda county's community food bank is holding an easter giveaway. it's happening at 9:00 a.m. at oakport street in oakland. it will provide food for more than 1,000 families. it's really nice to see those efforts. let's take a peek outside on this now wednesday morning, halfway through our work week, glorious look at the bay bridge. looks like those winds have died down at least for the moment. summer now wants to introduce herself a little early seems like, kari? >> absolutely. it's going to really start to ramp up quickly today, with those temperatures. we are starting out nice and cool, but some of us may set a new record high temperature for

today, as we reach into the 80s, and it won't be as windy today with a cooler weekend h of changes here, with people, some hybrid on that model and home schooling today, looking for that recess time. how about late morning, that's when it will be more comfortable in san ramon before those temperatures reach 80 degrees. we'll talk more about this and what's ahead in the forecast coming up in a few minutes. mike, how is it looking right now for the commute? >> we'll take a look at the bay bridge toll plaza, kari, because right about now it's 5:40, things should start getting a little more crowded over there. we see a bigger volume of traffic starting to build, this has been the trend for the last few weeks, more pronounced over the last couple weeks. the map shows you on the sensors slowing up the incline, this will continue to build again really a lot more over the next 20 minutes or so. right now holding steady and everything's at its usual pattern. the crash over here da toe ta on-ramp to north 80 still a car on the shoulder, not blocking any lanes and in the south bay,

hamilton on-ramp to north 17 a crash on the shoulder there as well and your traditional slowing just starting for 101, where the arrow is. back to you. >> thanks so much, mike. one giant leap for nasa's mission on mars. nasa's jet propulsion lab tweeted its ingenuity helicopter stored on the perseverance rover is unfolding and ready for a safe touchdown. it will still be at least another week until ingenuity takes to the skies above mars. nasa says its first flight will not be earlier than april 8th, and of course the entire project is a first for nasa. pretty exciting. >> can't wait to see those clips. traveling to california, not from mars of course but still ahead for you on "today in the bay," first lady jill biden visits in hours from now to honor a major figure for workers across the state. meanwhile in washington, her

today. that's what we've been talking about, a little bit of a taste of summer for us but at least we have the next few hours with some cool temperatures, maybe now is the time to open up the windows, let the house cool down before it heats up and we'll see those temperatures going up in san jose from the upper 40s to the 60s, and then eventually making it into the low 80s today. take a look at our forecast highs, and compare that with today's record high temperature and when we look at santa rosa, we may be one degree shy of a record high temperature but set a new one in concord, san francisco may tie the record high and looking at oakland, we'll be very close as well as close to that record in san jose. as we go in through this forecast, we are going to see high pressure moving fairly quickly, so we've got today and tomorrow with some hot weather but then it cools down for the weekend and maybe even a storm system approaching that could bring us some more clouds. much cooler temperatures and then a chance of rain and that rain we so desperately need.

look at rainfall deficits and how much they measured compared to how much we need to catch up to normal. santa rosa is doing the worse. we normally see more rain in the north bay. we measured over 12 inches of rain but still need 19 inches of rain to catch up to normal and we see the rainfall deficits running 8 to 12 inches. we are dry and very warm, as the vegetation continues to dry out, with the summer-like temperatures today and tomorrow but then we'll be watching out for cooler weather and rain by the weekend and early next week. mike, what's going on now the commute? >> kari, heads up for the south bay, folks we looked at the backup that was forming and it was unusually heavy north 101 where our camera is. there was a crash at mckee, sounds like they're moving the crash to the shoulder now, focused slowing as you approach tully and story road headed north up to mckee, clear at that point, which makes actually the oakland road on-ramp and north of there a lot lighter than your
