roku, apple tv or our youtube channels. right now at 6:00, breaking news in the race to vaccinate children. a critical breakthrough just announced by pfizer, that may become a game changer as soon as school starts this fall. plus excitement and perhaps some relief in contra costa county. everyone over the age of 16 now able to get the vaccine. the major expansion effort launching in just hours bound to speed up the process. the third hour of "today in the bay" continues right now. >> good wednesday morning to you. thanks for joining us. i'm laura garcia. >> and i'm marcus washington. we start with some breaking news for you this morning, just in overnight, pfizer says that its covid vaccine is 100% effective for children ages 12 to 15. the fda approves its use soon pfizer could get the vaccine to pre-teens and teenagers before the new school year. more than 2,200 children were

part of that trial and none became infected. pfizer recently started testing on children from 6 months old to age 11. it's a big day ahead in contra costa county, starting today, anyone 16 and older can get vaccinated. a lot of people are asking how it will be possible without supplies becoming a major issue. "today in the bay's" bob redell joins you live in concord this morning where in just a matter of hours a new mass vaccination site is opening for the first time as well. bob? >> reporter: good morning to you, laura. if you look at all the other counties in the bay area, supply is an issue, that's why none under 50 crowd. it's not an issue in contra costa county. behind me later this morning, the county, along with the city of concord and kaiser, they're going to be opening up this mass vaccination site behind me here at six flags hurricane harbor it would be

appointment only with the goal of delivering 15,000 vaccination shots her week. >> federal government started to provide very specific doses of vaccine to federally qualified health centers. the moment that that program opened up, we signed up our health centers. >> reporter: contra costa is the first bay area county to open up vaccine eligibility to over 16 years of age and up, just one week after coco opened it to those 50 and up. the county tells us there are a half million people in the 16 to 49 age group who live in the county. already of that group, 137,000 have been vaccinated. you can see on the map here, solano county is vaccinating people 50 and up. right now everyone else is 65 and older. keep in mind, starting tomorrow, every californian 50 and up becomes eligible. once you become eligible in those counties, you have a number of options.

you can visit the website of the county you live in for a list of vaccination sites, another option, call your doctor, check your "my health" website and also go on your local pharmacy websites and finally try to make an appointment on california's "my turn" website. you. you the in your information. if the state says you're eligible you can schedule a shot at a vaccination site near you. here in contra costa county you want to go on the county health department website, fill out the number online to get an appointment at one of its mass vaccination sites. there's also a phone number you can call. reporting live in concord, bob redell, "today in the bay." >> thanks so much, bob. we also have a resource that can help. go to planyourvaccine.com. enter your state, age and occupation and it gives you information on where to secure your shot. president biden heads to pittsburgh to roll out the first phase of an ambitious infrastructure plan. he's calling it the american jobs plan and the hope is to spark long-term growth but someone will have to cover the

"today in the bay's" tracie potts is live in washington this morning with details including who is likely going to have to pay for this. tracie? >> well it looks like businesses will have to pay for it, and the cost, trillions of dollars. the president unveiling his vision today to invest in infrastructure in the united states to create jobs and reporters on the phone with the administration last night got a look at some of the details. here's what we learned. >> -- to raise the game and provide more help -- >> reporter: administration officials say the biden infrastructure plan being announced by the president in pittsburgh today creates jobs over eight years by building roads, bridges and transit, updating lead pipes and the power grid, providing affordable housing, home care, and universal broadband. >> disconnect and let's try it again. >> reporter: investing in supply chains, electric cars, and clean energy, especially in coal

country. >> we can put as many pipefitters and miners to work capping those wells at the same price that they would charge to dig those wells. >> reporter: how many jobs will this plan create? officials wouldn't say. the cost $2 trillion paid for by raising corporate taxes to 28% over the next 15 years. >> i'd love to do an infrastructure bill. i'm not interested in raising taxes across the board on america. i think it will send our economy in the wrong direction. >> reporter: administration officials report president biden is already reaching out to republicans for support and is open to ideas but not delay. this is only part one. part two of the plan comes out next month, focusing on health, education and child care. back to you. >> all areas a lot of people are focused on. tracie, thank you.

happening today, an important step forward for alameda county as it moves into the less restrictive orange tier. joining four other bay area counties. santa cruz county also enters the orange tier today as well. napa county hopes to move into the orange tier today but did not meet state requirements. tri-valley winery tasting rooms can reopen indoors at 25% capacity, bowling alleys as well. indoor dining, movie theaters and places of worship now at 50% capacity. just in time for easter. more changes could take effect as soon as next week, that's when contra costa county health leaders expect to go orange. this graph shows the adjusted case rate there or the number of cases per 100,000 people. it needs to sit below 3.9%. this is for orange, on march 16th, the county was at 6.2%. this week, it's 4.6. today is the final day schools can reopen and receive the full amount of money offered by the state from its massive $6 billion funding plan.

that amount is pro rated each day for districts students through second grade have not returned. those coming back in full force. health leaders are advising schools to be vigilant in masking and other measures. nearly 20,000 students across 30 campuses are returning this week. the number is expected to double by mid-april. come next fall, san francisco unified may narrow down the choices for its school schedules according to "the examiner" right now. schools have about 20 start time options, but trimming it to just three options would save the district up to $4 million. a final decision is due in may. california now gearing up for fire season and firefighters are really trying to get the jumpstart on those preparations. so the state looking to hire nearly 1,400 seasonal firefighters. governor newsom says the state is allocating $80 million in

funding. last year, those wildfires that burned nearly 5% of land statewide destroyed 10,000 buildings. fires were also to blame for the death of 33 people. clearing up the confusion about what can and cannot be opened up during the orange tier. the webinar will describe the changing capacity. restaurants up to 50% capacity but bars only allowed to operate outdoors. if you're going to operate outdoors, well, now is the perfect time to do it. that weather has been so nice for us. kari? >> yes and it's going to be warm today, so i think getting outside, lunch time is going to be perfect before it really starts to heat up. we are starting out cool, but some of us do have a mild start, take a look at concord, it's 60 degrees already, but we have some mid-40s for san jose and

we're going to see our temperatures as we go out and maybe hybrid learning today, if you have the distance learning, and you'll be going out into the backyard in san ramon. i think by 10:00, 11:00, it's going to be comfortable and warming up as we go into late morning, into the afternoon. take a look at these high temperatures for today. that's pretty warm. 85 degrees in concord, 82 in martinez, and also 82 today in san francisco. we'll have another day like this and a cooldown, talk about that in a few minutes. mike how is it looking for the commute? >> just checking the calendar to make sure it was still march with the temperatures. looking at the commute, we have recovery better speeds showing up for north 101, live look out shows the traffic really starting to clear out, north of here on the map it's at mckee there was a crash and it's been moved out of lanes, still on the shoulder or the center divide, so still a distraction but you should be back at speed before 6:30 or back to your normal

and then published a second news release on official letterhead with a quote from the real ceo saying yes, this is absolute fact, and volkswagen's stock went up about 5% as investors cheered its new commitment to electric cars, except vw now says after it moved the markets it isn't true. this would be a badly botched pr stunt for any company, but bloomberg calls it a calamity but it's particularly bad for volkswagen, which you'll remember was accused of a software cheat to escape emissions requirements. paul argenti who teaches brand management at dartmouth tells "the washington post" "goofing around about who it is and what it's trying to do, particularly with anything related to sustainability strikes me as really, really bad taste. it's just terrible." in real news this morning, san francisco-based wells fargo says it will start moving employees back to offices starting in september.

obviously tellers and whatnot are already at bank branches to some degree but wells fargo still employs tens of thousands of people who work from home. what wells fargo is doing may be unusual. many companies elected to keep employees at home forever. johnson & johnson meanwhile closing down a facility on the peninsula, according to "the san francisco business times" moving hundreds of employees to the east coast. nothing symbolizes the huge shift in office work more than salesforce. sharon katsuda was telling us last week there's enough unused office space in san francisco fill nearly a dozen salesforce tower and salesforce tower will be underused. the company allows people to stay at home forever.

the tower is almost brand new, marks the pivot point between 2019 where we gathered everyone in office and less than two years later sent everyone home. marcus and laura i was taking a tour of fort point a few years ago under the golden gate bridge built to protect san francisco harbor and the gold miners. it's made of brick and the docent was telling us just when they finished that building, the building of brick, the navy changed the technology of the ships which made it easy to knock down brick 40s so the u.s. army abandoned it almost immediately and then nobody tried to invade san francisco harbor anyway. somehow i think there's some sort of analogy. >> right, everybody had to adjust once again. >> yes. >> exactly. >> that's how it works. thanks, scott. cupertino's apple is adding a new feature for anyone traveling during the pandemic. when you search for an airport it will include a summary of the safety protocols in place, including mask and testing requirements and quarantine guidelines. there's also a link to the airport's website where you can find more details. designers of an app that

connects celebrities to their fans believe their company is now worth more than $1 billion, maybe you heard of this app, called cameo. it allows fans to see stars. the startup received $100 million this week in new funding, with plans to roll out new offerings. >> wow. new this morning, how does leaving l.a. in the morning and being in tokyo by lunch sound to you? a new supersonic airliner may soon get you there in under three hours. the aereon as3 is in the design three but the maker says it can travel seven times faster than long-distance passenger planes. no sonic boom like the concorde. they developed new technology, sending a sound wave up into the atmosphere instead of down towards the ground. speaking of travel, also new this morning, the pandemic had

outside and our beautiful sunrise that's about to get under way as we take a live look outside in san jose. it's all clear and at least we do have a cool start, if you do plan on heading for a hike and enjoying some time outside in the north bay. i think by late morning around noon will be the best time as our temperatures will be comfortable. we have a light wind, won't be as windy as yesterday and looking at sunshine. during the middle of the day, that hike may get taxing when the temperatures reach into the low 80s, and so here's a look at all of our highs, starting in the south bay as we reach up into the low 80s today, you can see that we'll see a high of 83 degrees in milpitas, downtown san jose also 83 degrees, and then as we go into the east bay, walnut creek and danville reaching 84 degrees. also warm near the coast with spots like san mateo reaching 78 degrees and 74 in half moon bay. san francisco will reach into the mid-70s, as you look at the

engelside area, outer sunset, 75 in the marina district and there will be low 80s and north bay highs will also reach into the low 80s today. it's going to be hot for a couple of days as high pressure remains right over the bay area, but it is moving, and it's going to make way for more changes in time for the weekend. this storm system approaching by saturday into sunday will bring in some cooler air and possibly some rain by early next week. we'll be watching that. we have temperatures just all over the place, so we go from wearing shorts and t-shirts to some sweaters and then some jackets going into the end of the weekend into early next week and possibly the umbrella is needed as well. mike, this morning heading out the door, i think it's going to be nice and comfortable, but how is the commute? >> the commute is also pretty comfortable. i'll show you a couple issues we're watching, kari get you to

thanks for sticking around. 6:25 this morning. a new facility in texas is opening its doors to hundreds of migrant young people. the health and human services administration for children and families says around 500 boys will be housed at that ft. bliss facility in el paso, texas. the children go l get medical checks, clothing, snacks and a place to sleep. the boys are at the age between 13 and 17, facility has enough space to hold 5,000 beds. a new battle is brewing over art in southern california. this is a new mural of kobe bryant and rapper nipsey hussle lining the side of a restaurant hospital in downey. the mayor says the restaurant commissioned it on its on without working with the city for approval. our l.a. sister station says the city has no plans to force the mural to be removed but nearby businesses have filed complaints. coming up next on "today in the bay," as more shots g get

"today in the bay's" kris sanchez joins us live in san jose. i actually have enjoyed dining outside. already making plans for maybe the rest of the weekend. kris? >> reporter: you know, it's always been a surprise to me that we didn't have more outdoor dining in the city of san jose, because even on our bad weather days, the weather is still pretty fantastic out here. and the city of san jose knows that so many restaurants and businesses need time to make up for all of the time that they lost during this last year of covid. so the city of san jose did green light allowing the al fresco dining to continue through the end of the year, that includes some businesses that don't necessarily have their own outdoor space so they'll be allowed to use city-owned properties like parking lots, streets, parks, the little parklets that we've seen without cost. the outdoor dining will continue as indoor dining is continuing to ramp up in santa clara county, as santa clara county continues in the orange tier, which alameda county now just joined for a total of five bay

area counties. now a refresher of that orange restriction list, winery tasting rooms and bowling alleys can open at 25% capacity. increased capacity indoor dining and places of worship. napa county seemed poised to enter into the orange less restrictive tier also yesterday, but it appears that because of a covid spike, they were not able to do that. so that is a reminder all of these steps forward are contingent upon us doing the same good health practices that we've been doing, washing our hands, keeping our social distance, trying to minimize that community spread otherwise we take a step back. in san jose, kris sanchez, "today in the bay." >> i think hopefully it's become a way of life as well. thanks so much, kris. if you're still on the fence about the covid vaccine, maybe the latest data from the cdc will help make up your mind. the data out yesterday finds that fully vaccinated people will not get sick and are

unlikely to spread the virus. research looked at infection rates among about 4,000 vaccinated and unvaccinated front line health care workers. fully vaccinated people had only three infections, unvaccinated people recorded 161 covid cases. local experts call the data significant. >> you can feel safe as a vaccinated person going indoor dining, going to a gym, going to the movies. >> it would be a nice feeling. experts advise it doesn't mean being reckless. it's still important to wear a mask as long as these vaccines continue to roll out. here are a few more answers for you. cdc says fully vaccinated people can visit indoors with other fully vaccinated people, without wearing a mask or social distancing. you can visit can people with another household who haven't been vaccinated. only if they're at low-risk opinion oncer' fully vaccinated

you don't need to be quarantined if you've been assuming you don't show any symptoms. developing this morning in a few hours the trial resumes for former minneapolis police officer derek chauvin in the death of george floyd. it starts with testimony from an off-duty firefighter who offered to help save him. gabe gutierrez says police told her to wait with the rest of the crowd. >> reporter: emotional and compelling day of testimony at the courthouse in minneapolis and new details from the traumatized bystanders who witnessed george floyd's final moments. this morning we're expecting more testimony from a minute yap police firefighter minneapolis firefighter, off duty an emt and she was stopped from providing medical assistance to george floyd. she got emotional stand and even clashed with derek chauvin's defense attorney when he tried to point out inconsistencies in

her testimony from what she previously told investigators. we also heard from the young witness, the young woman now 18 years old who shot that viral cell phone video that ricochetted across the world. she also got emotional as she talked about how she felt she screamed out at the officers because she had anxiety, how she now apologizes to george floyd for not doing more. it was gut-wrenching testimony to listen to. we also heard from several other witnesses, including a 9-year-old girl. we were not allowed to show their cases on camera but their testimony was gripping. now, this morning, again, we're expecting to hear more from that minneapolis firefighter after her testimony was cut short yesterday, that continues this morning. marcus? >> all right gabe gutierrez this morning in minneapolis, thank you. following a two-day manhunt, police have captured the suspect in a brutal attack case involving an asian woman in new york city. this happened in broad daylight.

we have to warn you the video of the attack is disturbing. a 65-year-old woman was kicked in the stomach and then knocked to the ground in manhattan. the video later shows the building doorman closing that door ignoring that attack. it comes up in a moment. here it is right there. police say 38-year-old brandon elliott is charged with felony assault as a hate crime. the doorman has been suspended. closer to home, a new arrest in san francisco involving a hate crime suspect. the victim wants to remain anonymous. she says the man came into our tenderloin business several days in a row, threatening to shoot asian people inside. police arrested 46-year-old darrell hunter yesterday. the victim says she's hoping he's kept off the streets. >> i just wish the judge or whoever charge right now him to have to take serious before he release this guy because it's dangerous.

if it did not happen with me, it would happen with somebody else. >> records show hunter is held without bail and expected in court tomorrow. angry parents in contra costa county are reportedly readied to remove all five members of the mt. diablo school board. "the east bay times" says they're thinking of launching a recall effort. most students returned to the classroom last week and for everyone in a limited hybrid model. organizers would have 120 days, this is from when the county files the recall notice to gather those required signatures. board trustees refused to comment. the pandemic has created challenges for many trying to make it in the bay and many wondering where their next meal will come from. food banks have been helping all year to provide meals and today alameda county's community food bank is holding an easter giveaway to commemorate its one-year anniversary of

contactless drive-throughs. it's happening at 9:00 a.m. at oakport street in oakland. it will provide food for more than 1,000 families. during holy week right now, easter sunday, i'm sad, i can't get together with my family just yet, still we're going to be zooming, but at least we can go outdoors. should be a nice weekend ahead or is it too early to talk about the weekend? it's only wednesday, kari. >> never too early. >> we can talk about the weekend at any point during the week because we have a lot of changes ahead. it's going to feel more like summer but this weekend, we're going back to spring, and yes in time for easter, so as we're starting out this morning, a live look outside in the east bay, as a lot of people are up and out the door. look at the temperatures and the trend, we start out cool here in dublin but then we go from the mid-40s to the upper 60s at 11:00, lunch time it will be 72 degrees and continuing to heat up from there. some of us may set a new record high this afternoon, take a look at some of these numbers with a forecast high in concord

reaching 85 degrees with a record of 82. we'll be watching this closely. mike, how is it looking for the commute elsewhere around the bay area? >> south bay slow, a lot slower than we've seen for the last well year i guess but the last few weeks have seen this pattern as we look at north 101 just now starting to loosen up a little bit again from what was more of a continuous buildup as we look at the map. the area i circled north 101 between 680 and oakland road. the rest of the bay shows a smooth flow of traffic and the speed in the south improve, toward the east bay south 880 at "a" street the crash cleared to the shoulder and the slow is pushing toward 92 and back toward the castro valley y. there is the build also at the bay bridge toll plaza as we have a slow sensor read there but the toll plaza itself starts to move better. i'll show you the approach coming up. back to you. scott? president biden going to talk more about his multi-trillion-dollar infrastructure plan today.

>> federal government started to provide very specific doses of vaccine to federally qualified health centers, so the moment that that program opened up, we signed up our health centers. >> reporter: congress contra costa today becomes the first to open vaccine eligibility to open up to win 16 years of age and up, just one week after the county opened it to those 50 and up. the county tells us there are a half million people in the 16 to 49 age group who live in the county. 137,000 of those so far have already been vaccinated. you can see on the map, solano county is vaccinating people 50 and up. right now everyone else is 65 and older. keep in mind that's without the underlying conditions, keep in mind, starting tomorrow, every californian 15 years and older

more water to try to stay hydrated during that hike as we reach into the low 80s for today and eventually making it up to about 83 degrees in napa and santa rosa. 83 in livermore and santa rosa and 82 today in san francisco. very warm temperatures as high pressure moves right overhead for the next couple of days and then as it continues to move away, it does clear the path for a storm door to reopen that will allow for a chance of some showers to come in by sunday, as well as early next week, as well as some much cooler temperatures. it doesn't look like a strong storm and definitely won't help us out here, as we take a look at our rainfall deficits that are really running even bigger each day, especially when temperatures get this warm, and santa rosa we've measured over 12 inches of rain but we need another 19 inches of rain to catch up to normal and our temperatures warm today and tomorrow, but cooling down much

welcome back. we are talking about this breaking news into our newsroom a 3.4 earthquake just east of san juan bautista. of course down south of gilroy. it happened about 6:45 this morning but there's been some small earthquakes in that area, i was just looking it up. three earthquakes in fact in the past 24 hours, 17 in the past seven days in that san juan bautista area so we're monitoring what's going on there. let us know if you felt it as well in the south bay. marcus? pfizer says its vaccine is 100% effective for children ages 12 to 15. the fda approves its use soon pfizer could get the vaccine to pre-teens and teenagers before the new school year. more than 2,200 students were part of that trial and none became infected. pfizer recently started testing on children from 6 months old to age 11.

happening today an important step forward for alameda county, it moves into a less restrictive orange tier joining four other bay area counties. santa cruz county also enters the orange tier today. napa county had hoped to move into the orange tier today, but just didn't meet the state requirements. tri-valley wine testing rooms can reopen indoors at 25% capacity. bowling alleys as well. indoor dining, movie theaters and places of worship now can be at 50% capacity. not too bad. but now we can finally start to go indoors, we want to stay outdoors, spring-like temperatures, although summer making a little appearance today, kari. >> yes, we are going to be warming up over the next couple of days with highs reaching into the mid 80s. mike, how is the traffic rolling? >> kari, we had a slower in the south bay but things cleared up 101 north, better news past the
