"today in the bay" starts now. >> good monday morning to you. thanks so much for joining us. hope you had a nice easter weekend. i'm laura garcia. >> i'm marcus washington. meteorologist has been tracking what's in store for our forecast this week. kari? >> good morning. and so we're starting out with some low 50s as you get ready to head out the door. grab a light jacket. we're going to also have a lot of sunshine today and it will be a little bit cooler compared to what we've seen over the past few days. here is a look at our highs. 60 degrees in san francisco and 62 in oakland. a high of 67 in napa and upper 60s for the south bay as well. pretty quiet week going on for us here. we'll talk more about that, hopefully, mike, the commute stays quiet, too. >> yes, exactly. let's keep t don't wake up the commute, kari. the chp said overnight maybe a

wind advisory from them over the bay bridge where the arrow is. the bay bridge and maybe the benicia bridge a couple of their cruisers reported getting pushed around a little bit, sort of due diligence. no incidents in the north bay, smooth drive out of the altamont pass with a tiny bit of slowing showing up, south bay and peninsula just fine. back to you. >> thank you very much, mike. happening today, vice president kamala harris set to visit oakland, her first trip to the bay area since taking office, but a lot is at stake. the vp set to meet with small business owners during her visit. "today in the bay's" sergio quintana reports. >> reporter: she's returning to oakland at the vp, kamala harris coming home to build support for the administration's proposed infrastructure program, it would overhaul america's roads, bridges and plumbing, while creating millions of jobs. it's already getting support from her hometown audience. >> this bill if passed would be a $2 trillion bill and i think it encompasses not just

infrastructure as far as roads and water, it also includes schools so i think that that is basically kind of like recharging america. >> reporter: oakland's greg jaboin is hoping to see the biden-harris jobs pass and the success on vaccination doesn't roll back. the fema and cal oes run a mass vaccination site at the oakland coliseum is scheduled to close sunday after completing an eight-week mission. he says closing that site four days before he and millions of others in california will be eligible april 15th is troubling. >> i think there will be tremendous value in having it open longer. for myself, a lot of hospitals and clinics are overwhelmed right now. perhaps there's a waiting list. >> we have the vice president here in the oakland area tomorrow and we will be making a strong plea to her to please, see if there's a way that we can keep fema in the city of oakland and alameda county to continue. >> reporter: the coliseum mass

vaccination site is right on the border of oakland councilmember noel gallos district. he said fema has turned into an excellent partner at the site and delivered shots to native-american sites in his district. cal state los angeles. >> figure out how do we right size the mission and hand it over so it's keyturn ready. >> reporter: cal oes folksman brian ferguson said they approached the alameda county of department public health taking over the coliseum site. some in the community wait to see if the vice president can boost the site's chance of survival. sergio quintana, "today in the bay." >> 4:34. experts say it's too early to tell if the double mutant covid variant first discovered in india and recently identified here in the bay area is more resistant to the vaccine. stanford researchers first announced a u.s. discovery over

the weekend and are now screening for up to seven other possible cases. but right now, they're still contributing a huge surge of cases in india, called a double mutant because it carries two mutations that help it latch onto cells. by midweek there may be another surge in bay area reopenings. tomorrow it's possible three of the four remaining red tier counties, sonoma, napa and contra costa counties may all move into the orange tier. for napa and contra costa counties right now, it's a little too close to call. at the same time, it is possible solano county falls back into the purple tier. again, the state will make its assessments tomorrow. any changes would take effect the following day. sonoma county school leaders like in many other counties promise to feel out the reopening of classrooms over the next few weeks to avoid having to backtrack later. they tell "the press democrat" they're in no rush to keep up with the county if it moves into the less restrictive tier levels.

flood situation. >> reporter: a leaky manmade pond started with 480 million gallons of saltwater nixed with mite gen and ammonia now nearly 300 million but threatening to burst. the florida national guard air dropping more pumps in preparing to double the water flowing out as concern from evacuees escalates. candace and her friends and family forced to flee after much deliberation. >> as much as i don't want to leave my home because of worries of anything happening i'm terrified of my 7-year-old having to go through something catastrophic. >> reporter: people from more than 300 homes instructed to leave the area, the community crushed by the circumstances. omar's business is right on the edge of the evacuation zone. the county administer acknowledging the infrastructure problems could have been dealt with decades ago but state environmental officials say there's no threat of radioactive water. >> the southern pond is mainly sea water.

>> those people hear radioactive elements in water which is what's being reported. you're saying that's not a concern? >> correct. >> as for hundreds of millions of gallons being flushed into the gulf, scientists say that will impact the ecosystem. >> algae blooms, they block off oxygen so fish and other things that are dependent on oxygen in their water suddenly start to suffocate. >> sam brock reporting there. the west is burning, that is the name of a new pbs documentary that looks into how misguided forest management created mega fires that we're all too familiar with. >> these wildfires are increasingly becoming an urban phenomenon. we're not up in the hills. we're in downtown santa rosa. >> santa rosa and the deadly north bay fires of 2017 are major part of this documentary. it examines how the history of preventing fire created more brush and more flammable environments. the documentary airs on pbs this

good morning. the time is 4:41, and as we're starting out in the east bay, heading out the door, mostly in the mid-40s right now. not too bad and temperatures just slowly warm up today, as we only make it into the low 60s here for the afternoon. it will be a cooler start to our week. we'll talk about that and i'll let you know if there's any chances of rain in the forecast, coming up in a few minutes. >> and we'll take a look at a very smooth drive right now. it's early. we've seen more traffic overall. peninsula 101 an easy drive through palo alto. taillights north through san mateo. a treat for this monday we check in with our friend frank. >> i'm frank holland from cnbc. we begin with wall street. the markets are set to open up higher as investors cheer a strong bounce in u.s. job growth last month amid the rollout of

covid vaccines. 960,000 jobs were added. stocks kicked off april with a strong rally on thursday with the s&p 500 topping the 4,000 mark for the very first time, bringing its gains for the year to 7%. in focus reports on the services sector and factory orders. details for more than 500 million facebook users have been found on a website for hackers. the information appears to be several years old but another example of the amount of information and how secure or not secure sites are. it includes phone numbers, names, birth dates and email addresses. facebook has been dealing with security issues for years including the cambridge analytica scandal. target's popular trade-in event returns through april 17th. stores will accept and recycle car seats in exchange customers get a coupon for 20% off a new car seat, a car seat base travel system, stroller or select baby

see the bay bridge there in the distance, a lot of lights glistening. the camera is shaking a little bit. we'll check in with kari to see if there are any wind factors out there. everybody had a good easter weekend, mike, you were with your family? >> yes, and you? >> good. good. yes, it was gorgeous. it was really nice outside, too. it was nice just to have a little bit of a break. felt like a longer weekend than it was. how is it looking weather wise, kari? >> it's going to continue from the weather we had over the weekend, we were out in the backyard, we did a little egg hunt and i think we pretty much spent all day yesterday outside. so i think we'll have another day like that if the kids are on spring break, make some plans to get outside as we take a look at our temperatures, we're starting out with this morning, getting ready to head out the door to temperatures right at about 50 degrees, not too bad. and we'll also have a slightly cooler day so if you are able to take a few minutes of a break away from work or whatever you

have to do, head out to the park in livermore, we'll see a few clouds to start out through the morning, and then we'll gradually start to warm up today with some sunshine in the forecast, we'll also see those temperatures reaching into the mid to upper 60s around the bay area, with martinez today reaching 66. 67 in napa and 66 today in santa rosa. now that we do have the slightly cooler start to our week, we're looking to see what else is going on and we are going to continue to see the high pressure just to the west of us, but it is far enough away so that it doesn't have a huge influence in ramping up our temperatures, so we actually get a bit of a cooldown as we continue to get this constantly northerly wind that will be here throughout the week, keeping it nice and cool. so we're looking at our temperatures for the week remaining the same and also no rain, so as we look at our sierra snowpack, still pretty low. statewide we're only at about 54% of the normal amount. we're going to keep watching

this as well as our rainfall deficits because it will continue to grow this week, as we've seen such dry weather recently, and we are nearing 20 inches for rainfall deficit in santa rosa. huge news as the drought continues there. as we look at our temperatures and what to expect, once again all dry but at least the temperatures will stay nice and cool. anything happening out there for the commute, mike? >> kari, we talked about breezy conditions, maybe windy in some spots. nothing major but the chp reports that overnight for some of the bridges. let's point out your commute, an easy drive from the green but already over on the right highway 84 and the altamont from 580 westbound, show a little bit of slowing already dipping in, and at the top of this map right here, the light yellow is where wind is registering coming through the hills on your way between brentwood, discovery bay and 580.

note for vasco road it's dark and may be breezy. the map is fine. a live look at 580 shows you a smooth, easy drive. good spacing between the cars for the tri-valley and see that build more slowing out of the altamont and this slows later on the bay bridge at 4:51. no problem, laura, folks at ooh looks like we have to fix that signal. we'll check on things. back over to you. >> sounds good, thank you. 4:52 right now. developing story, hundreds of people gathered sunday night to attend a vigil for victims of a mass shooting in southern california. the shooting last week took the lives of four people, including a 9-year-old boy. four large photos of the victims lined a chain-link fence blocking the entrance into the front of the office building where that shooting unfolded on wednesday. candles were lit in honor of the victims. police say the 44-year-old suspect knew all of the victims. he's charged with multiple counts of murder and attempted murder. new details on a temporary shelter in san diego assisting

unaccompanied migrant children. it's now believed to be near full capacity. that shelter is set up at the san diego convention center. girls under 17 started arriving last month. 250 or so at a time. the department of health and human services says another group arrived yesterday which should put the numbers right under its capacity of 1,450. most girls are from guatemala, honduras and el salvador. the capitol police union is urging congress to step up security following friday's attack on the capitol. in a statement, the union chairman said the department is understaffed and now down more than 200 officers right now. one officer was killed on friday, another injured. the suspect in that attack was also killed. breaking barriers, still ahead on "today in the bay," meet the female nascar driver from the bay area that's changing this sport one race at a time. plus -- >> and the actor goes to --

>> the key winners from the s.a.g. awards and the big moments you might have missed, including the at home fashion trends. first, happening now, delta trying to recover from canceling 100 flights yesterday because of staff shortages this as the airline had more than 1 million passengers during the past few days, the highest number since before the coronavirus pandemic began last year. the airline apologized for the inconvenience and reopened its middle seats, something they didn't plan to do until next month. the airline says it was able to rebook a majority of those passengers. we'll be right back.
