week. fema expects california soon to receive a huge boost in covid vaccines. california getting closer to half the state now at least partially vaccinated, and now approaching 20 million doses administered, but this comes as worry continues over more cases tied to spring break. 2,400 new cases were reported statewide yesterday the total since the start of the pandemic tops 3.5 million. a live look in los angeles where health leaders are expected to issue a new travel advisory for l.a. county. it's possible it will dovetail out of last week's cdc guidance indicating people who are fully vaccinated can safely travel. by this time last year, the pandemic was in full swing. travel had virtually stopped. this easter weekend, the number of travelers rose eight-fold. experts say this is some of the reason why a new covid surge is hitting some states and not others. other factors include vaccination levels and the percent of people in each state

who have already been infected. more than a dozen states are seeing a recent surge in the number of covid related hospitalizations but california is not among them. head to nbcbayarea.com, click on "coming back from covid" in our trending bar. we're also tracking the latest information about rack seens and covid restrictions in the bay area. authorities have identified a man shot and killed at a north bay house party early yesterday morning on lazini avenue near stony point road. 28-year-old sergio santana of santa rosa died a little before 5:00 a.m. no arrests have been made but the "press democrat" reports investigators interviewed other party goers and the victim was believed to be targeted. no one else was injured. authorities have not identified the two women who died saturday when their car went over a cliff another bodega bay. first responders were called at a parking lot 11:00 a.m. on saturday. the chp is trying to piece things together. it's not clear how or why that

car went off the cliff. a live look at the golden gate bridge where people using the pedestrian walkway will notice some changes today. the eastern side pathway for those who are walking and cycling, they will actually be narrowed for work on suicide deterrent net project. the sidewalk will remain open during regular hours but pedestrians and cycleists should be extra cautious due to narrowed pathways. happening today, san francisco's presidio closing some of its trails off to dogs. the annual closure allows a safe area for coyote mothers and their pups. people still have access but dogs will not be allowed in those areas until pupping season is over in the fall. in just hours, vice president kamala harris returns to her hometown of oakland for the first time since taking office. "today in the bay's" cierra johnson joins us live in oakland this morning to try to rally support for new infrastructure bill. good morning, cierra. >> reporter: good morning. that's right, we were just a couple hours away from that plane coming from los angeles to

oakland, her hometown, her goal of this trip is to garner support for a multi-trillion-dollar project. the program is called the american jobs plan and said to overhaul things like america's roads, bridges and care of the elderly and disabled as well as transportation infrastructure, plumbing and housing, and this plan does come with a $2 trillion price tag. the white house tells nbc president joe biden is proposing raising corporate tax rates and ealmost nating tax breaks for some industries, a plan this administration says does not impact individuals at this time. so while in town the vice president will tour a local facility that works to provide clean drinking water, one of the goals of this plan she will then hold a listening session with some state leaders as well as some small business owners here in oakland. we spoke with some folks ahead of this visit, many already excited about what this plan could offer. >> this bill if passed will be a

$2 trillion billion and i think it encompasses not just infrastructure as far as roads and water, it also includes schools so i think that is basically kind of like recharging america. >> reporter: so as i mentioned, she will be coming from los angeles. she's set to depart l.a. around 8:45 from there, spend a couple hours meeting with state leaders as well as local leaders and she is set to depart from oakland around 2:30 this afternoon. we will of course keep you updated every step of the way, both on air and online. we're live in oakland, cierra johnson for "today in the bay." >> that return home, thank you. developing right now, in minneapolis, the second week of derek chauvin trial is getting under way. the first weaning of the high-profile week was very emotional testimony, this week will shift. jay gray is live outside the courthouse with details, jay? >> reporter: yes, marcus, i

think you're absolutely right. tears in the courtroom really define the first week here. i think as we move into the second week, we're going to see those tears replaced by some of the technical aspects of this trial. this was a trial that's really been emotional as you talked about heading out of the first week, but now we expect to see some testimony from people including police officers from the minneapolis police department. look, don't ever expect though the prosecution to steer that far away from that video, the cell phone video that's been seen around the world to this point. >> never an indication of any threat, any struggle that he makes particularly in the final minutes of the video. that's helpful for the prosecution, so they want the jury to continue viewing the video as many times as the court permits them to play it. >> oh, my god.

>> reporter: you could see the emotion there and look, at some point, when we see these police officers on the stand, and we saw a few on friday, they worked a half day in the courtroom, we're going to see the police chief, that could happen today. we expect it this week. we also expect to see the medical examiner take the stand at some point, along with other witnesses who will talk about the medical details in this case. so a lot to unfold this second week, but likely not as emotional as we saw the first week. >> and jay, before you go, something i thought you said was interesting, rarely do we hear the police chief being called by the prosecution to testify against one of his former officers. >> reporter: yes. >> what are we expecting from that testimony? >> reporter: yes. no, marcus, you're absolutely right. you never see this really, and remember, that this is a chief who the day after this happened fired derek chauvin, removed him from the force, and said at one

hired more people than they let go during the pan themmic. led by amazon. amazon really showing us the change in shopping behavior, stores were closed, amazon hurd hired a breath-taking half million works, half a million. fedex added 50,000, tesla up 22,000, so tesla hired more people than ford and gm laid off combined. costco 19,000 and facebook a net gain of 14,000, during the pandemic. job losses obviously came from smaller companies and of course, hospitality and leisure are the big takeaway on that friday jobs report showing how much that industry has grown really sprung back, marcus and laura. a lot of really good economic news lately. >> certainly. >> yes, which is great to see. we certainly need it. thanks so much, scott. if you're still working at home your days may be numbered until you return to the office at least that's the findings in a survey of more than 350 ceos,

[ laughter ] just a little something-stog something to wake you up this morning. >> that will do it. >> but coming up, the weekend wasn't too bad out there. >> i hope she told that nurse ahead of time. >> i know. >> i'm sorry. >> she may have jumped, you know? >> you don't want to do that. >> you don't want to do nap all right, let's get a look at our forecast for today. we're starting out with clouds rolling by, a little bit of a breeze and some near normal temperatures to start out our morning. a live look in san jose, it's going to be a quiet week for us. we were hoping to get some rain but looks like we'll just see some clouds moving by and then clearing. here is a look at where we're headed for today as you make some plans. we'll start out with temperatures mostly in the mid to upper 50s and low 60s by lunch time, and then continuing to make it up just a few more degrees. it's overall going to be a cooler than normal day, and it's going to be breezy as well, and then dropping back into the 40s

again for tonight as we go through this forecast, high pressure blocking any rain from coming this way but at least it's far enough away to keep us from heating up as we go through the week. we saw the spike in the temperatures last week. we are not going to see that this week. we're going to keep it pretty even here, even into the weekend, as the dry weather continues. but we're also keeping an eye on how our drought conditions are faring and we continue to see extreme drought in parts of the north bay and it is worsening for parts of southern california, so we will see unfortunately more drought conditions as we go through the week. it's a reminder it's a good time to conserve water and just keep that in back of mind as well. as we look at what's going on temperature wise, we have some upper 60s for the inland areas to start out this week, and we only make it into the mid-70s but that's going to be a very comfortable week ahead as we get sunshine each day. mike, how is it looking right

now for the morning commute? >> pretty good, kari. we were showing a smooth, easy drive. we look at the map, there's a little more build so a little more slowing coming up toward the bay bridge toll plaza just a tad bit. no problems here, a smooth flow, lands at the toll plaza and the map shows you there are green sensors on the entire approach including the maze. top of the screen i've circled eastbound highway 4 franklin near the golf course. car was facing the wrong direction, a single car spinout just there, no major injuries, the person is out of the car waiting for some help. over here a little more slowing out of the altamont, i-84 and the cut-through toward sunol and a little blip you could see one yellow chicklet but i've seen a few more at the dublin interchange so watching for more volume there. everything else is good. back to you guys. >> thanks so much, mike. cdc is giving vaccinated people a green light to travel. next consumer investigator chris chmura breaks down what steps you need to take before booking

doses. emergent biosolutions has been under scrutiny for botching the production of about 15 million doses at a plant in baltimore. the department of health and human services helped make that change. j&j is installing a new leadership team to oversee all aspects of the manufacturing. the drugmaker will have full responsibility for operations. the cdc is getting vaccinated people a green light to travel. before you head to the airport, expect changes. >> consumer investigator chris chmura is going to show us what's new and how to prepare for the changes. >> reporter: with social distancing, check-in security and immigration are a little clunkier than before. the steps might take long per. inside the terminal and on the plane you're almost always required to wear a mask. the airlines are clear, no mask, no travel. warning about these n95 masks with the vent in the front, they're ideal for wildfire season but not necessarily for

flying. alaska airlines says face coverings with direct exhaust valves are unacceptable, translation, that won't fly. how you board the airplane might be different. we recently saw united which usually uses groups boarding from the rear of the plane forward to minimize contact. keep that in mind if you like to carry on luggage and sit at the front of the airplane because overhead bin space could be short. here's a big question. will the seat next to you be left empty? maybe. can you bring cleaning supplies? the tsa says yes. wipes are clear to fly so are disinfectant sprays and hand sanitizers, as long as they're smaller than 3.4 ounces. perhaps the biggest change to air travel is your ticket itself. the airlines used to charge hefty cancellation penalties and fees but much of that is gone. still ahead, the big issue one southern california shelter is now facing in assisting unaccompanied migrant children. plus the oldest restaurant

in a younger age group getting the vaccine. next week the state has already announced it expects to open eligibility for the covid vaccine to anyone 16 or older who wants it. a lot of people spent easter sunday getting vaccinated. in san francisco, thousands got a dose at moscone center south. people were relieved and grateful to get a dose. >> it's beautiful. it's the best way of spending easter sunday is getting vaccinated. >> we're really happy to get back where you have elderly parents and grandparents that we really love so we just want to make sure everyone's safe. >> reporter: san francisco's moscone center is just one of many spots to get the vaccine in the city. months ago, we saw the elderly and retired lining up for their shots but the crowds out now at the vaccination sites are noticeably from the younger working class. i checked the cvs website in the

bay area earlier this morning at about 3:30, and saw spots in newark and hayward were available but i just checked ten minutes ago and those are now fully booked as well. so keep trying if you're still trying to book your appointments but county, pharmacy and state websites. reporting live in san ramon, i'm sharon katsuda, "today in the bay." >> a lot of people trying to get those shots. thanks, sharon. experts say it's too early to tell if a double mutant covid variant first discovered in india and recently identified in the bay area is more resistant to vaccines. stanford researchers first announced a u.s. discovery over the weekend and they're now screening for up to seven other possible cases but right now it's contributing to a huge surge in cases in india, called a double mutant because it carries two mutations and help it latch-on to cells. there may be another surge in bay area reopenings. tomorrow sonoma, napa and contra

"today in the bay" sam brock has more on this desperate situation stretching on. >> reporter: laura and marcus good morning. over the weekend the at some point saturday officials decided they were not able to patch the reservoir, when a state of emergency was issued and realized they have to pump all of this water, almost 500 million gallons out of the reservoir and into the gulf of mexico. over my shoulder you look at an evacuation zone some 360 families asked to leave, many of them did. some of them did not. this is public officials were pushing back on the idea that this water is radioactive. >> the southern pond as we mentioned is mainly sea water. >> reporter: for those people worried they hear radioactive elements in water which is what's being reported right now. you're saying that's not a

concern? >> correct. >> as much as i don't want to leave my home because of worries of anything happening, i'm terrified of my 7-year-old having to go through something catastrophic. >> reporter: they ramped up the rate of the water being pumped out. originally 30 million gallons a day, now up to 60. the initial projections taking 12 days to empty the pond look like it's going to be about four or five. a long time right now for residents here to wait to find out whether or not the reservoir will burst or things are going to resolve. that's the latest in manatee county. back to my friends in the bay. >> thanks, sam. 5:36 for you. its west is burning, that is the name of a new pbs documentary. >> these wildfires are increasingly becoming an urban phenomenon. we're not up in the hills. we're in downtown santa rosa. >> santa rosa and the deadly north bay fires of 2017 are major part of this documentary.

it examines the history and also preventing fires that created more brush and more flammable environments. the documentary airs on pbs this month. the oldest restaurant in san francisco is finally reemerging from the pandemic. happening today, the historic tadich grill is set to reopen. it will officially reopen for lunch and dipper. it stopped doing takeout orders last july. its location in the financial district probably made things harder, it gets so quiet there. at one point the owners were worried they may have to close permanent permanently. possible new helping hand for businesses trying to make it here in the south bay. tomorrow, santa clara county supervisors plan to vote on a proposal to assist approximately 1,000 small businesses.

supervisor cindy chavez is proposing waiving what's known as the weights and measure device registration fee impacting done on a weight or counting device. she plans to speak about how this will help. at the same time, starting today in santa clara county, you may have to shell out more money to visit one of 16 county parks. the counties resuming charging $6 for parking. fees were waived last spring. parkts affected include santa teresa, stevens creek, vsona action anderson and los gatos creeks. get ready to pay again. the forecast is free, overlooking san francisco still awaiting the sun's arrival on this monday morning but it was certainly a bright and cheery easter weekend. no rain in sight, good news for the kids, looking for those eggs. now you got to count on them finding all the eggs so you don't found them later. >> right! i hid some in the sand box yesterday so i was like i hope

today. we'll get a look at what's ahead as we head throughout this work week, coming up in a few minutes. and the issue i was following on the bay bridge, over at the treasure island on-ramp looks like it's out of lanes. it may be completely clear by now. no impact on the bay bridge toll plaza from what i can see but there's more traffic, that's the impact that you'll see, if you head over there, how time works up headed up the incline. new details on the temporary shelter down in san diego, assisting unaccompanied migrant children. it is now believed to be near full capacity. that shelter is set up at the san diego convention center. girls under 17 started arriving last month. the department of health and human services says another group arrived yesterday which should put the numbers right under its capacity of 1,450. most girls are from guatemala, honduras and el salvador. a live look at the capitol, where the head of the police union is sounding the alarm this morning, urging congress to

step up security following friday's attack on the capitol. one officer died, another was injured, the suspect was also killed. in a statement, the union chairman said the department is understaffed and now down more than 200 officers right now. president biden pushing his massive infrastructure bill comparing the space race or the building of the interstate highway system. >> scott mcgrew, once in a life time projects. >> those two things are really cemented the legacies of the presidents kennedy and eisenhower, right? biden thinking that big. now, a lot of presidents have proposed the idea of an infrastructure massive overhaul. president trump proposed a $3 trillion bill but never sent anything to congress about it. biden wants action by memorial day. here is his point man, secretary buttigieg on "meet the press" sunday morning. >> president biden does he guarantee he'll sign a bill

totally paid for or will there be deficit spending in this bill >> i'm not getting ahead of the process in congress but the decision the president put for is fully paid for across 15 years, raise all of the revenue needed for these once in a life time investments. by year 16 you'd see this package working to reduce the deficit. >> that checks out, if you amortize the spending over the 15 years as the nonpartisan committee for a responsible federal budget, the spending does indeed pay for itself, over ten years it still runs up the deficit, five years later, net neutral and starts paying for itself after that. now, to help pay for t the white house wants to raise taxes on corporations, not as high as they were, but up from the lows set by the republican tax cut of 2017 and republicans ask quite reasonably, why would you think we'd be okay with undoing really the only major legislative victory we had in the past four years?

and critics of the infrastructure bill point out not all of it is infrastructure the way we normally think of it. rail lines and roads and bridges. it's also internet access and electric car chargers, and water pipe, which are arguably also infrastructure, but as we have talked about in the past, the biden white house is definitely stretching the word infrastructure to include things like better care for our elderly, the care infrastructure they call it. whether congress will buy it, we will see. we're watching what's happening in washington of course as we do every day. we talk all about it on twitter, i welcome your comments. find me there, i'm @scottmcgrew. as scott was mentioning president biden's massive infrastructure bill still a long way from being passed but if and when it does, it may provide a big boost to bay area transit projects. the $2 trillion plan right now is thin on details, but regional transit leaders tell "the examiner" they could see it

kick-starting on things like b.a.r.t. connection into san jose and rolling out more hov express lanes, even a high speed rail expansion. the bill includes hundreds of billions of dollars for train projects but it does not have gop support. a new follow-up in the controversial idea to rename dozens of schools in san francisco. school board members plan to reverse that vote tomorrow. according to "the chronicle" it is intended to avoid a lawsuit which claims the school board did not adequately present its intentions before making the decision in january. the renaming panel proposed 44 schools be renamed due to links to oppression and racism. lincoln, washington, mission and balboa high schools were all listed. a young nascar driver breaking barriers in a sport dominated by white men. toni breidinger is the first female arab-american driver to

today. maybe you could head out for a hike. it's going to be a great day for it. we are going to start out cool in parts of the north bay, but i think by about 1:00 to 2:00, it's going to feel much more comfortable. still may want to wear some light long sleeves but temperatures in the low 60s there in the north bay, and then as we look all around the bay area, we'll reach up to 65 in livermore, 67 in napa and 66 degrees in santa rosa, while san francisco will reach into the low 60s. we have nothing but high pressure here but at least it's far enough away where it's not ramping up our temperatures and giving us a spike in heat. we'll actually see it staying well to the west of us, but still blocking any chances of rain that we could see moving into the bay area, so it keeps the storm track well to the north of us, with some dry and seasonable weather, but of course that's not good news as we approach that very important april 1st snowpack measurement we've just seen that happening, where we are only getting about

half of our normal amount of the sierra snowpack there right now. we don't have any more snow on the way, in fact, we continue with some very dry conditions going throughout the week and we warm up a few degrees by the weekend, so we go from 67 today for the inland valleys to the mid-70s this weekend, and san francisco will see those temperatures going from the low 60s today to the mid-60s for the weekend. only subtle changes as we go through the next seven days. are you seeing any changes right now for the morning commute, mike? >> i am, kari, but they're right on schedule. that's good news but also different news because as kari had been talking about her kids are on spring break as are many schools this week and my kids are on next week as are many other schools so we should have a lighter volume of traffic, as we look at the map, though, with the bottom of the screen i've circled san jose with your traditional slowing about 5:50, 5:45 is when it starts to happen. we're seeing a lighter volume overall for the bay starting to restore and i think we'll see

probably a typical pattern this week as well, slowing out of the altamont and for highway 84, so nothing dropping off like your traditional spring break traffic flow because it's not fully restored, right? over here at the bay bridge we had slowing here, treasure island area, the incident at the on-ramp of treasure island cleared and there is eno backup at the bay bridge toll plaza but slowing on the incline. we should see a backup starting to form over the next 15 to 20 minutes. back to you. >> thanks, mike. happening now, some shaking in southern california around 4:45 this morning, a 4.0 quake hit near los angeles, centered in englewood but people all over l.a. reporting they felt it. reports of damage or injuries not known that we have right now. 8.3 quake hit the same area at 4:15. a 4.3 quake hit the same area at 4:15. the peninsula vaccine site now giving out shots to anyone 16 years and older but there's a catch.

5:56. authorities identified a man shot at a santa rosa house party over the weekend. 28-year-old sergio santana of santa rosa died a little before 5:00 a.m. no arrests have been made but the "press democrat" reports investigators interviewed other party goers and the victim was believed to be targeted. no one else was injured. a live look in los angeles where health leaders are expected to issue a new travel advisory for l.a. county. it's possible it will dovetail out of last week's cdc guidance indicating people fully vaccinated can safely travel. happening today presidio closing some of its trails off to dogs.
