"today in the bay's" cierra johnson joins us live in san francisco this morning. cierra, some of this no doubt due to some legal pressure as

well. >> reporter: yes, good morning, laura. the legal troubles don't solve that particular issue throughout the school year. there have been everyone instances that thrust the school district into the headlines that did not directly deal with students but today those school board members expected to meet again to put a pause on renaming as many as 40 schools. now those commissioners plan to vote on a resolution to formally pause the renaming process, a move that could avoid costly litigation because of a lawsuit filed against commissioners by a group of one of the high schools in question. in the commissioner's decision to rename 40 schools for their links to racism or oppression. today's board meeting will the first since commissioner allison collins was stripped of her vice presidency because of racially charged tweets she posted several years back.

she will not be resigning from her position. thousands of bay area parents are still waiting for their children to return to the classroom, a move that has been the subject of another lawsuit filed by the city against the school district to move too late to receive funds allocated by governor newsom. students were supposed to be back in class by the march 31st deadline to receive funding. for some parents we spoke with the renaming process is simply a distraction. >> it's a bit frustrating unfortunately because we are one of the sites where a second grader might be going back for five days for a very shortened amount of time during the day, but my fourth grader will only be going back for two days. >> reporter: so we'll pay close attention to the meeting with the vote on pausing the renaming process as well board member collins' first meeting since being stripped of her title. we'll keep you updated on air and online. we're live in san francisco, cierra johnson for "today in the bay."

>> thanks so much, cierra. san jose unified reaffirming its commitment to returning to the classroom, committed to an april 21st reopening date. san jose unified said 85% of its employees are already vaccinated. federal civil rights attorney john burris announcing a new lawsuit in the wake of a deadly police shooting in danville. here's video from the scene it happened. a 32-year-old homeless man died along with a new lawsuit burris plans to present new video of the shooting. this morning we've decided not to air that video because it's disturbing. police were responding to reports of rocks being thrown into interstate 680. the department has not commented on the new video clip but in the past, it said williams was armed with a knife. for people struggling to make it in the bay, the idea of a new massive development may sound daunting, but today san

jose mayor sam liccardo will will unveil what the city gets out of the google proposed downtown west project. "today in the bay's" kris sanchez joins us live in san jose with details for people who already live there. >> reporter: this is just one parcel of land that google acquired over the years in order to come up with the massive downtown development. it surrounds the area of diridon station on san fernando street near the s.a.p. center, the shark tank. a 250-acre google development would bring office space to downtown san jose for 20,000 workers plus housing, open space and recreation areas. it's a deal that's been in the works for years. according to the mayor's office, this is the package of community benefits. $155 million in a stabilization and opportunity fund, $7.5 million in job readiness and

anti-displacement efforts. $7 million in moderate income housing, plus $8.4 million land transfer to the city which the city could then use for affordable housing and then there's $22 million or so in unallocated funds. google has chosen the more enlightened path. the statement continues together san jose and google will establish the national standard for equitable post-pandemic economic recovery. this is not a done deal. next on the calendar several hearings including a community meeting coming up on april 17th, before the full project goes before the planning commission at the end of april and then the full council by the end of may, tentatively. this project has not been without opposition from people who say this could contribute to the housing crisis, create more

homelessness, but certainly this benefit package aims to address some of that. we're going to talk to mayor sam liccardo coming up at 7:30 this morning and more for you in our midday news. in san jose, kris sanchez, "today in the bay." >> thanks for the latest there, kris. we look forward to it. a live look in walnut creek this morning, three more bay area counties could be moving into the less restrictive orange tier. that includes contra costa, sonoma and napa counties. the move would mean winery tasting rooms could reopen at 25% capacity, so could bowling alleys. indoor dining, movie theaters and places of worship could increase capacity to 50%. solano county on the other hand might regress back into the purple tier due to a surge in new cases there. right now it's in the red tier. ucsf infectious disease expert dr. george rutherford says people need to stay vigilant. last week, 70% of people in california have not been

vaccinated. he says people need to be cautious. >> not to cast everything aside and take your masks off and congregate in large groups. that's how we get, that's how we start to move back up the chain and the last thing people are going to want to do is to end up back in purple. >> don't want to go backwards. health officials in solano say the majority of new cases are among younger people. so how is the bay area doing with the vaccine rollout? we want to take a look at this map shows you the percentage of people over 16 with at least one shot. marin county now past 60%. sonoma and contra costa counties are above that 50% mark. santa clara county is coming in at 40% but as of this morning, distributed 1 million doses. napa county so far hasn't been updating their vaccination rates. breaking news, a major change to become eligible to receive the covid-19 vaccine here in the country. nbc news has learned that president biden is expected to

announce this afternoon that states should make all americans, that's adults, eligible for the vaccine by april 19th. the deadline was earlier set for may. of course california already moved its deadline to next thursday, april 15th for anyone 16 and up. most states have already announced plans to open eligibility to all adults by that date. president biden is also expected to emphasize the u.s. has reached 150 million shots in the first 75 days of his administration. and vice president kamala harris this morning is scheduled to travel to chicago, this is on the heels of her visit to oakland. tracie potts has an exclusive look at a first visit home since becoming vice president. tracie? >> marcus, she was here and is in chicago today for the same reason, to push the president's infrastructure plan, the american jobs plan, but she also talked about the adjustment to becoming vice president. while in town she met with a

small business owner, talking about the impacts of the pandemic. she joined governor newsom for a visit to east bay mud san leandro water treatment plant. raj mathai exclusively spoke with the vice president about her trip. here's what she had to say when raj asked her about how she thinks she can improve in her role. >> what have you learned, where do you need to get better? this is a butt kicking, this job. >> well, no, it's, listen, it's -- there is no lack of work to be done. right? we did the american rescue plan $1,400 checks, lifting half of america's children out of poverty, doing the kind of work about getting people through this pandemic and this moment of crisis. now we've got the american jobs plan, and that's -- and i'm really excited about that,

because that's about an investment in our country. it's about infrastructure, roads and bridges, of which we've got plenty here in the bay area and in california, but it's also about human infrastructure, our caregiving economy. by the way, all the jobs we'll create in terms of investment and infrastructure, all those jobs, well folks got kids that need day care, our child care, they've got parents that need care and support. >> so what's it like moving from high-profile job in california to a high-profile job in washington overseeing the nation? the vice president talked about that saying she's been less focused on that and more focused on the tasks at hand. >> you've come full circle. has it hit you now, your new life, not even your new job, your new life? >> you know, i'm so task oriented. we got to get checks to people who have been unemployed for so long. we need to take care of all of these children who are hungry and their parents are in food lines for hours, we've got to

checking out the view at mt. diablo. we're starting out with temperatures mostly in the 40s and it's going to continue to warm up again today. a few more degrees above yesterday, so here's a look at our afternoon temperatures, reaching into the upper 60s and low 70s and san francisco holding steady at about 60 degrees but a few spots in the valleys like concord, as well as livermore will reach into the low 70s. we'll take a look ahead in the forecast coming up in a few minutes. mike, how is it looking right now for the commute? >> kari, i have breaking news. for the issue we've been tracking for our bay bridge span, westbound. look at the backup at the bay bridge suddenly fills in all lanes. they turned on the metering lights and it's because of what's going on the span, let's take a look mid span we saw the flashing lights, all i have is a police incident, nothing specified and we do see traffic squeezing by it but it's jammed up there all the way to treasure island tunnel. b.a.r.t. has no delays reported, neither do the other bridges, san mateo and the richmond-san

very happy tuesday to you as well. there is a nationwide ketchup shortage. first there's a new tool to to figure out if you are one of the millions of people to fall victim to the latest data breach in facebook. over the weekend we learned someone gained access to lots of data including phone numbers, now a trustworthy web side called have i been pwned has put the phone numbers in a database where you can look. the website is haveibeenpwned.com. all smooshed together. the website creator spelled owned with a p, it's an old video game slang term. you can spell it regular owned with an "o" and still get there. and type in your phone number with the country code. for that, most of us that's the number one. that's the way the database holds the number.

phone numbers are surprisingly complicated with different countries storing them different ways. so plus 1 and then your area code and phone number all together. more records for the stock market as the good news continues to flow in. the dow hit 33,500 and change. s&p at all-time highs as well. also not in the red your french fries. the "wall street journal" has gotten a careful look at the ketchup supplies and found it lacking partially because of the takeout, fries and ketchup being consumed and the restaurants reopening as well. so the shortage is severe in ketchup packets. you may not notice or you may notice you get a few in a bag, now the industry called those packets sachets, that is the technical term. i have an entire box full of relish i've got so i haven't gone through my entire relish

exactly. we investigated the breaking news on the bay bridge and before i could find out specifics of exactly what the police incident was, we did have recovery reported. the span itself no more flashing lights and the tail lights now moving much better, it's only been about ten minutes since the flashing lights cleared. the backup at the toll plaza continues still so the map shows you how slow it is from oakland but it is quickly recovering across that span. we should see that span start to move much better on the map. the speed sensor also recover but it's slow off the 808 overcrossing, kari. everything else looks normal as far as the traffic flow. how is that weather going? >> it looks pretty good, especially for the game later on this evening, driving through the east bay, maybe a little distraction there, seeing the stadium all lit up, the coliseum, as we get ready for that game today, we do still have some really nice weather, and temperatures do start to cool off quickly, so we drop into the mid-50s right around first pitch. here's a look at how our day will shape up around the bay

area. martinez will be in the upper 60s for a high today, oakland reaching 65. livermore 70 degrees. now there will be some spots a little bit warmer compared to yesterday, but overall, we're in a very quiet weather pattern, which is not necessarily the greatest thing, because high pressure is blocking any chances of getting some rain, but at least we are not getting a ramp-up in our temperatures so it's going to stay fairly cool here for the next few days, as we look at our seven-day forecast upper 60s for today and tomorrow for the inland valleys and low 70s for the end of the week into the weekend, by saturday and sunday, we have some mid-70s so i think a lot of people will be out and about, enjoying the nice weather. a lot of kids on spring break and then we check out san francisco where temperatures will be in the low 60s for the next couple of days and then some mid-60s in time for the weekend. now let's talk about our climate in crisis. president biden has made climate change action one of his top priorities for his presidency and one very ambitious plan is

to make 30% of our country conservation land by the year 2030, and as of now, 18% of the land is considered protected, but it will take the size of california four times over to reach that goal. >> in recent surveys, over 80% of both republicans and democrats and everyone along, in between is very supportive of healthy nature, and but the big part of that is being able to access it and it is certainly having access to green space, not just in wilderness areas but in our urban areas. >> the doctor and i had a really interesting conversation, watch the full interview on nbcbayarea.com and click on the "climate in crisis" tab. we'll have more coming up after this break.

right now at 6:30, seeing orange and possibly purple when it comes to more reopenings, the moves may give new hope for a lot more struggling businesses, but one county seemingly set to fall back in its restrictions, ahead in a live report, we're going to sort out what may actually be at stake for you. the yellow tier, bob? >> reporter: that's what we expect. we expect later today, laura and marcus, the state will announce not only contra costa where i'm at but napa and sonoma as well. they will announce they have met the criteria for lower rates of infection, and will be able to move from the current red tier of reopening into the less restrictive orange tier. look at your tv screen, gives you a sense of what this means for the businesses. winery tasting rooms can reopen at 25% capacity. bars can reopen as long as the operations are outdoors only. restaurants, churches, movie theaters they can move up to 50% capacity indoor. gyms, fitness centers, bowling alleys, 25% capacity, offices can reopen indoor with modifications. solano county would be the only county that is still in the red tier and it is possible solano could take a step not forward but backwards into the purple tier. the county's health director

warned us on friday that people needed to be careful over the holiday easter weekend to prevent a surge in cases that could send solano back to the purple. solano was the first to open up vaccinations to people 50 or older in the bay area in an attempt to keep the rates of infection down but the majority of the new cases reportedly had been among younger people, people who are under 50 and not eligible for the vaccine yet. an infectious disease expert says people need to stay vigilant. right now 70% roughly of all californians still have not received the vaccine, that means they still want you to keep your mask on and stay away from large crowds. reporting live in san ramon, bob redell, "today in the bay." >> thank you. more promising news for you right now, california's covid positivity rate, look at where we are right now. it is 1.6%, that's pretty good right there and that's the lowest rate of any spread in any

state, even hawaii. experts say slowly reopening and getting people vaccinated, those are important parts of how this all happens. it's also helping to slow the spread of the virus but it's not yet time to celebrate. >> with easter and family gatherings are we going to see a bump like we did at thanksgiving last year or more like a minor bump like we saw at new year's? >> there are also new variants to consider. stanford researchers just identified a double mutant variant here in the bay area. another concern is sports. the cdc says covid clusters are linked to young people taking the field. the agency is urging people to continue to avoid crowds and wear those masks. now to the latest vaccination count. california apoaching 50% of the people with at least one shot, just shy of 20 million. nearly 5 million vaccines have been administered here in the bay area. remember, next week on the 15th, vaccinations open to anyone 16 and older throughout the state. new this morning, we're learning how much bay area schools are getting from the state for restarting in-person learning. according to palo alto online,

palo alto unified set to receive nearly $11 million. mountain view, los altos high school union district will get more than $4.5 million from the state and for the menlo park city school district it's about $2.5 million. this is all part of the more than $6 billion in state stimulus funds the state passed as an incentive for school districts to bring students back into the classroom. san francisco leaders debate how to best provide rent relief for landlords struggling to make it in the bay. at stake, according to "the examiner" $54 million in federal funds. those funds are meant to assist those landlords waiting back rent from struggling tenants, through last fall, pandemic related unpaid rent was already north of $100 million. the new ordinance would prioritize the smaller mom and pop landlords and allow corporate landlords to negotiate directly with renters. the man accused in the deadly attack of an elderly

asian man at oakland's lake merritt is due to enter a plea today. 26-year-old teonte bailey faces murder and robbery charges. last month investigators say he robbed 75-year-old pak ho who struck his head on the ground and later died. prosecutors are not calling this a hate crime. testimony getting set to resume in the derek chauvin trial. the minneapolis police chief took the stand yesterday. >> nbc's gabe gutierrez is in minnesota with more. >> reporter: laura and marcus, good morning. it is highly unusual for a police chief to testify against his or her officers but that's what chief arradondo did yesterday, eviscerating derek chauvin for placing his knee on george floyd's neck for more than nine minutes. >> to continue to apply that

level of force to a person proned out, handcuffed behind their back, that in no way shape or form is anything that is by policy. it is not part of our training. >> reporter: the chief saying that chauvin absolutely violated policy. now chauvin's defense team is arguing that an angry crowd of bystanders distracted the officers and that floyd died due to his drug use and underlying health conditions. today we're expecting a prosecution witness, a police inspector, to return for cross-examination. then more use of force experts and more medical experts later this week. a motions hearing is also scheduled to discuss whether to quash the subpoena for the passenger in george floyd's vehicle. back to you in the bay area. >> we'll continue to follow that. thank you, gabe. the army corps of engineers now taking the lead in the effort to stop the possible

collapse of the toxic wastewater reservoir in florida. for most of yesterday, concerns ran high about a possible second breach but those concerns were eventually put to rest. nearby homes are evacuated outside of tampa, amidst concerns hundreds of millions of gallons may burst through. crews are now trying to drain the water, which contains storm runoff and chemicals from a nearby phosphorous mine. florida's governor declared a state of emergency. happening now in southern california, red flag warnings in place, this comes after a second straight day of brush fires. one of those fires in los angeles national forest burned 60 acres. no buildings were damaged. meteorologist kari hall, we're pretty dry here as well. >> yes, we've been talking about how our vegetation basically doesn't have any moisture left in it. so that's something you may be noticing already early in this spring as you head out this morning. maybe going out for a walk or a bike ride in san mateo, we'll see those temperatures in the

upper 40s to start and we'll see the sky gradually clearing today as we head into the upper 50s here by 1:00 in the afternoon. it's going to be just a little bit warmer compared to yesterday. we'll talk more about that and what's ahead in the forecast. mike, you were following a couple of problems out there for the morning commute? >> yes, kari and the big one, the police activity on the bay bridge has cleared the span, and as we look at the bay bridge toll plaza, it's not cleared at the toll plaza yet. we should have recovery and we see lanes moving better, the map will really show you how things have improved. from the incline and the metering lights, it's basically cleared to treasure island. the sensors are turning green headed toward the treasure island mid span and backing up further rippling back into the maze, the berkeley curve, east shore freeway and off of north 880. keep that in mind, the approaches are slowing as it ripples back. also slowing the approach to the dublin interchange with the arrow and circling castro valley y and 880 headed from san leandro down into port hayward. we're seeing that build, it's

biden's infrastructure plan. >> scott, a ruling that he won't need 60 votes in the senate to get passed. >> that's right. the senate parliamentarian says democrats can if they wish pass it as part of the old budget, sort of going back in time really and that only takes 50 votes. that's definitely a step forward for democrats. they have 50 senators plus kamala harris for the win, but democrat joe manchin of west virginia is one of those 50 and he says he will not vote for the bill if corporate tax proposals remain where they are. that's the step back, no manchin, no infrastructure bill the way it stands. joe manchin arguably the most powerful senator in the whole capitol building. president biden's calls for a tax hike on corporations to pay for all those fixes to bridges and roads and other plans in the bill is higher than manchin would like. manchin says yes, hike taxes on big corporations, but not as high as biden wants to. the problem is manchin's proposal wouldn't come up with enough money to pay for everything in the biden plan.

big companies like home depot and coca-cola and delta have spoken out against voter suppression, major league baseball as you know has moved the all-star game out of atlanta over georgia's new voting laws and republican leader mitch mcconnell says he's had enough with this so-called woke corporation. >> i found it completely discouraging to find a bunch of corporate ceos, getting in the middle of politics. my advice to the corporate ceos of america is to stay out of politics. don't pick sides in these big fights. >> now normally mitch mcconnell is okay with corporations getting involved in politics and picking sides. he's noted for his ability to raise money for his campaign and his political action committee. "the washington post" calls him "the man who makes money talk.

"headline from 2016 mcconnell threatened to shut down the government for exposing who pays politicians for what. you can look up who contributes to a political campaign. mcconnell is well funded by altria tobacco company, ups, goldman sachs, jpmorgan chase, at&t, it's a long list. i picked some of the well-known names off of the database. this is true of nearly every politician in washington and most american corporations but mcconnell now wants corporations to stay out of politics and said yesterday he would make sure those corporations face "consequences." it's not clear what those consequences would be. president biden travels to virginia today to a vaccination center. we'll be tracking that on twitter, talking about it. you can follow me there, i'm @scottmcgrew. >> thanks so much, scott. 6:45. san francisco school leaders are expected to officially hit pause on renaming more than 40 schools in a district already

divided. the plan is sparking a lot of controversy. "today in the bay's" cierra johnson joins us live in san francisco this morning and cierra, some of this is no doubt due to some legal pressure. >> reporter: good morning. yes, there has been legal pressure, legal issues throughout the school year with the school district making headlines throughout the year, many of the situations not directly involving students, one of the biggest controversies we've been following for a few months now is the renaming of more than 40 schools, but that could officially be paused later today, when those commissioners meet. they will vote to adopt a resolution to formally pause the renaming process, a move that could avoid costly lit xwags because of a lawsuit filed against the commissioners by a group of one of the high schools in question and the commissioner's decision to rename more than 40 schools. that meeting today will also stand up for another meeting, the reason rather this meeting will be the first since commissioner alison collins was stripped of her vice president position over racially-charged

tweets she posted a few years back. collins has remained adamant she will not be resigning from her position and while this meeting plays out with all of its issues, there are still thousands of bay area parents still waiting for their children to return to the classroom. this move was the subject of a lawsuit when the kids will return to the classroom, filed by the city of san francisco, and the decision to not move kids in the classroom before the march 31st deadline that was set by governor newsom has revoked their ability to receive funding rather by the state, because of money set aside by an assembly bill. for some parents we spoke to the renaming process is simply a distraction. >> it's a bit frustrating unfortunately because we are one of the sites where a second grader might be going back for five days for a very shortened amount of time during the day, but my fourth grader will only be going back for two days.

starting to see those clouds rolling in and it will be a mostly cloudy start to our day. if you're headed out hiking in parts of the east bay, expect temperatures mostly in the mid-40s to start, and then warming up as we head into late morning into the afternoon, feeling very nice, in fact. if you are able to take a hike, it's going to be a great day for it. temperatures reaching into the mid-60s here with a breezy wind, all of our microclimates looking at just a slight warmup, compared to yesterday, with highs reaching up to 70 degrees in parts of the east bay, from livermore and concord, all the way down to the south county, where morgan hill will reach 70 degrees and also see a high of 70 today in santa rosa, but this also as we think about how dry it's been, and the fact that this high pressure continues to build just to the west of us, it's going to keep our weather very dry over the next several days, so no chances of rain in our forecast, but let's take a look at how our reservoirs are doing. this has been making big headlines across the state because this is what it looked like a year ago, after all of

the rain that we had, we were at 102.5% of the historical average of the reservoir capacity across the state, but then we compare that to now and those water levels are dropping and we're seeing that window of opportunity for some rain for this water year, quickly closing, so it looks like these levels will continue to drop and it's definitely time if not beyond time to really start conserving water as we've seen our water levels continue to drop, and we are in for a dry forecast, as our temperatures reach into the upper 60s for the inland areas. we will see some mid-70s for the weekend although we are enjoying the sunshine, we are also going to have some slightly warmer temperatures in the forecast, and then looking at san francisco, low 60s for the next couple of days, and then some mid-60s by next week. mike, you've been watching the commute. anything new popping up? >> kari, things are slowing down quite a bit on the san mateo bridge and we'll talk about the bay bridge but the live look

shows you 92 westbound slowing. the crew we sometimes see we often see about this time did block off your right lane. they should clear by 7:30, but this is causing a slowdown as we look at the map, i've circled westbound 92 from the toll plaza across the flat section it's slow but clearing by the high-rise. san jose has mild slowing right on schedule, circling the castro valley y and 880 south through hayward, slowing but holding steady and the dublin interchange showed clearing for the slowdown approaching the dublin interchange. speeds slow through berkeley in the distance for westbound 80, the east shore freeway, berkeley curve and northbound 880 recovering from the earlier incident which did clear the bay bridge. back to you. >> thanks, mike. happening now, less than four months until the opening of the tokyo olympics, and a possible setback. tokyo organizers are postponing a water polo test event set for this weekend.

6:55. welcome back. here is a look at the top stories we're following. federal civil rights attorney john burris announcing a new lawsuit in the wake of a deadly police shooting in danville. here's video from the scene it happened. a 32-year-old homeless man died along with a new lawsuit burris plans to present new video of the shooting. this morning we've decided not to air that video because it's disturbing. police were responding to reports of rocks being thrown onto interstate 680. the department has not commented on the new video clip but in the past, it said williams was armed with a knife. now to making it in the bay. today san jose mayor sam

liccardo will unveil what the city gets in the proposed google downtown west project. "today in the bay's" kris sanchez joins us live in san jose with details for people who already live there. >> reporter: we'll be meeting with mayor liccardo in about a half hour about the $200 million package google is mitigating to the downtown development. if you've been following the story, you know the development area surrounds diridon station along san fernando street near the shark town downtown san jose. it would bring office space to downtown san jose for as many as 20,000 of its workers plus housing, open space, recreation areas and such. it is a teal in the works for years. according to the mayor's office, the package of community benefits will include commitments to job training and economic opportunity and affordable housing and efforts to address homelessness. in a tweet this morning the mayor said in contrast to some
