washington. >> i'm laura garcia. a surprise in south bay. santa clara is allowing anyone between ages 16 and 50 to sign up for the covid vaccination appointment, and the first day for statewide eligibility is april 15th. and we have bob riddell joining us this morning. and so how do people sign up? >> this is again open to anyone between ages of 16 and 49, and so just under 50, and starting at midnight last night, santa clara county opened up the appointment schedule for those people as long as you don't schedule the appointment before the eligibility date april 15th, and go into the search engine and type in santa clara county covid vaccination information and come up to the department of health website and scroll down and you will see the blue tab that says book an appointment. unfortunately for me, i am trying to get on and book an appointment, and i have not been

able to yet. i go back and click on the santa clara valley clinics and all vaccination sites are full. this is not a surprise, because one thing that county pointed out is that by opening up the scheduler up to everyone 16 and up, you have 1.5 million people eligible to sign up, and unfortunately the supply is low, and the supply is going depend upon what the weekly allotment is, and i typed in the zip code of the south bay and checking like cvs and albertsons and i was not able to book an appointment, and so this is something that if you want to get your appointment scheduled so that you are ready to go april 15th or shortly after that date, you will want to come to check the website and click on the different links and try to get that appointment. coming up in a half hour, we will tell you about the residents in alameda county now

eligible. they are going to have a specific set of zip koep codes g up in a half hour. bob riddell, today in the bay. >> okay. we will check back with you. the cdc says 1 in 4 adults are fully vaccinated and new data says that 45% of seniors have received at least one dose, and in california, about half of the state's pop yawlation have received the first dose, and 24% are fully vaccinated. developing in south carolina, the authoriies are not saying why a gunman shot and killed five people at a home, including two young children. this happened yesterday in rock hill which is in the northern part of the state. the doctor and his wife and two grandchildren ages 5 and 9 years old are among the dead. another man was found dead outside of the home. and a sixth person is seriously injured. the authorities found and arrested the suspect following

an hour's long search, but they have not released a motive. on the heels of the latest mass shooting that we experienced, president biden is taking action on gun control today. tracie potts is live in washington to break down what biden is going to propose, and he says that he has done it before. >> he has done it before when he was vice president in 2013 and he led the fight on capitol hill, but now he is in the oval office and with dissension between the democrats and the republicans in congress, today, he is announcing some actions that he is going to take on his own. >> reporter: the white house is announcing six executive actions on guns. president biden is going to talk more about them today. they direct the justice department to restrict homemade weapons known as ghost guns, and restrict stabilizing braces that turn pistols into rifles and resume firearms tracking that stopped six years ago, and allow

and now los angeles is confirming the first case of the variant found in south africa, and three cases of the variant first identified in brazil as the cdc is saying that the variant that was found in the u.k. is now the most dominant strain here in u.s. >> that variant is raising worries about a new surge among americans that are not yet vaccinated. tom costello is in hard hit michigan with more. >> good morning, laura and kris. we are seeing is a real surge of the cases in the upper midwest and specifically michigan. the case there are up 104% in two weeks. what is of special concern is that they are looking at 30 and 40-year-olds who are in icus. so the older population, the 60, and 70 and 80-year-olds, and not quite as many of them anymore, because they have been vaccinated, but it is the younger population that has not yet been vaccinated and surging

into the icus in the upper midwest and the cdc is now surging personnel into michigan to help with it, but the message is nationwide, we are not out of the woods. while a quarter of the adult population is now fully vaccinated, that means that 75% is not, and they need to emphasize that it is so critically important for people to continue to wearing masks and socially distadistancing, and s will go in-depth looking at michigan and the threats of the populationf 30 to 40-somethings. back to you in san francisco. >> thank you, tom. we will look forward to that. more details for you this morning. scientists say that two vaccines are working well against the variant first found here in california. the new england journal of medical study says that moderna gives protection and while the pfizer was not tested they say that it, and the moderna shot gives the same technology. it was conducted before the

johnson & johnson release. it is 5:07 right now, and the san francisco school system is trying to get the parents and nonparents alike ready for schools to open next monday. the webinar told parents to get prepare and they have safety concerns, but residents elsewhere have parking concern. for more than a year, the school white zones have been opened to all, and so far, the district is not resuming the transportation options. neighbors fear a parking crunch. >> i don't know where these cars are going to go. and part of me worries they are going to end up on the sidewalk. another big concern right now, and so far the district is not going to be restarting the afterschool care and meaning an added challenge for a lot of parents. the state health leaders are allowing the athletes to travel farther for competitions. that rule for just competitions within the county are going to

allow the travel but with masks. >> and now, the agency is expressing a wish list for more bay county projects into cloverdale and that would cost $150 million. extending smart to other cities would cost over $1 billion, and that depends upon locking in the federal funding which is a new centerpiece in the white house agenda. let's get a breath of fresh air with a live look outside. the golden gate bridge this morning with a few people crossing the span there. mike has a look at the morning commute. oh, my gosh, it is friday eve. it is thursday morning already. >> oh, that means a weekend coming up. how are we looking, kari? >> it is my friday, because i am off tomorrow. and so we will be enjoying the

park, and looking at the clouds in the tri valley, and looking at pleasanton with the temperatures in the mid-40s. and the temperatures are heading up into the upper 60s for some parts of the bay and some low 70s for the inland valleys and martinez and the napa and morgan hill. and we will talk about what is coming up in the weekend and mike, how is the commute rolling? >> well, kari, things are moving nicely, and checking the live cameras. i will show you one coming up, but looking at the sensors, and with we are seeing the green sensors, and it sounds like a car ran out of gas from the transition of westbound 101 to octavia area, and maybe a fender bender as well. so there is slowing popping up as well focusing on the map at the 101 north of the golden gate bridge, and the typically crew is outside of the walden tunnel, and clearing very soon. and this is is the robins

right now at 5 clp 13 getting started with the morning run in the east bay, check out walnut creek. it is going to be a cloudy start and the temperatures in the 40s and nice and cool and comfortable today with a lot of sunshine and the sky clearing by late morning. we will talk about what is ahead in forecast and talk about climate in crisis coming up in a few minutes. >> kari, i got the update that it was a vehicle that ran out of gas is cleared. and now westbound i-80 with the

taillights steady here. and we will tell you how it is shaping up coming over from the oakland side. well, good morning and a happy thursday to you as well. i can tell you, mike, something that is not running out of gas is stock market. it is continuing to run higher with the dow well above 33,000, and futures are calling for the higher open this morning. s&p 500 at a new record and the stock market on a tear as things are clearly better, and we will get the latest jobless claims numbers in about 15 minutes. the next part is sounding boring, i know, but i promise you that it matters. we saw the minutes from the fed meeting or the notes from the latest fed meeting and showing that the fed continues to plan for easy money and low interest rates. if you a fan of rapid growth and record stock market, the fed is right there with you. president biden has proposed a bare minimum corporate tax and battling back and forth with the republicans of what is an appropriate level for

corporations, and the truth is that many of them don't pay federal tax at all, and he saying a bare minimum maybe 15%. the workers in the amazon warehouse in alabama have finished voting of whether or not to form a union. 3200 of the workers voted one way or another, and we don't know yes or no yet, but relatively weak turnout at roughly half. back at home, tesla reports that they have given refunds to the people they charged twice for the same car. the refunds took weeks. several tesla buyers say they withdrew twice as much money from the bank accounts they authorized and then took a lot of time to put it back. kris, some tesla owners said they could not find anybody at tesla to authorize a refund. so if you are going to buy at tesla, buy with a cashier's check and don't give them your bank account.

warmer than yesterday, and dry weather with the drought monitor still remaining unchangeded over the last several months, but extreme drought conditions for part of the north bay. it is hard to look and see that we have more dry weather in the forecast, and desperately need some rain. we go from the upper 60s and 70s to next week, and all san francisco is going to see gusty winds at times, and the lower 60s to upper 60s. talking about the climate in crisis, the scientists are studying the links of the crisis to pandemic link, and also, mosquitos and ticks thrive in warmer temperatures, and that could lead to the next pandemic, and some scientists believe it could originate in the u.s. >> i think that is one of the reasons that the covid is a powerful and painful experience, but it is powerful in the sense

>> everyday, we are getting worried more and more places that might require proof that you got vaccinated. consumer investigator chris kamara is going to show us how. >> when you are vaccinated you will get a card, but first this card is not universally accepted that you got the card, and second, scammers are preying on that gap. and so some countries like israel and other countries may require proof in a vaccine passport which is done through a third-party and scammers are moving in. the fbi warned us about bogus cards for sale. so is the card they are selling accepted anywhere? probably not, so you are wasting your money.

say you have a card that is for free. nothing is free. who are they sharing the medical information with? probably not legit. and is the card they are giving out accepted anywhere? i doubt it. this is how to steer clear of the imposters and the frauds. go to the direct cruise line and hotelline and airline and see what they want, and get proof. pay attention to the deadlines, and don't spoil the trip by botching the fed proof. so don't enroll randomly. start with the travel companies, and don't buy some bogus random ad that it is a click away. if there is a real vaccine program that develops, we will

eligibility date, go for it. you can go to the website, but i have been on the website, and i have not been able to book an appointment so far this morning as they are pointing out that the vaccine supply is limited. so you want to keep checking back with the local foorm si, and it seems that a couple of the pharmacy sites are not open before the april 15th date, and not clear when those websites will be updated for that. alameda county is letting anyone 16 and over get a head start on being vaccinated. starting today, this a week before, and again, next thursday april 15th. the eligibility date. so it is only for a certain part of the alameda county population, and talking about the people who live in 1 of 12 specific zip codes. on the tv screen, you can see the zip codes neighborhoods in west oakland, fruit veil,

chinatown, and if u in hayward and ashland area, and parts of san leandro, and again, when i come back here live, and logon to the alameda county health department website, and try toy sign up for an appointment, you have to fill out a rm to so they can notify you when it is your turn. you can also check with your local pharmacy in those zip codes to make a phone call or if the website is updated in those instances, so again, the high level here, alameda county with 12 zip codes and anyone 16 to 49 can now get the shots assuming that there are appointments available before the april 15th deadline, and in santa clara between 16 and 49, and you can start the scheduling today, but you can't get the shot before april 15th. reporting live bob riddell, today in the bay. >> and if you are lucky enough

to schedule. thank you, bob. you were mentioning alameda county quite a bit there, and we are learning about the vaccination efforts, and the county about 30% of its residents fully vaccinated. according to sf gate, piedmont has the highest with 14 cities and 47% fully vaccinated despite reporting that some of the lowest infection rates in the county. you can compare it to oakland where 30% of the adults are now fully vaccinated. all right. brace yourself for new setback in the vaccine rollout. one week before the eligibility expands statewide to anyone over age 16. the states are now learning how big of a hit they will get from the recent johnson & johnson flub that led to millions of doses being thrown in the garbage lt -- and we look at that impact and where it is

going to have the biggest hit. cierra johnson has the report. >> yes, it was said to speed up the process to get the folks vaccinated, but now the state is going to see a 90% decrease in the number of johnson & johnson vaccines. this is according to the "mercury news." looking at the numbers to see how big of a hit number-wise, we are seeing according to the mercury news. they expect the number of johnson & johnson vaccines to drop from 575,000 to 68,000 next week alone. that means state will receive a total of 2 million down from 2.4 million received this week. last week johnson & johnson did issue a statement regarding the quality of a batch or of vaccine made at a production facility near baltimore saying that the batch did not meet the quality

standards and never advanced to the filling and forming stations of the facility, and two batches were made, but on separate sides, and there was no word if the state plans to delay the expansion for more folks being able to get the vaccine, but as it stands 16 and over today, and that a piece of advice as the shortage of the vaccine as specifically johnson & johnson is. so when you go to get your appointment, keep trying and refreshing the pages, and stay patient. cierra johnson, today in the bay. >> thank you. >> and now, speaking of the vaccination, we are looking at levy stadium, but that is not why. today, special athletes and volunteers and coaches can get their vaccines starting at 10:00 a.m. this morning.

hundreds of thousands of people are waking up in solano county in red restrictions. they say that it is close to move into the orange tier, but not close enough. the problem that young people keep gathering, and the challenge to get the vaccine out. >> the data is being pushed by the age range of 18 to 49-year-olds. that age population has not been able to get as many vaccinations as other populations in solano county. >> the health officials are optimistic that they could progress into orange tier in a few weeks. new details this morning of the leaders in cities of alameda and san francisco are taking new action today to boost protections for the asian-american pacific islander citizens. this is coming amidst reports

that the mbta and police will work together to stop crimes on the muni lines. those crimes are up dramatically, and for the muni drivers alone between 2018 and 2020, the assaults of the muni drivers jumped and at the same time the following year it was a 52% increase. the derek chauvin trial resumes in an hour, and this is as more expert witnesses have taken the stand to discuss excessive force. gabe gutierrez is there with the latest developments. >> good morning, kris and lauren. we are seeing the most aggressive arguments from defense saying that george floyd died of the drug use, and that derek chauvin was distracted by and a angry group of bystanders.

most significant is the white house laying out a blueprint which the republicans can follow the redding if flag laws, and take dangerous clubs problems of making amendments to change acquiring them. today, there is going to be some serious prop say,s with gun control changes. and now, biden is calling for bare minimum income tax rates on corporations that don't pay any taxes at all, and he is asking for republicans. >> we will be listening to all, and open to fair negotiations bush not open to doing nothing. inaction simply is not an option.

children separated at the border during the trump administration. by mid january, about 600 children whose parents had not been contacted. that number is now down by 100. all right. so no more mystery this morning, but there might be some lingering questions in that rollover crash that nearly killed golf star tiger woods. the l.a. county sheriff's department released the findings in that crash. it needed clearance from woods to do that, and the investigators say that the blame is on excessive speed. tiger woods was going more than 80 miles per hour in a 40-mile-an-hour zone, and a hard turn at that location, and no sign that he hit the brakes. >> it is speculated and believed that he tiger woods hit the accelerator instead of the brake pedal. but some are wondering why he was not checked for impairment given the history, but the police department said there was no need because he showed no

signs. and some wondered if he was using his phones, but they say it would not have mattered, because of the excessive speed. and look at, this poet amanda gorman making the headlines again. the l.a. native is the first poet ever to be on the cover of vogue magazine. they say that she is so much more than a literary star. she is a phenomenon in the making. gorman of course making history in january as the youngest poet to perform at a presidential inauguration, and certainly made her mark. also trending, shaquille o'neal is many things. an nba hall of famer and sports analyst and sheriff's deputy, but he is a sell bray or the of love. >> i love this story. during a segment on tnt he talked about how he paid for an engagement ring for a man asking about layaway in a jewelry store

and the continuation of the beautiful weather, and the highs are reaching into the upper 60s and the low 70s today, and 73 in santa rosa is the high, and 78 in san jose, and in palo alto, expect a 66 degrees and going over the past weeks, we are seeing a strong pressure, and keeping it dry, and it has been backing off to get the ocean breeze and close for the weekend and the temperatures are going up, and dropping in for the north and the east of here, and with the high pressure and the low pressure close together it is going to create some gusty winds for early next week, and some slightly cooler temperatures and no major issues here, and making some plans for the forecast here, and heading into the napa valley, and the highs reaching into low to mid-70s for the next few days, and monterey will be seeing the highs in upper 50s and cooler in the coast, and going to tahoe,

teenager after getting the wrong vaccine not approved for her age group. 17-year-old kiara fong went to the unified health system where she got the first dose of the moderna vaccine and the problem is that right now in the u.s. only pfizer's vaccine is approved for people 16 and up. for moderna and johnson & johnson, it is 18 years old. the health system says it is looking into the issue to keep it from getting fully concerned. her parents are concerned that she won't be fully vaccinated. >> because it was done in error, she may not get the second dose. >> so they say if someone is given the dose under error, she can get the second dose, but it is done off label dose. and so now, be aware of a fraudulent website claiming to be a government site to process
