oakley school board and everyone stepping down. and now new developments with the new board appointed. this is all new as "today in the bay" continues. this is thursday morning or friday eve as we call it around here. i'm laura garcia. >> i'm kris sanchez. and right now, vaccine appointments are opening up in santa clara county. and bob riddell with the latest. i did the same this morning looking for appointments, and what are you finding? >> i am not able to find them, and that not to say they are not there, but i haven't found them. so at midnight, santa clara opened up the appointment scheduler, and to give notice to other shot providers that anyone between ages 16 and 49 can schedule their appointment right now for april 15th and beyond.

so you can go online and theoretically schedule the appointment as long as the appointment is not scheduled before april 15th, and so on the deadline comes to be a week from today on next thursday. so what you are going to do is to go to the search engine and type in santa clara county covid vaccination, and you will go to the public health department there, and it is a tab here to book an appointment, and it says here all vaccination sites are all currently full, and new appointments are not full, because there is not enough vaccines right now, and something that the county has pointed out when they open up the window for 16-plus for scheduling, and that is a million and a half people, and so it is dependent on the vaccine supply. i went on a couple of the pharmacy web sites, and when i typed in, you know, theoretically that was in the south bay, and then i'm under

50, it did say that you are not eligible yet to make an appointment, so maybe the message has not gotten through to those people at the web sites at the pharmacy web sites. so again, go to the santa clara health department, and keep trying to book the appointments. and they will be available throughout today. if you are between of 16 and 49, and you want to schedule your appointment between now and april 15th, but you can't get your shot until after the 15th of april. so you are eligible after the 15th, and certain zip codes will come up. bob riddell, today in the bay. >> it is like getting the coveted concert ticket, and you have to get it. thank you, bob. >> most counties have vaccinated at least half of the populations

with one dose. contra costa, and san mateo counties are all above 50%, and santa clara where bob was talk about is 41%, and supply is an issue there, and napa county is not releasing the numbers. and we will keep asking for them though. and across the state, half of the state's population has gotten their first dose. and 24% of the people are fully vaccinated. the cdc says that one in four adults are vaccinated. the data shows that 75% of the seniors have gotten at least one shot. san francisco just launched a new covid vaccination site in excelsior district as part of the plan to make sure that the vaccine is getting to those areas that is hit hardest by the virus. it is home to latinos and asian-american pacific islander groups, and the site is going to be open wednesday through

saturday. we have new details for the two vaccines that are working well against the variant first found here in california. the study finds that the moderna gave protection, and while pfizer was not tested they say that it and the moderna shot use the same technology, and the study was conducted before johnson & johnson's release. all of this comes as another variant in the same as the one found the uc is the same as found in the u.k. >> and that is a concern for the americans who are not yet vaccinated. tom costello is in hard-hit michigan with more. >> reporter: yes, good morning. we are seeing a real surge in the cases in up thor midwest, and specifically in michigan. cases there up a 104% in just two weeks. what is of special concern is that they are looking at 30 and 40-year-olds now that are in icus. so the older population, the 60,

70, 80-year-olds, and there is not quite as many of them anymore, because they have been vaccinated, but it is the younger populations that has not yet been vaccinated that is surging into the icus in the upper midwest, and the cdc is surging personnel into michigan to help with that, but the message nationwide is that we are not out of the woods. while a quarter of the adult population is now fully vaccinated, that means that 75% is not. they need to emphasize it is critically important for people to look at this in depth, and look at the threats specifically to population of 30 and 40 somethings, and back to you in san francisco. >> thank you. all new this morning, the oakley school board has new members. according to the "mercury news" they selected two trustees and

retired schoolteachers all because of what happened here. >> if you are going to call me out, i am going to [ bleep ] you up. >> i remember the hot mic moment in which the trustees were mocking parents, and pushing to return to classroom, and the investigation revealed that four trustees poked fun in text messages getting caught making disparaging remarks, and the superintendent is not going to comment on the new revolution. the district is trying to get schoolteachers and parents ready for returning to school next monday. there are concern, but people living around the area are concerned as well about parking. neighbors are fearing a parking crunch. >> i don't know where the cars are going to go. part of me worries they will end up on the sidewalk.

turn pistols into rifles, resume firearms tracking that stopped more than 20 years ago, and drag state red flag laws allowing the relatives and the police to ask a judge to keep weapons from people in crisis. >> keep the guns out of the hands of the people who should not own them. >> reporter: the president is going to announce plans for community violence intervention and nominate david shipman to head an agency who has only had a chief for two of the last 15 years. still the heavy lifting is up to congress. two laws requiring the universal background checks await a senate vote. >> i am not interested in taking away the second unit rights of any american. >> this not about getting rid of the second amendment, it is about reasonable safety gun laws. >> reporter: after the shooting in colorado, president biden is urging congress the act. >> the only gun control legislation ever passed is mine. it is going to happen again.

our drought monitor just released a few minutes ago is showing worseding drought conditions across california. that as more dry weather is in the forecast and we will talk about that as well as the weather in crisis coming up. >> this is not released for a while, and the traffic at the bay bridge plaza is building up, because the slower drive on the incline is getting folks leaving oakland. we will talk about the issue in san francisco and the other areas as well. >> the stock market is moving higher with the dow at well above 33,000.

the s&p 500 is at new record, and the stock market is on a tear as things are getting higher. 744,000 americans are applying for unemployment for the first time last week. this is going to sound boring, but i promise you it matters. wednesday, we saw the latest minutes from fed meeting, and it is notes. it shows that the fed continues to plan for easy money and low interest rates. so if you are a fan of rapid growth and record stock markets, the fed is right there with you. president biden has proposed a bare minimum corporate tax, but he is battling back and forth with republicans about what is an appropriate level on corporations, but the truth is that they don't pay for tax at all, and biden is saying, bare minimum as opposed to the warehouse in alabama, of whether or not of the workers, one you

voted or not. but it is a weak turnout. back at home, tesla has been giving refunds to people it charged twice for the same car. the refunds though, it took weeks. several tesla buyers said that tesla withdrew twice as many -- twice a litt bit of money to give the money back. they said they could not reach anyone at tesla to give them the money back, and the owner gave back a money order. if they took $70,000 out and then came back for another, they would say, is this the same scott mcgrew. >> nothing minor. >> and i can't imagine looking at my account, and saying, oh, that is a shame. >> yeah. temperatures are warming up, and a look at the upper 70s by the end of the weekend into earliest next week and san francisco is going to be seeing the temperatures there, reaching into the upper 60s. now, the climate in crisis. and scientists are shaping to more insects like mosquitos and ticks. it could lead to the next pandemic which could originate right here in the u.s. >> that is one reason that the covid is such a powerful and painful experience. it is powerful in the sense that it is showing us, i think, very clearly the importance of the wildlife populations for our own health. and when the wildlife populations are healthy or interacting with wildlife in ways that are not sustainable, we have sick animals are on the

>> welcome back, everyone. more and more people are getting the covid vaccine. >> each day, we are getting more word of places that might require you to prove that you are vaccinated. chris kimura is showing us how we can do that. >> everyone who gets vaccinated for covid-19 also gets this paper card. it is a shot record from the department of health and human services. you should definitely keep this official card, but there are two problems. first, this card is not universally accepted as proof that you got the shot, and some scammers are preying on that gap. some places might require a

different proof in the form of a vaccine passport and done through a third party company and it is hardly consistent and the bad guys are moving in. the fbi warned us about vaccine cards for sale on social media, anded there are several landmines acceptable or advised anywhere else? say you have seen a ad for a free vaccine card. full stop, nothing is free. who are they sharing the medical information with? probably nothing legit. same question as before s the card they are giving out accepted anywhere? i doubt it. this is how you to steer clear of the imposters and frauds. go directly to the airline and the cruise line and see what they want for proof, and follow the directions to a tee. pay attention to the deadlines. don't spoil a trip by botching the, vas seen passport

francisco where the police are on the scene of a standoff in north beach. it has been going on since before 2:00 a.m. at bay street near mason. not far from the fisherman's wharf. the tactical truck is there with police cruisers. they war called there for the domestic situation, and now the officers are trying get a 32-year-old man out of the building. it is not clear if anyone else is inside with them, and we have calls in to the police, and we will keep you updated. and now vaccine appointments open to all in south bay. >> we have live team coverage and we are tracking the supply which is taking a hit next week, and begin with bob riddell and the news in santa clara county where if you are 16 years old or older, and if you can find one, bob, i live in santa clara, and i am over 16 and i cannot find an appointment.

>> that is my experience, too. vi gone on the county public website and i have gone to book an appointment, and santa clara county vaccination sites are full, and some of the pharmacies are not saying that you are eligible for the appointment. so to be clear, santa clara said that if you are between the ages of 16 and 49, and you can make the appointment now as long as it is not before april 15th. so they opened up the schedulers and the issue is to try to find that appointment. alameda county is getting a head start and starting a week before the april 15th eligibility date. if you are in 12 of the zip codes, and we will show you between 16 and 49 you can get the shot right now if you can get an appointment, and you can get the zip code, and chinatown,

and few in hayward and including ashland area, and parts of san leandro, and that is assuming you can get an appointment, because we are well aware that the vaccine supply is low in the bay area, and i went on the alameda county website, and click on get notified when it is your turn, and fill in the information and they send you the email to tell you how to make that appointment. one thing i want to note that i checked with the local pharmacies online, and santa clara county specifically, and when i typed in my age under 50 and living in santa clara county, it said that i am not eligible. so even though county can say that you are not eligible, and dates april 15th and after, some of the pharmacies are not appearing to get the messages or not updaing the website to reflect that. bob riddell today in bay. >> it is a lot of updating and refreshing for all of us trying to get the appointments.

thank you so much, bob. >> brace yourself for the new setback in the vaccine setback. new eligibility before it expands to those over 16. we are learning how big of a hit the johnson & johnson flub led to millions of dose being thrown away. cierra johnson is going to give us a report on that impact of how some counties will fare better than others. >> yes, kris. the johnson & johnson was a big game-changer and one and done situation which made it possible to vaccinate a lot more people, because of the simplicity. according to "america news" the state of california expected to see a drastic drop in number of doses of johnson & johnson as much as 90% drop.

looking at the numbers again according to "mercury news" the state is to drop from 575,000 vaccines to 68,000 johnson & johnson vaccines next week. and we are looking at the big picture means that the state will receive a total of 2 million vaccines down from 2.4 million vaccines, and that is how many they received this week. last week, johnson & johnson did issue a statement regardsing the batch in baltimore and had to discard, because it did not meet the quality standards and did not meet the standard quality testing. and so, the johnson & johnson is made in the same facility as the other vaccine, and so there was

some crossover, and so we are going to be feeling the ripple effects. >> so folks will have the option when they are available. all right. >> hundreds of -- hundreds of thousands of people in solano county are waking up this morning still in the more restrictive red tier while other bay area counties are in the orange tier. county leaders say they are close to move into the orange tier, but not close enough, and as young people, they are gathering and their challenges in getting vaccinated. >> the data is being pushed by the age range of 18 to 49-year-olds. that aged population has not been able to get as much vaccine as other populations as solano counties. >> city leaders are optimistic

they could get there within two weeks. and a deadly shooting that happened on niantic avenue near daly city. an officer was hit by a car and taken to the hospital but he does not have life injuries. another man was killed there. and now, investigators say that brian birch killed joshua james flor ya nearly 880 and havnard boulevard. and now, commuters may see expansion on the smart line. the agency yesterday presented a wish list for the future north bay projects. realistically, it would start

with a extension into hillsburgh and cloverdale. extending smart from novato to sasoon city would cost over $1 billion, and everything depends on locking in the infrastructure which is the centerpiece in the biden white house agenda. and now, take us out to ball game, and giants fans are headed out to oracle park for the first time in the first time of a year. and there won't be any cutouts out there. and a few changes. >> only 9,000 fan allowed in, and about 2% of the capacity. every fan stepping in to oracle park will have to show proof of a negative covid test or fully vaccinated. and the fans we talked to said they do understand the

crimes are up dramatically from the muni operators alone from 2018 to 2020, an assaulting from the muni operators jumped from 2019 to 2021. there was a 34% increase in crimes. and now, on the derek chauvin trial, there was more witnesses on the stand. we have more from gabe gutierrez. >> we are seeing more from the cross-examination of the defense roll taught argument that george floyd died because of the drug use, and derek chauvin was distracted because of the angry crowd of bystanders. >> the officer could have perceived the words that people are saying, and the taunt it is said in as a risk to the

officer's safety. >> a risk, possibly, but when it comes to verbal threats of themselves, you cannot use as a threat of force. >> that is jody steiger who says that chauvin should have been prepare for that crowd since he has 6,880 hours of training. >> even i was surprised to say that it is the crowd's fault. this is a suggestive way of saying these angry black people. it is asinine. >> reporter: there was controversy in the courtroom of a clip of a body camera video where the defense argued that floyd said "i ate too many drugs." the prosecution when they played a longer clip had a vastly

different interpretation saying that floyd said the opposite. to today and tomorrow, we are likely to hear from medical experts of exactly how george floyd died. back to you in the bay area. >> breaking developments in the shooting that killed five people including two young children at a home in south carolina. we are learning that a one-time san francisco 49er and oakland raider was the gunman and took his own life. it happened in rock hill in south carolina in the northern part of the state. a doctor, his wife, their two grandchildren 5 and 9 years old is among the dead, and another man outside of the home is dead, and they have identified the gunman as philip adams. he was drafted in 2010 and played several years with three teams including the raiders. the source says that the doctor once treated him, and that his parents live nearby. 6:47 right now, and new

numbers out right now show more migrant children are crossing into california. crossings into san diego county rose 64% in february compared to the same time last year. lawyers have made contact with 61 additional children separated at the border in the trump administration. by mid-january there were 600 children whose parents had not been contacted and that number is now down by 100. day 68, and president biden is going to take action today on gun control. scott mcgrew, he is limited on what he can do. >> yes, he going to need congress. there is restrictions on ghost guns and minor restrictions on rifles, but it is to lay out a blueprint for the states to follow in so-called red flag laws, and to take people's guns

away from people before they use them. and president trump was a vocal supporter of the red flag laws, and there no red flag law, but states can implement them, and president biden is going to make a series of proposals of gun laws at 7:45 and just about an hour from now, and as for the infrastructure bill, they are proposing a bare minimum tax for american corporations who don't pay any federal tax at all. he says it should be 15%, and he is asking the republicans for help. >> we will be listening and open to good ideas and good faith negotiations, but this is what we won't be open to. we will not be open to doing nothing. inaction simply is not an option. >> reporter: biden says he wants bipartisan approach, and frustrated when the other side says no, when he says this is an

eligible, and i suspect that the websites have not been updated for the latest guidance from santa clara public health department, and something elts to keep in mind, that the county says that you have 16-plus to make an appoiappointment, it is million more people to make appointments, and so there is not enough supply to meet the demand, so you want to check the website, and this is a great spot to get your appointments, and in alameda is a great exposure. and for anyone ages 16 and up to 49 to get your shots now, assuming that you can get the appointment, and get the shots now before april 15th between one of the zip codes and santa clara county, you can make the appointment now, and as long as you are not making the appointment prior to april 15th,
