"today in the bay" continues right now. >> good friday morning to you. thanks for joining us. i'm laura garcia. >> and i'm marcus washington. we start with breaking news this morning, prince philip has died at the age of 99. a live look for you this morning at buckingham palace where the announcement was just posted. we expect to see crowds dropping off flowers and other items. prince philip was two months away from his 100th birthday. the royal family says that the husband of britain's queen elizabeth ii passed away in his sleep at windsor castle. the couple was married more than 73 years.

the royal family has been under scrutiny over the treatment of prince harry and meghan markle along with their child, archie. less than an hour ago british prime minister spoke. >> it is to her majesty and our family that our nation's thoughts must turn today, because they have lost not just a much-loved and highly respected public figure but a devoted husband and a proud and loving father, grandfather, and in recent years great grandfather. >> "it is with deep sorrow that her queen majesty has announced the death of her beloved husband, his royal highness, the prince philip, duke of edinburgh." the suspect in the attack of an el kerl asian woman is due in court and his attorney is now trying to show with video evidence why the crime is not a hate crime. >> "today in the bay's" kris sanchez joins us live from san

jose with his side of the story. good morning, kris. >> reporter: good morning to you. the man's public defender says he himself was the victim of an attack and he took several blows to the head. he is releasing the individual you he mentioned to prove that. san francisco public defender eric mcburney says it shows his client steven jenkins who was homeless was assaulted by several people in different directions, suffering more than 40 blows to his head before he could get away. in the other video jenkins takes a swing at xiao zhen xie who was fighting back. he says that is not one of them. >> i think what other people see in the news, so it does seem that way, does appear that way. i have heard accounts from other asians who had similar experiences. it sort of becomes that

individual that we want to put the weight of all these other issues on. >> reporter: xiao zhen xie is recovering and donating the funds over $1 million to the aapi community. we will track his appearance in court today to see if that changes. in san jose, kris sanchez, "today in the bay." >> thank you, kris. it's 5:03. u.s. bank will take steps to help chinatown fight back against anti-asian attacks. the company plans to deliver 3,000 safety kits to one of its locations in the district. they include whistles, safety lights and bilingual i.d. cards. the ongoing and escalating attacks on asian-americans is the subject of our next episode of "race in america: the conversation." join jessica aguirre and me next

"today in the bay's" tracie potts is live with that plus a look at what's happening at the border today. tracie? >> hi, marcus. nearly a dozen lawmakers are headed down to texas today to look at the border situation, while president biden defends these new actions he's taking on guns. as families mourn two more mass shootings in south carolina and texas, president biden's new executive orders on guns are getting the cold shoulder from republicans. >> it hurts law-abiding americans. it doesn't go after criminals. >> reporter: the white house says biden's orders more restrictions, more reporting,

money for prevention and new leadership at the bureau of alcohol, tobacco and firearms don't replace action from congress. >> this is an epidemic, for god's sake, and it has to stop. >> reporter: two bills on universal background checks are stuck in the senate. biden wants more, an assault weapons ban, liability for manufactures. brian mulberger is a gun owner. his daughter died in a school shooting with one of the homemade ghost guns biden wants to limit. >> having that empty seat at dinner table is unbearable and i don't think anyone should have to go through it. >> reporter: republicas blame biden's immigration problem at the border. >> it's got to stop. joe biden needs to reverse this devastating policy. >> reporter: new video of a crying migrant child left alone in the middle of nowhere. 11 members of congress are headed to texas today. tracie potts, nbc news. >> 5:05 right now. one person is dead this morning, five others hurt, four critically after a workplace shooting in texas. this took place inside of a cabinetmaking business in the city of bryan near college station. the suspected gunman, larry bolin, is being held on $1 million bail. employees say he worked at that business. investigators say a texas department of public safety trooper was shot trying to take him into custody. the trooper is in serious condition but stable. a motive has not been released. this morning, there are a lot of questions about the deadly shooting in south carolina, this is involving a former 49er and raiders player. police say philip adams shot and killed a former doctor, his wife and two young grandkids and adam killed a man working on the proper before taking his own life in the bedroom at his

parents' nearby home. as we've been reporting in less than a week, vaccine eligibility opens up to anyone 16 and older in california, and there are a lot of questions surrounding whether an employer can require you to get one. one legal expert says the answer is still not clear. he says the vaccines are fda approved only for emergency use, which makes company mandates difficult. >> both the cdc and the fda have pretty much stated that these are voluntary. >> he also says traveler, shoppers and restaurant patrons could be required to show proof of vaccination. however, he expects many of these questions are already making their way through the courts. it's almost time to play ball. pull out those jerseys, wear your black and orange. i've got mine on today because the boys are back at oracle park. >> the season opener will be the first game at the park since the start of the pandemic, and just like every other aspect in our

lives, things are definitely going to look a little different out there. "today in the bay's" cierra johnson is at willie mays plaza with what changes we can expect. good morning, cierra. >> reporter: good morning and happy friday. i think it's safe to say that i have the best assignment of the day. i've been hanging out around the park the last couple of days and folks have been telling me this area has really just been dead since the pandemic has begun. some of the offices are cleared out, people that used to live here say the excitement is just gone but today that excitement is coming back because it is officially opening day, but we are still in the midst of a pandemic. a couple things you want to pay attention to if you're headed out to the park today. let's talk about capacity. today there will be 22% capacity, that means approximately 9,000 fans inside of those stands. and before you can get inside the gates, you need to show that you are fully vaccinated and at least 14 days out from that final dose. that's a crucial bit of

information, 14 days out from that final dose. if you have not been fully vaccinated you can also provide a negative covid test no more than 72 hours old. so once inside, things will look a little different. fans will be seated and socially distanced pods within the park and that comes with specific entrances, concession stands as well as restrooms and in terms of food, everyone loves some stadium dogs and a beer. the organization is urging fans to order concessions using an app and then picking it up from their designated zone. i'm assuming that ensures that they can keep track of where folks are in case there is a situation, so with this being the first game, we're not sure how long it's going to take you to get inside of the park, so you're going to want to get here as early as you can to ensure that you get through that line. everyone's items, cards, emails are checked, so you can enjoy the game. we'll be out here all morning. it's still early but it's more excitement i've seen in this

area than the last couple of days. we're live in front of oracle park, cierra johnson for "today in the bay." >> that's the thing that i love about being out there, when it's the home opener. great job, cierra. nbc sports bay area is your home for today's home opener, special giants coverage kicks off at 12:30 this afternoon ahead of the first pitch set to take place a little after 1:30. >> always a fun time. pre-pandemic level service could be fully up and running on b.a.r.t. by this fall. b.a.r.t. officials say as soon as september, trains will run until midnight again and they'll actually come every 15 minutes rather than 30 minutes. b.a.r.t. has increased service in recent weeks as riders slowly return. however, the agency has taken a big hit in ridership and to its bottom line during the pandemic. let's go live outside to the bay bridge this morning. as we told you last fall, bay area toll workers and cash tolls will never come back. it's going to apply to all bridges in california now. the state was already heading in

that direction. the pandemic just kind of sped things along there. i was worried about the health of the toll workers. because you were stopping to give them money and that exhaust all day long. these are the things i'm concerned about others. >> never thought about that, but yes. so we're keeping it healthy out there, some fresh air, brisk air if you walk out the door this morning. vianey is in for kari, but a nice day ahead? >> yes, but you're going to notice the wind. so the wind is probably going to be the biggest factor heading into this evening. as of yet, no wind advisories are expected, but if you're around the coastline, certainly going to notice it. take a look at your afternoon highs for today, it's going to be pretty nice. 60s all across the board, pretty much for the south bay, a couple of 70s, into the interior valleys including areas like concord and fairfield. i'll go into more detail about your weekend forecast and what to expect, coming up in a few minutes.

happy friday to all of you. chipotle, the fast food restaurant is offering free college classes to its employees. you have to major in agriculture, food and cuisine or hospitality. the restaurant, though, already offering more than $5,000 a year in tuition. the remote learning program teams up with schools like colorado state. remote work means people can live where they want to and in many cases builder.com says there are good places to buy homes in the united states. good time if you're a first-time home buyer. i've lived in or near a number of these things on the list, these cities. bloomington, illinois leads the list, iowa city, iowa, second, kalamazoo, michigan third. identify though is showing in the prices, home prices in the town outside spokane, washington, up 82% in the last year.

but still, median home prices are reasonable, $800,000. while we're on the subject this morning, mortgage rates are falling for the first time in months. freddie mac says the 30-year dipped to 3.13% this week. 15-year rates which are popular for refinancing fell to 2.42%. i was talking about jack conte the other day. wasn't that long ago he moved out of his dad's house. it's worth $4 billion which makes him the ceo of a $4 billion company. how hard is it to get a ceo of a $4 billion company on the phone or the zoom to pick up? it's not hard at all. jack, you are the ceo of a company worth $4 billion. >> i guess so. >> i mean do you go off to davos and do davos things now?

"raspberry beret" or not, that beret might fly off in the wind. vianey is in for kari with a look the at the forecast. >> it may fly around, if you're around the coastline it's already windy. no wind advisories of the sort just yet. we'll see the gradient begin to build, northerly winds headed into this afternoon. let's take a live look and see how the skies are doing. overall in through the region we're not seeing much cloud cover. we'll get a couple of high clouds in through the afternoon, but take a look at your daytime highs. so we're actually going to be

seasonably cool today, san jose 67 degrees, livermore 70 degrees, concord 72, around san francisco, half moon bay, upper 50s, low 60s and wind speeds 15 to 30 miles per hour. on the right-hand side up above around 11:00 a.m., notice where the winds are the strongest, san francisco about 31 miles per hour, and i know the home opener kicks off right around 1:35, so winds going to be a factor when it comes to, you know, home runs and all that good stuff. so 31 miles per hour around 1:30 and pushing this time line forward in through the afternoon look at what happens at 7:30. we start to notice those winds picking up everywhere else, in the north bay, the east bay, through the delta, so novato 32 miles per hour. santa rosa 20-plus, and we're also going to remain dry through the weekend, with an increase in temperatures by sunday 66 degrees in san francisco, and

upper 70s for inland areas. mike, how are the roads? >> they're looking good. it's lighter, it's friday and 5:22, we're just getting started for some of our commutes. look at the golden gate bridge, the live view and only just now in the last 30 seconds i see these headlights coming down from the north bay, as we look at the map, i've circled the area just coming down toward sausalito. there was a crew and a lot of slowing for a few minutes. they moved that crew, that should be improvement. this car is a concern, a person outside the car, thought it was a disabled vehicle but slowly rolling and continuing on westbound 80 in the center divide area. i'm following that report very closely, but so far, laura, there's been no problem at the bay bridg toll plaza. on your approach to san francisco. the rest of the bay moves smoothly. >> sounds good. thanks for keeping tabs on it. coming up next on "today in the bay", "nbc bay area responds." >> we're taking consumer complaints in english and spanish but aiming for results

weeks ago. it is friday morning, thanks so much for joining us. i'm laura garcia. >> and i'm marcus washington. here is a look at buckingham palace this morning above the area in london where so many people are starting to gather outside to pay their respects. nbc's mark barger has a look at the prince's life. >> reporter: prince philip was the man behind the throne, full of support and love for his queen and his wife. queen elizabeth decided as a 13-year-old she'd married penniless greek cousin after a chance meeting at the royal naval college. the govern's described it as a classic story of love at first sight. he pushed himself to the limits attending official engagements and actively working for charities. he was criticized for working himself too hard, letting his health suffer. philip was the man behind the scenes at buckingham palace,

often suggesting pushing through changes in the monarchy. queen elizabeth said to have leaned on him more as she herself grew older and the world changed faster. prince philip stepped down from royal public duties in 2017 after 70 years of royal service. prince philip's death may be the toughest challenge queen elizabeth has ever endured but the changing of the guard has occurred and now the man behind the throne is the royal son, prince charles. mark barger, nbc news. >> the "today" show will have much more on prince philip's death, coming up for you right after "today in the bay." it is 5:32 right now and to the pandemic, all this week, we've been trying to help you get ready for next week, where vaccination eligibility opens up to all in california, as we brace for a big decline in the johnson & johnson vaccine supply next week, getting those appointments may be tougher than it already is. one option that some people are talking about is heading to fresno or bakersfield and going where the shots are. >> reporter: well, let's start by saying that no one is getting a new appointment here in santa clara county, only because there are no appointments. the county says, and i confirm this, that they will let people pre-book an appointment for next week, if they have appointments available, which they do not, and you know that if you have tried. that will change as soon as the county gets its next allotment of vaccine from the state. our friend and colleague nbc bay area consumer investigator chris chmura took quite a road trip, more than seven hours round trip to get a covid vaccine at csu bakersfield which is open to anyone 16 years and older, regardless of residency. mike drove from emeryville to rockland outside of sacramento because he couldn't find anything closer to home. two other federally sites at cs

u sites, at long beach things were smooth, at cal state l.a., people were turned away. >> took about less than 30 minutes. it was so fast. >> they said they won't turn you away from thursday through sunday or something. so i come down here and they're like no, you need an appointment. >> reporter: some people who qualify now are finding available appointments at pharmacies outside the bay area, that's because pharmacies get their vaccines from a different stockpile, not from the county they get theirs from the federal government. that drive might be a little short than the one chris chmura took. we did find availability just outside the bay area, but what you have to remember is that these appointments go really fast, so you might find an availability on one site and by the time you fill out your information, it's gone, because somebody else beat you to it. so the advice that i got is i was asking how to book my vaccine yesterday. viewers said keep hitting "refresh" and just be patient. unless you want to take a drive,

which maybe we'll do with spring break next week, bakersfield sounds nice. in san jose, kris sanchez, "today in the bay." >> thank you. there are new fears as five newis kas of the recently discovered variant of covid-19 were found in the bay area. stanford researchers zord the new infeks of the double mutant strain. doctors fear it could be highly contagious. the new variant was originally discovered in india and responsible for a 55% surge in part of that country. no word on where the new cases in the bay area originated. california is set to lift most covid-19 restrictions by june 15th. taking a live look in san francisco this morning, where ticketed events will be allowed for the first time in more than a year. san francisco is in that orange tier, along with seven other bay area counties. manny's restaurant is planning to bring people back inside, starting april 15th, with capacity limitations.

a poll many say they're not ready to head back in. >> one was that people were less comfortable returning to in-person indoor events than i would have thought, and two, the size of event that people were comfortable with surprised me, so 75% of the survey respondents were only comfortable with events with a maximum capacity of 50. >> the event that i guess they're having there is already sold out. fans still excited and there experience a lot of changes, those who are able to go to the game and head back to the stands. a live look at the park this morning, but today's game will look a little different, as the park has adopted a number of covid related changes. >> "today in the bay's" cierra johnson is live at willie mays plaza with a look at what changes that fans can expect to see out there. good morning. >> reporter: yes, good morning, guys. i said it before and i will say it again i still think i have the best assignment of the

morning. just being out here, you can feel a little bit of an increase of energy. we've seen some staff members going in the office this early. you could see behind me park lit up and a little more traffic than typically would be in this area. it's all in preparation for opening day, that first home game and for many fans, this is a long time coming. last year, sort of a wash. we didn't have any in-person games but today is the day. if you head out you want to keep a few things in mind. today is going to be unlike any other game you have seen. starting off with the number of fans inside, 22% capacity, that's the magic number that equates to about 9,000 fans, but before you can get inside, you're going to want to show proof of a couple of things. you need to show that you're either fully vaccinated, and at least 14 days out from the final dose, regardless of which vaccine you received and if you haven't been vaccinated you can also show a negative covid test, no more than 72 hours. so some key hours and days you

want to remember. and in order to keep folks socially distanced but limited, folks are going to be limited to specific sections. fans will have designated restrooms, confession stands where they're able to pick up their food from. for fans, this is a huge day. we saw crowds gathering in oakland for the a's opening day a little more than a week ago and today is a big day for the giants. the countdown is officially on. i spoke with one season ticket holder who has attended every opening day with the exception of last year. look at this, for 27 years, he says the precautions are important to keep everyone safe and things running smoothly in this new normal. >> it's just crazy, but on the other hand, you know, it's a new normal, and i'm just so excited to be able to be out there, so of course you'll jump through the hoops, you know, why not? and then why not feel safe, too? >> i'm very happy and i can't wait for opening day and we are

hoping they're going to keep increasing the number of fans at the game, so we can't wait. >> reporter: we heard that first individual the season ticket opener saying the new normal. a lot of fans aren't a fan that word. today is not like what you've experienced before. you want to check and double check you have all of your bases, all of your bases covered, that you're fully vaccinated, 14 days out with your proof of vaccination and make sure you get here early. we're not sure how long it's going to take everyone to show that proof of vaccination or negative covid test to get through those gates. so a lot to remember. we have info on our website, we'll be out here all morning letting you know how things are going. we're live in front of oracle park, cierra johnson for "today in the bay." >> think about it is yes it's going to be different but the fact that we are here and fans are able to go back inside, hey, look, we'll take that. all right, thanks, cierra. >> you do have the best assignment of the day.

that the ball travels, which means less dense air, so let's look at your temperature trend into the afternoon. right around 1:35, we're still expecting that sea breeze, especially around the coastline, 30-plus-mile-per-hour winds possibly around that time. however, notice the icons, pretty good, clear skies overall, a mix of sunshine, mostly clear, and we're really going to stick to those upper 50s, low 60s. so really cool and comfortable afternoon. i would definitely say this is pretty good baseball weather, so lucky the fans who get to enjoy today's game live. mike? >> all right, i'm checking the latest update from chp. there's been no updates. we still have this marked on the map, the slow-rolling vehicle traveling west on the bay bridge decline. i hope it is stopped by now, my goodness, but that was for someone having car trouble getting off of the bay bridge. a little slowing at the fremont exit, but no problem rippling back to the toll plaza.

it's not as gussy as along the coastline but expecting winds to pick up throughout the afternoon. we're expecting upper 60s/low 70s this afternoon. a fantastic friday ahead. mike? >> vianey, i chose to talk about the same area. the altamont pass chp said overnight they got pushed around a little bit by winds so just a note and we have a hefty amount of traffic westbound with the headlights we've been showing you. tagt lights are eastbound. friday afternoon that gets crowded through the area as early as 2:30 sometimes. over to you. later today a prayer vigil will be held for george floyd in houston, this comes as a trial for the former minneapolis police officer derek chauvin who is charged in the case continues. it's been a few hours. the medical examiner is expected to answer questions about floyd's autopsy. he ruled floyd's death a homicide and yesterday a pulmonologist told the court that floyd suffocated. it is 5:46 right now.

president biden is pushing for new rules about guns and he's doing it, scott mcgrew, as america suffers through more mass shootings. >> that's right. texas and south carolina, then georgia and atlanta last week plus who children shot themselves yesterday in separate incidents in oklahoma and louisiana, both were 3 years old. so you've got president biden, vice president harris, attorney general garland calling for new restrictions on guns and gun sales book-ended by mass shootings. the president knew about the shooting in south carolina on the left, but spoke ahead of the shooting in texas on the right. >> i got the word that in south carolina a physician with his wife, two grandchildren and a person working at his house, was gunned down, all five. so many people, so many of the people sitting here today know

that well, unfortunately. you know, they know what it's like when the seconds change your life forever. >> president biden of course can reflect on his own tragedies, not by gunshots of course but by cancer and car crash as well. he himself has lost two children and his first wife. now gun control was not to be his highest priority. the infrastructure bill was but many things are getting in the way. on the border, the government now says 19,000 children came across in march. "the washington post" tried to add up the expense and estimate it's costing america $60 million a week, that's a little less than a quarter billion a month. of course american policies did not turn away children who are traveling alone. video you don't see as often are refugees who are walking south, not north. thousands of children are turned away each week, but they're children who have adults with

look at what we're expecting, not just for today but also of course into the weekend. now, one thing you're certainly going to notice is it's going to be a pretty cool and comfortable 60s and 70s for today. upper 60s for san jose, 67 degrees, 72 in concord, and we're talking upper 50s/low 60s for the coastline and the bay. estimated wind gusts here we go around 11:00 a.m., notice primarily the gustiest winds are in san francisco and around the coastline, but if i move this time bar forward to about 1:30, we start to notice some winds kicking up near novato and if you fast forward all the way through about 7:30 p.m. tonight, dinnertime, look what happens up through novato, santa rosa and petaluma and in through the east bay as well. we start to see those winds really begin to gust into the overnight hours. now right now, no wind advisories as of yet, and we're not expecting any rain either. so we're going to stay dry for today and in through the weekend, and looking out towards next week into monday, it looks like we're going to see some

warming ahead as well. in addition to the wind, we're going to remain dry and going to get even warmer. look at sunday, 66 degrees in san francisco, 65 by monday, and we're going to stay in the upper 60s into the start of next week, nearing the 80s for inland areas. it will be a fun weekend ahead with plenty of sunshine. mike? >> all right, vianey, i like how you upgraded sets to loungewear. i marked with the bottom of your screen slowing, we expect san jose on schedule. i circled westbound 84 across the dumbarton bridge from fremont, a disabled vehicle reported or perhaps a fender bender getting onto the peninsula side. i know this closure happened and may be a couple of hours until they reopen thornton, the off-ramp for north 880, a crash off the off-ramp near the car dealership, watch for that. no other slowing toward the bay bridge except for on the bay bridge.

five others further, four critically. this is after a workplace shooting in texas. this took place inside of a cabinetmaking business in the city of bryan near college station. the suspected gunman, larry bolin, is being held on $1 million bail. employees say he worked at that business. investigators say a texas department of public safety trooper was shot trying to take him into custody. the trooper is in serious condition but stable. a motive has not been released. this morning, there are a lot of questions about the deadly shooting in south carolina, involving a former 49er and raiders player. police say philip adams shot and killed a prominent doctor, his wife and two young grandkids and adam killed a man working on the property, before taking his own life in the bedroom at his parents' nearby home. another grey whale washed ashore on the bay area coastline. sky ranger was over muir beach where the whale was found yesterday. the marine mammal center will be doing a necropsy to see what led up to the death.

this is the fourth dead whale to be found in more than a week. 5:58, happening today, nasa will hold a briefing ahead of the ingenuity helicopter's first flight. the flight will be the first powered flight on another pannet. nasa's perseverance rover was launched in july of 2020, arrived in mars on february. we've been following it. the recover carried ingenuity helicopter folded up in hits belly. after the rover landed it dropped ingenuity onto the ground and drove off so the drone could ready itself for its first flight. new this morning a top u.s. space force command center will be headquarters in southern california, one of three command centers at the space and missile systems center at the loss ang less fair force base in el segundo, created under former president trump and air force members began joining the force last fall. right now at 6:00, breaking news, within the last few hours, the world received news from the royal family. prince philip, the duke of
