right now at 6:00, breaking news, protests and unrest in minneapolis after a police officer shoots and kills a man during a traffic stop. it comes as the derek chauvin murder trial enters its third week. coming up, how the city is now coping with multiple crises. a big week for californians with vaccine eligibility opening to anyone over the age of 16 but more counties getting a head start, having widened access for those younger than 50. all this hour, a helping hand in tracking down your shot. and after legal battles, in-fighting and protests, san francisco schools are finally welcoming students back into the classroom. a live report on the district's long journey to this point and the work still remaining as "today in the bay" continues right now. good morning. it is monday, thanks so much for starting your week with us. i'm marcus washington. >> and i'm laura garcia. your forecast and a check of the commute is coming up in just eight minutes. first breaking news we're following for you this morning,

a sleepless night for many in minneapolis as protesters filled the streets following the deadly shooting of a plaque man. and the national guard in brooklyn center about ten miles outside of minneapolis where the derek chauvin trying resumes a short time from now. here is what we know at this hour. according to police, officers determined the driver in a traffic stop had an outstanding warrant. as they were attempting to take that suspect into custody, officers say the driver reentered the vehicle, and one officer opened fire. the driver crashed the vehicle several blocks a with a and died. relatives identify the man as 20-year-old daunte wright. the governor tweeted he's monitoring the situation and is mourning with the wright family. as we mentioned the unrest comes as the derek chauvin murder trial enters its third week today. so far, 35 witnesses have testified for the prosecution,

in the death of george floyd, including minneapolis police officers. on friday, a county medical examiner joined other experts in concluding floyd died from chauvin's actions. fentanyl and heart disease did not directly cause floyd's death. this week, the defense is expected to begin its testimony. starting this thursday, anyone over the age of 16 in california can schedule an appointment to receive the vaccine regardless of health risk or occupation but as the demands for the vaccine grows, there's growing concern over vaccine supply. "today in the bay's" pete suratos is live near alameda county fairgrounds with details this morning. pete? >> reporter: good morning to you, marcus. right here alameda county they're expecting to have vaccine supply issues ahead of the big day as mentioned on thursday, when vaccine eligibility expands throughout the state and of course here in california. let's talk about right here in

alameda county. this week they're expecting only 3,800 doses of the johnson & johnson vaccine, the one-shot dose vaccine, down from 15,000 the previous week. bay area counties are allowing appointments for 16 and older ahead of april 15th here in alameda county for folks working in sectors they say have increased risk of covid ex-personeur. contra costa county that eligibility opened up a couple of weeks back. san francisco is opening the eligibility to specific priority zip codes and already leading to long lines in san francisco, when it comes to getting that vaccine. >> do about 2,000 vaccinations at zsfg per day we anticipate to do this for the next several weeks. >> reporter: how about this? the vaccine at zuckerberg general actually ran out by 1:00 p.m. yesterday. alameda county says they don't

have enough supply to meet this upcoming demand but they said they expect to get more of that supply in the coming months. reporting live, pete suratos for "today in the bay." >> all right, pete, thank you. so far no response from pfizer to a new study suggesting its vaccine may be less effective against the variant first discovered in south africa. 400 people tested positive after receiving at least one dose of the vaccine. they found up to eight times higher prevalence of that variant compared to unvaccinated people who tested positive. even those researchers noted their sample size is way too small to draw firm conclusions. the study is also not yet received a peer review. it is a big day in san francisco, at long last, more than 30 public schools are opening their doors to students but getting to this day included a lot of controversy, even a bitter lawsuit filed by the city. "today in the bay" cierra johnson is live in san francisco to explain what parents need to

know with the first reopenings. good morning, cierra. >> reporter: yes, good morning, laura. when the younger students wake up this morning in the san francisco unified school district they won't just be going down to the kitch on it do learning, they'll have breakfast and head off to school because as you mentioned, more than 30 schools in the district will be opening for in-person learning. look at your screen. we have a breakdown of just how many of each type of school will be opening. in all, it's 11 early education preschool sites, 22 elementary schools, and three county schools will open their doors and according to the district website the in-person instruction will be five days a instruction will be five days a week and nearly full day five hours of instruction. but reaching that milestone of in-person learning was met with controversy. just last week, school board members voted to adopt a resolution to formally pause the renaming process of more than 40 schools.

some felt the schools in question had names with ties to racism or oppression. others felt the decision to rename the school was ill-timed, seeing as the students weren't even back in school. and the san francisco school board faced hurdles when commissioner alison collins was striped of her vice presidency position over racially charged tweets she posted several years back. collins remained adamant she will not resign from her position. by the end of the month, that all 107 schools will have in person, but they did not tap into the money set aside by the legislature. the district says all the schools will be in session by the end of this month, so definitely continue to follow that story for the remainder of the month of april. we're live in san francisco, cierra johnson for "today in the bay." >> so much big changes for those kids heading back to school now.

thanks so much. we have more details for you as well. students at all grade levels returning to classrooms starting this morning in san leandro. the district is reopening under a hybrid model. families are allowed to opt out if they desire. the district 13 schools just completed spring break. new details this morning, one of two women seen in the video harassing a san francisco uber driver last month due to be arraigned today. authorities in las vegas arrested malaysia king several days after that incident. she and another woman, 24-year-old arna kimiya are facing charges tied to this video from march 7th. king is sitting on the passenger side, in the red coat, and video shows the two berating the driver while they grabbed his phone, ripping off his mask. the woman in the middle seat was never charged. the driver says this started after he told the women to wear a mask. a show of support for asian-americans, more than 300 people held an anti-hate rally in mountain view.

victims in several recent high-profile attacks were remembered during the rally, including 75-year-old pak ho, an elderly man who died after injuries he suffered in an oakland robbery a month ago. teen organizer amanda khu got involved after someone recently shouted racial slurs at her on the peninsula. >> i think just seeing the influx of hate crimes and the anti-asian sentiment really pushed me to take action. >> congressman ana eschew there and our "today in the bay" traffic anchor, mike inouye also at yesterday's rally. we were talking about it last hour, mike. what's so important about this is that it was organized by young people and of course that's the new generation

>> absolutely. we can try to make up for the past but it's the future really that makes the change. amanda was one of the organizers as you said, laura, also daisy kemp and jason shan, i think all 15 years old and jason is very soft spoken. really seemed like he really didn't like to be in front of a crowd but he said the reason for having this rally was more important than how nervous he was and the crowd supported him and i think this is all about supporting each other, this rally and all the other rallies like it. >> completely. so, so important. >> i can say for all three of us we support you, mike, we stand with you, beside you, wherever you need us in this time. >> with each other. >> we are with each other. i think we all understand what's going on right now. it is 6:09 this morning. time to get you out the door. meteorologist kari hall has a look at the forecast, what you can expect today.

kari? >> sunshine, nice cool temperatures. the weather over the weekend continues today. expect it to be nice and dry and slightly warmer compared to yesterday, if you are about to get out, head out for a run or bike ride in fremont, expect the morning start 45 degrees in the next hour but if you wait until a little bit later, it will be much more comfortable with upper 50s at 10:00 and upper 60s headed into early afternoon. we'll reach into the upper 70s today and a few spots hitting 80 degrees. we will have a slight cooldown in the forecast we'll talk about that and the dry weather that continues. mike, how is it looking for the commute? >> we're seeing some pretty typical patterns, maybe different for the south bay, as we talked about san leandro schools coming back after spring break. east bay schools and the east bay hot spot, the bay bridge still showing good activity right now and a little bit of slowing already kicking in the incline and at the toll plaza, a brake tapping there for the

off of school on spring break, how about heading out to the hiking trails, in the east bay we start out at 48 degrees, a lot of sunshine today, and beautiful weather, but we will be warming up later today, reaching into the mid-70s. we'll talk about a slight cooldown and what's ahead in the forecast coming up in a few minutes. and i have a little more slowing for folks who might not expect it on 580 but the san mateo bridge shows a normal build while the backup builds at the bay bridge as well. we'll show you the bigger picture coming up. good monday morning. very happy monday to you as well. the head of the fed was on "60 minutes" last night and that's sure to get wall street's attention. fed chairman jerome powell says the economy will continue to improve if we are careful not to allow a fourth wave of coronavirus. all we have to do to say safe, he says, keep the masks on, and the economy will be fine. of course if you see the

video coming out of texas like this texas rangers game you know some states not doing that, big crowds, few masks, texas governor says that state's close to herd immunity and epidemiologist tells the "new york times" "there's no way on god's green earth texas is anywhere close to that." investors in sweet spot, the economy growing, jobs are back, interest rates remain low, and from what powell said on "60 minutes" last night, they're going to stay low for some time to come. s&p 500 gaining 2% just last week. now we continue to see companies say they're going to shed office space. you heard about salesforce building one of the biggest office buildings in the united states. then saying you know what? we don't really need it. now jpmorgan chase tells shareholders it will cut real estate holdings. it expects as much as 40% of employees to be working from home maybe on a rotating basis. now we're going to hear from nvidia's ceo today as he makes a speech at the company's virtual conference. nvidia makes chips that do all kinds of things and manufacturers and computermakers desperate to get their hands on chips.

the white house will host a big meeting of chip executives and others today to try to get to the bottom of the problem. last week ford and gm announced they'd have to idle some plants because they ran out of chips to put in their cars and over the weekend, the ceos of united airlines and target met over zoom to talk about what to do about various states restricting voting. they objected to georgia's new laws after they were passed. companies are trying to figure out what to do before other states pass similar measures that, could be ending political contributions to candidates who support new voting restrictions, >> and a star moving out of georgia, atlanta, we'll see what a lot of other companies to. thanks, scott. >> yes. new this morning, spending by young people now slowly moving off the record lows

during the pandemic. according to piper sandler's latest taking stock with teens report, brands like croc's and nike popular with gen z, and when it comes to food chipotle a favorite. chipotle is my life is what my kids would say. the survey also showed gen z is turning to online brands like sheen and princess polly. trending this morning a big win at the baftas. >> the brit ash cad me film awards named a wildly popular indie film as best picture. >> and the bafta is awarded to -- "nomadland." >> the film also took home the award for best actress for frances mcdorman and best cinematography also won best director, making chloe zhou the second woman and the first woman of color to win in that category.

congratulations to them all. you know what? now it's time to get a look at that forecast and congratulations to us. coming off of a nice weekend, i thought it was very nice out there. today hopefully easing our way into the work week, with some more pleasant weather, kari? >> yes, we do have a lot more sunshine headed our way, but we are starting out with some of the low clouds over san francisco, and it's what's helped to keep temperatures cooler especially with the strong ocean breeze, as we get a look at our highs for today, reach into the low 60s there, some upper 60s for oakland, and some upper 70s for san jose, as well as martinez. in the north bay we're headed up to 80 today in napa. going through the forecast, only some slight changes with high pressure moving in, and also some slightly cooler air with some breezy winds the next couple of days but once that high pressure gets right overhead, by the weekend, we're going to see our temperatures trending back up a few more degrees but it's still dry throughout the week, as we look at our drought monitor, it's still showing some worsening

drought especially for the central coast. parts of southern california that were doing okay at the beginning of the year, we haven't seen many changes here. we still have our extreme drought for parts of the north bay, elsewhere some severe drought, and moderate drought for the coastline. checking on our rainfall deficits, we're going to continue to watch this, because it grows each day. we don't get rain and now we surfaced 20 inches of rainfall deficit, that's for rose to catch up to normal. we've seen rainfall deficits anywhere from 8 to 13 inches at this point, there's no chance of us catching up. we are expecting a bad wildfire season, and now is the time to get your house ready, while the weather is nice and quiet. i posted a link that they'll have a webinar from cal fire on how to make your defensible space around your home. i'm @karihallweather, so check out the links so you can attend

the webinar. inland areas reach the mid-70s and more sunshine throughout the next few days. mike, how is the commute looking? >> kari's information is looking critical for some areas of the bay area. the bay bridge toll plaza, where traffic flows smoothly, more smoothly now than it did a few minutes ago, but all lanes are starting to see brakes tapping. i can see the cars slowing a bit coming toward the toll plaza although the middle lanes were backed up a few minutes ago. let's look at the map. speed sensors on the incline and decline all across the bridge, they're a little faster as well, so we're looking for some changes. some fluctuation at the toll plaza and just passed, the big issue north 238, debris in your slow lane as you go northbound 238 and that is causing a slowdown off the castro valley y for north 238 that may be an issue. i think it's a disabled car haul we are no cars on the backs and we got to worry about the rig there. the rest of the bay shows a

maui and just in time. they are change covid policies. travelers can visit with a negative covid test result and you'll need to take a second test upon arriving or quarantine for ten days. something the size of a small postcard may be the most important piece of paper in 2021. your covid-19 vaccine record. >> what if you lose that little card? consumer investigator chris chmura is going to show us how you can replace it and why it's so important to keep it. >> your vaccine record card serves two purposes. first the cdc says you need it nor the second dose if you got the moderna or pfizer shot and second it's the closest thing we have to a universal vaccine passport. if you lose it, we understand. who would have thought in high-tech 2021 a piece of paper would be so vital. here's thousand get a new one.

the cdc says contact your vaccination provider directly to access your vaccination record. easy, but what if you got your shot at a pop-up site that's no longer there? it's still okay. you can contact the organizer, or if you don't know who that is, contact the state's iis, the immunization information system. the cdc says vaccination providers are required to report covid-19 vaccinations to their iis. each state has its own iis or something similar. the cdc has a list of them on its website. how long will it take? this california the state says it processes requests in three to seven business days. a good backup plan, when you get your card, take a picture of both sides just in case. make a copy or two. some places might accept the copy as your proof. other places might want to see the original so take care of your card. it's still unclear how long we might have to prove we're vaccinated. history made at the masters as japan's hideki matsuyama won

eventually reaching into the upper 70s in the valleys today. we'll talk about a slight cooldown in our forecast as well as that air quality forecast and what we're expecting heading into the next couple of months. mike, how is it looking right now heading out the door? >> kari your live shot does show it did kick in, in many spots over the last ten minutes. look out there and the big problem right now is north 238, a disabled car hauler got clipped in a hit-and-run is blocking your slow lane. no injuries reported but this is a problem coming off the castro valley y that feeds off of 580. you see the slowing kari showed you shy of the dublin interchange for west 580. the west of the bay bridge looks good but the bay bridge toll plaza seeing a build at the toll plaza slow up the incline but the approach looks great. back to you. >> thanks, mike. breaking news this morning, the police shooting of a black man in a minneapolis suburb leading to widespread protest and unrest. now the national guard is being brought in.

>> this as the murder trial of former officer derek chauvin enters its third week. nbc's gabe gutierrez is in minneapolis with more. >> reporter: marcus and laura, good morning. as the prosecution in the derek chauvin murder trial prepares to wrap up its case at the courthouse behind me, overnight another police incident nearby enflamed tensions. it happened about ten miles from here in the minneapolis suburb of brooklyn center, and police say a man had a warrant out for his arrest and during a traffic stop, he got out of his vehicle, got back in, and that's when an officer shot him. relatives say that he drove a short distance before crashing his car and he was pronounced dead. relatives identify him as 20-year-old daunte wright. >> the police officer come to the window, put the phone down,

get out of the car and daunte said why and he said we'll explain to you when you get out of the car and i heard the police officer say daunte, don't run. like a minute later i called and his girlfriend answered, she was a passenger in the car and said that he had been shot. >> reporter: this comes as the derek chauvin murder trial enters week three of testimony. the prosecution is expected to rest its case early this week and the defense will take center stage. so far, we've heard from 35 witnesses, including police officers and medical experts who insist that derek chauvin did not die because of drugs and underlying medical conditions as the defense has argued, instead as the prosecution said he died because of derek chauvin's knee on his neck. now again, the police incident here in the minneapolis area on sunday has enflame tensions. the minnesota bureau of criminal apprehensions is now looking into that case, that's the same agency that investigated george floyd's death.

back to you. happening today in the north bay, organizers plan to file a recall petition against the embattled mayor of windsor. he's denied sexual assault claims made against him. "today in the bay's" sharon katsuda is live in windsor and even this morning, the mayor's brother calling for him to step down. >> reporter: that's right, marcus. many local poll significances have already asked for his resignation as well and new allegations have surfaced this past week including from the mayor himself. the "san francisco chronicle" reported several women accused 38-year-old windsor mayor dominic foppoli of sexual assault. at the protest at the mayor's family winery, protesters want the mayor out of office immediately and the brother also called for his resignation. >> while i won't comment on ongoing investigations, i believe that our elected officials should be held to higher moral standards and for that reason, i feel that my brother, dominic, should step down as mayor of windsor.

>> i'm out here today to demand that dominic foppoli resign effective immediately. the mayorship and any involvement in public service, he does not deserve the right to serve in public service. >> mayor foppoli released a lengthy statement calling the accusations unfounded and false. it reads in part "if i have done anything wrong, i would accept responsibility and i would resign, but i have not. i am fighting back and will clear my name." the town council plans to hold an emergency meeting this wednesday to address these developments. reporting live in windsor, i'm sharon katsuda, "today in the bay." >> thank you, sharon. it is 6:36 right now. let's take a live look in san francisco, where eating out late night may soon be back on the menu. this week, health leaders plan to consider repealing the current 11:00 p.m. curfew, the move would be welcome news for diners who say they've gotten way too used to making it an

early night since the pandemic took hold. north beach restaurant owners feel the same way. >> it would be nice to know you have the wiggle room that if you're busy enough, you can actually push your hours further and actually accommodate more people especially on the weekends. >> the city's health department will make the final announcement on wednesday. if approved, it would lift the curfew on indoor dining starting on thursday. bars that don't serve food are still only allowed to open outdoors. a live look in los angeles, this is where anyone over the age of 16 is now eligible to receive the covid vaccine. like alameda county, l.a. county over the weekend went ahead and broadened its eligibility. the entire state moves to over 16 this thursday. l.a. county is also battling supply issues with the johnson & johnson vaccine, reducing shipments, this is due to recent production errors. now to our climate in cries

cries the golden gate bridge and the bay bridge, traffic moving along there. if you've been on the roads you know traffic is starting to increase as covid restrictions start to ease up. this morning, we've got team coverage, kari has been looking into air quality since the lockdown. first let's start out with mike, he has more on the traffic spike that we're all seeing out there, mike. >> yes and it's a little deceptive because right now we're in the midst of the three weeks of rolling spring break which affects the volume. but we'll look at the bay bridge toll plaza again, a live picture, the bay bridge and tuesday numbers is what i looked at because those are the biggest spot and the biggest numbers on average for the bay's commute. last year, the first tuesday of march 2020 we had over 126,000 total cars, tolls for the day but after that pandemic shelter at home kicks in, the fourth tuesday of that same month, we're down to about 50%, just about half there. fast forward one year, as we saw fluctuations as we head to the

series of opening and closings we have the first tuesday at about 111,000, and the fourth tuesday, so the whole month looks like it's about 118, so within the same neighborhood of volume. the volume is building contrary to what you see right now as spring break affects the commute. the commute affects the climate and the air quality. kari, what do you have? >> going back to may, good air quality and the traffic was way down, but then as smog levels started to climb, more people started to hit the road again and much of the bay area around the same has been dealing with unusual record-breaking heat waves as well as the unprecedented influence from recent wildfires. now, all of this has caused some of the worst air quality in a decade, and according to the air quality index, there was a stretch of clean air in march and in april of last year, but as we moved into warmer months and more economic activity, the numbers jumped into the unhealthy category.

so cars, heavyduty trucks and diesel powered equipment have a far greater pollution emission. so the bottom line is, as we start the commute as we return to work and return back to the office, will continue to have a big impact. also the transition to cleaner technology for ships and trucks will also play a key role. we're watching all of this. we have a whole series on our climate in crisis series, it's on nbcbayarea.com. laura and marcus? >> all right, thanks so much, kari. 6:40 right now. a new trend emerging along gender lines when it comes to vaccine side effects. according to the cdc, in the first nearly 14 million doses given this year, nearly 80% of reported side effects came from women. some of the most common were headache, dizziness and fatigue. one nbc medical contributor says the big reason for the gap is women's immune systems are simply different than men's. >> from the common cold to the flu, women do have a more robust

the president will also no doubt want more information on the cyber attack on iran's nuclear facilities over the weekend. israeli media pointing the finger at israeli intelligence for the computer attack, which blacked out centrifuges that refine uranium. this comes as much of the rest of the world was pushing for the u.s. and iran to resume talks over restarting the iran nuclear deal. delegates from france, germany, britain, china and russia met in vienna friday hoping to bring the u.s. and iran together, just hours before that cyber attack. the u.s. meantime putting more pressure on china to come clean about what it knew about coronavirus and warning if there san outbreak of some kind in future, china needs to do a better job of telling people about it. here is the u.s. secretary of state on nbc's "meet the press." >> i think china knows in the early stages of covid, it didn't do what it needed to do, which was to in real time give access to international experts, in real time to share information, in real time to provide real transparency, and one result of that failure is that the vaccine, the virus excuse me,

suratos joins us live near the alameda county fairgrounds with details on those. so many people still trying to get the vaccine, pete. >> reporter: yes, that's right, laura and yes, alameda county where we're at are one of the counties heavily impacted, when it comes to the vaccine supply before a vaccine eligibility expands on thursday. let's talk about alameda county, expecting just around 3,800 doses of the johnson & johnson vaccine this week. that's actually down from 15,000 last week. this is happening as bay area counties are allowing appointments for 16 and older before april 15th. alameda counties or sectors with increased exposure to covid expanded weeks ago. san francisco is for folks living in priority zip codes. yesterday they ran out in the vaccine around 1:00 p.m. at zuckerburg general, 1900 people receiving the dose.

inland areas will be in the upper 70s with a few spots reaching 80 degrees. and as we head through the week, there will be some slight cooling the next couple of days, but then by the end of the week, as high pressure gets closer, of course it keeps us dry but it will also cause our temperatures to go up a few more degrees. as we go through the seven-day forecast, warm to start out the week, a little bit cooler and windy tomorrow and into the next several days and we can see all of the clear, dry weather we'll see for the end of the week into the weekend, that does continue with san francisco staying in the 60s, but a boost in temperatures on sunday. mike, how is the commute moving right now? >> kari, we have an unexpected slowdown, a problem for folks headed into the castro valley y or out of castro valley, more appropriately on the map. northbound 238 a little fender bender, hit and run reportedly, blocking your fast lane there north 238 just shy of 880 and the activity might be seen from north 880, we see slowing there

welcome back. a quick look at the top stories we're following. a sleepless night for many in minneapolis as protesters filled the streets following the deadly police shooting of a black man. minnesota's governor has activated the national guard. it all unfolded yesterday afternoon in the suburb of brooklyn center, about ten miles outside minneapolis. during a traffic stop, officers shot and killed the driver who say he had an outstanding

warrant. one officer fired when they say the suspect tried to drive away. that driver crashed several blocks away then died. relatives identify him as 20-year-old daunte wright. the "today" show will have more coming up. 6:55, this is a big day in san francisco, long last, more than 30 public schools are opening their doors to students. >> "today in the bay's" cierra johnson is live in san francisco and cierra, getting to this day included a lot of controversy, even a lawsuit. >> good morning, marcus. that's exactly right. today is the day for some of the younger students within the district to go downstairs when they wake up, eat breakfast and head out of the door instead of staying within their home to do their learning. that's because more than 30 schools will welcome students back for in-person learning. take a look at your screen. we have a breakdown of how many schools are reopening, in all today, 11 early elementary preschools, 22 elementary

schools and three county schools will open their doors for in-person learning. according to the district website, in the-person instruction will take place five days a week for nearly a full school day, which would be five hours of instruction. but as we mentioned, reaching this milestone of in-person learning was met with some controversy. it was just last week when school board members voted to adopt a resolution to formally pause the renaming process of more than 40 schools. some felt the schools in question had names with ties to racism or oppression. many felt the decision to name the school was ill-timed and after san francisco board members faced hurdles, that was what alison collins was stripped of her vice president position over racially charged tweets, she posted a few years back, collins to this day remains adamant she will not be resigning from her position. so by the end of this month, a school district anticipates all 107 schools will be back in session for in-person learning. there is some good news for high
