the key meeting president joe biden is having on capitol hill to debate police reform as "today in the bay" continues right now. good tuesday morning. i'm sierra johnson in for marcus washington. >> and i'm laura garcia. we have breaking news and it is big this morning. u.s. regulators reportedly calling for a pause in the use of johnson & johnson covid-19 vaccine due to blood clotting issues. the cdc and fda releasing statements just in the last half hour. officials say so far more than 6.8 million doses of the j&j vaccine have been administered, and there have been six reported u.s. cases of a rare and severe type of blood clot. officials add that these adverse cases appear to be extremely rare. the cdc is meeting on wednesday to review those cases. we'll, of course, continue follow this big breaking news this morning, and we're also looking into what this means as on thursday, you'll recall,

california is opening up its vaccine eligibility to anyone over 16. supply and demand here. now, on friday we told you that several people at a vaccination site in brentwood, they complained of lightheadedness. about 700 people were injected that day with a johnson & johnson shot. one felt well enough to go home. with this morning's breaking news about johnson & johnson having to pause its shots, there will be even more questions. san francisco supervisor matt haney fired up about the covid vaccine rollout and how the san francisco public health department will for now only administer vaccines to county residents 50 and older or those with health problems. however, residents of other bay area counties where those 16 and older are eligible are coming to

town and rolling up their sleeves. >> it's currently available to contra costa and san mateo and alameda residents, and i'm happy for them. but if you say you live and work in san francisco, they say you're not eligible. that just makes no sense. >> the covid expanse center said when they expanded it to 16 and older, they could not set restrictions by zip code. so it appears members of the newly eligible group may have to wait until thursday to book an appointment. haney calls that response outrageous. developing now a second night of unrest in minnesota where police shot and killed an unarmed 20-year-old black man. demonstrators gathered near the brooklyn center fire department. disbursements of crowds occurred late into the evening. demonstrators tried to loot a dollar general and a boost mobile store. about 40 arrests were made.

driver. a driver of a chevy camaro was speeding when he rear-ended a toyota corrolla. the corrolla then crashed into a tree. there were five people in that car. three of them were children. the driver of the corrolla died at the scene. one of the children died later in the hospital. the three other passengers have reported serious injuries. oakland city council restoring $10 million for the police budget amid a spike in violence in the city. the police chief says crime stats tell the story. so far in 2021, there have been 41 homicides compared to that of 13 by this time in 2020. there's been 159 shootings in year compared to 79 in the same time period last year. carjackings up to 149 from 57. and there have been 340 robberies so far in 2021. in 2020, there were 226 by this time. the money is coming from

lawsuits the city won against the golden state warriors in the oakland alameda authority after the team moved to san francisco. happening today, san francisco leaders debating offering tough new protections in gun violence. they will vote on an ordinance requiring police to notify courts about gun restraining orders for three days. it also keeps anyone violating a restraining order in state or out of state pushed under state law. it will follow several local orders. now to "making it in the bay." can we house 70% of the bay area's homeless by 2024? that's what local leaders, businesses, non-profits and social service providers say they have planned for. later this morning the group is going to release a regional action plan to house the bay area's unsheltered population. no word yet on what those solutions are, but the group says the plan is more than a year in the making.

forecast. we're starting out with a few clouds here and there, but overall today we'll have some cooler temperatures reaching into the 60s and 70s. but you'll notice those winds will be picking up today, and especially near the coastline, some of our hills will see gusts at 30 to 40 miles per hour. the dry weather continues in the forecast, so no change there. we'll talk about where we will be changing in our forecast coming up a little bit later. mike, what are you seeing right now for the commute? >> you know, kari, we're seeing a few more cars. we showed you 580 earlier, and that's a smooth drive through the tri-area, but reportedly getting more detail on that. the good news is over here at the bay bridge. let me show you the travel time real quick because we have good improvement over there at the span. it goes from yellow to red, as you saw. nine minutes would be the drive time across the bridge once you pass by the toll plaza and the metering lights. we had a few delays because of that car that was moved now in

well, we're going to get some key economic data here in just a few minutes, the consumer price index. as you know, the economy is growing by leaps and bounds. americans have their stimulus checks. there is worry that inflation may start to spike. so if you're a critic of low interest rates and lots of government spending, a big increase in inflation is evidence to you we should slow down spending. but a big increase compared to what? last year in the middle of the pandemic, economists called that the base effect. if the thing you're trying to compare is artificially low, it's really not a good comparison. we'll keep that in mind as we look at the inflation rates in a couple minutes. the value of bitcoin has been pushed to new records. a lot of people booking travel for fun, though the airline industry is starting to worry

the more expensive business travel is not coming back as quickly. i talked to a friend of mine, adam goldstein, who said book your tickets now while prices are low. he spoke to me on the road from an airport. i try to see my parents in chicago close to once a month. should i be schedule all of those now, kind of filling out my calendar? it seems like prices are low. i don't know if they will be in the future. >> it's a great time to make travel plans because pretty much all the airlines made it free to cancel if you change your mind. worst case scenario, you decide not to take the trip, you decide to cancel, you get a credit for another trip. or maybe fares come down. you can cancel and rebook it at the lower fare. >> some really good advice. laura, you may recognize adam from "hook back" and there's another one called "flight

they are reportedly blocking two lanes because the vehicle reportedly rolled on its side there. travel in the bay area is still 15 minutes around treasure island. what do you have? >> it looks pretty good as we head out around the bay. we're starting out with a few clouds. it's going to be a little bit more windy, especially this afternoon. let's check out some of our high temperatures. in brentwood, we'll reach 74 degrees, which you compare that to the upper 50s we'll see in san francisco, and morgan hill will reach 68 degrees. we are going to see a wide range in temperatures, but overall very pleasant and cooler as we get this very strong ocean breeze picking up. at times those wind gusts will be coming in late morning into the afternoon at about 25, close to 35 miles an hour along the coastline, as well as some of the hills where you see the brighter colors. that's where we'll see those higher wind gusts. most of those will be in the higher elevations. that's because we have a low that's dropping in a little closer to that high pressure.

it's creating this pressure gradient across the region. once that moves on, we're back to quiet weather and temperatures will gradually warm up as temperatures reach into the lower 80s early next week and san francisco will stay in the 60s over the next several days. now let's get to our climate in crisis. the sierra snowpack usually supplies about 30% of california's water each year. in the spring that snow melts and drains into our reservoirs bringing us year-round water for crops and everyday use. but when that water doesn't add up to normal, we start talking about drought. now there's a new term, snow drought. >> snow drought means you don't have average snow, or you have snow and because of warm temperatures, they'll quickly melt and you can't control water and it eventually drains into the ocean. >> dr. aga kuchek says snow

was only freezing to 17 degrees and cooling to 52. that's a problem. we checked with the fda. it said refrigerators should be 0 degrees or colder and cooling at 40 degrees or colder. cindy sent a tech to fix the fridge, but that did not work. her mom even bought a portable ice maker to make up for the fridge's failure to freeze. fed up, cindy contacted us, and we contacted freedman. they solved the dispute by ordering a new refrigerator and fully refunding the refrigerator purchased in 2017. that is a $9,513 win for cindy and bonnie. we asked ge and freedman's for a response. ge deferred to freedman but freedman didn't get back to us. if you have something you can't solve yourself, please let us

we have major breaking news for you this hour impacting millions of people across the country and right here in california. the united states is expected to pause the johnson & johnson covid-19 vaccine due to extremely rare blood clots. and now there are some major questions about vaccine supply and booked appointments and what happens if you already received that shot. 7 million people have already been vaccinated with johnson & johnson, and all this coming just days before california is opening eligibility for those 16 and over. >> that's right. but i had a chance to review the statement that was put together by the cdc, fda and johnson & johnson. here are the details we pulled. as you guys just mentioned, they're putting a pause on the johnson & johnson vaccine due to six reported cases of what they call severe blood clotting. as far as these six cases go, they say it only involves women between the ages of 18 to 64. and as far as when this reaction happened, they said it happened anywhere between 6 to 13 days after receiving the vaccine. now, they are saying that the cases are rare since you consider that nearly 9 million johnson & johnson vaccine doses have been administered so far. when we talk about some cases, or at least some issues we've seen locally, we know in brentwood there were reports of a group of people that felt sick at a vaccination site there after getting that johnson & johnson shot. in fact, one person was actually taken to the hospital. it's unclear at this point if that was blood clot related or

related to those six reported cases. as far as the next steps, we know the cdc and the fda will hold a meeting tomorrow to review and investigate these cases further, but at this time, out of an abundance of caution -- that's what they said, an abundance of caution -- they will be putting a pause on those vaccines until further review. pete suratos, "today in the bay." developing overnight, there's been new unrest in minneapolis where police shot and killed an unarmed 20-year-old black man in a nearby suburb. daunte wright died sunday during a traffic stop. >> the chief of police now says the shooting was accidental and the officer meant to use her taser, not her gun. nbc's morgan chesky is following the story this morning in minnesota. >> laura, cierra, good morning. a very intense night here in brooklyn center. we're about 200 yards away from the police station where hundreds of protesters gathered last night, and they tried to

clear them out using rubber bullets, tear gas and smoke. it potentially left a number of businesses wide open to looters. you can see the damage here. a busted sprinkler system has now flooded this building and people were gathering what they could. the mayor talks to us about what's been a tough 24 hours. >> i want you to know i'm going to do everything in my power to make sure justice is done. this isn't going to get swept under the rug. >> reporter: she's been identified overnight as kim potter, a 26-year veteran of the force who is now on administrative leave. the bureau of criminal apprehension is now investigating this case. as it stands right now, the family is calling for everyone to mourn the life of daunte wright but do not use danger or

also called for an emergency hearing tomorrow night to address those allegations. california's covid variant may be the reason faster spreading variants are not having as much of an impact here. experts tell the l.a. times so far the state may be insulated because so many people were already exposed before the u.k. variant arrived in the united states. it may not trigger any more severe symptoms or risk of death. those findings are publshed in the "lancet" journal. antioch may join the list of sites considering hazard pay for grocery workers. they are considering an additional 3, 4, or $5 an hour during the pandemic. it would remain in effect until contra costa county reaches the yellow tier.

coming up. mike, any problems right now for the morning commute? >> you know, kari, there was the earlier issue with regard to a lane block on the bay bridge. but as we look at the map, it's still slow across the span. it's about 15 minutes once you get through the toll gates heading up the incline. of course, we know that's going to be slow about now, 5:40. a little slowing should be starting but this is more than we expect. you're about a five minutes delay in a normal commute, but richmond, concord, everything is at speed on those maps. we're just starting to see a little more traffic there. a lot of traffic at the altima getting jammed up. in the middle lane that's a problem for tracy, but keeping the tri-valley clear and we still have the incident at south 880 in warren. last we heard the right lanes are blocked but there's no slowing. back to you. 5:40 right now. developing right now in tennessee, one student has died, an officer injured following a shootout.

it happened at a high school in knoxville. the drama actually unfolded yesterday afternoon. officers quickly responded to a report of a student armed with a gun. that student then reportedly opened fire, striking an officer who is expected to be okay. the gunman died at the scene. new details offering the first real clues about what led to the high-speed crash that killed 14 migrants in a packed suv at the border. the crash happened about five weeks ago 125 miles east of san diego. the ntsb has now released a preliminary report indicating the suv driver accelerated after stopping at a stop sign straight into an oncoming big rig. the truck driver did not have a stop sign. the suv driver was among those who died. the crash still under investigation. a big scare at the san diego zoo. a viper bit an employee. here's the headline from our sister station's website.

as we talked about yesterday, i think a lot of parents stayed home for the first day of hybrid teaching in the east bay schools. we see the backupstarting right on schedule in the bay bridge. it's quarter to 6:00 light -- right now. we have a live look at our nation's capitol where fallen capitol hill police officer william "billy" evans will lie in rest today at the rotunda. officer evans was an 18-year veteran of the capitol hill police department, killed in the line of duty on april 2nd when a man hit a police barricade and then got out of the car wielding a knife.

scott mcgrew, we're starting to see some bipartisanship. >> maybe we can return to the good old days. members of both parties went on a fact-finding mission together to figure out how to slow the flow of unaccompanied children. they call themselves the problem solvers hoping to offer suggestions instead of just criticizing. president biden, meanwhile, has tapped chris magnus to be the next head of customs and border protection. magnus well thought of for his efforts to bring police and citizens together. though he was a frequent critic of donald trump, so maybe not the most bipartisan of picks. richmond's crime rate fell an enormous percent while magnus was police chief there. he is a strong supporter of sanctuary cities. president biden also pushing for his so-called infrastructure bill. it sounds as if he is willing to compromise a little on tax hikes

for corporations. the president holding a bipartisan meeting at the oval office yesterday. earlier he met virtually with chip executives, said the chip shortage is part of what he wanted to fix with better infrastructure. his critics say biden is really stretching the definition of infrastructure. >> it's not remotely targeted toward what americans think they're getting when politicians campaign on infrastructure. but instead of coming up with a better bill, democrats have decided it's the english language that has to change. they're embarking on an orwellian campaign to convince anybody that any policy whatsoever can be labeled infrastructure. >> we need to build the infrastructure of today, not repair the one of yesterday. and the plan i propose is going to create millions of jobs, rebuild america, protect our supply chains and revitalize american manufacturing. >> now, both parties has sort of a hand in this distraction that

musicvideos@scottmcgrew. the state measure would allow politicians to see the names of those seeking to oust them but not make them public. it comes too late to apply to the newsom recall effort. but some argue it would discourage signing recall petitions for fear of retaliation. josh newman was called before winning back a seat. he said it would better ensure voters were not being duped into signing. more this morning on newsom's battle to fight off the recall. unlike normal campaigns, there are no donation limits. california's democratic party has given more $612,000. lynda and stewart resnick own fiji water and they have given a lot to california. indoor religious services are coming to an end in california. this comes to many striking down restrictions still in play.

>> i thought postcards were cheaper than that. >> it's the stamp. kari, let's take a look at that forecast for today. you were saying we should enjoy it, the warmth that's coming again? >> yes, and it's going to be a little bit cooler today. here's a live look outside in san jose. we're about 40 minutes away from sunrise right now, so if you're getting ready to head out the door, our temperatures are starting out in the low 50s, and we will see a few clouds here and there to start, but by 9:00, it's clearing out and the rest of the day is bright and sunny. but it's also going to be windy. let's go through the timeline hour by hour and show you our wind speed forecast. here we are taking it early in the afternoon into the evening. we see those winds at times gusting 25 to 35 miles an hour, maybe even higher along the coastline and in san francisco as well as some of our hills where you see some of those brighter colors.

a windy day as we transition to the cooler air but it's also an ocean breeze, so it's keeping those temperatures very cool for san francisco and half moon bay. mostly in the 50s there. you'll see some 60s for much of the bay and only up to about 70 degrees in some of our warmest spots inland. we are getting a cooldown right now with this low dipping in just off to our east. it's moving closer to that high pressure and that creates that pressure gradient and that makes the wind flow very quickly. by the end of the week, it's nothing but high pressure. the dry weather continues and we'll see our temperatures trending upward going from the low 70s today to the mid-80s by next week. check out that warmth we'll see starting next week with a high of 80 degrees in the inland valleys. at the same time san francisco will go from the upper 50s, gusty winds today, to the low 60s over the next seven days and still no chance of rain. mike, how is it looking right now for the morning commute? >> well, kari, we have the

backup trending upward as well at the bay's toll plaza. yesterday was very light traffic. i told you why. spring break in the south and east bay schools get back into hybrid session for some, and i know parents want to be home for the first morning of a big change. a backup forming here. it's almost 6:00. it's 5:55. approaching the metering lights but recovering on the san francisco side. an earlier incident slowed things down on the span examine -- and it sort of stuck around. it's ought of the altima pass coming up the westbound 580. a big rig stall there. 20 minutes out of discovery bay. over there 84, clearer because of the traffic held up at altima pass. but look at hayward. we have a little slowing at
