in the games and how the host city is preparing with safety in mind, coming up for you this morning. >> so important. a live look at capitol hill this morning, senate will you makers begin debates own new legislation to fight back against the rise of anti-asian hate crimes. tracie potts joins us live from washington, d.c., with more. tracie? >> laura, good morning. this is stirring up a lot of controversy after reports of asian hate crimes going up across the country and in the bay area as well. now congress wants to do something about that, democrats backing the covid-19 hate crimes act include nancy pelosi and chuck schumer asking republicans to join the support of the legislation. senator schumer says they will vote on the senate floor. >> this common sense legislation

will give the justice department crucial tools to crack down on the wave of racist violence we have seen against the aapi community. combating hate in the asian-american community can and should be bipartisan. >> but will it be? we've been talking about the filibuster, schumer says that they will need 60 votes to make that happen, all 50 democrats plus ten republicans to make it happen. he says if republicans decide to vote against opening debate on this hate crimes act, then it would be their first filibuster of the new congress, in other words they try to go around the rules so they don't need those ten republicans to get it passed. laura? >> we'll see what happens. thank you, tracie. one contra costa city will confront its past and the history of racism and violence

towards chinese residents. it was something very similar to what was happening elsewhere in california at the very same time that story is coming up at 5:30 this morning. starting tomorrow all californians over the age of 16 will be eligible to receive the new vaccine as the state deals with the new halt from the johnson & johnson vaccine. "today in the bay's" bob redell is live at a mass vaccination site in pleasanton. how will this impact the governor's goal to reopen california by mid-june? >> reporter: probably not much impact at all. governor newsom says the halt in the johnson & johnson vaccine will not derail the state's plans to lift most of the pandemic restrictions by mid-june, given that johnson & johnson accounts for only about 4% of the state's current supply. if you already have a j&j shot scheduled you might receive a letter like this one from well greens that your shot is

rescheduled after the cdc recommended a pause in the shots after six women between the ages of 18 and 48 developed blood clots, 6 to 13 days after their vaccination. this is extremely rare given that almost 7 million americans have received a j&j shot with little to know side effects. we asked a woman in berkeley who received her j&j shot a week ago to rate her level of concern. >> on a scale of one to ten? maybe a three? >> one of my daughters was going to get it on wednesday and i said don't. sit tight, let's see what happens. people need to realize is that the moderna and the pfizer are perfectly safe. the johnson & johnson also called janssen vaccine has an extremely high safety profile as well but there is a rare complication that we're trying to understand. >> reporter: 180 million doses of moderna and pfizer have been administered and there have been no reports of blood clots with those shots.

again, only six reports with j&j which is extremely bare. in the north bay the "press democrat "reports 39 people who live in sonoma county did contract covid after they were totally vaccinated, a reminder even though pfizer and moderna are 09% effective, they aren't 100% and some people could still contract the virus after full vaccination. dr. anthony fauci said that's not surprising given that tens of millions of people have already received their shots, still your chances of contracting covid after vaccination is very low. reporting live here in pleasanton, bob redell, "today in the bay." >> bob, thank you. 5:05, another night of unrest in minnesota, following the deadly police shooting of daunte wright. a curfew just expired overnight across the city of brooklyn center, a suburb and nearby cities as well. demonstrators they could be seen throwing objects, spraying mace

at officers. wright died during a traffic stop sunday. a memorial is now growing at the intersection where wright died. yesterday the family of george floyd broke away from the derek chauvin murder trial happening just miles away to stand with the wright family. kim potter is an officer who shot wright during that traffic stop has now resigned. the police chief says that she meant to tase wright. jurors in minneapolis getting a far different perspective on the death of george floyd. this as defense begins its testimony in the derek chauvin murder trial. yesterday they called police officers, a paramedic and use of force expert to the witness stand trying to argue floyd's health, a heart condition and drugs may have triggered his death. they also say chauvin's use of force was not outside the bounds of police policy and surrounding crowds may have distracted him. it's possible the defense rests its case by the end of this

week. more details this week including game planning for a lenient verdict in the chauvin trial. san francisco police are preparing for that possibility and the chance of new violent protests. the department is planning for higher staffing levels and providing officers with new crowd management training, they will also look closely at the response in minneapolis, which may detect reaction in san francisco. no movement forward or backward when it comes to reopening the bay area following yesterday's guidelines from the state, all bay area counties they will remain in their current tier status. all bay area counties are currently in orange, with solano in more restrictive red tier. across california, three counties are in the yellow tier, 33 in the orange and 21 are in the red. merced county is the most restrictive purple tier. >> a live look in los angeles, where people will soon be able

to enjoy indoor sporting events, concerts and conferences. starting tomorrow, the county will allow the return of indoor event but at a limited capacity. state guidelines allow large arenas like the staples center 10% capacity or around 2,000 people. health leaders say if everyone is fully vaccinated or tests negative within three days of the event, capacity can reach 25%. the countdown is officially on and we are just 100 days from opening ceremony of the tokyo olympics and getting to this point has been a roller coaster. the pandemic canceled the event in 2020. >> "today in the bay's" cierra johnson spoke with one hopeful student and a member of stanford men's water polo team on what's in store for him over these next 100 days. >> reporter: yes, good morning, marcus and laura. no matter what your sport is, there's really no bigger stage in the world than the olympic games and as you can imagine, for anyone wanting to compete in the olympics, the last year has

really been a roller coaster ride, but with 100 days out, there's still some folks hoping to make the team, one of those individuals a local stanford student tyler abramson, balancing a full course load at stanford and also training to make the olympic water polo team. tyler is a senior driver on stanford's water polo time. he says last year he stepped away from his studies to focus full time on training to make the team. so as you could imagine the decision to postpone the games was devastating for him but he's back at it both studying and training, hoping to make the u.s. team for tokyo. this athlete says at this point, he's cautiously optimistic but excited to live his dream. his journey to tokyo still under way at the end of may, he will join other hopefuls in irvine and that's where the team's roster will be announced. what would it mean to make this

team? >> to me, that would be everything. i was a little kid, everyone, not everyone, i was a little kid, i grew up really with a strong determination to ultimately represent my country and from a very young age, i set this as my goal to achieve, stay up late grinding for, get up hard working hard to achieve. to see it all come true would mean everything. >> reporter: he hasn't officially made the team yet and has several stops before that. it was an honor speaking with him. he was still in his dorm room working to find wifi. you could tell he's a regular student but exceptional student because he is 100 days from potentially walking if that opening ceremony in tokyo.

jeff bay disease and blue origin will test launch a rocket designed to take astronauts into space. the shepard rocket will launch just outside of waco. the ceo of intel says the worldwide chip shortage could last well into next year. he spoke to the republican shortly after that meeting at the white house. president biden has proposed new funding to help speed along american production of chips. the head of the irs says child tax credit checks could start flowing as soon as july. these are part of the coronavirus stimulus bill. the payments will be monthly. you're going to see annual totals on your screen. 3,600 for families with children 6 to 17, 3,000 for children under 6. obviously you could have any kind of combination per child. the full payment for a single

parent up to $75,000, and some payments for families making as much as $170,000 jointly. this is based on your 2020 tax return, the one that should have been due by tomorrow the 15th but the government extended that into may. if you haven't filed, the government doesn't know how much you make or if you have kid. no check for until you do. these checks are 300 bucks a month to millions of american families. the balance marcus and laura will be applied as a tax credit on your 2020 taxes. get your 2020 taxes in so the government can send you money. >> multiple kids that's relief for sure. thanks, scott. new this morning, you looking for love in the pandemic? facebook may have you covered. the tech giant is testing a new free video speed dating app

our temperatures for 1:00 to 3:00 will reach into the upper 60s. so we do have some beautiful weather once again. let's head to the south bay, gilroy will reach 68 degrees and also see some upper 60s and low 70s for much of the south bay, 66 in oakland, upper 50s along the coastline. cool there but palo alto makes it up to 69 today. 61 in downtown san francisco and north bay temperatures reach up to 70 in clearlake. more dry weather in the forecast headed into the next several days and our winds will start to calm down but as high pressure gets closer, temperatures are going to ramp up and we're getting ready to go from nice, cool spring to summer all within a few days. take a look at the temperatures. we're going from the low 70s today and tomorrow, to the upper 70s as we -- or upper 80s i should say going into sunday. that's when our temperatures will peak before it cools back

. new video of a meteor sheeting through the night sky, lighting things up for people in florida. happened about 10:00 p.m. on monday. people from west palm beach to south miami say they saw it. it was pretty bright. but there's now disappointment whether it was the same asteroid experts had forecast would make a close brush with the earth's surface monday night. >> wow. staying active may help keep you safe from those severe covid symptoms. so a new study from kaiser permanente published in the british journal of sports medicine reveals consistently active people are less likely to develop more severe symptoms.

the age to anyone over 16, taking the j&j vaccine out of rotation how will it impact our supply in look at your screen. we have a graph to demonstrate the current supply. the first slide shows the number of doses distributed this week. the white baril straits the number of pfizer, moderna and johnson & johnson shots combined. all together the state has 2 million doses. without that johnson & johnson vaccine, the state now has 1.9 million doses. johnson & johnson made up a small percentage and much of the same for next week, if you include the johnson & johnson vaccine for the state, they're anticipating to give out 1.9 million shots next week, without johnson & johnson, the state has about 1.8 million shots. as you can see, johnson & johnson next week also making up a very small portion of those vaccines. if you recall, the state was

already expecting a lower supply because of the manufacturing issues out of that baltimore plant, and this morning, we're hearing from the nation's top doctor, dr. anthony fauci looking at the situation surrounding the six women between the ages of 18 and 48 that developed blood clots after receiving the johnson & johnson vaccine. dr. fauci supporting that pause on the vaccine and offering this bit of advice for those that have received it. >> i believe this is going to take days to weeks as opposed to weeks to months. so i think we're going to be hearing about a decision pretty quickly. i don't think this is something that's going to drag out. >> reporter: and dr. fauci wanted to reiterate that this was a pause. it wasn't a complete halt to the use of johnson & johnson moving forward, so as the cdc and the fda continue to investigate the situation, we'll continue to receive updates from dr. anthony

fauci, you could hear more coming up next as he sits down with the "today" show. live in marin, cierra johnson for "today in the bay." >> thank you. more details for you on the expanded eligibility starting tomorrow, when everyone over the age of 16 statewide can receive a vaccine and it means appointments are tightening up. governor newsom spoke about that issue yesterday. >> j&j represents about 4% of our weekly allocation in this state. it will not materially impact our ability to fulfill our expectations. >> several bay area counties already scheduling those appointments. take a look at this map. if you live in santa clara, alameda, contra costa, solano or san francisco counties, and you're over the age of 16, you can already make those appointments if you could find one. in san francisco, the same eligibility now applies. yesterday that policy changed from people who live in only the hardest hit zip codes. windsor town council members

hold an emergency meeting today in the wake of recent allegations against mayor dominic to pollie. this follows the decision yesterday by sonoma county supervisors to rescind him from the golden gate district. they are investigating accusations of sexual assault made by half a dozen women. foppoli denied all claims and is refusing calls to resign. here is video of him recently online in windsor town event. the "press democrat" providing new allegations first reported last week by "the chronicle." at least twice people in windsor emailed warnings about his past behavior including one sent last year. the complaints did wind up in the hands of police but police declined to open an investigation. a follow-up on the homeless man accused in the attack of an asian woman last month in san francisco. a preliminary hearing is scheduled for steven jenkins accused of attacking an elderly woman who bravely tried to

defend herself before a nearby security guard intervened. last week san francisco's deputy public defender released new video, shows jenkins being targeted in separate unprovoked asult, prior to the incident on market street. he does not believe hate crime charges should be filed. antioch leaders have a new plan to address historic wrongs against the chinese-american community. later this morning, the mayor will issue an apology from the city to chinese immigrants for how the city discriminated against them for nearly 100 years. she will also introduce new plans to highlight the presence that includes funding for a permanent exhibit at the antioch museum, designating a chinatown historic district, and creating a downtown community mural project. taking a live look in san francisco this wednesday morning, late night may soon be back on the menu. so later today, health leaders plan to consider repealing the

current 11:00 p.m. curfew and the move would be welcome news for diners who say they have gotten way too used to making it an early night, ever since the pandemic took hold. if approved, it would lift the curfew on indoor dining starting tomorrow. bars that don't serve food are still only allowed to open outdoors. guess what? today marks 100 days until the start of the tokyo summer olympics. one year late, due to the pandemic, of course, and with the stage set for athletes from around the world, there will also likely be a summer games with no shortage of setbacks. >> nbc's liz mclaughlin is in charlotte, north carolina, where olympic trials are now under way. good morning, liz. >> reporter: good morning, marcus and laura. i'm at the u.s. national whitewater center, where the canoe kayak slalom trials are happening. it's the final day of this three-day event here. we are three months in change from the opening ceremony, and it's clear the road to tokyo has been a rocky one.

for past and aspiring olympians it's been an extra year of anticipation for tokyo. >> the olympics are happening. you know, it gives me goosebumps, just saying it. >> reporter: now 100 days out from the games, athletes are antsy to compete. >> all of our training has geared us for this moment, so i'm just super excited for the journey. >> reporter: gymnasts, track athletes and swimmers are preparing now for olympic trials in june. >> that's kind of the next big marker for us swimmers, and what we're preparing for, so it feels like it's coming up soon. >> reporter: with many already made the cut, more than 115 athletes have qualified for tokyo, with rowing and canoe kayak slalom trials currently under way. >> it's been really, really cool to get people of the united states in three olympic games and hoping to make it a fourth games. >> reporter: more than 11,000 athletes from around the globe are expected to compete in tokyo, but only fans from japan will be allowed to attend due to the pandemic.

>> i have no hesitation in saying the games will take place, and they'll be the safest games possible. >> reporter: as the olympic torch winds its way through the host country, the path forward looks a little brighter, after a year of uncertainty. athletes here are paddling their way to tokyo. i was able to borrow some gear to show you guys. this is called a skirt, although i think it probably should be called a dress. the athlete wears it and this actually goes over the lip of the boat so as they're navigating the whitewater, no water gets inside the boat. they let me play with this stuff but stopped short of letting me get in the whitewater here although i'd love to try that. the athletes are trying to get their beth time and coveted spot on team usa. live in charlotte, north

where we're starting this morning, and it's of course another cool morning with our temperatures in the 40s and low 50s. let's head over to the east bay and enjoy more time at the park by late morning, 11:00 we're at 62 degrees, and we'll see those temperatures heading into the low 70s today. all right, we're going to have some nice weather going into the weekend as well, but we'll talk about a warmup. mike, how is it looking right now for the commute? >> you got your medal, i got a participant ribbon, but you know, that's how i do things. let's look out here, if you're participating in the commute, we'll show you those roadways, mostly green sensors. not a real concern, kari, overnight breezes and kari's known about that. over here, i have on the east shore freeway in contra costa county a crash reported, getting off of the east shore freeway, headed past bay view toward the richmond bridge. it's been there for a bit. no slowing. the arrow shows you a little slowing up the incline and that's about it for contra costa county and the approach toward the bay bridge. no major concerns. we have the crash on 205 holding

a lot of folks up in tracy, slowing i circled in san jose. you see it live here a crash around our camera but i don't see it in the roadway. north 101 tully to mckee for slowing. thanks, mike. new for you this morning, free muni rides may become a short but sweet reality for people in san francisco. "the chronicle" reports two supervisors are proposing making muni fares free all summer. this would give the mta nearly $10 million in one-time funds to cover the cost of the free fares for three months. supervisors say this would really help boost ridership and help people save money during the pandemic. if approved, the program would start in july and run through september. 5:42, a huge break in a cold case that gained national attention. next on "today in the bay," new arrests, 25 years after the disappearance of a college student along the central coast and why authorities are convinced they've cracked this

good wednesday morning. in the east bay, let's head over to pittsburg. temperatures start out at 44 degrees, a mostly clear start and a slow warmup over the next couple of hours, overall we're in for another nice day so don't forget the sunglasses. we'll look at our weekend forecast. you may need to break out the shorts, coming up in a few minutes. still tracking two crashes, one in san jose and one that might affect the drive coming into or through contra costa county. right now a live look shows you also this typical slowing across the bay bridge, the span moves a little slower, and more congested. the toll plaza doing okay right now.

check on that coming up. a small sense of relief this morning for the family of central coast woman who disappeared 25 years ago. authorities arrested two men in the death of kristin smart. her body has been found. the main respect paul flores was arrested and they arrested his 80-year-old father as an accessory. flores is long believed to be the last person to she smart alive. they are not talking specifically what new evidence there is but some of it was found recently. >> forensic physical evidence was located and yes, we believe it's linked to kristin and yes, we did find physical evidence at at least two homes. >> kristin smart's family released a statement saying in part "it is impossible to put into words what this day means for our family. we pray it is the first step to

bringing our daughter home." new development this morning in january's capitol hill riots. a scathing new report by an internal watch dog group cites multiple missteps made by capitol police that left officers unprepared, it includes ineffective riot shields, expired, unusable weapons, inadequate training and failing to take steps to improve intelligence. the revelations come ahead of a congressional hearing slated for tomorrow to address what happened. brand new this morning, more corporationing putting their foot down over voting restrictions. >> amazon, google, warren buffett among them. >> yes, buffett's company, berkshire hathaway, see's candy, geico, dairy queen, many others so the ceos of those companies, google, amazon, netflix, hundreds of others say they stand opposed to states changing their voting laws. they're all red states and many saw big upticks in democrats

voting, in georgia's case, democrats winning. the governor of georgia said he signed georgia's new law to tamp down on voter fraud, but there was little to no voter fraud in georgia during the last election, and we know that because the governor of georgia told us so. you may remember major league baseball moved its all-star game out of georgia in protest. now three senators, none from georgia, say they want to remove baseball special status protecting it from anti-trust rulings as a punishment. lots going on in the senate. the heads of various intelligence agencies will brief senators on the threats to america. the senate may vote on the covid-19 hate crimes bill that deals with people who attack fellow americans because the attackers think they're victims or responsible for the spread of covid. it's billed as protection for asian-american though the word "asian" does not appear anywhere in the bill.

it read "violence against someone of a particular race" athank includes other possibilities like age or gender, "and the actual already perceived relationship to the spread of covid-19." so the attack must be connected to covid to count under the bill as it's written. the bill carries no extra punishments but directs the department of justice to expedite the cases. it also sets up a better system for reporting the crimes. president biden will be at arlington cemetery today, he's expected to announce u.s. troops will leave afghanistan for good no later than september 11th of this year. that would be 20 years of american occupation, the longest war america has ever fought. politicians from both sides objected saying it's too soon to leave, but in fact, biden will keep troops there longer than former president trump had planned. the trump white house made a deal with the taliban to remove u.s. troops no later than 16 days from now, may 1st.

around 60 degrees, all throughout the game with a lot of sunshine. if you're in the south bay, head off for a hike today around 11:00, we're at 59 degrees, and making it into the upper 60s for today, we will see that warmup happening pretty fast by late morning into the afternoon and a light wind as our temperatures around the bay area reach up to 70 degrees in livermore. we'll see a high of 70 as well in napa. san francisco reaching 61, and palo alto reaching 69 degrees. some beautiful weather again today, and those gusty winds starting to calm down as that low moves away from us. we're still stuck with this high pressure, i say stuck because it's been here for quite a while, and keeping us from getting any rain. it may move out of the way just enough by the middle of next week to possibly give us a chance of rain, but before we get there, we have some hot temperatures to deal with. so our highs will reach into the low 70s for today and tomorrow, and our inland spots like antioch and concord, and then for the weekend, we'll reach

into the upper 80s in some of those same spots. you may be looking at the pool like maybe i should clean it, and get it ready for the summer, but we won't have those temperatures lasting long as we head into tuesday, our temperatures will be coming back down with more clouds moving in. mike, how is it looking right now for the morning commute? >> kari, it's looking a lot different at the bay bridge. when i told you we'd look at the it. . it was pretty much empty, less than ten minutes later, things have filled in, in all these lanes. look at the live view where we have this stackup past the 808 overcrossing and slowing off the overcrossing. the map will show you the problem is sourced at the treasure island tunnel there, it turns out there's a fender bender, at the on-ramp from treasure island but it may be affecting your right lane as you pass through the tunnel. there's a big backup onto and across toward treasure island, cleared toward the decline in san francisco. another issue here this will affect folks in contra costa county coming down from vasco

road and merging with 580, the crash at 205 that i circled that has finally cleared at mountain house, a lot more traffic coming in through the altamont pass, a little slowing down through vasco as well so we're over 20 minutes from marsh creek down to 580, that is a slower drive, so watch out, folks from brentwood, discovery bay, byron you have to take more time. a little bit of slowing where the circle is hayward 880 southbound, not a surprise for that part of the east bay that's been the pattern the last few weeks, circling san jose that was not a crash on 101, it was a smaller incident off of the freeway, so 101 has your typical slowing where i circled. back to you. happening now a desperate search under way in the gulf after a commercial boat with 19 people on boat capsized. it happened yesterday afternoon off the coast of louisiana. rescuers have pulled six people from the water so far but as of early this morning, 13 others still missing. still not clear what caused that boat to capsize. there's a lot more ahead on
