may be the first to face a new water restriction. a live report what that could mean for you and your family as "today in the bay" continues right now. >> a very good tuesday morning to you. thanks for joining us. i'm laura garcia. >> and i'm marcus washington whereby. >> jurors about to enter their first full day of deliberations in the derek chauvin murder trial. a live look at minneapolis. the jury is sequestered and will remain so until the verdict is reached. the defense claims george floyd died of an enlarged health and other issues. prosecutors argue chauvin squeezed the life out of floyd in a way even a child would know was wrong. businesses across the nation not just in minneapolis are bracing for the possibility of new unrest when the verdict is reached, including in the bay area where stores are being boarded inment of the neighborhoods. bob redell is live in alameda

county. what are the business owners saying there? >> reporter: good morning to you, marcus. one restaurant owner in oakland tells us they support the protests against police brutality but don't break our windows or destroy our property. that's what happened this past friday night. about 300 people who were angry about men of color being shot and killed by police, they protested in oakland and some shattered windows, destroyed cars at a dealership and threw rocks and bottles at police. last night, many business owners boarded up their windows in oakland as a jury in minneapolis began deliberating whether or not former police officer derek chauvin is guilty of murdering george floyd. oakland mayor libby schaaf is calling for calm once this verdict is announced. >> we are running various scenario to prepare for the announcement of the derek chauvin verdict. we're very hopeful that justice will be done. >> we had our windows broken out

friday night. we are a black-owned business. we are fully supportive of the protests themselves and the message but it hurts to have physical damage done. >> reporter: businesses in san francisco are boarding up, too, while the police department there has canceled days off for its officers. reporting live here in alameda county, bob redell, "today in the bay." >> thank you, bob. stay with us for continuing coverage of the derek chauvin murder trial, when the jury reaches that verdict, nbc news will break in with a special report. you can also head to nbcbayarea.com to find complete coverage of the trial. developing right now, alameda county authorities are investigating the death of a man in police custody. so this happened yesterday morning on oak street, when police officers responded to a call about someone under the influence accused of stealing. officers say that there was a struggle and that the man suffered some type of medical emergency while they were trying to detain him. the sheriff's office and the

district attorney are now both investigating. a surreal scene, this is a strip mall, as a car blows up, leaving a mangled mess. look at what's left. this happened yesterday in santa rosa. witnesses say that it sent debris more than 100 feet in all directions, nearly hitting some people nearby. the car's owner suffered burns. investigators now say that he had just purchased some canisters in the process of hash oil. the canisters exploded. police say the officers also found meth in the car. when the man was released from the hospital, they ated him. today's the day state health leaders update county covid tier levels. marin may be the first in the bay area to slide into the least restrictive, the yellow tier. every county but solano is currently in the orange tier. yellow means gyms can increase to 50% capacity. bars can begin allowing people

back indoors in limited numbers. in order to hit the yellow tier, counties need to have fewer than two new cases per 100,000 people and a positivity rate below 2%. business owners in marin are certainly crossing their fingers. >> it's important for so many reasons, not only just being able to invite more people back inside, but it's also important because sending that sense of positivity and giving people more confidence that we're doing better. >> some health experts warn as more people are allowed to gather, counties will have a harder time holding the line and keeping those positivity rates down. two other counties are close to reaching the yellow tier that shows the number of cases per 100,000 people for san francisco. right now, it's right at 2. san mateo county also close, it's got 2.1 cases per 100,000 people. positivity rates for both counties are less than 1% but neither expects to move into the yellow tier this week. a live look in san

francisco, and that's where new help is coming for certain hard-hit businesses. starting tomorrow, applications for $3 million in grants from the music and entertainment venue recovery fund. businesses can receive up to $10,000, they have until may 5th to apply. to qualify, venues had to have city entertainment permits prior to the start of the pandemic. and for home buyers trying to make it in the bay, new data on one bay area real estate market that's among the hottest in the nation, retail.com puts vallejo and fairfield region as the third hottest anywhere last month. the median listing there right now, $550,000. homes on average were only on the market 11 days before being sold and that phenomenon is playing out most everywhere these days with housing supplies so low. two markets in new hampshire were ranked first and second. turning now to our climate

in crisis, as kari keeps telling us, drought conditions are becoming more and more of a reality again. today a vote in the north bay could lead to new mandatory water restrictions. "today in the bay's" pete suratos is live in corte madera with some of the details about this. it's so concerning for our state, pete. >> reporter: yes, very concerning, laura. you have water district officials in marin county going to take a vote later today on these recommendations and it could impact nearly 200,000 customers in marin county. so you have the marin municipal water district voting to adopt a resolution tonight that would declare an emergency water shortage due to those ongoing job conditions and also calling for mandatory water restrictions that would impact central and southern marin county. when we talk about restrictions, they would include limiting outdoor watering to once a week, washing your car, limiting restrictions on washing your car as well as refilling pools.

fines for offenders could be up to $250, that's of course following warnings and subsequent violations. we could see similar efforts in san francisco and the south bay. the south bay is asking residents to already take part in voluntary conservation, but if this ordinance is passed in marin county, those restrictions could go into effect as early as may 1st. reporting live, pete suratos for "today in the bay." >> 5:08 this morning. we want to take a live look at the golden gate bridge, still dark and early for us. we see a few cars on the road. you know what? i want to know what the weather is like outside. meteorologist kari hall has been tracking that for us this morning. kari, how are we looking this morning? >> hey, it's still dry and that's the reason why we're talking about those water restrictions. i wanted to show you some of our reservoir levels in the north bay. we're only at half of the capacity, and we're doing a lot worse in the south bay, only at about 36.2% of the capacity and so we're heading into those very

dry months but the good thing is that we've been so dry lately but there's a little bit of hope in the forecast with a couple of storm systems that will be moving through by the end of the weekend. this won't make up for all of the rain we're missing but it's better than nothing. we'll talk about this and some temperatures that remain comfortable coming up. mike, right now you have some breaking news? >> i have a traffic alert, the breaking news on the peninsula, kari. overall, green sensors dominate our maps and in fact, there's some red stretch that cleared but south coming down past sfo and approaching broadway, just past broadway, clarified, we have your three right lanes blocked, your two left lanes are open, although no slowing shows up on this map, there is a short section about a quarter-mile that looks slow on one of the sensor reads that i get, that's about it. we're going to track that. it doesn't seem to be a problem sf through san mateo. the stretch of the windy part of

the forecast for you. i don't know, something maybe the top-down in some places, kari? >> absolutely. it's going to be nice. let's go around the bay. i wanted to show you a live look in dublin as we see a lot of people, probably not top down yet but later today, let's check out the high temperatures. we'll reach up to 66 degrees in dublin. san mateo will reach 61 degrees, and it's going to be in the mid-70s today in santa rosa. yes, sunshine, but also windy. let's talk about how windy. we're going to start to see those winds picking up today. notice we have a very strong breeze coming off of the ocean, with that westerly wind. here we are at noon, and take a look at these wind speeds in miles per hour. we could see livermore with 29-mile-per-hour winds. san francisco very gusty, but getting even higher as we go into later today. check that out, 52-mile-per-hour winds. it is really going to be rushing out there, and you'll want to make sure that maybe not the

flowy dress today, and don't even worry about the hair. we're going to see those high winds starting to calm down later tonight, as we go through the next couple of days, we'll be watching not one but two storm systems out there in the pacific, moving closer. the first one getting here on sunday, and the next one might be right behind that, between tuesday and wednesday of next week, and some of the models are showing that we can see some pretty decent rainfall totals. i know this is early but we're running them far out and sometimes they don't tend to be so accurate but it does give us an idea of how much moisture could be in some of those storms, how much rain we could receive and close to an inch possible for parts of the north bay, as far as the sierra snow. we could see some spots by the end of the weekend into early next week getting a foot of snow. that would be amazing especially after all of this dry weather, and the temperatures that have been kind of going up and down, we're still going to have a warm week. cooling down this weekend, take

a look at how much cooler, highs in the low 60s, we'll be get willing out the umbrellas, the sweaters, all of the winter gear we haven't needed for quite a while. mike, you've been watching breaking news. how is it looking right now? >> i have. the conditions are great as you mentioned but we have an issue, i'm still tracking this breaking news on the peninsula, let's take you right there, we don't see slowing on the sensors. i've been tracking a number of sources, maybe mild slowing just south of broadway but three lanes still reported blocked, three of five lanes just south of sfo. no major injuries but there are a number of vehicles involved as well. we track that but again no delays on the peninsula but stay on 280 if you want headed south through san mateo and out of the burlingame area just to keep clear of the activity. as we zoom out, no major problems, again, that squiggly part of 84 has reopened, after overnight roadwork until tomorrow night, midnight to 5:00 they have the closure through the end of the week.

"today in the bay" continues right now. working from home right now. good tuesday morning to you. thanks so much for joining us. i'm laura garcia. >> and i'm marcus washington. jurors in the derek chauvin trial the murder trial preparing this morning to enter their first full day of deliberations. >> we have a live look at minneapolis, why 12 men and women are now tasked with determining the guilt or innocence of the former officer charged in the death of george floyd. >> from minneapolis to the bay area, there's already a response ahead of the verdict. bay area businesses boarding up, the unrest hitting minneapolis again last night, this is also tied to a recent policing

shooting there of an unarmed man. nbc news's gabe gutierrez has more from minnesota. >> reporter: laura and marcus, good morning. the governor of minnesota declared a state of emergency and asked other states to send? extra law enforcement personnel to keep the peace. following the verdict, several hundred peaceful demonstrators outside the courthouse yesterday evening. the jury deliberated for about four hours yesterday. they're set to resume deliberations today. a dramatic day in court. the prosecution's closing arguments lasting almost two hours and they reminded jurors that derek chauvin knelt on george floyd's neck for nine and a half minutes, playing several video clips. the defense coming back making its case that floyd died due to multiple factors including his drug use and underlying medical conditions. for the floyd family, it has been a gut-wrenching few weeks and they spoke with my colleague craig melvin right after closing arguments.

>> when the verdict comes down, what happens? what becomes of the floyd name? >> when the verdict comes down, that will determine it. honestly, but we won't stop fighting. it's bigger than george floyd at the end of the day. >> absolutely. >> we still have to be black men and black women hoping to not get killed being unarmed, simply being black. >> reporter: jury deliberations set to begin later this morning. no telling how long they'll go, but not just minneapolis but many cities across the country watching this very closely. back to you in the bay area. >> we are preparing here in the bay. more details now even before a verdict, there is actually already talk of an appeal. comments by congresswoman maxine waters could provide grounds for an appeal for chauvin's defense team. over the weekend, the southern california congresswoman urged protesters in minnesota to get more confrontational if chauvin was not convicted.

chauvin's lawyer asked the judge to declare a mistrial over waters' statements arguing she prejudiced the jury. the judge denied that request but did say waters' comments could be grounds for the defense to appeal a guilty verdict. congressman kevin mccarthy tweeted that he would introduce a resolution in the house to censure waters for her comments. stay with us for continuing coverage on the derek chauvin murder trial. when the jury reaches a verdict nbc news will break in with a special report. you can also head to nbcbayarea.com to find complete coverage of the trial. to the bay area's race to vaccinate, even with more appointments available, most counties are still struggling to keep up with demand. teams at the mass vaccination site at levi's stadium injected another 5,000 doses yesterday. santa clara county expects that number to double next week. health leaders say every appointment is still being filled but available time slots are becoming easier to book. >> call into our call center to

receive an appointment, in the very near future. several thousand of those appointments are available as soon as wednesday of this week. >> health leaders say herd immunity is slowly getting closer, a little more than 30% in the bay area, now fully vaccinated, that number still has to at least double. so the party's over before even getting started in san francisco for the second straight year the city is canceling the annual 4/20 celebration today, this is file video from previous years, people flock to golden gate park to celebrate the unofficial holiday for all things marijuana related. hippie hill is cordoned off. citations could be issued for those who don't supply. governor newsom appears in a federal appeals court to argue claims he abused his use of emergency powers during the covid crisis. two gop assemblymembers last

fall challenged the governor's decision to issue executive orders to change state laws. the state superior court judge agreed that newsom acted unconstitutionally onnish ey on meant to be decided by state legislators. the governor's office filed an appeal. one study points out how hard it is getting these days. the number of people living in their cars in marin county has nearly doubled. according to the marin ij in 2020, 486 people were found living in vehicles, that's a 91% increase compared to the year before. the paper cites data collected by county teams and police. since last year, marin county has also seen a 45% increase for those in need of supportive housing. more and more californians get vaccinated and infection rates allow a move forward to few restrictions. businesses are starting to look towards the new normal. what will it be like? a lot more workers are saying that they want to stay home. all right.

"today in the bay's" kris sanchez is not at home. she's live for us this morning in san jose with a look at the new survey. kris? >> i really, really wanted to stay ohm during the winter months for sure. we'll start by saying that work from home was not for everybody, certainly, but for some folks it seemed to really, really work. let's take a look at some new survey numbers out this morning. 53% of workers surveyed say that they prefer to spend some or all of their time working from home in the future while 18% of workers say they'd return in person all the time, that would be their choice. two-thirds of students 18 and older who took classes onsign said they'd continue to do distance learning given the opportunity. this was a survey of 1,of 00 people conducted by usc and the california emerging technology fund. so there is a bit of a bias there. they like to tell the community. according to a bay area council survey, almost 40% of workers

currently working from home they expect they in person full time. 16% say they expect to be working from home full time. many workers say there were more productive, they were productive without a long commute and fewer commuters impact the environment in a positive way and the survey authors saying it increases access to health, education and other essential services. however as we learned early on in the pandemic, digital divide is very real and broadband accessibility is not the same in all communities and for folks in ale different income levels. but i'd love to know where you fall in this debate, whether you would like to continue working from home, whether you look forward to heading back to the office. i'll. you the that question up on facebook, twitter and instagram so we can continue the conversation there. in san jose, kris sanchez, "today in the bay." >> thanks so much, kris. guess what? not hard to see, out of all of us, i'm the only one still coming into work. everyone else working from home but i actually like coming in to

the station but i want to hear from you guys. kari, talk to us about how has it been for you working from home? >> yes, this was a picture i posted on twitter of me working from home. i've been a lot more productive since we've launched our show for your roku apple tv news now, and launching the black employee network for the station as well as doing all of these interviews for climate in crisis, i'm able to spend time with my special needs kids and i don't think the house has been cleaner, what do you think, laura? >> you know, that is so true. you can organize a lot more. i've had this work from home setup. it took a lot to get it all together, but i feel like it made me rise to a whole other level even in anchoring, because my own production team, lighting team, everything, but i also feel a lot healthier. i think i have a better work/life balance. my commute is just downstairs, so i really appreciate that. what about you,

co-workers, and of course there's some people who can't work from home, like my husband, and so we're getting you ready for heading out the door this morning in antioch. our temperatures starting out with some mid-50s. we appreciate you being out there as well as we are going to enjoy more sunshine and some nice weather today. we'll talk about some rain in the forecast. mike, how is it looking for the commute? >> kari, we still have this breaking news. i'm looking for an update, because let's look at this map of the peninsula site. we've marked it just south of sfo where we have this crash, blocking three of five lanes. it's been there for a while, just a little bit of slowing shows up on the sensors. two or three squad cars are reported there by chp. no major injuries. there is a crash there and looking toward where normally we see the early slowing antioch, none there. we have the incline for the bay bridge you can catch that under the 80 but no major concerns as we zoom out over way on the right, altamont pass and 84, cutting down from 580 to 680,

condolences pouring in from political leaders across the country, after the death of former vice president walter mondale. mondale served as vice president under jimmy carter. he also made a presidential run in 1984, where he made history by asking a woman, geraldine ferraro to be his running mate. mondale lost to ronald reagan. a former senator, ambassador and minnesota attorney general. walter mondale was 93 years old. historians say joe biden and kamala harris owe a debt of gratitude to mondale for changing the vice presidency. >> scott mcgrew, president biden and now harris got an important role as vice president. >> yes, biden very involved of course in the obama presidency, and we see harris, very involved

now. so yes, historians say that mondale really established that. before mondale, vice presidents were just figureheads generally speaking, ready replacements and nothing else. mondale created the modern vice presidency. i do like this clip, because look at the first lady and mrs. mondale. they're not going to be interrupted just because the president of the united states is speaking. vice president john nance gardner, who nobody's ever heard of, is more famous for what he said about the vice presidency than being the vice president. what he said is not something i can say on television, but it wasn't nice describing the power of the vice presidency. president eisenhower was asked what vice president richard nixon had accomplished as vice president, and eisenhower said he couldn't think of anything. mondale said one of his biggest failures was trying to talk his boss out of what became known as the malaise speech where carter went on tv and kind of blamed

that's great news for highway 101. we didn't ever really see any slowing, no major injuries but three lanes were blocked until about ten minutes ago. everything's clear, even the sensors just south of sfo, a smooth drive both directions for both major freeways, 101 and 280 on the peninsula. 101 in the south bay shows slowing, so does 87, just over the last few minutes so a look out there, shows a little slower drive and look at the speeds for contra costa county and alameda county, showing vasco and 580 showing more slowing as the commute builds out of the brentwood discovery bay area and also out of the altamont pass and the quick look real quickly at the bay bridge toll plaza, as we have no real backup on the overpass, but kari, look at that, just at the bottom of the screen, folks are starting to slow down a bit as the sun rises in the distance. looks like a nice day, though. >> yes. we're about 30 minutes away from sunrise right now. some people will be lacing up the sneakers, getting ready to head out. san jose in the neighborhood of evergreen, our temperatures this morning in the upper 40s, so a

nice cool start, a few clouds passing by, but a lot of sunshine as we go through today as our temperatures warm up. let's get a look at all of our microclimates. it's going to be cooler today compared to yesterday, with a high of 73 in napa. 67 in oakland. it's going to also be very windy today, especially later this afternoon, into the evening. temperatures in the upper 60s. we're not only watching one but two possibilities of rain in the forecast. the first one moving in on sunday. we've seen a change in the jet stream and that may allow for that rain to finally move into the bay area and in the near term, we've got some more beautiful spring weather, temperatures reaching into the upper 70s. pans out, if not the rain, we will definitely see some much cooler temperatures and some clouds. those highs in the low 60s inland and upper 50s for san francisco. now let's talk about our climate in crisis, leading up through earth day, we along with the "today" show are going to be

say officers also found meth in the car. when that man was released from. grieving family members are speaking out about an oakland father who died trying to save his baby daughter over the weekend. this happened during a fire now believed to be arson at their east oakland home. the family is from yemen and relatives say he ran back into the burning home to try to rescue his 1-year-old daughter. firefighters found their bodies together with the toddler in her father's arms. >> very hard worker, minding his business. doesn't bother nobody. ask the community, ask the neighbors. >> so sad. police are treating this death as a homicide. investigators say that this the arson may be tied to a deadly shooting at a nearby liquor store where the father worked as a cashier. a covid patient back home this morning, after 124 days in a bay area hospital.
