"today in the bay" starts right now. >> all right, we made it to friday morning, and boy, is it coming in with some shaking this morning. i'm laura garcia. there's a report of a 4.0 earthquake just about 45 miles northwest of cloverdale this morning. what a way to wake up, cierra. >> and i'm cierra johnson in for marcus washington. we'll go to meteorologist kari hall with the breakdown of exactly what's happening. >> yes, we are going to continue to monitor that. we look at what's going on across the rest of the bay area waking up to a hopefully quiet morning as we see our temperatures starting out in the low 50s. a few clo will continue to clear out as we go into today. we've had these cloudy mornings but sunny afternoons, and our temperatures today will be cooler, as a result of a stronger ocean breeze picking

up, and temperatures today heading into the upper 60s. we'll talk about weekend rain chances. mike, what is the breaking traffic alert you have?e have a trying to lefolks, we'll give you the typical bay bridge map and zoom in toward the peninsula side and getting out of the city is a big problem right now because of police activity, which is blocking all but just your far left lane getting out of the city. your right lanes are blocked by police activity just on the span so that is going to back up traffic. very light right now. so people are able to get by in that one lane but this could prove to be a problem. it's already been there for almost two hours, hour and a half now and so right now, your ultimates north you take the richmond bridge and south take the san mateo bridge to hayward. we'll monitor the activities, b.a.r.t. will start ramping back to you. >> thank you. a violent c triggering outrage by some this

"today in the bay's" cheryl hurd is in vacaville with the details. >> i told people, i'm pro police but i'm not pro abuse. there's a very fine line when it comes to that. >> reporter: that's why adam is so upset about the encounter his 17-year-old son preston had with vacaville police. >> he was just standing there with his scooter when the police showed up. >> reporter: you can see him following police instruction when told to sit down. when the officer tried to cuff him, he tried to run away. >> for a child with autism who doesn't like to be touched, the officer felt the need to grab him and throw him to the ground and then after he had him on the ground he climbed on top, and he pu the face. >> police say there was a reason for the officer to stop the teen. >> vacaville, pd, officers

responded to a report of stabbing, reported to be a knife or a pipe. >> reporter: according to police and preston's father, the teenager got into a scuffle with a that teenager apparently called authorities. >> we understand the video on social media is very difficult to watch. when responding to a 911 call regarding a potential stabbing or assault with a deadly weapon, officers were unaware this male suspect was a special needs individual. >> reporter: preston's father says things need to change. >> not all cops are bad, but there are bad appleless in every bunch, and the behavior that i saw in that video is disturbing. it's sickening, and it should never have happened. >> reporter: the officer involved in the encounter is still on the job as the investigation continues. cheryl hurd, "today in the bay."

now to a follow-up, we're learning that the danville police officer charged in a deadly shooting has turned himself in. andrew hall is charged with voluntary manslaughter, prosecutors say he shot latimer arboleta when arboleta tried to drive through two police vehicles. the family of the victim says he struggled with mental health. hall is also under investigation for another deadly shooting that just happened last month. developing this morning, oakland police asking for help solving a shooting that left an innocent young man dead from a stray bullet. demetrius fleming died april 10th in east oakland. he would have been celebrating his 19th birthday this week. police say he was in a car with friends near 68th and international when a shooting happened nearby. he was the only one struck by gunfire. a $15,000 reward is being offered to find the gunman. in the meantime, the white house climate summit continues

today. president biden virtually hosting 40 world leaders for a livestream event to talk about ways to combat climate change. the event comes as he pledges to tighten greenhouse gas emissions by 50% by 2030. a handful of the world leaders are echoing similar commitments. remember the battle california was having over fuel emissions with the trump administration? well, that's all now in the rear view mirror. at one point trump's agencies blocked the authority of states to create their own emission standards. california responded by leading a lawsuit. yesterday the department of transportation announced that rule has now been dropped along with the legal battle. well, let there be fans. dub nation, this is for you. tonight the first night fans will be allowed at a warriors game in more than a year. about 35% of the arena will be filled. fans must be vaccinated or show proof of a negative covid test to get in. we checked stubhub and there are

"today in the bay's" pete suratos is reporting from the chase center all morning long and we'll check in with him for a live report. >> exciting stuff there. a successful launch for spacex and its falcon 9two, one. zero. ignition, and liftoff. godspeed. >> very cool. just before 3:00 a.m., four astronauts from three countries lifted off from kennedy space center en route to the international space station. it's the first time elon musk's company used a previously flown rocket booster and spacecraft for the mission. the crew is expected to reach the space station tomorrow morning. they'll spend six months in the iss conducting experiments and doing maintenance. any time a rocket launches, it's just so exciting. it's really, really cool. >> it is amazing. amazing. and we are going from outer

space to right here on planet earth, where it's doing sop shaking. 4.0 earthri, you've got a look some of the fault lines. >> yes, so i wanted to show you where that earthquake occurred, and we can that big red dot there, and so it is a very active region, we quite often see earthquakes here. in fact as we look at how often we get some of those earthquakes, we have about 100 earthquakes per day in california. you may not realize how very active it is along all of these fault lines. of course, the san andreas is the most active and we have about 36,000 earthquakes a year, most of them are about a 4.0 or below so this one something we typically see every day especially farther to the north. for something else larger to come, which of course could happen, but we'll of course continue to keep you up to date

on that. let's head over to mike, how is it looking right now for the commute? >> kari, just to settle things that quake is not enough so far as we know to have any effect on any of our transit lines. of course b.a.r.t. typically gets slowed down but that was far enough away from any of the b.a.r.t. lines to have any concerns right now. meanwhile big concern breaking news out of san francisco, the lower deck jams up as folks are entering on any of those exits out of the city onto that lower deck because of police activity blocking those right lanes. from what i understand, it's still going on with just your left lane open but the speed sensors changed a bit getting out of san francisco that could be because folks are avoiding the bay bridge now heading up to the richmond bridge or to the san mateo bridge. the only other issue is the closure we know about, this should be the last day of overnight construction there. return to class. legal experts weigh in on the new policy from two major state

collector brands into non-fundable tokens or nfts. the toymaker making comments after posting a record surge in quarterly sales as parents armed with stimulus checks snapped up barbie dolls, hot wheels, matchbox cars and other toys in what is usually a slow post-holiday month, season but you got to keep those kids entertained these days when you're working from home. nfts, a type of digital asset that aexists on a blockchain similar to bitcoin exploded in popularity with artwork selling for tens of millions of dollars. i will tell you, laura and cierra, i can see some dad in silicon valley saying oh, i'm going to buy one of these as an investment for my kid. do not buy the nft of the barbie dream house. get the actual barbie dream house for your daughter, the actual hot wheels for your kid. put the nft away if you want, but i'm telling, you can you imagine at your birthday you get

and a freshly-cracked egg. try'em today. only at jack in the box. a very good morning to you. did you feel it? probably only if you are up in the mendocino national forest area, but there was an earthquake this morning, a 4.0 reported about 45 miles northwest of clearlake. this map kind of gives you an idea of the area there. we don't have any reports of damage so far, any injuries or anything like that. if you felt it, make sure you reach out to us. i posted it on twitter. let us know if you felt the shaking. maybe the bears in the mendocino national forest felt it a little bit, kari. it's not uncommon for us to get these here. >> right, and it is a pretty remote area. i was checking the depth of that earthquake, and it is pretty deep and as you mentioned in a

fairly remote area in the mendocino national forest, probably the reason why we have three people who reported they felt it in to the usgs this morning. we're going to continue to monitor that. it's not on one of our major faults, but it is a fairly active region, and it's well off of the san andreas fault, but it can at some times trigger a little bit more movement on some of the faults nearby. so we will be watching that throughout the morning. let's get you out the door and ready for the day. if you're going to be staying at home in fremont and doing home school recess, or maybe the virtual learning today in the backyard, we'll start out with temperatures at 9:00 in the low 50s. going into today, it's going to be cooler, only reaching into the mid-60s this afternoon. but we are going to keep that sunshine for a little while like antioch reaching 70 degrees, a high of 70 in ukiah and san francisco staying cool, keep that jacket on, only 56

degrees for a high today. as we go through the forecast, we've been talking about our rain chances, and so excited about it. at least i am. we're going to see some scattered showers moving in by tom tow row. tomorrow night the radar filling in parts of the north bay, off and on showers throughout the day on sunday, good day to catch up on your movies or cleaning the house, spending time with family and then as we go back to work next week, we'll see this rain clearing out, and our temperatures will gradually start to warm up, but during this rain, we're looking at most of us getting about a tenth to quarter of an inch of rain in parts of the east bay, the south bay, as well as the as we go to there could be rainfall totals up to about a half of an inch with the sierra possibly getting up to a foot of snow in some spots. if you're going there this weekend, prepare for some treacherous roads, but take a look at our rainfall deficits, even though it's good to see the rain, our deficit right now is running at 21 inches in santa

rosa. we'll be watching the weekend rain chances and talk more about it. mike, what are you watching for the commute? >> we have the news out of san francisco if you're just joining us, breaking news for you traveling across the bay bridge the eastbound lower deck is down to just one lane. you see slowing there. that is a problem getting over in toward the east bay. got a lot more traffic, volume to cover out of the altamont pass but 84 is still closed overnight. a quick look at the peninsula side, looking at 101 the volume easing, light drive, no major problems so we'll send it i think back over to you guys. to our continuing coverage of the pandemic this morning, uc and csu say they'll all require students and employees to be vaccinated before they return to campus in the fall. stanford as well. >> yes, this impacts more than 30 colleges statewide. lastight students, legal experts and doctors are all weighing in. here is "today in the bay's" ian

cull. >> reporter: after months of online learning, california universities hope the fall will mostly be a return to normal. that starts with getting a vaccine. stanford will require students to get one. the uc and csu systems say they will, too, when the fda gives at least one of the vaccines final approval, which could happen soon. >> great idea. definitely when you have kids on campus especially like this big of a school, you don't want to have a situation where kids are actually getting sick. >> reporter: the state universities enroll and employ more than 1 million people across 33 campuses and say it's the most comprehensive plan for covid-19 vaccinations in the country. leaders releasing a joint statement saying in part, "receiving a vaccine for the virus that causes covid-19 is a key step people can take to protect themselves, their friends and family, and our campus communities while helping bring the pandemic to an end."

most students we spoke with agree. >> it's like a step forward. i'm definitely for it, yeah, i want to get back to school. >> reporter: stanford will require students returning this fall to get vaccinated. administrators will provide more updates in the coming weeks, including plans for faculty and staff. >> we have six members in the lab and have to work in shifts. if we got vaccinated we can work again. >> reporter: legal analyst steven clark says some students might have a legal argument against it because it's not the same as other required vaccinations right now. >> we have a history of knowing what the potential side effects are on a long-term basis. obviously when you have a vaccine that's only been around for less than a year, you're not going to know that. >> reporter: state schools and stanford say students can request a medical or religious exemption to the vaccine but if they do, they may have to undergo regular covid-19 testing. at stanford, ian cull, "nbc bay area news." new this morning, new

numbers showing just how big of a hit california's public schools are taking from the pandemic. new california department of education data reveals enrollment statewide dropping by more than 160,000 this school year. it's by far the largest decline in years. the exodus is led by white students who account for 22% of the student population but make up half the students who left for private schools. while public schools lagged behind. urban districts saw the biggest loss with l.a. unified leading the way. get your fancy dress out, cierra. the red carpet will be on full display for hollywood's biggest night. there will be noticeable changes at this weekend's oscars. what you can expect to see when you tune in and how history is being made as well. and happening now, new numbers from the cdc show the covid vaccine is safe for pregnant women. the data covers some 35,000 pregnant women who received moderna or pfizer shots. rates of miscarriage, premature
