a 2.6 earthquake hitting the east bay, this happened about 4:44. some people could feel this over in oakland, piedmont and berkeley. if you felt it, let us know. we'll tweet about that as well. but again, that was a small earthquake this morning in the east bay. a 2.6. we'll have more later in the show. we begin with president biden, waking up to a new report card this morning. >> americans are evaluating his performance as he approaches his first 100 days in office this week. "today in the bay's" tracie potts live in washington and tracie, the new survey covers everything from guns to immigration. >> it does, in some areas the president's we also take a look at how his first 100 days compares to the two men who held that office before him. as president biden prepares to address congress this week, a new nbc news poll gives him a

53% approval rating for his first 100 days, ahead of donald trump, but behind barack obama at the same point. his highest rating, 69% for handling the pandemic. >> i certainly think he's taken the leadership role i was hoping that he would. >> reporter: more than half the country gives biden a thumbs up on the economy, but he fares much lower on gun policies and immigration, with only a third approving of how he's handled the criesiness at the border. >> it's not going to be solved overnight. it's a complex issue. listen, if this were easy it would have been handled years ago. >> reporter: arizona's governor declared a state of emergency deploying 250 national guard troops. he wants more resources from the federal government. >> if the administration isn't going to do anything, then arizona will. >> reporter: in his first joint address to congress wednesday, biden is expected to push for immigration reform, police reform, and stricter gun laws.

people also have concerns about the state of our nation. according to this survey, this poll that we did, 82%, so the vast majority still think that our country is divided. marcus and laura? >> all right, tracie potts in washington this morning, tracie, thank you. a developing story this morning, berkeley school leaders are reportedly weighing the future of their school resource officers. berkeley side reports berkeley unified has a deal with police to staff a single officer. he works at three schools including berkeley high. he also tutors student athletes. in the wake of last year's defund police movement some argue his role should end. most students support his role. the school board is taking feedback and may ultimately reimagine his role. the bay area's filipino-american community celebrated the state's first filipino attorney general. they held a virtual celebration.

tonight's a big night for hockey fans as a few hundred will be allowed into the s.a.p. center for the first time in a year. sanchez is live with restrictions, that will be in place. kris? >> reporter: so the sharks themselves got a teenie, tiny taste of normal over the weekend because their families go the to watch them for the first time since march 8th of last year. but tonight, fans are going to be able to come into the stands and i know we said it would be swimming with fans but the real sit there's just going to be about 500 of them here at the s.a.p. center. the s.a.p. center could technically allow more, but they want to test this out, see how it goes with the social distancing requirements, also fans do have to show proof that they are fully vaccinated or a negative covid test, and you will have to keep your distance and wear a mask the whole time. in san francisco, over the weekend, the chase center was alive with excitement as almost

2,000 fans got to watch the warriors in person friday night. fans sat in pods, socially distanced, they could not eat in the stands, and sometimes had to actually take rapid covid tests on the spot because their vaccine cards weren't clear. >> we had the shot but the only problem is like with mines there's a sharpie in so it looks different. >> they forgot to put the date on mine. i took it a month ago and there's no way to clarify that. >> reporter: the warriors win was the icing on the cake. the puck drops at the shark tank at 7:30 tonight but there are a lot of proof of vaccine requirements that are starting to pop up, and now we know that the johnson & johnson vaccine has been cleared for distribution once again. we'll talk with people about how they are feeling about getting that vaccine potentially and of course we're all looking forward to getting back to normal. that's coming up in the next half hour. in san jose, kris sanchez, "today in the bay." >> all right, thank you very much, kris. so at the top of this

newscast we were telling you of a 2.6 earthquake north of piedmont this morning, happened at about 4:44 this morning. i put it out there on twitter and look at all of the folks that were feeling the little rocking and rolling this morning. i'm getting a lot of people saying yeah, it was a little strange to wake up right before it and feel that earthquake. so not too big of a one. i'm getting a report from alameda but just north of piedmont where it was centered a 2.6 earthquake. what a way to wake up on a monday morning. right? i was saying my coffee is not strong enough. now an earthquake will get us going in the morning. >> yes, already hard to sleep o. so that was a 2.6 we're watching that earthquake on the hayward fault, and of course, in some of those areas, where we have a lot more people, densely populated areas, more likely that more people will feel it.

so we'll continue to monitor that. we watch everything on the hayward fault because it is overdue for a large earthquake. the rain has since moved on and we see light snow over parts of the sierra. rain farther off to the south and east and we're starting to clear out in the bay area as you get ready to head out. we're going to see a few clouds here and there. dublin starting out with dry roads, didn't get much rain here and as we go into today temperatures in the low 40s, a cool start and reaching into the mid-50s by lunch time today. we'll talk about a warmup in our forecast and what else is going on. mike, what are you seeing right now? >> we're seeing a smooth drive, kari, and also in part because the roads are drier than feared. you warned us just so we would be prepared. let's get out to the bay bridge toll plaza, you see an easy drive, pavement not a problem.

the disabled vehicle cleared from the chp report, across the treasure island in direction of the arrow. highway 4 looks great, same thing for kirker pass road or expected slowing starts for highway 84. we'll check out that portion of the bay a little closer, coming up. >> sounds good, mike. 5:09 right now. more and more older students finally getting the chance to head back to the classroom. today that includes some young people in san francisco along the secondary students across santa rosa. >> and that's where "today in the bay's" cierra johnson is live for us this morning, and this has got to be a big relief for a lot of those kids. >> reporter: yes, good morning, marcus and laura. big relief for kids and parents. it's hard to believe we're at the end of the month of april, a couple of days away from may and kids have the first day of school jitters. that's what's happening at santa rosa high school behind me

walking into the doors for the first time. they're not aenlo. here in santa rosa the district website explains five middle schools and sirks high schools open for hybrid learning, students do in-person person learning two days and online the other three. half of the 10,500 students in grades 7 through 12 will take place in hybrid learning and in san francisco, students in grades 3 through 5 some middle schoolers and high school students in moderate or severe special learning are also returning in school in san francisco unified. each school will follow specific safety directions laid out by the district. one of the major rules each cohort will have the same students and the same staff each day they'll stay together for activities and help them avoid contact with people outside of the cohort. this practice as you could imagine would lower the risk of e composureeur limiting the

hit. the head of the carmaker's spanish unit telling the ft top managers have been warned to brace for a bigger hit in the second quarter than the first because of that big semiconductor shortage. and it was a big weekend for elon musk, the tesla and spacex ceo and pounder will host "saturday night live" for the first time may 8th, the announcement coming on the same day the "drag conendeavor" successfully docked at the space station, joining the resilience at the iss and brings the total number of astronauts on board the orbiting research lab to 11. i don't know about you guys but i remember as a kid in the bay area, having that tv wheeled into my classroom to watch the space shuttle launches it was so exciting for me, it's going to be exciting for this generation as well. >> although they don't know we're talking about with the carts being wheeled in.

>> so true. >> get up and change the channel. >> too old. i'm too old. >> right. and wise, and wise, though. >> this is true. >> yes, thank you very much, laura. >> thanks, dom. okay, so if you're looking to take a road trip this summer, be warned because rental cars are getting hard to come by and there are two major reasons why. first as more people become vaccinated they're deciding to venture out and hit the road. the second credit to the ongoing computer chip shortage. the chips are essentially the brains for the car but they're now in short supply. this is halting new car productions and experts say flying may be a cheaper option. >> consumers must change their mentality around rental cars. for so long they've been an afterthought. they can be more than the cost of your flight per day rental. if renting a car is a core part of your trip, search for that first and then look for flights and hotels, because in some markets you may not even be able to get a car.

>> so true, listen to this, and why the cars are going for as much as $1,000 a day. who is paying for that? enterprise says because it's sold a lot of the cars the start of the pandemic, it's having a hard time finding new cars. that's adding to the shortage. by the way, the chip shortage is also driving up the prices of those used cars. 5:18. bear with us for the next story it's a scary one for a southern california family after an intruder made them lock themselves in a bedroom and dial 911. >> this intruder was more of the furry and four-legged variety. not your average bear there, could have been, creating a pretty terrifying situation. a family in l.a.'s duarte late on friday on the edge of the angel os forest. bears are often seen in the area. they shot video of a young bear on their patio. it's not clear if this was the same bear.

they say it entered through an open door with one thing on its mind. >> he went through my whole pantry, he pulled out the flour, that's all over the kitchen, he ate all the cat food from the two cat dishes. he ate prunes, what else was in there? oh, some a big thing of trail mix. >> yep, they're hungry. the bear eventually moseyed off as deputies tracked it from above, left the premises without anyone getting hurt. i go up to tahoe quite often and i was up about two, three weeks ago and the bears are already out. i went to walk the dog in the morning and there was a big one right there. the thing is that they're up earlier this year after coming out of hibernation and of course they're hungry, looking for food. >> that could be scary. >> hopefully not the dog. >> no, that's a scary part. >> yes. we went in pretty quick.

>> gotta go. >> there you go. all right so the rain we got here, did that bring any snow to the sierra, kari? >> it did and so we're waiting still to hear some of those snowfall totals. let's talk about our rainfall totals that we've gotten measurements from the north bay, and the highest one was a half inch, which is exactly what the computer models showed. i guess we were just kind of hoping that we would get it more widespread, and that maybe this storm would outperform some of the other ones we've had, but it was so typical, as it dried up for a lot of us, especially in san jose. we had a few sprinkles and it was decent in san francisco, about 0.1 of an inch. berkeley hills 0.4 of an inch of rain, not all of us getting a good soaking and everything is dry as we getted kids up and ready for school today in the south bay and spots like sunnyvale. a cool start, a few clouds and drop-off temperatures in the

mid-40s. by the time you pick them up early in the afternoon we'll see a few clouds and only in the mid-50s so they'll still have the jackets on. later today, we'll reach into the low to mid-60s around the bay area, even though it's going to be more of a winter-like start to the week. we are still watching out for a chance of some north bay showers, some of those showers moving through some of the hills farther to the north, and then the rest of the week high pressure moves in, and our temperatures will be heating up fairly quickly. take a look at how warm it's going to be at that seven-day forecast, bottom of the screen, and then there will be some breezy and cooler temperatures by the weekend. so we can see the temperatures going up and down, low 60s for our inland areas today, and then some low 80s by thursday. mike, we've got it all in this forecast. what do you have in the traffic report? >> i don't have a lot of variety. i think that's good but let's see what we have for folks. oh, we have fremont, we have a crash and that'seway down alrea

2.6. kari is tracking is as well talking about the fault lines. let's bring her in now. >> yes, so we could see that happening earlier this morning. more people feeling it because it was in a more highly populated area. on the hayward fault we can see two dots there indicating where the epicenter was for that earthquake, that 2.6 that we felt almost an hour ago but we watch every earthquake especially on the hayward fault, because we do know that it is overdue for a large quake and sometimes those small quakes can be a foreshock to a larger quake so it's definitely something that we'll keep an eye on. the last major earthquake we had there was in 1868, that was a 6.8, so we are continuing to watch that, we're also talking about our drought conditions and where we may have some water restrictions, coming up in a few minutes. laura? >> thanks so much, kari. 5:32 right now. johnson & johnson's covid vaccine once again available. the bay area counties are

planning to offer it but will people be willing to get it after recent complications? "today in the bay's" kris sanchez joins us live in san jose. what are you hearing from people who still need to get a shot? >> reporter: hi there, laura. we've been talking with people the last couple of weeks with the johnson & johnson vaccine on pause, what they got and how they were feeling about it. folks are feeling anxious having gotten the johnson & johnson vaccine. we know the side effects although very, very serious, were in very limited cases, about 15 cases among 8 million people who got those doses. so all bay area counties except for solano county will begin offering the johnson & johnson vaccine once again, we just haven't heard from solano. they may be offering it again as well. santa cruz county also offering it. according to a new "washington post"/abc poll, fewer than one in four americans say they'd be willing to get it after it was paused because of the concern

over clotting disorder. two women did die from that. the disorder is very rare. 15 cases among 8 million people in the u.s. who got that j&j vaccine. we did find people have mixed reactions. >> if it's out there, i'd trust it. trust the doctors who put it out there and do the research. >> i'd have concerns and try to see what my other options are. >> reporter: so remember, as you make your vaccine appointment with your county or your pharmacy, they will tell you what kind of vaccines they are offering, so you don't have to get a johnson & johnson vaccine if you show up and they have it. contra costa county officials say they are going to offer the pfizer and moderna vaccine to people who feel concerned about that j&j vaccine. they'll start offering the j&j vaccine today in contra costa county. something to remember, you are not fully vaccinated until two weeks after you get your dose, so the appeal of the j&j vaccine

is in part that it is just one dose so you get a shot today and within two weeks you are fully vaccinated versus the pfizer or moderna, you wait three to four weeks to get your second dose and two weeks after that to be fully vaccinated and now we know that a lot of places are requiring proof of vaccination including the shark tank which is welcoming fans back tonight, that's our story coming up in a half hour. in san jose, kris sanchez, "today in the bay." >> all right, kris. >> we'll check back with you. thanks so much, kris. more than a million vaccines headed to california this week, that includes some 575,000 doses of pfizer, 425,000 doses of moderna but due to the j&j pause just being lifted the cdc so far has not allocated any of its doses this week. california's last j&j estimate arrived two weeks ago. new data showing how many millions of americans are skipping out on their second

vaccination shot, according to the "new york times," new cdc data shows about 8% of those who get their first pfizer or moderna not do not receive their follow-up. that amounts to more than 5 million americans. some fear the side effects of the second dose is an issue. others feel one shot gives them enough protection. health leaders continue to recommend getting both doses especially with the new strains popping up. new they dills now a clearer picture of how many students are choosing to return to classrooms in one of the east bay's largest school districts. west contra costa unified says more than 6,300 students returned to schools last week, pk through second graders were allowed back. the district serves richmond and surrounding cities has more than 32,000 students. a live look at sfo this morning. as vaccinations climb more americans are making plans for summer travel. european nations may soon be an

option again. the eu president telling the "new york times" travelers who can document being fully vaccinated should be allowed free movement along the 27 nations. it's welcome news but raises questions for others. >> i'm fluent in french so i've been dying to wait for them to open up their borders so i can start traveling again. >> in terms of civil liberties, i think it's kind of unfair, people who don't want to get vaccinated can't get vaccinated maybe, to not be able to travel. >> there's no time line for the eu lifting the travel ban from the u.s. and not clear how the eu would actually validate proof of vaccination. when it comes to making it in the bay, first-time home buyers are not finding it any easier during the pandemic. california's housing market continues to break records with bidding wars, skyrocketing prices and a lot of quick closings mostly in the suburbs. new figures show the median price almost $760,000, a nearly

6% spike from a previous record of $718,000 in december. the new price is nearly 25% increase as well from just a year ago. experts say that the prices are being driven by california's longstanding housing crisis and the pandemic, which has more people leaving apartments and they are looking for homes. it's been a year since tony bennett led what is most likely the most socially distanced sing-along we've seen in san francisco history. he's reminiscing about the moment today on social media. >> many of you may remember that, from his home in new york, the singer led the rendition of "i left my heart in san francisco" while front line workers across the city joined in. ♪ when i'm going home to my city by the bay ♪ >> that scene from outside the fairmont hotel where bennett

winding down in the sierra. we're also seeing rain toward the south and east. we are seeing our sky clearing as we get a look around the bay and our live view in san francisco, will reach into the low 60s here, mostly low 60s for all of our microclimates. we'll talk about what's ahead in our forecast coming up in a few minutes. mike, how is it looking for the commute? >> kari, we have one problem aside from the regular commute of course, looking at the east bay, so the map shows you peninsula side, south bay santa clara county nothing unexpected but a little slowing for san jose down at the bottom. here getting to san jose, milpitas south 880 jams up in fremont because of a crash still blocking your two left lanes, that's stevenson, the volume of traffic heavier out of hayward and san leandro toward the area that is adding to the backup. cherry, boyce, you can get by an surface streets and some of the other surface streets. the rest of the tri-valley looks standard, the contra costa county drive a little slower now and starts to build through

violated the mask rules so she's temporarily not allowed to fly with alaska. the senator says she was not aware of the ban. last november she compared the company's mask policy to tyranny on social media. the supreme court hearing arguments today about a california law that requires charitable groups to reveal the names of their largest donors. the law is being challenged by conservative organization named americans for prosperity, which spends at least $1 million in last year's campaign to confirm justice amy coney barrett. she's been asked by democrats to step aside in this case but will apparently take part. the california law, which is similar to those in other states requires charitable organizations disclosure of the names of the largest tax deductible contributions or contributors. those records are used for enforcement purposes and are usually withheld from the public but opponents to the law say those donors' names often have been disclosed. the 49er faithful everywhere are wondering who is it going to be?

which quarterback will the team select with the third overall pick in this week's draft? the niners traded up for the pick. one draft expert at the nfl network ian rapoport believes they narrowed it down to mack jones of alabama and trey lance of north dakota state. one of his colleagues believes it may be a third quarterback, ohio state's justin fields. >> my models really like justin fields a lot and fit will be a huge determination of whether we see him turn into awesome or whether we see him turn into a place where he's not as awesome as he could be. i actually, like i said, justin fields for me. he's at least number two and some metrics my quarterback number one. >> we will see. a total of five quarterbacks expected to go in the first round. the draft starts thursday night in cleveland. the 49ers are also launching the start of their 75th anniversary. overnight, the team posted a video to kick off that campaign, it included a brand new logo.

for some games, the teams this season will wear some special throwback jerseys. another bay area water district may be ready to impose restrictions on usage due to increasingly dry conditions. >> "today in the bay's" bob redell is live in contra costa county. this decision could impact more than 1 million people. >> reporter: correct, marcus and laura. good morning to you. this would impact 1.4 million water customers of east bay mud in alameda and contra costa county, including places like berkeley, oakland, danville, san ramon, where i'm at right now, would not include parts of east coco county like martinez, pittsburg, antioch, brentwood. tomorrow the board of directors for east bay mud is one of the bay area's largest water providers, will decide whether customers will have to conserve water for the rest of the year. staff there found that the current water supply is just not enough to meet demand. last week in the north bay, the marin municipal water district

and the north marin water district decided to put in place mandatory use restrictions on its customers, because there's been so little rain. restrictions will include not being able to wash your car at home, not washing down or pressure wash your driveways and walks. the marin municipal water district could limit your water to one day a week. last week governor newsom declared drought emergencies in sonoma and mendocino counties as california is expected to face another devastating wildfire season. >> we need to think, act with a sense of urgency, think differently, and approach the challenges with a laser-like recognition that you can't focus this state as one-size-fits-all solution. >> reporter: also the south bay could enact water conservation

restrictions. the south bay already asking customers to conserve voluntarily. reporting live in san ramon, bob redell, "today in the bay." all right, it is 5:49 for you this morning. as we get you out the door, meteorologist karihallweather kari hall has a look at temperatures and the rain much needed but didn't really pack as much of a punch as we had hoped. >> yes, we were hoping that this would overperform what the computer models were showing. it of kind of right on target. we only made a half inch of rain in spots like mt. tam, some of our upper elevations in the north bay. berkeley hills had 0.4 of an inch of rain and in san ramon, quarter inch of rain there, san francisco tenth of an inch and a few sprinkles in san jose as well as parts of the tri-valley. a lot of our valleys didn't get much rain. as we take a look back at the drought monitor, just a couple weeks ago, the drought and where we see the bright red showing the extreme drought was just in parts of the north bay, but then

we got the update on thursday, showing that the drought is now expanding and much more of the north bay in the extreme category and also including parts of contra costa county, and the reason why we're seeing more of those drought restrictions, definitely being top of mind and part of the conversation as we are also seeing the severe drought expand for the rest of the bay area. and now we're in those months where we don't get a lot of rain here, and heading into april as well as may our chances of actually getting more rain continues to dwindle, as we approach some of our drier months during the summer, and we are already seeing those reservoir levels very low because we didn't get much rain during our water year and the rainfall deficits are running over eight inches for san jose, nine inches for livermore and you can see how it goes up in spots like santa rosa, parts of our north bay, where we normally get a lot more rain, we're still lacking 21 inches of rain to catch up to normal and our chance of that happening is very

slim at this point. so now as we go through the forecast we'll be watching the north bay for a chance of some showers, mostly over the mountains, the rest of us staying dry for today. you may notice the cloud cover increasing and then by tonight we see the rain chances going down, temperatures go up through the forecast, and we'll reach into the mid 80s by this thursday. we're watching all of this in the forecast. mike, what do you have going on for the commute? >> a warning for folks driving through fremont, kari. south 880 isment jaed up now, the build is starting to really kick in now. it's slow from basically the dumbarton bridge or dakoto highway 84 toward stevenson, left two lanes are still blocked. chp has a couple cruiser answer tow trucks. sounds like enough to remove the three vehicles but still taking some time. there is the backup. use cherry or perhaps blake to get past it on surface streets if you're familiar. circling the south bay you're familiar with the backup that starts, actually just a little bit of slowing for that portion

and also maybe it's an american hospitality for the korean actor? >> one of the biggest surprises of the night was best actor category going to anthony hopkins for his role in "the father." many expected late chadwick boseman to receive that for his role in "ma rainey's black bottom." many people confused how boseman wasn't picked as the winner. the producer also posted that boseman would not be upset over losing, and others should not be either. anthony hopkins did not go to the show, but did post a video on his instagram saying that he didn't expect the award and dedicated it to chadwick boseman. others saying this year's oscars was the most chaotic ever. the best actor award going last after best picture.

on the mars rover perseverance. this is the third flight ingenuity has pulled off on mars. program leaders are especially excited because the helicopter broke a record going further and faster than any test that they conducted here on earth. another flight is planned in just a few days. it's becoming a famous bunny since the easter bunny. alex the therapy bunny becoming a star after attending the giants game posing for pictures with san francisco police officers. it's a big bunny, too, right? the department posted this photo on twitter saying alex caught the attention of the officers at the warriors game. last thursday alex owner ki brought the bunny to the giants game. ki lost her san francisco restaurant during the pandemic and alex is helping her deal with the setback of it all, but certainly a big, beautiful bunny there. san francisco zoo is celebrating penguins. yesterday was world penguin day.

55 penguins live at the san francisco zoo and zookeepers say they all have very different, very distinct personalities. penguin fossils date back to 50 million years ago. their ancestors were bigger than what we know as emperor penguins. those guys are pretty big, almost four feet. aside from their size, penguins haven't changed much in 50 million years. that would be something to run into a four-foot penguin. right now at 6:00, getting back to school on this monday morning. sorry, kids. but happening today, thousands of kids are actually getting the green light. could be exciting for them to get back into the classroom in two bay area school districts, but the key question, will families choose to willet them return? we'll have a live report talking about it next. plus president joe biden getting high marks from americans for his speedy vaccine rollout but as the president nears the completion of his 100 days in office this week, there are s
