she'll have a live report from hollywood. we begin this morning with the coronavirus, after getting its second green light, the j&j vaccine is now back in action, and more than half of the u.s. this morning. there are also new signs that vaccine hesitancy is only on the rise. our new poll this morning showing nearly one in five adults have concerns about getting any vaccine and a growing number of states are now reporting more second shot appointments are going unfulfilled. we've got two reports for you. let's get it started with nbc's sam brock. sam, good morning. >> reporter: savannah, good morning. florida began vaccinating again with the j&j shots on sunday. i spoke with hundreds of people at this location, the vast majority of which told me they had some reservations. here, savannah, they have the capacity for 3,000 j&j shots a day at this location. on sunday they did 195. the johnson & johnson vaccine is back in the mix this morning in at least 29 states, but the confidence campaign is just getting underway. >> even though the cdc is saying

it's totally safe, there's still that one chance that it's not. >> reporter: the case rate for serious blood clots is between 1 and 2 per every million doses u comfort. >> you are less likely as a woman taking j&j to have this blood clotting problem than to get struck by lightning next year. >> reporter: still, the sheer volume of those vaccinated is starting to dip. the daily average of 2.8 million shots in arms is at its lowest sips the end of march. >> i want to appeal to everyone who's hesitating. if you're opting to wait and see, what are you waiting for? >> reporter: states now forced to scale back, too. iowa, louisiana, and arkansas among others all not tapping into their full federal vaccine shipments due to lack of demand. >> we are worried that there are people in arkansas who are choosing not to get vaccinated. >> reporter: health officials pleading with an uneasy public to consider the risks.

>> even if you don't think covid-19 is that big of a deal, tell me whether you haven't at some point worried about whether that's going to hit you and your family. >> reporter: for families in the midwest, the risk is real. hospitalizations are up by about 25% in illinois, minnesota, and michigan where younger and sicker patients are filling up covid wards. even as experts maintaining masks and social distancing are still the best ways to prevent spread, a new study from m.i.t. challenges the value of six feet of space indoors where particles can spread much further. >> you could have exposure to these particles from somebody who's sick way more than six feet distance. if you're wearing a mask indoors and you're vaccinated, the risk is incredibly low. >> reporter: but the crowd distance at this ufc fight in jacksonville, fell, over the weekend far less than six feet where tom brady took in the fight, and the masks were closer

to optional. as for wearing masks outdoors, dr. anthony fauci over the weekend says he expects the cdc to be adjusting its guidelines for those who are vaccinated and perhaps those who are not vaccinated with health expers believe it might not be necessary. >> reporter: richard beser is the former acting director at the cdc and president of the robert john woods foundation. it is an independent entity. good to note that because johnson & johnson is where we start this morning. it's rolling out again. how do you see this playing out? how much damage was done by this pause? >> well, savannah, it's definitely going to take some work. i think the pause was the right way to go. when vaccines were first authorized by the fda, they have been tested and well-tested, but only in tens of thousands of people, so there could be very rare side effects that you don't see until they're in millions of people, and we're counting on the vaccine safety systems to

pick that up, and when they see a signal to take action. the review panel, i watched the committee hearings on friday. they asked tough questions, but there was an overwhelming sense that the risk from covid itself to ourselves, to our families, to our communities far outweighs the small risks from the one-dose vaccine. >> how do you convince people, we have this new poll, 19% said they would not get the vaccine or only if required, and 15% are still in a wait and see mode. when you're saying, look, we have to -- sometimes we do have to wait and see if there's going to be any other side effects that come up. how do you counter that argument for people who think, well, i'll just wait? >> yeah, you know, i don't think we're going to be seeing those 3 million doses a day numbers like we saw before because states are caught up with the people who are really eager to get vaccinated. i think we're going to continue to see an increased number of people getting vaccinated but it's going to be a slower trickle, and we have to do everything we can to understand

why different groups are hesitant and not lump everyone together. some people are hesitant because they may have a medical problem. some people are hesitant because they can't take time off work to get vaccinated. if we can make it as easy as possible for people to get vaccinated and to help people understand what the benefits are, and it's not just the personal benefit. if we can stop transmission in communities, we're much less likely to see new variants arise that could actually not be covered by the current vaccines. >> well, on that subject, there was a report over the weekend in the "new york times" that about 8% have missed their second dose of the vaccine. now, the cdc says the real number is a bit lower than that, but what is the implication of that? especially when you're talking about variants. >> well, it points to the importance of having a one-dose vaccine. you always see some tail off in terms of people coming back for the second dose. as a pediatrician, we do a lot of catchup vaccination. we need to really understand,

though, why are people not coming back. is it because their arm was sore after the first dose or is it because they can't take time off work, that there's no vaccines close to them, that the appointments aren't as convenient as they thought it would be. we have to break it down ask understand and then put the resources in to address those concerns. there is some protection from one dose, but the important thing to know is we don't know how long that lasts and the level of protection, the amount of those protective factors, the antibodies is lower if you just get one dose. >> and the potential for variants that could evade the vaccine as well. richard besser, thank you very much. always good to have you with us. >> it's a pleasure. president biden reaches a milestone and a key measuring point for all presidents his 100th day in office, and all this week nbc news will be examining the start of the biden administration beginning with our new poll that shows how americans feel about his handling of key issues like the pandemic and the economy.

nbc's white house correspondent geoff bennett joins us with more. good morning. >> reporter: good morning to you. president biden will cross the 100 day mark of his presidency this thursday. it's a symbolic milestone but a decades old standard by which to judge presidents. the spotlight has been on president biden's first 100 days since he vowed to use that time to tackle the covid crisis and reverse many of his predecessor's policies. and now as you mentioned, a new nbc news poll shows strong approval ratings for president biden as he takes on another big policy push. this morning as president joe biden nears his 100th day in office, more than half of americans say they approve of the job he's doing. the new nbc news national poll finds 53% of adults support the president's performance, while 39% say they disapprove. the president gets his highest marks on handling the pandemic. his lowest scores come on deal with immigration and security at

the southern border, and 59% say his infrastructure plan aimed at upgrading roads and bridges and expanding broadband is a good idea. after outlining the first part of that proposal in pittsburgh last month. >> it has two parts. the american jobs plan and the american families plan. >> reporter: the president is expected to unveil the plan's second phase during his speech to a joint session of congress on wednesday. the white house billing it as human infrastructure, and sources familiar with the planning say it includes expanding child care, paid family leave, universal pre-k. respirators oppose biden's infrastructure package. >> economically he's throwing a wet blanket over the recovery wanting to raise taxes in a large amount. >> reporter: when the president delivers his speech to congress, it will make history on two fronts, first for its pandemic precautions. only 200 people allowed in the chamber, according to a democratic aide. that's a fraction of the 1,600

who normally attend. and for the first time, two women will preside over the address filling the flanking the president. house speaker nancy pelosi and vice president kamala harris, harris reflecting on her role in an interview with cnn. >> i carry a great, great weight of responsibility knowing that there are so many people, again, the generations of women who fought for and imagined there would be a woman vice president. >> reporter: and the day after his address to congress, the president and first lady will travel to atlanta, georgia, to celebrate his 100th day in office, and they're set to mark the moment in a state that democrats flipped in both the 2020 presidential and senate races, and those senate victories, democrats say enabled them to pursue a far more ambitious legislative agenda indicating that new infrastructure plan. >> geoff bennett there for us in the white house.

they anticipated this morning rental car companies are facing shortages nationwide just as many people are gearing up for summer travel >> americans are increasingly looking to travel to beaches, national parks, and much more remote locations this summer, locations that may not always be available. >> reporter: the shortage fueled in part by decisions made last year when business plummeted at the start of the pandemic. many cash strapped rental companies sold off much of their inventories and paused new purchases. now demand is returning at the same time automakers are struggling to produce new vehicles due to supply chain issues >> it takes time for these car rental companies to build their supply of cars given the challenges the automotive industry is under right now. >> reporter: the most expensive rental car cities in the country right now, bozeman, montana, charleston, south carolina, and ka hulu wee, hawaii, all seeing huge price jumps compared to

2019 the shortage and price increases even leading some tourists visiting hawaii to turn to renting u-hauls instead. >> sometimes the only option you have left is going to be a box truck. >> well, they don't have any box trucks today because i wanted to rent one so i guess they're all out with tourists. >> reporter: so how can you avoid a moment like this on your next trip? >> unfortunately we ran out of cars >> but the reservation keeps the car here that's why you have the reservation. >> i know why we have reservations >> i don't think you do. >> reporter: the points guy brian kelly says if a rental car is key to your trip, first, plan around that. >> consumers must change their mentality around rental cars, you know, for so long they've been an after thought, but now they can be more than the cost of your flight per day rental. >> reporter: other tips to get you behind the wheel, join the rental company's loyalty program. check off airport facilities and consider booking directly with a company versus through an online

good morning you might remember we talked to colin o'brady when he first started his expedition, feeling very confident about getting to the top of k2 in the winter. we're talking minus 60 degrees, wind gusts of over 100 miles an hour at camp three, the highest on the mountain, things went horribly wrong >> 4:00 a.m. pakistan time, february 3rd we're leaving. off we go. up, up and away. whew >> reporter: it started with a small break in the harshest winter conditions. adventurer colin o'brady setting out to be the first ever to summit deadly k2 in the winter >> avalanche just came out >> reporter: through the climb, hurricane force winds threatening to rip their tents right off the mountain then letting up for breathtaking views. >> yup, perched on the ledge that drops 2,000 feet on either side sure is beautiful.

>> reporter: before colin could make it to the final camp, ten climbers from nepal, led by perja, reached the top of what is considered the most dangerous mountain in the world. k2 is only slightly shorter than mt. everest, but more deadly an average of 1 out of every 34 everest climbers perished. while on k 2, it is one of 6 climbers killed on the mountain. once he got within striking distance of the summit, colin found hikers arriving with no tents 24,000 feet up >> i couldn't believe it of course, i was incredibly frustrated, but at the same time, i'm not going to let these people who ultimately are friends of mine stand outside in the cold seven people smashed inside of there, minus 50 degrees outside, was pretty much the worst situation i could possibly imagine in that moment. >> reporter: cramped together with no room to sleep, some were still encouraging colin to push for a summit attempt.

>> in the midst of this huge chaotic moment, i realized i had a decision to make i called on my satellite phone back home to my wife, jenna. >> in other situations, i have really encouraged him or pushed him to break through some of those scarier moments. in this specific instance, i knew that my job was to say, "babe, i support you please turn around." >> there was something that said to me this is the moment where you actually listen and you back off. and it was a very hard decision. and ultimately, as we know now, that intuition most likely saved my life. >> reporter: hours later, three of the world's best climbers would leave without colin and disappear, still missing a month and a half later. >> the following morning, we hadn't heard from them and decided to descend 30 minutes after i left camp three, another climber, he fell. i heard over the radio he has fallen. >> reporter: once off the rope, colin was overcome >> please, it's so beautiful
