"today in the bay" continues right now. good thursday morning to you. i'm kris sanchez in for laura garcia. >> and i'm marcus biden's 100th day in office. we want to give you a live look at the white house this morning. the president is hitting the road today. this is to sell the public on america's families plan. he introduced that last night during a joint address to

congress. >> from "the washington post," biden offering up a sweeping agenda and key implications for you and for silicon valley. "today in the bay's" tracie potts is live in washington with a recap including the response from republicans. good morning, tracie. >> reporter: kris and marcus, good morning. good morning, everyone. the president is on the road in atlanta today, philadelphia tomorrow, and more stops next week to try to sell this american families plan that he introduced in his joint address to congress. the white house already realizing that getting this done is going to be a bit of an uphill battle. >> after just 100 days, i can report to the nation america is on the move again. >> reporter: counting his pandemic response and covid relief, president biden is pitching a complement to his jobs plan, the american families

plan, including free preschool and community college, low cost or free child care for lower income families, extending child tax credits, paid family leave -- all paid for by higher taxes on those who earn $400,000 or more. >> it's time for corporate america and the wealthiest 1% of americans to begin to pay their fair share. just their fair share. >> the biggest job killing tax hikes in a generation -- >> reporter: in the republican response senator tim scott called the president's plan an expensive government overreach. >> washington even more in the middle of your life from the cradle to college. >> reporter: the president urged congress to pass the george floyd justice in policing act next month, the first anniversary of floyd's murder. >> we've all see the knee of injustice on the neck of black americans. now is our opportunity to make some real progress. >> three months in, the actions of the president and his party

are pulling us further and further apart. >> reporter: president biden asked republicans to join democrats in passing new gun laws. he talked about russia, china ending the war in afghanistan and climate change. but his focus in atlanta today, the families plan, getting it through congress by this summer. now, the white house says they realize there will be some give and take here. the plan may be broken apart into smaller parts. and the cost, well, that's going to be a big concern. that price tag for republicans, the white house says the president is open to hearing other ideas about how to pay for it. marcus and kris? >> that is a big part of the talk. thank you. more analysis coming up this morning on the "today" show. craig melvin will look closely at biden's push for change and also how he's done over the last 100 days. that's at 7:00 right here after "today in the bay." new this morning, san francisco schools now looking outside the box. this is to bring their students

back full time into the classroom. now the district is bringing in a consultant. "today in the bay's" cierra johnson is live in san francisco with that and also a look at how californians feel about governor newsom's push to reopen schools. cierra? >> reporter: yes, good morning, marcus. we'll get to that survey regarding governor newsom in just a moment, but san francisco unified schools have been relatively slow to get their students back in the classroom compared to some of the other districts. but according to a new report in "the chronicle" they're now looking for a little bit of help in streamlining that process for the next school year. so "the chronicle" is reporting the district is seeking a consultant to help guide them in the process of reopening schools in august. the idea of a consultant was previously discussed last june and came with a $90,000 price tag but was struck down by board members. the superintendent once again floating this idea. no word yet on what the district is willing to pay for that

consultant or where the funds would come this time around. and as san francisco unified works to streamline their process, a new poll is showing that many support how governor gavin newsom handled the reopening of schools across the state. the survey is by the nonpartisan public policy institute of california, and it found 59% of likely voters approve of the way newsom is handling the reopening of schools for in-person learning while just 40% disapprove. now if you recall newsom and state legislators approved $2 billion for incentives in districts to return back. many districts did meet the deadline making them eligible for those funds. despite the fact a lot of those recall efforts were prompted by the fact many felt governor newsom was opening the state a little too slow, that survey revealing nearly 60% of folks agree with how he reopened at least the school portion of the

state. some good information there. we'll, of course, keep you updated on that consultant certificate. for san francisco unified schools. we're live in san francisco, cierra johnson for "today in the bay." >> all right, thank you, cierra. it is 5:06. just about right now a look at how much brighter the covid outlook is right now in california. the state is now averaging 33 covid cases per 100,000 people which is one-third of the u.s. average. illinois, new york are four times as high. meanwhile, positivity rates, here are the lowest in the state. under 1%. and down from 13 percentage points from four months ago. a new call for help from california hospitals still battling covid. more are simply trying to stay afloat financially. the california hospital association says hospitals lost more than $8 billion last year, and the pandemic stripped funding. one health care ceo says this year losses are expected to be very heavy.

>> we still are having to provide additional staff to care for those patients and having to pay for significant amounts of personal protective equipment and other supplies to care for that patient population. >> also adding to the loss of revenue, so many people are opting out of having elective surgery. 5:07. and some bay area tech giants now coming to the aid of india. this is where covid cases are exploding right now. more than 200,000 people have died there including another 3,300 just yesterday. now salesforce sending help. marc benioff said salesforce loaded a plane with medical supplies to be sent there next week. people with family there of course very worried including the san francisco restaurant worker. >> if you talk to any of the indian families or indian friends, we all want to see them, we all want to help them, but it's a very hard time. >> a military cargo plane left travis air force base for india loaded with supplies including

oxygen tanks, masks and rapid covid tests. and developing right now in san jose, authorities have still not identified the person killed last night this is in a deadly hit-and-run. the victim was walking at about 8:30 p.m. in monterey and curtney avenue. a new bush to unite behind efforts to prevent hate crime. during a bay area virtual town hall yesterday one fbi worker explained why this is such a complex issue. in most cases the suspects are from diverse backgrounds and many have mental health issues. out of 20 recent cases here in the bay area prosecutors only filed hate crime charges in four. but san francisco police leaders say officers are trying to pay a little extra attention to the details at crime scenes. >> weigh we're making sure the officers are asking the right questions. >> community groups are taking action including offering better

protections in places surrounding san francisco's enabled where seniors have been targeted in several recent robberies. in southern california a dramatic early reminder right here that fire season is coming soon. all evacuation orders have now been lifted. this is after that fire grew to more than 600 acres yesterday in north los angeles. now that was in the santa clarita valley. all those there safe from the fire. as of last night that fire was 25% contained. firefighters are still is not sure what sparked a grass fire in concord along highway 4 near willow pass. it burned less than ten acres and firefighters had it under control in less than two hours, but it is a frightening reminder of what could be headed our way. we check in with meteorologist kari hall. yeah. they've been out there measuring the dryness of the vegetation and saying this is a record for

how drive that vegetation is in april. so it may not be that long off before we really start to see these fires going especially when you consider we've had some pretty gusty conditions and taking a look at our forecast for today we are going to see some winds picking up again this afternoon. so dry vegetation, a high wind, low humidity and that can be all you need for fires to spread quickly. we're watching that as well as some warm temperatures in our forecast. we made it into the mid-80s yesterday. more of the same today. we'll talk about a slightly cooler weekend that's coming up in a few minutes. mike, how is it looking right now for the commute? >> the end of some folks' work day and typical for the road crews as we look at the map, highway 84, the windy part is reopened right on schedule. no problem and no need for additional mileage if you're going from combinations there. 242 also cleared so the delay getting in has cleared. a little slowing just showed up on our sensors through concord

and please travel responsibly. happy thursday. it is 5:14. let's get a look at our high temperatures today around all of our microclimates. it's still going to be warm for our inland valleys. checking out a high of 86 degrees in clear lake as well as antioch, morgan hill reaching 85. for the inner bay in the 70s and upper 50s along the immediate coast. we'll talk about a warm-up for today, but then a slight cooldown for the weekend that's coming up in a few minutes. man, it might be cooler obviously over near the water. the san mateo bridge, taillights

heading away from us. the ones comihayward. happy thursday to you as well. nice to get my workweek started on a thursday. we are smack in the middle of what wall street calls earnings season. it comes four times a year so i don't know about the word season. apple and facebook were the latest to report profits and they were record numbers. apple did say it's facing the same problems all other manufacturers are. its supply of chips is low. but sales are strong and it will buy back $90 billion worth of stock to make it more valuable. great results from big companies have wall street absolutely gunning to go. in fact, some parts of the stock market are so strong the head of the fed, jay powell, warning about froth. froth is one of those words the fed uses that means don't get ahead of yourself.

and fed chair men and chair women don't use that word casually. the last time we heard the word froth alan greenspan was talking, june 9, 2005, and he was talking about housing prices. a few years before 2009 and the housing collapse. and now jay powell using the same word but not doing anything about it. he says interest rates will remain low. amazon is taking the defense department to court saying it was unfairly excluded from a contract to modernize the military's computers because the president at the time, donald trump, didn't like amazon ceo jeff bezos. the defense department says the decision did not involve the president and warns if there's a long trial it may drop the $10 billion contract altogether. a judge has put the whole thing on hold while it works its way through the courts. and i had something that i was going to save until tomorrow to talk about because it involves elon musk and "saturday

night live," and i thought i'd wait for the weekend. but elon musk beat me to it. you may have heard musk is hosting "saturday night live" this weekend. i suspected he might use the show to promote something called dogecoin. he is a big supporter, or he may be joking about the whole thing, and then he tweet body it. the dogefather, he writes, snl may 8. so dogecoin kind of like bitcoin but it started as a joke, people are taking it seriously and they're investing money in it and the price is going up. it looks like musk could not wait to talk about it. we'll see if or how he uses it to push it on his "saturday night live" appearance. but i will bet you a dogecoin he does. >> scott, if you can predict elon musk, i want your stock picks. >> that is pretty tough, yeah. >> thanks, scott. welcome back, too.

folks. a smooth drive making everybody happy. there's one exception as we look at the roadways. the maps, the overnight construction and closures have cleared from 84 and from 242. 238, which is an interstate, the shortest one there, the off ramp is blocked because of police activity ongoing. that is the scene. everything else is just fine cutting out of the castro valley. antioch, the slowing we saw into bay point has cleared and there's the north bay. a clear view of the headlights heading south. your commute starting to build here in the san rafael area. kari, here and everywhere looking a little warmer today. it's still going to be a warm day and the days are getting longer. the sun starting to rise. we're still 50 minutes away from getting to sun rise and our

temperature starting out in the mostly 40s and 50s as you get ready to head out the door. we are going to see those temperatures warming up quickly again today. if you're going out for a jog, you want the clear air. expect the temperatures to start out in the low 50s. it will stay through 7:00 before it really starts to heat up at noon. we're at 74 degrees. then as we take a look at our microclimates, first in the south bay, we're looking at a temperature reaching 82 degrees in downtown san jose. gilroy will reach into the mid-80s there. and for the east bay we'll see more mid-80s this afternoon reaching 84 in livermore and 74 in hayward. mostly 70s on the peninsula except for daly city. san francisco anywhere from the upper 50s to the 70s today. and we'll see a wide range in temperatures from the coast in the north bay to our inland areas reaching up to 86 degrees in clear lake as we check out what's going on over the next several days, still very dry. this high pressure not budging.

a young child died from covid after traveling to hawaii with his family. "the chronicle" is reporting the little boy had an underlying medical condition. this is hawaii's first pediatric death from covid, and we don't know the boy's age at this point. but ucsf doctors say he was likely under the age of 5 because people over 5 are tested for covid when they arrive in hawaii. health leaders say most infected children show mild symptoms and that death is very rare, but they do say parents need to take extra precautions with children until it's their turn to become vaccinated. another milestone in the return to normal. cif leaders have signed off on a plan to hold high school sports championships this spring. not for football but for sports including basketball, baseball, softball and soccer.

most bay area schools will be shut out of this because in northern california only the oakland and central coast sections agreed to take part. 5:27. next, google's massive downtown san jose development clears a major hurdle. the final test before that project can become reality.

"today in the bay's" bob redell live for us this morning. this is outside of police headquarters. bob?

>> reporter: yeah, good morning to you, marcus. the attorney for the three alameda police officers says her clients were trying to keep mario gonzalez safe when at the tried to arrest him early last week and that they are all heartbroken and devastated by his death, the body cam video you are about to see is disturbing to watch. just a heads-up. we've learned one of the officers is a veteran. started working here at the police department in 2010. the other two officers hit the street in 2018. two mondays ago the officers responded to two 911 calls. one neighbor reporting gonzalez was standing too close to his home. another caller reported gonzalez was loitering and accused him of stealing alcohol from a nearby store. there was a struggle to get gonzalez in handcuffs. one officer ended up with a knee on his back. gonzalez, who was 26 years old, lost consciousness and died at

the hospital. police say he had a medical emergency. the family compares this to the george floyd case and wants the officers fired and charged in gonzalez's death. here is the attorney for those officers. >> it is far moore complex and far different from the george floyd situation. these officers were attentive to asphyxiation. >> the officers were very calm in talking to him. but what the police did was escalate the situation by using force. >> reporter: that was former independent police auditor ladoris cordell. she believes the officers should have seen gonzalez as an individual who needed help, not as a criminal who needed to be arrested. the alameda county police department has hired an outside department to investigate. they've asked to conduct its own investigation. the d.a.'s office will do the same, which is standard procedure in cases like this.

reporting live in alameda, bob redell, "today in the bay." >> thank you, bob. 5:33 right now. and continuing coverage. there is hesitancy for some folks to get a vaccine after a major push to give out shots. >> contra costa county administering the johnson and johnson vaccine but some are opting not to get it at all. all bay area counties put the vaccine on pause earlier this month after reports of a rare side effect that causes blood clots. but on friday the cdc and the fda said the vaccine is safe. miguel almaguer has more. >> reporter: marcus and kris, good morning. our nation is averaging 55,000 new covid cases every day, according to the cdc, on par with the summer surge and now a big concern is the possible plateauing of vaccinations. according to "the new york times" over the last two weeks, vaccinations have dropped about 20%. coming up on the "today" show we'll have some explanation for why those numbers may be slumping. one hint here, it was expected but was it expected to be this

bad? we'll have answers coming up. i hope you'll join us. let's give you a closer look at how the shots are being distributed. here is a breakdown. 2.7 million americans are getting the vaccine. now in 34 states and washington, d.c., more than half adults have gotten the shot. and let's take a closer look at this map provided by the cdc. the states with the highest number of vaccinations compared to the population are maine, massachusetts, new hampshire, connecticut, and new jersey. that new england area. and then on the other side of the country, here in california, more than 29 million doses have been administered. san mateo county is just missing the mark to get into the least restrictive yellow tier. county health leaders say becaus slight increase in cases the county will have to wait until mid-may. they are in the orange tier except mendocino. sonoma county could qualify next

week. more details this morning on the reopening of water parks. the state released its reopening guidelines and what you need to know is capacity will be limited. no surprise. masks will be required indoors and outdoors unless you're actually on a ride or eating or drinking and you must keep your social distance even while you are in the water. a live look now in san jose, and this morning a key hurdle cleared in google's massive downtown west development. city planners last night unanimously approved the project, approving a public comment period, and it will cover 80 acres in the area around the shark tank and promises several thousand new housing units as well. san jose councilmembers are expected to cast the final vote next month. time to get a look at the forecast. and we have to talk about that weekend forecast. a lot of people getting excited, kari. what can we expect?

i don't know. i'm trying to think what am i going to do this weekend? well, maybe hit the road. let's talk about some of the places you may be headed. wine is always a good call. to sonoma valley, reaching 77 degrees. it's going to be nice and warm but not as warm as today. much more sunshine between saturday and sunday as our highs reach up to 82 degrees by the end of the weekend. how about south lake tahoe, in the upper 70s. some low 60s heading into sunday. heading to the coast and santa cruz will reach 73 degrees tomorrow. that's going to be the warmest day of the weekend. you compare that to the low 70s.

some mid-60s with gusty winds for saturday. now it's going to be warm in l.a. 86 degrees tomorrow. low 70s on saturday and upper 60s on sunday. so it's all about the road trip this weekend but, mike, we first have to pay for that. how is the commute? >> let's talk about both local road trips for the joy getting to work. we'll take a look at some folks going into the office and looking at san jose. more traffic right on schedule. it's 5:38. now we'll zoom over to the altamont pass. 84 shows more slowing as well through the tri-valley. top of the screen, look at that. a little more slowing. the last two miles starting to build up the volume out of brentwood and discovery bay heading down to 580. as we get over here to the castro valley y, it's slow now

backpacks right now. we will see our temperatures in south san jose. santa teresa, drop-off temperatures in the low 50s. warming up but we'll see temperatures in the low 70s, we'll talk about a warm-up as well as some crazy hail video that i got out of texas. >> 101 north through san jose showing your traditional spot up to 880. vot starting to build but clearly not a problem. where the problems are occurring coming up. developing right now in north carolina a standoff continued throughout the night. a deputy lost his life about 60 miles northwest of charlotte. deputies were responding to a welfare check. another deputy was also shot.

their condition not yet known. a judge there is against the public release of body camera video in the deadly shooting of andrew brown jr. as deputies tried to serve a search warrant in elizabeth city. the judge ruled members can view multiple body camera videos and the dash cam video. a man accused of murder is tied to arson. solano county investigators believe victor sarin tino started the fire after he allegedly killed a woman from vallejo. the fire combined with the lnu lightning fire which kld two people. investigators did not release a motive in the murder. president biden looking forward not backwards. his first address to a joint session of congress.

baseballs, okay? yeah, that's pretty big. and so it caused all of this damage to those cars, and i'm pretty sure insurance rates are about to go up. wow, that is just crazy. okay. so let's get a look at what's happening here in the bay area as we're waking up and heading out the door to this. oh, wow. that is beautiful. a live view in san francisco, and we're going to have another beautiful, sunny day. we're also going to make those opportunities to get out there and enjoy it, right? home school reset n. fremont we'll start out in the low 60s and then reaching into the mid-70s for today. it's going to be very comfortable. spend a lot more of the time out there for parts of the south bay. we'll see temperatures in the low 80s. some of our inland valleys in spots like livermore and napa reaching into the low 80s today, and mid-80s for ukiah but, of course, we're keeping an eye on our rainfall deficits. i just got the update of the drought monitor.

because of this huge rainfall deficit we've seen the drought worsen. stick around for that at 6:08. we'll see our temperatures for the next several days not too bad. a little bit warmer than normal, reaching into the upper 70s. we will have a windy weekend which, of course, is going to dry out the vegetation even more. we do need to be really careful. we'll talk more about that coming up in a few minutes. mike, how is it looking for the commute? kari, in the south bay we have the only slowing in san jose. it's sticking around. you see that circled on the map with the speeds right around 50 on average from 280 up to 880, that section of san jose. now this is unusual. the slowing off the castro valley y. that's why we have more slowing now. we have the continued closure for the on and off ramp . highway 185 getting through the city and that will remain in place until further notice. you'll probably have to loop
