overwhelming covid virus in india. the country is trying to cope with the lack of supplies. it's impact hitting the large indian community in the bay area. a flight from new delhi will be landing at any moment. it might be one of the last as the biden administration will restrict travel from india beginning tuesday. fso is -- sfo is reporting where many are traveling back and forth. mixed emotions from the passengers. >> reporter: the passengers we talked to are flying to see those they haven't been able to see in more than a year because of the pandemic. there are frayed nerves about where they're heading. >> i have family and due to the pandemic, i will just carry. >> reporter: he says he has a little peace of mind because he

has been vaccinated here and hopes that will protect him when he arrives. this passenger says he is also vaccinated and much of his family but concerned about the travel restrictions imposed by the biden administration. >> i was planning to be there for a couple of months. i'm hoping in a couple of months it will calm down in india and the travel ban will go away. >> reporter: all four nationals who have been in india 14 days prior to travel will not be allowed entry. u.s. citizens will be allowed re-entry with a negative covid test prior to departure and will need to quarantine 14 days prior to arrival. kamala harris was concerned about possible spread and pledged support to india. >> we have a long standing relationship with india people and particularly with public

health issues. tonight, we're sending a plane with supplies that will include oxygen. >> reporter: india is now the first country to record 400,000 infections in one day. mass vaccination efforts have faltered with only 2% of the population innoculated. a lack of shots is hampering the country's battle against the virus. >> beginning today they were going to inoculate 18-50 and now moved that by one week because they don't have vaccination there. >> reporter: the u.s. along with several other allies are rushing vaccinations to india to help manufacturer more doses. bay area news. >> the bay area continues to help. this is a look at crews from travis air force base loading up two planes of supplies yesterday, n95 masks included and oxygen tanks and covid tests headed for india. $100 million worth of supplies by the u.s. government. tech companies also are pledging

money and supplies. in other news now this morning, police are searching for the person who shot a driver on highway 4 in the east bay that happened around 1:15 this morning. that's in the bart station. chp says it's possible shots were fired from both sides. the victim is a man in his 20s. no word on his condition. this is the third shooting this week alone on highway 4 in pittsburgh. may 1st is the start of asian pacific american heritage month, a time for people to learn about asian-pacific highlander history and comes at a time they seem to be und yesterday, a 68-year-old woman from san leandro was a victim shopping on 8th street in

chinatown. and not far away, chen, an advocate, was pushed from behind as he walked down the street in oakland and he was on his way to visit a friend also assaulted while riding on a bus on monday. >> this guy calling me names and hit me in the back. i was using my phone to take a picture. >> reporter: chen is using his injuries to raise his platform and call attention to what is widely called asian hate. a live look in oakland this morning, police are preparing for mayday events, a day centered around workers' rights. there are peaceful rallies planned including there in oakland. the city sent a letter to locals and businesses warning about possible property destruction. either way the oakland police department says more officers will be on patrol. the oakland mayday plans for a

caravan at the bart station at 2:30 and end at west oakland for a rally. here's a look at some other mayday events happening today. at 10:00 the international workers day parade and rally at san francisco. people are asked to meet at the embarcadero and march to civil center plaza. it starts at 2:30 at the merritt barth station and rally from san jose jose from the park to city hall. a promising milestone in the fight against the pandemic in the u.s. the cdc says more than 100 million americans are fully vaccinated. here in the bay area we're getting a look how your zip code is doing when it comes to vaccinations. we have the highest and lowest vaccination rates according to zip code. are you in one of them? >> reporter: as vaccine demand

slows, new data from the state tonight is showing how many people have rolled up their sleeves to combat covid zip code by zip code. we looked at the top and bottom three zip codes in the bay area with a population of 1,000 or more. top in the list is 94304. palo alto, 90% of people living there have had 94% of the vaccine and berkeley hills in albany. >> just getting the vaccine ourselves brought me a lot of comfort and further hytened by by -- hytened knowing people around us are also vaccinated. >> reporter: at the bottom, treasured island and berkeley near the cal campus, only about 38% of people there have had at least one dose. in 94603, just south of the

minutes. moving from orange to yellow, two bay area counties could soon move to the least restrictive yellows here. marin county is close to the shift and san francisco could go yellow as soon as next week. that means bars in the city will be able to open their doors without serving food. this bar has only been able to serve drinks to customers outside, chilly customers, they say. welcoming a number of people back inside is the lifeline they need. >> it's 12 people inside, not outside in the cold. 12 people sticking around past 6:00, 7:00. >> blooms saloon has been able to get patrons inside by partnering with restaurants and serving food. they say it's been a struggle and look forward to returning to business as usual as a bar. at 7:13 we have more ahead in the bay. coming up eligible for release. earlier, big changes just

welcome back on your saturday morning. sunny skies over san jose. a little bit of cloud cover. your full microclimate forecast in just a moment. first, california inmates convicted of violent crimes could soon be released early. state prison leaders say early release across would cut their sentences by a third. inmates can receive those across for good behavior or participating in a rehabilitation program. these new guidelines are part 5 california voters in 2016 but still subject to approval. prison leaders say there's no way to know the exact number of inmates impacted by these new rules just yet. shifting gears, get ready for fair food. the alameda county fair is coming back this year, held in the fall october 22nd to the 1st. they say it won't be nearly as

crowded in the fall so social distancing can be maintained and masks may be mandatory. checking in for our microclimate forecast for this first day in may. hey, vianey. >> i wish i could say we're caught up on the rainfall totals after april. that wasn't the case. we have to look at that drought monitor and see where we stand in california. cloudy in some spots, 55 degrees in concord. notice the sunshine for this afternoon. depending where you're headed out today, you will notice clouds on the coast and in the interior valley. let's look how san jose is shaping up. 52 degrees. upper 60s, low 70s expected for the south bay today. in san francisco, that's one of or foggy spots. pretty normal, 54 degrees. we will get some clearing for the afternoon in san francisco. the biggest around the coast is

the windy conditions. we have fog and in san jose, half moon bay, down to about a mile on visibility and 4 miles in oakland. keep that in mind once we get some of the clearing. here's what we can expect for the afternoon. 73 degrees in san jose, oakland, 67. the winds will vary from 15 upwards of 35 plus miles an hour mainly for the coastal areas, especially to the evening. to the drought monitor, as of right now, 100% of california is exceptionally dry. 97% of california is under some form of drought. 52% of the state of california is under an extreme drought drought and 5% is under an exceptional drought, the worst in notice the color scale up top. we definitely needed the rain in

addition to the lack of rain of drought conditions and also affects the sierra snow pack because right now we're only at 24% of average in the sierra. check out the north at 23%. sierra snow pack when it comes to spring and summer, the snow technically melts and provides about a third of california's water supply. definitely concerns there, possible water restrictions ahead. already some in place in central california. long range outlook right now, we warm up heading into sunday and monday. as that high pressure regains and dominates once again our temperatures are expected once again go up to the upper 60s for san francisco and 80s in inland areas. to your climate high, party season, mother's day, all that good stuff. this involves gift wrapping. check out a more planet friendly way to do it.

are being attacked one headed to the kitchen to help others. >> reporter: when the world's problems seem too big to tackle it's sometimes best to start small. >> thank you so much for coming. >> reporter: a small event in the corner of the park is just what wen had this past weekend. >> thank you for making an impact on the community. >> reporter: she is a 25-year-old that came with her family eight years ago. she has experienced anti-asian bias first hand. >> even daily life, going to school and college, walking around the mall we still see small things that happen. >> reporter: but the big things that have grabbed the headlines recently, attacks on members of the aipa communities, the ones that sparked big rallies in

response those got her thinking what she could do to help. >> it's sad and frustrating to see how people are treating one another. >> reporter: so she turned to what she knows best, food as her way to make a difference. she works in her parents' restaurants and a group of others went into the kitchen to whip up a variety of asian treats. she then headed out to her neighborhood park to give them a way for free. her goal to simply use food as a way to get people together, get them talking to each other and hopefully in the process breakthrough some barriers that separate them. >> so people can be more open-minded about definitive cultures. >> reporter: she knows her one event alone won't change the course of world events but maybe it can change the way one person think. wouldn't that be a sweet result? nbc bay area news.

few minutes. enjoy. >> thank you so much. we will see you in about 15. we begin right now with the enormous surge of coronavirus cases in india and lack of supplies. it is hitting the indian community in the bay area. at sfo we are expecting a flight from new delhi to land and will be one of the last as the biden administration will restrict travel from india beginning tuesday. it is a well traveled route for family members who go back and forth. today, we went to sfo and found mixed emotions from passengers. >> reporter: the passengers we talked with are flying to india to be with family members they haven't been able to see in more than a year because of the pandemic. as passengers checked in for their flight to delhi there are clearly frayed nerves where they're heading. >> i have family in new delhi but due to the pandemic --

yesterday when a 68-year-old woman was the victim of an unprovoked attack shopping along 8th street in chinatown in oakland. and another attack not far away, karl chen, an aipa advocate was pushed down the street in oakland. chen was on his way to visit a friend also assaulted on monday while riding a bus. >> this guy calling me names and hit me in the back. that's a decision. i used my phone to take a picture. >> reporter: chen is using his platform to call attention to what is widely being called asian hate. new this morning, police are searching for a person who shot a driver on highway 4 in the east bay. it happened around 1:15 this morning near the bailey road exit in pittsburgh. the bullet holes were found on both the passenger and driver side door.

chp says it's possible it was fired from the car. he is in his 20s and we don't have information on his condition. this is another on highway 4 in pittsburgh. a big event for mayday, a day centered around workers' rights. there are peaceful rallies planted throughout the bay area. the city of oakland sent a letter warning people about possible property destruction. oakland police will have more on patrol. the oakland mayday planning committee put out an alert people should come for a caravan at the bart station for the rally. the international workers parade at 10:00 in san francisco. people are asked to meet at the

and your happiness lives longer. that's why the younger you are, the more you need a-a-r-p. join today. . good morning. we are a bit cloudy around the coastline. we have morning fog right now in san francisco. it's about 54 degrees. it will be a very lovely day ahead. great time to enjoy the outdoors. current temperature trend will be in the upper 50s. low 60s for san francisco but into the interior valleys, talking concord and warmer and a lot more sunshine. 55 degrees. expect to see 73 degrees around noon. we will be rather quick to warm but comfortable. not too hot, not too cold. check out the fog and visibility right now. in half moon bay the visibility is down to half a mile. a lot denser there. san francisco down to about 9 miles, santa rosa down to half a

mile as well. in oakland, about 4 miles when it comes to visibility. by the afternoon when we get sunshine peeking through, daytime highs, 62 degrees in san francisco, 66 degrees for half moon bay, concord, 76, 73 for livermore, 70 degrees in san jose, 74 in morgan hill. it will be windy along the coastline. 15, 30 miles an hour winds, especially around the half moon bay area. let's look at the drought meter in case you missed it earlier. this is a pretty important update. it gets updated once a week on thursday. 97% of the state of california is under drought. 5% of california is now under exceptional drought. you look at the color tabs up top, that's the worst form of drought we can be in. this impacts our water supply, impact crops and limit and create water restrictions in some areas we've already seen

that happening. let's look how the current reservoir levels stand. right now the four largest at current capacity, 64% of historic average. you see in through the reservoir, we're less than the 60% average, typically around this year. we have a long way to go. we did not get the rain we wanted in april. we have high pressure that will return dominating into the start of the work week, which will boost our temperatures back up. expect gusty conditions tomorrow for san francisco. we will keep the sunshine around but noticeable see increase in temperatures in the interior valleys, back to the 80s by monday. >> that's hot. >> vianey, thanks so much. still ahead for the bay, me too movement at a south bay high school. >> i was begging for him to stop and he wouldn't.

a wave of student sexual assault claims has hit los gatos. its high school district is being accused of allowing culture of denial. part one of this two part investigation.

>> for the majority of my life i was so excited for high school. this is going to be it. it will be like the movies. i feel it all got ripped away from me. >> reporter: what's happening here at los gatos high school, a serious question facing school officials after an outpouring of mostly off campus sexual misconduct stories with former students. it started with mia. >> i was raped. >> reporter: february 8th last year, mia was a los gatos high school freshman and had been drinking with an upper classman. >> one thing led to another and i was begging him to stop and he wouldn't. my head was just hitting a wall. >> reporter: according to court documents, she reported she had been with the student before but

this time she didn't consent. she says she stopped going to school, couldn't sleep and finally broke down and told her mother later that month. >> she just hugged me and told me i would be okay. >> reporter: her parents went to police and filed a report with the school district under title 9. the law prohibits sex discrimination at federally funded schools requiring institutions to investigate sexual harassment allegations. >> reporter: was the school ready for this title 9 case? >> this school is not ready, no. >> reporter: los gatos high school district didn't have a title 9 coordinator at the time and hired outside help. she says he treated her insensitively and she emotionally shut down. the investigator found the accused abuser parents say and there wasn't enough evidence to charge the young man. >> i remember feeling so broken. >> reporter: that feeling turned to anger and in june she posted

about her experience on instagram. her post sparked a movement. it started with fellow students starting a group called from survivors for survivors. then, they created the me too lghs instagram page where they shared for the last several years. there was even a documentary. >> los gatos is ranked highly in the bay area of s.t.e.m. curriculum and college preparedness. >> people say, i don't know how you shared your store so quickly. i don't know how people keep it inside for so long. >> reporter: just how widespread is this problem is hard to say. tracking student involved sex assaults is challenging. we found many bay area school districts track incidents involving their students but some don't or just started. we couldn't find anyone compiling data from different sources like police and schools.

one district said authorities are under no obligation to notify the school. los gatos high school superintendent wrote in an e-mail to us, off campus crimes are one of the greatest challenges a school or district faces. there are cases where alleged victims don't immediately come forward like lisa broomfield. >> i didn't think there was any way people would believe me. january 2015 i was raped by a junior. >> reporter: broomfield says she never felt safe enough to report her attack to the school. that silence nearly killed her. >> nepolice were called on me because of a suicide threat. >> reporter: broomfield eventually opened up to her father. they went to police but no charges were filed. prosecutors cited a lack of evidence. her dad penned this letter. to the father of my daughter's

rapist. >> this is the hardest letter i've ever had to write and it will be the hardest letter you will ever have to read. your son raped my daughter. i will forever be indebted to mia. >> reporter: we reached out to 15 bay area district and found k through 12 schools respond to reported sex assaults differently. some say whether the misconduct happened on or off campus they have policies to hold abusers responsible. most say if it happened off campus it's out of their hands. they cite the state's education code which says schools can only discipline students for school related misconduct. under title 9, schools can take some action on off campus incidents if it has an impact at school. for mia, they offered to change her schedule so she wouldn't see her alleged abuser. >> it really does impact you in ways you wouldn't even imagine. >> reporter: in e-mails, superintendent grove said the district has taken action

launching an independent inquiry, adding a tipline and independent counseling. he refuse to speak on camera but released this prerecorded video to parents. >> recently, our district was approached by an nbc reporter. >> reporter: that's their title 9 coordinator. >> we did not want to be in a position to provide information about any of our students. the truth is we take sexual assault and hares arement seriously. >> reporter: when they found those accused of abuse back at school the lghs organizers say it's a dange message and gone down in this past. >> i really thought things had changed. saratoga high lost audrie pott to suicide. sheila pott is her mother. >> reporter: do you think there's a culture of denial at
