"today in the bay" starts right now. a very good tuesday morning to you. thanks for joining us. i'm laura garcia. >> and i'm marcus washington. we're going to get to your forecast in just a moment but first, i want to start with the morning commute for you. mike, how is it looking out there? >> it's looking light which is good. folks get worried when we start with traffic. an easy drive for the green sensors. bigger drive off the antioch bridge 160 on the right and throughout the north bay across the golden gate bridge where there are crews on the roadway. no full closures over there, this full closure continues this week as well overnight until about 5:00 in the morning picking up throughout niles before 5:00, remember, 680 to mission boulevard is your cut-through and everything else moves nicely throughout silicon valley and south county. kari, what do you have for us today? >> we're still starting out with that red flag warning and the n

especially for solano a lot of the bay area. so that continues until 5:00, as we are still getting high wind gusts at times and some very low humidity. humidity one of those main ingredients in how fast the fire could spread if it does get started, and it won't be as low as it was yesterday, but still some critically low humidity as we get ready to head out the door this morning. you do need to be very careful if you have to pull off on the side of the road, make sure it's not near any dry brush. into today temperatures will be heating up quickly going from the mid-50s to the mid-70s by 11:00, and some of us will be back in the 90s. we'll talk more about that as well as our fire danger in the forecast, coming up in a few minutes. >> thanks so much, kari. we'll check back with you. 4:32 right now. fire crews were rushing into action in contra costa county to fight a small fire. it spread from a motor home to

nearby vegetation. it broke out along san pablo avenue near the dead fish restaurant in crockett. the fire burned about an acre before crews managed to contain it. this is happening as parts of nearby solano county in red flag warning danger zone this morning. the hills above the homes in fairfield, boy, they're just braun right now and that's how vegetation looks across california. a small grass fire broke out near vacaville yesterday giving people there a scare. cal fire is warning everyone about how the state is rapidly approaching another drought because we had very little rain. we talked to a home owner in fairfield about how he's preparing for what is expected to be a very rough fire season. >> very concerned. i mean today we've been spending all day trying to clear up those big eucalyptus in our backyard. >> oakland firefighters are gearing up for a challenging summer by increasing their staff and they're preparing their equipment. breaking news, a live look in mexico city this morning, where this is the scene of a

tragic accident, where a subway overpass partially collapsed late last night, sending that train and the cars crashing to that road below. first responders frantic least 3 people who are confirmed dead. it's not yet clear how many casualties were on board that train or the road. another 49 people have been sent to the hospital. of course, it's just too early to know what triggered that collapse. we'll keep up updated throughout the morning on this incident. developing right now, san francisco police are investigating a shooting near sfo. this happened last night outside the grand hyatt, right near the international terminal where it connects to sfo by an air train. the airport spokesperson says that a woman was shot in the leg, it's not clear what led up to that shooting. for a time those roads in the area were closed and passengers were held briefly on a plane over concerns it could be an

active shooter situation. in the east bay a strong reminder of how much words matter. a livermore planning commissioner used the word "ghetto" to a proposed income housing development. public emotion is running red hot. "today in the bay's" terry mcsweeney reports from livermore. >> reporter: saying those people or we don't want people like that in our town or other phrases that are similar to what john stein said are derogatory -- >> the term ghetto is many interpretations. oakland many neighborhoods where we play outdoors in the late evening called ghettos, areas now unsafe, usually associated with drugs and crime. >> reporter: this comment from planning commissioner john stein about the eden development under consideration for downtown livermore. he said "i really don't want to see the downtown become a ghetto of affordable housing and i

support inclusionary housing both on a macro and micro scale." stein apologized for using the word "ghetto." >> to all of them i say i'm truly sorry and will do my best to make sure it never happens again. >> reporter: a motion to remove him from the commission failed. the council is giving stein a second chance with strings attached. >> i move to send stein to the planning commissioner's training through cal cities, which has lots of really informative webinars that i think will be helpful. >> reporter: apparently one of the webinars is about the meaning and impact of words, whether or not that meaning and impact was ever originally intended. in livermore, terry mcsweeney, "nbc bay area news." happening today, conservative businessman john cox is launching his campaign tour with the idea of replacing governor gavin newsom. cox is one of three people including kevin faulkner and

caitlyn jennerer hoping to replace newsom in the recall election. one of the stops includes wine write where he plans to speak at the laundry. newsom is getting support from democrats. in san francisco the city could move into the less restrictive yellow tier. a decision today is expected and restrictions would loosen by friday. the biggest change bars that don't serve food can open indoors at 25% capacity. indoor gyms, wine he weries, tasting rooms that he can also open at 50% capacity and outdoor live events are allowed at 67% capacity. marin county also meets the criteria to move into the yellow tier but health leaders say they're not predicting anything and they're going to wait for the state to make that final call. getting more people vaccinated is the key to reaching that coveted herd immunity of 80%, but health leaders now say that number is getting more elusive.

the cdc says 31% of americans 16 and older fully vaccinated. this is where we run into the problem. so the polls show 30% of americans are hesitant to get the shot, that means it's quite possible that only 70% of americans will get fully vaccinated. that has doctors concerned we might ever reach herd immunity. here's "today in the bay's" ian cull. >> reporter: 104 million americans are fully vaccinated, a major step towards protection, just as fewer people want it. nationwide, vaccinations are down 24%, some like natalie don't feel the need saying she was already infected. >> personally for me, i feel i've already had it and i'm not really interested in getting a vaccine. >> reporter: polls show 12% of americans still don't plan to get vaccinated at all, and another 15% say they'll wait and see. while some experts are concerned hesitacy will prevent herd

immunity, ucsf dr. monica gandhi says the more accurate definition and goal is containment. she firmly believes that will happen. >> we will get to that place with vaccines where we have such low cases, such low hospitalizations that we go back to normal life. >> reporter: dr. gandhi says california's high vaccination rates are already helping. here are the latest numbers of who has received at least one dose by age group. she believes doctors should start administering them in their offices to help the hesitant. >> that's kind of the next thing that people are calling for. let us doctors have them because we have relationships with our patients and we can have long conversations and not send them away to get their vaccines somewhere but get it there. >> reporter: the biden two-pronged strategy to reach groups reluctant to roll up their sleeves. >> trusted messages to give the message about why it's important to protect yourself, to protect your family, and to protect your community and make it as easy as

check out our forecast in gilroy today, heading out to the park, you might want to make those plans early in the day, before it gets really hot. we start out at our temperatures in the upper 50s, but look at how fast these temperatures go up, before you know t we're in the low 80s and going up even more from there. we'll talk about what's ahead in our forecast as we cool off in time for the weekend, coming up in a few minutes. and we have mostly just scheduled road maintenance we know about that and i'll point out one full closure. one in the south bay for 101, i think you might have forgotten about. in the north bay we have a nice smooth drive through san rafael and no problems from here all the way down to the golden gate bridge. wall street is set to open modestly lower this morning, maybe flat after the markets got off to a strong start to the month of may. investors once again piling into stocks that will benefit the most, for a complete reopening of the american economy, this

after florida, new york, new jersey, connecticut, all announcing they would lift most if not all capacity and pandemic restrictions later on this month. the dow rallying more than 200 points. in focus today, a report on factory orders as well as earnings out of pfizer, cvs health and lyft. amazon will take over exclusive rights for thursday night football beginning next year. that's a year earlier than expected. fox agreed to exit its existing deal for the thursday night package after this year. the deal marks the first time the nfl has sold a package of games exclusively to a streaming service. the games will only be available on television and the local markets, where the two teams are playing. last month, the nfl announced new media deals with espn, abc, cbs, fox and nbc. uber is teaming up with arrival a uk maker of electric vans and buses to develop an electric car that will go go into production in 2023.

that, we're mostly in the 50s around much of the bay area, as you get ready to head out the door, mid-50s right now in san jose. so we're still watching out for this high fire danger, it's for solano county but i think it pretty much includes all of the bay area because it's been so dry and at times we have these winds picking up and the red flag warning continues until this evening, for solano county and the central valley as we've seen the winds at times gusting at about 25 to 35 miles per hour. then we look at the humidity as well, that's another one of those things that has to be below 15%, and it looks like today during the middle of the afternoon, the humidity will be a little bit higher, that's a sign that the ocean breeze is trying to fight back just a little bit, and it will keep it more humid near the coastline, but as you make your way inland, it's still going to be critically dry. as we go into the wind speed forecast for today, we're seeing the winds turning a little bit more westerly and that's going

to keep it cool in san francisco, parts of the bay, but it may not make it through the mountain gaps and into some of the inland areas. so we're still reaching the mid 80s today for gilroy, as well as morgan hill. for the east bay, there will be some spots back to the low 90s again this afternoon. we'll see that in antioch today. not as warm in oakland with some upper 70s and low 80s for parts of the peninsula. san francisco will be anywhere from 70 in the mission district to about 60 in the marina district and our north bay high also reach into the mid to upper 80s for today. so our inland forecast does show those spots that will reach 90 degrees, still pretty hot tomorrow but not as breezy and look at the cooldown we'll have with some 70s in the forecast for a couple of days, by the end of the week and mother's day is looking nice, too, with sunshine and a high near 80 degrees while san francisco will drop back into the 60s. mike, any problems popping up now for the morning commute? >> no major problems, kari, but

i want to give a note for folks in the south bay, who might have forgotten if they heard about this, because signs were up down there, looking towards southbound 101, reports of full closure although my sensors are still reading where i circled a slow drive south past blot some hill, you route it off and back onto the freeway at its worst right now. should be reopening in just minutes and that will continue in the southbound side again overnight tonight and northbound for the rest of the week. we're looking out here for the rest of the closures, sticks out pretty clearly there, highway 84 through niles, use 680 and mission as your alternates to get around that, opening in the next couple minutes as well. back to you. >> thanks, mike. the search is off for survivors of the san diego boat wreck that at least three people died. dozens more injured. sunday's tragedy could have been far worse if some good samaritans did not actually dive into action. so one of those good samaritans is kyle foy, navy first class petty officer and rescues as sea

attorneys say it allows for the distribution of accidental death photos and because the photos were never shared publicly no harm could have been done to the bryant family nor is it an invasion of privacy. it's not clear when the papers were filed but for now, a trial is still set for november. santa rosa leaders are about to look into how the police department handled last summer's chaotic george floyd protest. today and tomorrow councilmembers are holding a series of virtual hearings focused on the findings from recently finished independent reports. at times last year's protests got heated. the city was recently involved in a large settlement tied to the police handling of protesters. happening now, more children in the u.s. are being vaccinated for hpv but it's still not enough. researchers analyzed survey data and it found that hpv vaccinations increased for those ages 9 to 12 from just over 17% in 2008 to more than 62% in
