desperate covid crisis in india. that's happening as the u.s. has another story, beginning to restrict travel from that country, but also lifting restrictions here in new york city. the city once at the center of the outbreak is ready to open back up, including broadway. we've got it all covered just ahead. we do start with the breaking news out of mexico city, where rescue operations are under way after that deadly commuter train overpass collapse. nbc's miguel almaguer joins us now with the very latest. miguel, good morning. >> reporter: hoda, good morning. the mayor of mexico city says a support beam collapsed just as the train was passing over it. this is one of the newest subway lines built less than a decade ago. it runs underground, then travels through an elevated section on the outskirts of the city. nearly two dozen people were killed, at least 70 taken to local hospitals, and seven are in grave condition. overnight, an overpass in mexico city's metro partially collapsed, sending a train plunging down onto a busy street

below, killing at least 23 people. including an unspecified number of children and injuring dozens of others. videos on mexican television and posted to social media capturing the crash. train cars dangling in midair. the overpass then collapsing onto cars to the road below, trapping vehicles under rubble. this man says he heard the collapse. he says when i heard the screeching, i thought it was a car that collided, but, no, i came out and saw the scene. this couple says they had already gone to bed. the sound of the crash waking them up. we were inside with my daughter. we heard the sound. horrible, horrible, horrible, she says. emergency medical teams and firefighters at the scene working feverishly throughout the night, desperately and carefully combing through the wreckage, looking for survivors. hundreds of police officers and military personnel cordoned off

the scene, as friends and relatives of people believed to be on the trains gathered outside the perimeter. the mayor of mexico city says there was one person in his car underneath the tracks. he was rescued and is alive in a hospital. this morning, officials are asking residents for understanding and patience, as they search for answers about how this tragedy happened. the marines, national guard and police are on scene to maintain order. the mayor saying emergency personnel are still working at this very hour to remove that train. guys, back to you. >> all right, miguel almaguer, thank you. also, as mentioned, breaking overnight, more seining the sou. tornadoes, dangerous winds, and rain for the second straight day, with the threat of more storms ongoing. al is ready with more on that. first, let's get to nbc's blayne alexander. she joins us from atlanta with the damage we have already seen there. blayne, good morning. >> reporter: well, savannah, good morning to you.

certainly, the storm left its mark across metro atlanta. at this industrial office complex, we see a number of trees scattered and the roof has been blown into this pile over here. now, this storm system has already proven deadly, taking at least one life in west georgia. but today, officials are turning their attention to damage like this. the national weather center is going to be on the ground surveying the damage as people across the south are now bracing for round two. across the south, sounds of an unforgiving storm. >> i just heard whoo, whoo, then boom, boom, boom. >> reporter: a powerful system producing at least four tornadoes from mississippi to georgia. in tupelo, an ef-1 tore a 12-mile path through the city. across the state, more heavy winds tossing trucks like toys. >> i looked out there, and it was behind me. it was in front of me when it started. >> reporter: dangerous weather

also slamming parts of texas. this tornado spotted south of ft. worth, while overnight, multiple semi trucks were blown off the highway near dallas. >> we've been stuck here for, like, two hours. >> reporter: in west georgia, the storm turned deadly, claiming the life of a restaurant owner before barrelling toward metro atlanta. a rare, head-on hit for the heavily populated city. toppling trees and ripping the roof from this industrial complex. in this southwest community, neighbors had moments to scramble to safety, including atlanta mayor keisha lance bottoms. >> i got up, went to the back of the house, looked at the trees and thought, i've never seen that before. they were bent sideways. report in your back yard? >> in my back yard. >> reporter: she immediately started checking on her neighbors, all stunned the damage was not worse. >> there was one tree a few doors down. had it fallen onto my neighbor's

home, i would venture to say that house would be gone. and if anyone was in it, they'd be dead. >> reporter: guys, damage like this is exactly what experts are going to be looking at when they come out to survey later today. we're talking about trees essentially littering this strip of this place here in south fulton. unfortunately, for many people, the worse is not over. we do understand there is another system preparing to blow through. some 28 million people possibly in its path. savannah? >> what a night. blayne alexander, thank you. appreciate it. >> brings us to mr. roker. we're wondering how much more there is to this. >> we're watching this system now developing and getting even stronger. flash flood watches are up. we also have a tornado warning just north of nashville right now. we've got flash flood watches, severe thunderstorm warnings and watches pushing through. as far as the severe risk is concerned, we have 28 million people, including this enhanced risk from montgomery, north of

pensacola, alexandria, tupelo. damaging winds, hail, and tornadoes likely in this area. then for tomorrow, from salisbury, maryland, all the way down to new orleans, we have a risk of damaging winds. the tornado threat is low, but we're looking at hail, as well, out of this system. as it pushes to the east, that severe threat from the gulf coast all the way to the mid-atlantic, downpours causing flooding today. tomorrow, the frontal track here into the east bringing some strong storms from delaware down to florida. when all is said and done, we're talking about 2 to 4 inches of rain, especially in the lower mississippi river valley and the gulf. there could be, locally, 4 to 6 inches of rain causing some localized flooding. savannah. >> al, thank you. now to the coronavirus. new signs the u.s. is very close to turning the corner. the fda reportedly set to approve pfizer's vaccine for 12 to 15-year-olds by next week. that is a key step toward the reopening of schools and the reopening of this country. states once at the center of the

pandemic have announced they're also ready to lift most covid restrictions, including right here in new york. nbc's stephanie gosk is in iconic times square with more. stephanie, good morning. >> reporter: savannah, good morning. you know, there has not been a lot of good news here in times square during this pandemic. but in just a couple of weeks, businesses here will be allowed to reopen. broadway could take a little bit longer, but businesses will reopen. as they will in the rest of new york, connecticut, and new jersey. and connecticut has also hit an important milestone. it's become the first state to vaccinate more than 50% of its adult population. as you mentioned, there is more vacc 1

the vaccine. still, many from new york to new jersey to california are seeing positive numbers and moving ahead with reopening. now, with the hope that having kids back in school could be even safer in the fall. >> it's such a disconnect, stephanie, because we see things are coming back to life here, when you look at what is happening in india, it is getting worse by the day. some people calling it apocalyptic. can you tell us what is going on, the response from the u.s. government and others from around the world? >> reporter: sure, savannah. the numbers there are simply terrible. the cases have passed 20 million. the number of deaths in the last 24 hours, 2,400. while there is oxygen getting into the country, the hospitals

are simply overwhelmed with demand, and now they're saying what they really need are medical professionals, nurses and doctors, to start opening up field hospitals. as for the united states, that travel restriction goes into effect today for anyone coming in from india. savannah? >> stephanie gosk, two sides of the story this morning. thank you very much. appreciate it. 13 minutes past the hour. craig is here with another major story out of washington. we're talking about immigration. >> that's right. good morning to you.ororning to. president biden has decided to waive the limit on the number of refugees allowed and raise it far above the last administration's record low. nbc's chief white house correspondent, peter alexander, has details on this. good morning. >> reporter: good morning. the decision comes about two weeks after president biden had announced that he was leaving former president trump's record low limit on new refugees in place. that sparked immediate blowback from democrats who accused the

president of breaking a campaign promise to welcome those facing dire situations in their home countries. a major policy reversal. the white house announcing it will allow more refugees into the u.s., capping the totaled admitted at roughly 62,000 this year but it comes after the president drew fierce criticism from members of his own party, the white house saying last month it would keep in place the trump-era cap of 15,000 refugees top democrats called the move unacceptable, including ihlan omar, who condemned the decision as shameful. then candidate biden had promised a break from then president trump's strict immigration policies. >> it makes us a laughing stock and violates the notion of who we are as a nation. >> reporter: still he concedes the sad truth is we will not achieve that target this year, blaming what he calls damage former president trump did to the program.

meanwhile, the president is defending his proposals to raise taxes on big businesses and the wealthy to pay for sweeping plans to overhaul the nation's infrastructure republicans are dismissing the massive price tag as a nonstarter. >> none of my republican colleagues are going to support a $4.1 trillion infrastructure package. >> reporter: but the party is still dealing with its own internal feud. more than six months after president trump's defeat anger is growing among top republicans about liz cheney, the third highest ranking gop house member, and a frequent trump critic cheney denouncing mr. trump again monday after he repeated his false claim the election was stolen and tried to commandeer the term big lie used by his critics. cheney accusing the former president of, quote, poisoning our democratic system.

let's check out our 7:30 headlines. a man who tried to drive into cia headquarters was shot by fbi agents yesterday after an hours long stand-off. official says when the man eventually got out of his car, he was holding a gun. that's when fbi agents opened fire. he was taken to the hospital. his condition unknown this morning. according to the two officials, the man is mentally disturbed and tried repeatedly to get past into the cia's langley, virginia, campus. sad news from the world of autoracing. beloved three-time indy 500 winner bobby unser dies at the age of 87. he was the first driver to win the prestigious race in three decades, taking the flag in 1968, 1975 and 1981. of course, autoracing runs in his family. his younger brother, al unser, won the indy 500 four times. his nephew won it twice. he is survived by his wife,

with the summer travel season about to kick off, the faa says passenger behavior seems to have sunk to a new low this year. all-out fist fights spilling out of planes and into airports, with some passengers refusing to wear masks police called on board flights to remove passengers who refuse to follow the federal mask rule. in denver, fellow passengers were forced to hold down a man who tried to open an emergency exit in flight in las vegas, this man climbed out onto the wing of a plane while across the country, political tensions were especially high in january. >> you're a joke absolute joke. >> reporter: members of congress and ordinary citizens harassed >> we the people, not you the elitist. >> reporter: now, the faa reports unruly passenger behavior has skyrocketed this year, from 150 cases in a typical year to 1,300 reported cases in just four months.

>> the physical and verbal abuse that flight attendants have been taking has been way off the charts of any kind of air rage incidents that we've been talking about over the past 20 years. >> reporter: the most bad behavior complaints involve passengers refusing to wear masks, bringing their own alcohol on board, engaging in political intimidation, verbally or physically assaulting other passengers and crew members. >> flight attendants being physically assaulted, pushed, choked we had a passenger urinate a passenger spit into the mouth of a child on board. these are some of the things that we have been dealing with. >> reporter: now, the faa is taking a zero-tolerance approach unruly passengers face potential criminal charges, fines of up to $35,000, and banned for life by the airlines faa chief steve dixon, a former pilot and senior vp at delta airlines. >> we have to follow crew instructions on the aircraft it is not permissible, and we will not tolerate interfering with the flight crew and the

officials say a subway train derailed and plunged onto the street below when a concrete overpass collapsed. videos on mexican television and posted to social media capture the crash. we're told roughly two dozen people are dead, many are still in grave condition. rescuers searched through the night, finding at least one survivor who was trapped in the wreckage. nearly 80 people have been taken to local hospitals, some with severe injuries. at one point, the rescue operation was suspended while a crane was brought in to stabilize the dangling train cars. anxious family members kept vigil outside the crash site, waiting for hours for word about their loved ones. the collapse took place on one of the city's newest subway lines, built a decade ago. mexico city's mayor ordered the prosecutor's office to conduct an investigation into the cause of this disaster. back to you. >> miguel almaguer, thank you. another round of violent weather is threatening large parts of the south today. we've got a live look right now. this is storm damage in ellis

pathway to more, long-term, person-to-person therapy >> i do, yeah. seeing a video, big informed and connected to the video leads you to the next step in my practice, i would say 80% to 90% of my clients came from tiktok >> reporter: the traditional next step is what many mental health professionals hope the app will encourage. >> there is no replacement for the in-person give and take, where we can tailor the therapy to the person who needs it. >> reporter: while professionals say tiktok isn't a replacement for one-on-one therapy, many gen z teens, like lana, chris, and ella, say it helped them deal with stress, anxiety, and loneliness this past year. what is it about the tiktok videos that really hits home >> my attention span has shatterened, and these 15 to one-minute videos are something that grasp my attention when i don't feel like watching a whole ted talk >> reporter: my folks, we were normal or crazy. when i was your age, i was a

nervous wreck. i know now that i had general anxiety disorder and panic attacks, but they weren't defined. do your friends talk about therapy or mental health >> i think definitely our generation is making strides to push for normalcy in terms of getting help >> i can even see it with my grandparents when i say, i have a therapy session today, they shift and get uncomfortable. >> reporter: like, what's wrong with you >> yeah. i'm learning to love myself with my anxiety >> reporter: help me help parents watching right now, who have teenagers and they're really worried about them. how should parents approach their kids >> i mean, i think the most important thing for parents would be to be compassionate. >> definitely sitting your child down, making sure that they know that they still love them and they'll still care about them. so we don't create another environment where a whole other generation goes thinking that you're either crazy or not crazy. >> i would just like to add that
