"early today" starts right now good morning, i'm frances rivera. >> and i'm phillip mena. the united states is making changes to its covid vaccination strategy winding down mass vaccination sites and focusing instead on local pharmacies. the cdc says 32% of the population is fully vaccinated and now the white house has announced a new goal for the fourth of july here's nbc's miguel almaguer. >> reporter: the summer goal promises a faster return to life than we knew it. by the 4th of july the president wants 70% of american adults to receive at least one vaccine dose and 160 million to be fully inoculated. >> no one should wait. let's try to hit that 70% mark >> reporter: the new benchmark the president says vaccine access must be easier. the white house launching vaccines.gov and a new mobile texting option so americans can easily locate vaccination sites

and to cut the red tape, pharmacies across the country will offer walk-in visits. no appointments necessary. >> many adults have not been vaccinated because they have found it too confusing or too difficult or too inconvenient to get a shot we're going to make it easier than ever. >> reporter: to reach the president's goal, 100 million doses need to be administered in the next 60 days a significant slowdown in the pace of vaccinations a critical component convincing the hesitant >> i don't know, i think i'm afraid i don't know if i'm going to get it. >> reporter: with new covid infections dropping, vaccinations are also in a free fall the white house moving away from mass sites to more mobile clinics focusing on hard to reach communities. at some grocery stores shoppers will get a discount if they get vaccinated shots are even being given at professional soccer and baseball games. >> i got my covid vaccine.

j&j. >> reporter: the promise of a new tomorrow comes as additional states ease restrictions today and with more americans getting inoculated, the cdc could soon lift even more restrictions. the national push to vaccinate and the new push for independence day. all adults are eligible for a covid-19 vaccine that could soon expand to children and adolescents pfizer plans to seek emergency authorization for children between 2 and 11 the company is seeking approval from the agency for vaccine use for 16 to 85 this month. they're applying for full approval for people from the ages of 16 to 85 the pfizer vaccine is currently being given to adults under an emergency use authorization the company received in december the news comes as san francisco has become the first bay area county to move into california's

yellow covid-19 reopening tier which restores indoor capacity. as the country cautiously turns a corner on covid, president biden is aiming to get the economy firing on all four cylinders. he'll have a progress report on the deployment of the $2 trillion american rescue plan. chris pollone joins us in d.c. with a preview chris, good morning. the administration is trying to keep the momentum going here. >> reporter: phillip, that's right. the white house is eagerly watching friday's jobs report hoping the nation added more jobs in april at a faster pace than we've seen in nearly a year part of the reason for the optimism from the white house is the nation's covid-19 vaccination program with more than 105 million people now fully vaccinated, the administration is trying to get that number up around 70% getting at least one shot and the president announced that pharmacies will soon allow

walk-in vaccinations without an appointment changing up distribution, too, sending more vaccines to states that need it. it comes as the administration gears up for a fight with republicans over its infrastructure bill. republicans countering the president's $2.3 trillion plan with a much smaller $600 billion bill focused on just things like roads, bridges and railroads >> summing it up, we're happy to take a look at an infrastructure package that's what basically both sides agree is infrastructure and we're not willing to pay for it by undoing the 2017 tax bill. >> it is about what we must and can do to pursue innovation for the sake of making things better for american families, making things easier for american families and creating jobs. >> and while the white house says it is eager to strike a deal with republicans, it appears that senate republicans

using ladders to reach those inside including multiple children, some busting out windows to escape. crews rushed more than 70 people to nearby hospitals. one woman on board describing the moment the train went down saying everyone fell into everyone many are still unaccounted for, including this woman's son who takes that train home from work every night. she says he was on the train that fell and has been calling area hospitals but still can't get an answer. she doesn't know if her son survived alfredo perez's grandson works nearby his family grateful they found him at a hospital. officials said as the train passed over the bridge, a support beam collapsed for now, the investigation remains ongoing.
