former president trump's numbers popularity has gone down since he left office but clearly still the undisputed leader of the party right now. why is his grip so tight? because republicans support his policies are afraid he would politically destroy them if they don't side them? >> maybe 20, 30, 40% are with trump out of conviction, where they want to be. you have the rest of the party afraid because they know trump has the energy and grassroots support and he's willing to aim at them and try to destroy them and may succeed. that means the rest of the party wants to keep its head down and ride this out. the overall picture is trump having a huge amount of influence in the party, much more than i think anyone would have expected given he lost the election in november. >> rich, that's the backdrop to this leadership battle laid out,

with liz cheney potentially posed to lose her leadership role she's someone considered to be conservative you look at her policies and voting record and she could be replaced by stefanik, someone more moderate who opposed his tax cuts but supports his claim the election was stolen. is this the new litmus test for republicans and what does it say about the future of the party? >> it is a litmus test at the moment. cheney, a lot would have said she would have had to lie to keep her job. i don't think that's true. she would have had to adopt the o'connell approach, he says, everyone knows what i think, i won't discuss it. cheney could have done that herself and likely kept her job. she didn't. she felt conscious bound to answer all those questions. the result even those who were

a witness says he heard one gunshot as he walked back to work from his lunch break on brannon. >> we heard a loud gunshot popped off. saw a couple of people scattering, left and right in the street down here and a couple of undercover cops running around, looking for a suspect. >> witnesses say there is video of the two other suspects speeding away down varney place. there you see it, towards third street with their hatchback open. sfpd isn't saying how many shots were fired or whether the suspect had a weapon. sources with knowledge of the incident say the suspect was not armed. the shooting is being investigated by the department as an accidental discharge. sources also say the suspect was shot in the hand. at 5:58, coming up this morning on "today in the bay," using artificial intelligence to detect wildfires. this new technology that north bay fire crews say is giving them a leg up before this fire season.

nbc correspondent, stephanie rhule is here with this. >> good morning, guys. >> when it comes to filing your 2020 returns, it could be very different. break this down for us. >> like everything else 2020 it is absolutely going to be different. i have some good news. two good news pieces thanks to the american rescue plan put forth by the government last month. i want you to think back to unemployment benefits people got last year, those new expanded unemployment benefits. up to $10,200 of those benefits you will not have to pay taxes on. that is very good news. if you're saying, uh-oh, i already filed before last month, i did pay taxes, you don't have to do anything, the government will make an adjustment. separately, if you are over one of 80% of american households who received those stimulus payments, you don't have to pay taxes on those either.
