starting your tuesday with us. we have a busy tuesday with a lot to cover starting with the big news about kids and the covid vaccine. >> a lot of parents will have questions and a lot of parents will be thrilled to hear this if it means back to school for their kids. it was six months ago that the fda first authorized pfizer's two-dose vaccine for emergency use and since then 46% of americans have received at least one dose of a covid vaccine. nearly 35% have been fully vaccinated. >> now an effort to boost those numbers. this new milestone, the fda again authorizing pfizer's shot for emergency use in kids as young as 12. the cdc is expected to sign off tomorrow. the question is will this help get the u.s. closer to the key herd immunity threshold? we'll start out with nbc national correspondent, miguel almaguer. >> reporter: hoda, good morning. this decision not only aims to nation make it to the herd

immunity level. pfizer's emergency use authorization from the fda nearly clears the way for 17 million children to get vaccinated. kids 12 to 15 years old, mostly middle and high school students, will soon qualify. by the end of the week, many could get vaccinated at their pediatrician's office, local clinics, and even their own schools. >> get in line now, figure out with your pediatrician how to get this dose. this is going to get us back to a much more normal state. >> reporter: the fda says the same dose and same two-shot regimen now being used in adults and teens, is safe and effective for children as young as 12. a critical step to slowing the 42,000 daily new covid cases the u.s. is still averaging. >> we have seen in the past

weeks that 25% of all new cases are actually related to ial showed the vaccine was 100% effective in stopping symptom attic infections in children. side effects were similar to those in young adults. >> the public should rest assured that safety monitoring will continue. >> reporter: but fda authorization won't eliminate vaccine hesitancy, while a new study shows roughly 30% of parents with kids in this age group will get their children vaccinated right away, 26% said they'll wait a while to see how it's working. still, as the u.s. inches closer to the president's fourth of july goal of 70% of adults with one dose, six states are hitting that benchmark nearly two months early. >> i am vaccinated. that does help a lot. and i do feel like things are starting to get back to normal. >> reporter: this morning, the

nation's future looking more like its past, and now the promise children to 12 to 15 years old will have the same protection as their parents. the cdc's advisory committee will now look at the data next. if they, too, are given the green light as expected, experts believe vaccinations for children could begin as early as thursday. vaccinations for kids 2 to 11 years old are also in trials, but approval is likely months away. savannah, back to you. >> miguel, thank you very much. we want to bring in dr. richard besser, who served as acting director of the cdc. he's now the president and ceo of the robert wood johnson foundation. dr. besser, good morning to you. >> good morning. >> you're also a pediatrician, which makes your expertise even more relevant today. what is the implication of this news from the fda? >> i think this could be huge. it brings me joy, it brings me hope. joy that there's now 17 million more people who have the opportunity to get vaccinated.

but hope that for so many kids who are in high school, this fall could feel like a normal high school year, and that's incredible after what kids have been through. you know, you know that kids haven't been hit as hard in terms of hospitalizations and deaths, but there are hundreds of kids who have died and thousands who have developed a severe inflammatory syndrome, but the mental health impact on kids in terms of stress and anxiety has been enormous, and this could work to tackle that. >> well, you know, there are going to be some parents out there who are worried about it. they might think, because of what you just said, kids really aren't impacted as much by covid, they may be saying, do i really want to vaccinate my child? if you had a parent in your office as a pediatrician, what would you tell them? >> i would listen and try and understand what the questions are and i would try to make the point that the impact of covid goes so far beyond the number of

hospitalizations and deaths. for a child, who is worried not just about themselves and their parents, to know that they're protected, that they can go out and see their friends and take off their masks and give somebody a hug, kids who are playing sports, they don't have to worry about coming in contact with another player and what that could mean. that's really huge and it's important in terms of children's development. high school kids in particular are not very forward thinking. so getting this off the table is something that parents and kids have to worry about could be really big. >> i want to underscore that. if these kids 12 to 15 are fully vaccinated, you believe they should be able to take off those masks? >> i sure do. that's something i think we're going to be moving more and more towards, and understanding that these vaccines are highly effective. they're some of the most effective vaccines we have. and if people are fully vaccinated, they can be together without masks on. that's a very safe thing. >> can schools or summer camps

require the vaccine? >> well, for schools, it's done at the state level. so the cdc or the advisory committee to the cdc could make a recommendation that these vaccines should be administered to all children for school. but it's up to each state to decide to do that. it's different for colleges. there's a lot of colleges and universities that are requiring vaccination for students coming on campus this fall. summer camps have the right to require vaccines as well. i expect that even if some states are requiring this, not all will. we've seen such a political divide around covid so far, i expect that will play out in schools, too. >> when might we see the younger ones, the little ones be eligible for the vaccine? >> yeah, so there's a couple things that are going to take place. the advisory committee to the fda is going to be meeting in june and it's going to talk about that. the younger you are, the less the immune system of a child resembles exactly that of an adult. so there's going to be questions

there as to what does the fda want to see. pfizer is saying that they're going to have data to submit by september, but we'll have to see what fda is going to want to look at in the younger children in order to recommend the emergency use. >> and really quickly, because i know you've got to jump. the dosing for kids age 12 to 15 is the exact same as for adults. any concerns there? how would you explain that to a parent? >> yeah, that's the same for so many of the vaccines we use. for flu shots it's the same size dose for children in that age range. it's very safe and expected that children that age would have the same dose as an adult. >> dr. besser, thank you for your time this morning. we really appreciate it. another major story, the growing fallout from the unprecedented cyberattack that's crippled a fuel pipeline critical to the east coast. this morning gas stations in several states reporting shortages, while the fba is

officially linking the hack to a russian criminal gang. nbc's tom costello joins us from virginia with the very latest. good morning. >> good morning. these are some of the massive fuel thanks right there that that fuel pipeline feeds, so with nothing in that fuel pipeline, the levels inside the tanks are starting to drop. colonial expects that they will have the pipeline back up and running by the end of the week. but the sooner the better. the longer that pipeline remains dry, the more likely you and i will pay more at the gas pump. day four and a critical 5,500 mile oil pipeline remains shut down this morning. gas shortages being reported in at least six states and expected to grow. stretching down the highways as customers wait at the pumps. the governor of north carolina has declared a state of emergency. this station there running out of fuel. >> motorists that absolutely have to travel should be about the only ones on the roads. the severity of the situation is significant. >> reporter: the fuel supply

shortage also impacting some air travel, including two daily flights from american airlines. president biden now promising swift action. >> the department of energy is working directly with colonial to get the pipelines back online and operating at full capacity as quickly and safely as possible. >> reporter: the attack is also exposing new vulnerabilities from power grids to the nation's water supply, often owned by private companies. >> they serve as the first line of defense, and we depend on the effectiveness of their defenses. >> reporter: the fbi confirming the cyber criminals responsible for the pipeline attack are known as darkside, a sophisticated russian-based criminal gang that targets the data of english-speaking entities for ransom payments. >> whether this is approved or authorized by the kremlin is increasingly irrelevant, because approval because it's happening

under their nose. >> reporter: colonial critical not said whether it will pay the attacker's ransom demands. cyber criminals often make money off of these types of attacks, companies that support the nation's infrastructure are at risk. >> this is one of many warning shots. we've been seeing this for quite some time. >> it sounds like gas prices will be going up. do you know how high? >> reporter: yeah, so the expectation is we're likely to see 2 to 3, 4 cents a gallon increase over the coming days. if it lasts longer than that, we'll go well over $3 a gallon on the national average. by the way, that would be the highest since 2014. there are ways to make your fuel go longer. for example, if you're out running errands, do a bunch on one trip rather than multiple trips. you may also consider making your car less heavy, in other words, take out the bulky items, the heavy items.

that can help you extend your mileage on the car. >> just thinking about unloading all the stuff in my car. all right, tom, thank you so much. >> i've got to go on a diet. breaking overnight, we turn to overseas. a surge of deadly new violence in the middle east. israeli warplanes carrying out air strikes in gaza. palestinian militants firing rockets into israel. nbc national correspondent keir simmons joins us with the latest on the situation. good morning. >> reporter: good morning. this situation has been escalating for some time, simmering tensions over east jerusalem, leading to clashes between palestinians and police and palestinian militants are firing rockets and the israeli air force over gaza. there are international calls, including from the u.s., to lower tensions. israeli air strikes continued into the early hours of this morning. 130 targets across the

palestinian gaza strip israel's military says, releasing cockpit video of the operation. palestinian officials say 24 people, including 9 children, died. israel says 15 were members of the militant group hamas. a mother and her son were killed, this man says. israel's prime minister declaring a red line was crossed with hundreds of rockets fired from gaza, six targeting jerusalem and overnight two apartment buildings hit. three were injured with different levels of severity, says this israeli police officer. the attacks followed days of unrest in jerusalem in the west bank. confrontation between israeli police and palestinian protesters, with hundreds injured. the mounting anger over threatened evictions of palestinian families. international calls for calm ignored. >> deeply concerned about the

direction moving forward. nbc's chief white house correspondent, kristen welker, is following this. good morning. >> reporter: hey, craig, good morning to you. it is a crucial week here in washington. you could say it's a battle over the future of the republican party. the battle could take place in just 24 hours, as you said, craig. house republicans are set to remove congresswoman liz cheney from their leadership ranks after she denounced former president trump's lies about the 2020 election. house gop leader kevin mccarthy in an extremely unusual letter to colleagues, saying it's clear that we need to make a change, arguing republicans cannot afford to be distracted. but even many republicans argue this entire battle has become a distraction, with some saying the party should be focused on battling the sweeping biden agenda, which they say is the most liberal in a generation. only a few gop colleagues are defending cheney, including senator mitt romney, who warned this could cause republicans

critical votes when they're trying to win back the house in 2022. we talked to voters in cheney's wyoming district. many told us they want her out. so it is shaping up to be an intense week in washington. >> kristen welker for us. thank you. >> it is time to say good morning to al, back from cleveland. >> how is the roker tower this morning? >> well, i think it doesn't have much to see today. the radar at wkyc 3. we have a lot going on. take a look up here in the rockies. winter storm warnings just to the west of denver, to the north, as well. some places picked up 12 inches of snow. denver itself, about 2. also down to the south, 8 million people impacted by these flash flood watches, stretching from texas all the way into the panhandle of florida. here's what we're looking at over the next 24 hours. severe storms stretching from texas all the way into southern georgia, northern florida, as well, for hail, damaging winds, isolated tornadoes. this front just languishing

a red flag warning in effect once again for our east bay and north bay hills, still some breezy winds and very low humidity. we still have to be really careful as our temperatures for the inland valleys reach into the low 90s again today. it will still be very warm, but the winds will be calmer tomorrow. the rest of the forecast continues to cool down and by the weekend, we're in the upper 70s, while san francisco will drop to the 60s. >> al, thank you. straight ahead, why are so many members of the u.s. military turning down the covid vaccine? and should it be mandatory for them hallie jackson takes us inside that debate. remember the story yesterday of that tiger strolling around a houston neighborhood well, its suspected owner has now been arrested. the tiger is missing the very latest in a live report as we hear from some pretty stunned neighbors.

>> pentagon spokesperson said the coast guard ship fired 30 warning shots after iranian fast boats approached six u.s. vessels in the strait of hormuz. the incident follows two other tense encounters between u.s. and iranian ships last month nbc will not air the golden globes next year amid controversy surrounding the hollywood foreign press association. the organization that puts on the ceremony has been criticized in recent months for a lack of racial diversity and other ethical concerns the association is said to have no black voting members. nbc released a statement saying, in part, we continue to believe that the hollywood foreign press association is committed to meaningful reform, however change of this magnitude takes time and work and we feel strongly from the hollywood foreign press association needs

families neighbors like gigi and luke rodri telling me they're in shock. >> the guy is a few houses down from us. had no idea he had the tiger >> oh, my god. oh, my gosh. >> reporter: when deputy wes mannion heard a tiger was loose in his neighborhood, he rushed over with his service weapon drawn. >> at no point in time did i want to kill the tiger >> reporter: with his eyes peeled for cars or kids, mannion spotted a man who appeared to be the tiger's owner. >> get the [ bleep ] back inside >> reporter: who he said kissed the big cat before leading it inside. >> i told him to get his tiger back inside as quickly as possible just for the protection of the neighborhood and everybody around >> cops are here >> reporter: when houston police arrived, an even more bizarre scene unfolded. >> the owner put the tiger in a white suv and drove off. >> he jumped his own curb, goes through his yard, and then down the road here. >> tiger in the car?

>> tiger in the back, yup. >> reporter: authorities say the suspect, 26-year-old victor hugo cuevas, was arrested last night, but was on bond following a 2017 murder charge. he is now charged with evading arrest police say they still don't know where the tiger is >> more concerned that they regain control of the tiger. >> reporter: this is far from the first incident involving a big cat here in texas. two years ago in the houston area, loki was abandoned in a cage months ago, elsa was being kept as a pet when she was rescued from the bitter cold the humane society of the united states says more than 400 dangerous incidents involving big cats have occurred nationwide since 1990. >> it is incredibly inhumane to have tigers in your house. >> reporter: and those who watched it, too close for comfort. >> we're in a lot of shock

>> to be clear here, this tiger is still on the lamb and there's probably some confusion out there. owning one of these big cats, that's legal in texas? >> reporter: yeah, depends on where you are, craig as of right now, the whereabouts of that tiger still unknown. it's illegal to own a tiger in houston city limits. you can own one outside in the outlying county areas, but you have to register it with animal control, have a proper enclosure, and make sure you're 1,000 feet away from a school, day care, or residential area. there is a bipartisan bill in the senate right now that would ban private ownership of these big cats humane society tells us not just a good idea for the health of the big cats but ours, as well. >> yeah, seems like a no-brainer morgan chesky in houston, be safe who in the world owns a tiger? >> that guy in houston coming up, the new battle facing the pentagon. vaccine hesitancy among u.s. service members.

"spotlight," along with a number of other great movies. he's always got -- he's just an unbelievable writer and director and always has great performances from his actors i've been dying to work with him for a really long time this is a story kind of based loosely on that, but he worked with some other writers and kind of made up a story around it, as if a girl had gone and found herself in this situation where she was in prison for a crime she said she didn't do her father was a guy from oklahoma who was a roughneck, a guy who worked on oil rigs the story is about this father trying to reconnect with his daughter, and the guy has made mistakes he's going over there, and he is just not going to give up. he is going to try to exonerate his daughter and kind of runs into all the issues that you have if -- if you have that kind of, you know, language and cultural impediment that you would have, trying to go over there and do that. >> it looks riveting it looks super intense

on what is going down. >> yeah, i mean, i haven't been following it much. obviously, if nbc is not airing it, then they're kind of following into these investigations and there are things they're finding that they think are credible in terms of that, yeah, i mean, clearly, that was something that the hfpa said they were trying to address i know only what i read on my phone while i was here in australia. you know, they were kind of responding to all of these you know, allegations of a lack of diversity in their group. i don't know it's a very -- i mean, the hfpa is something that has been around since i kind of came in they're kind of unique and an
