offering covid-19 vaccines to students 12 and older. breaking news overnight a fire breaking out at a contra costa church complex, this is the second time in less than a week. we're live there once again this morning, as "today in the bay" continues right now. good monday morning to you. thanks for joining us. i'm laura garcia. >> and i'm marcus washington. let's check with your forecast and the morning commute coming up for you in eight minutes. first breaking news this morning out of concord, a church building once again going up in flames. "today in the bay's" bob redell is live for us at the church with the latest information here. bob? >> yes, good morning to you, marcus. last thursday's fire here at christ community church in concord started in a building you can't see it but to the far left side of the screen here. that was started by a homes person according to the fire department and then you got a new fire that started just after midnight behind directly behind me in a building to the right of the fire from last thursday, burned the single story building

where you see in this video firefighter was able to save a cross, they brought it out as the building burned. too early to tell what caused this fire. no indication yet if anyone was inside at the time. it will be up to the contra costa fire department to investigate. the fire is now out and it appears the fire department was able to stop the flames from spreading to the main church building, which is located next door to the right of the building that burned this morning. last week's fire started around 5:30 thursday morning and as you could see in this video, it was much larger in terms of smoke and flame, destroyed a two-story building located to the left of the fire. the fire department determined someone sleeping in the crawl space underneath that building caused that fire. not sure if it was accidental or intentional. the pastor told us they've had a problem with people breaking into the two-story building to sleep overnight. not clear ifhis morning. the church is in the process of

all these structures, including the church, to make way for low-income housing, that sale supposed to go through in about a month. christ community church has already determined a new site to continue their worship off property obviously. reporting live in concord, bob redell, "today in the bay." >> a lot of information there, thanks so much, bob. 5:02 right now. now to masks, should you keep them on or off and where? the confusion continues despite the cdc saying last week vaccinated people can take those masks off. >> here in california we're still waiting to hear the official word from the state health leaders but many businesses are not waiting. "today in the bay's" cierra johnson is live in mill valley cierra?e of >> reporter: yes, good morning, marcus and laura. after the cdc made that announcement on thursday, several national chains some of the bigger businesses decided to follow suit. one of them being starbucks right here behind me in mill

valley, so starting today, any of those starbucks you will not be required to wear your mask inside if you are fully vaccinated. now, the company made that announcement on their website. the exception to this rule is if the local regulations require the mask by law. the chain still does plan to keep those restrooms closed where customers are not able to tyn in. some of the other chains loosening mask rules, walmart, trader joe's and costco, vaccinated customers at their store no longer need to wear a mask. the state of california has not issued any guidance on a revised mask rule so many bay area counties are waiting for guidance from the state level before revising their rules. while some stores may allow to you go maskless you still may not be able to do so depending on the county. >> especially if i'm running in for a short thing i probably would go without it but i'd probably have it in my purse honestly in case it's a little crowded or something.

>> reporter: and governor gavin newsom had previously mentioned that june 15th is that big day where the state officially reopens, so we're expecting some guidance before that date but again, if you're heading out to get that cup of coffee you will not need this inside of the starbucks locations and some of the other businesses that i previously mentioned. we're will i have in mill valley, cierra johnson for "today in the bay." >> i know a lot of people happy to hear that especially those vaccinated people. to the vaccination numbers in california, nearly 50% of the people living in the state have gotten both shots, that's nearly 15.5 million people. santa clara county has now administered about 2 million shots and san francisco joins contra costa and alameda counties in giving out more than 1 million shots. new details and some breaking news when it comes to the new covid cases across california. it's at a new low since the

start of the pandemic at 1%. in the bay area, there are now a little more than 300 hospitalizations, that, too, is the lowest total since the pandemic started, according to "the mercury news" california counties with the highest vaccination rates are also those with the lowest hospitalizations. some bay area schools this week are ramping up vaccination efforts for children 12 and up, starting tomorrow, shots will be available at antioch middle school and concord high school. it's part of contra costa county's plan to host clinics on school campuses tuesday through saturday, 8:00 a.m. to 3:00 p.m. more schools added through mid-july. kaiser is assisting. >> they have the potential to spread it still, and we know that the vaccine helps prevent the spread of the covid virus. >> other counties are launching similar programs, palo alto students receive shots at this clinic over the weekend at the

same time larger mass vaccination sites are starting to wind down. the san francisco moscone center closes next week. police not commenting on an incident late last night in san jose. heavy police activity and traffic stop near b.a.r.t.'s berryessa station. the viewer claims there was a sideshow going on but we're waiting for comment from police. oakland police meantime have relaunched a special uniit to deal with sideshows, includes three dozen officers fanning out to stake out the most popular weekend spots. the program last funding for nearly a year and a half. at that time there was a big spike in sideshows. the idea is to keep drivers from trying to take over the streets and intersections >> our plan is to come here first, get a foothold in this area and deter them from coming here because once they get in here and get a foothold it's hard for us to get them out. >> the special unit will operate

every weekend at least through the end of the year. san francisco police still not saying if there's a link between two separate deadly shootings about 90 minutes apart saturday in petrero hill in the first shooting a man in his 50s tide. the second area one died and another critically injured, followed a third deadly shooting last friday and in that case an arrest was made. authorities in torn california are revealing new details about the tesla crash and the man who died behind the wheel, one of the big questions, was this victim driving or was it on too pilot? the crash happened 12 days ago in montana. turns out the chp now says that the driver previously posted video showing himself driving with no hands on the wheel or feet on the pedals. chp believes the autopilot driving feature was engaged at the time but it's just a preliminary determination. and you're getting up for

work right now, well, your commute in the city this morning may be a whole lot easier. so over the weekend, muni relaunched full light rail service. all underground stops are back open for the first time since last august and the historic "f" street cars run from the castro to the embark dough row. service on the whole is now about 85%, this is where it was when the pandemic hit last march. well if you are getting up for work early this morning, you'll know it's a nice, refreshing, cool start to our day, as we take a live look at the bay bridge. i'm excited for the temperatures this week, because kari, you were hinting it might remain spring-like, snow in the sierra. what is going on? we are in may, right? >> i know, we are in may and it's going to feel more like march so let's take it back a couple of months and we're going to start out with our marine layer and our typical may gray

that we see. so we are going to have at least that working for the month of may but as we look at our inland areas, some of our warmest spots will only reach into the low 70s and we do keep a breezy wind with the coastal fog, but we'll also be watching out for a storm over the sierra by the end of the week. let's check out our high temperatures today. some upper 60s for martinez, upper 50s for san francisco. 70 in livermore with santa rosa warming up to 75, so we'll talk more about all of this and that chance of some sierra rain and snow that's coming up in a few minutes. mike, what's going on now for the commute? >> yes, we unfortunately have another alert that's out there breaking news in the traffic front again. this is for the crash we talked about, highway 84 getting onto the dumbarton bridge, but the update, three lanes reported blocked westbound heading to the span, passing by you can get by in the exit lane and doesn't show slowing on the

good monday morning. at 5:12, we're about 40 minutes away from sunrise so if you're getting up, headed out for a walk in the east bay, let's check out our forecast for clayton, headed out to the park. it starts out cloudy but we'll see it clearing out around 10:00 or 11:00 and a really nice and mild day. we'll talk about our ocean breeze and what's ahead for the rest of the week, coming up in a few minutes. >> and good news over in byron highway, the roadway is cleared from the earlier crash involving two big rigs, that's good news. we still have the alert and the crash headed toward the dumbarton bridge toll plaza. if you can get past that and get over to the peninsula, here's 101 where some of the folks end up across the dumbo.

101 looks great as well. well, good morning, very happy back to work monday for you. a number of different outlets reporting bill gates, who is divorcing his wife, melinda gates, was investigated for at least one relationship with another woman at microsoft, this according to the "wall street journal," which says gates left the microsoft board of directors shortly thereafter. a spokeswoman for mr. gates says that's not why he left microsoft. the quote, "there was an affair almost 20 years ago which ended amicably" "and the decision to transition off the board was in no way related to the matter." we see the number of new housing starts, the number of new homes built, we get data about prices on friday. mortgage rates are still really low despite the inflation news lately, that's not normal. last time core inflation rose so much, a 30-year mortgage would cost you about 17% interest.

wall street definitely afraid of interest rate hikes though, it's really hard to compare today's data to say 1982 like i just did. the pandemic messes up all the numbers or at least the comparisons. markets recovered a bit friday as you can see but generally speaking had a lousy week. salesforce founder and ceo mark benioff welcomed employees back to the towers today. the company will be one of the biggest to formally adopt a majority work at-home policy. many companies say they'll never return full to stay at the office staff but plans to bring back employees latesummer/early fall seem to many to be really late. if we can gather in large groups without masks in say church or at a party, how would offices be any different? so a lot of offices scrambling to rethink the whole thing.

time slot online. tickets aren't sold in person. everyone 3 years and older is required to wear those masks. >> such a great place. well, this is a sign of things getting back to normal, saturday night very special night for all the girls at notre dame high school in san jose, they celebrated prom night, these are some of the pictures from the big event. it looked a little different as we've been getting used to different things right now, but making adaptations. it was held outdoors at history park. the girls weren't allowed to bring any dates as could you see the masks were required there, so was a negative covid test. but i think a trend now anyway even pre-covid is a lot of times kids just go with their friends and you know, the girls end up hanging out together anyway. >> right, but at they got to do something. so many other last year kids didn't get to do anything. >> exactly. >> i love it. >> right, at all. and it's fun to dress up, right? i'm wearing my gown right now.

it's green. just kidding. i got my queen mug, i got my queen mug helping me get through a monday morning. what else is it going to take, kari? >> far from a coffee for me but at least we can open up the windows, let in fresh air. it's going to be so comfortable and thanks to this, the fog that we're seeing over san francisco right now, and it's going to linger for a little while, if you're getting ready to head out for work in fremont, we're starting out with temperatures in the mid-50s. notice the cloud cover we'll see throughout much of the morning here and the sun peeking out from behind the clouds, with the slow warmup going into late morning into the afternoon. this is where we're headed today. a look at all of our high temperatures reaching 74 in antioch and will reach into the low to mid-70s for parts of the north bay. martinez today 68 degrees, also going to be cool in san francisco, with some upper 50s. yes, this is cooler than normal

and we're used toseeing these temperatures in march. what we're used to seeing in march possibly rain and sierra snow. it missless the bay area but as we head into thursday we are watching the storm system moving to our east and it will keep it active here from thursday into friday, as well as saturday, so if you do have some travel plans, looks like we could see some light snow, it's not going to be a lot but possibly up to three inches for some of the ski resorts. here in the bay area, we're going into the low to mid-70s from today through wednesday. notice the cooler air that drops in on thursday, and so that's much cooler than normal but it's also going to be windy, at least we at the same time get some higher humidity so that keeps the fire danger low, even though the vegetation is really dry. i only going to reach into the low to mid-70s with sunshine, that's going to be nice, while san francisco will have some upper

50s today t will get a little bit milder as we go throughout the week. mike, what's going on right now? we're tracking more breaking news. >> kari, i'm tracking a similar issue. get you out there, they're still giving an alert toward one of the bay area bridges. the big view, everything looks pretty standard, green sensors, a little slowing for 84 and for the altamont pass, typical there for the tri-valley. here getting off the east bay going westbound, approaching that dumbarton bridge at ardenwood there's a crash blocking three lanes, the report still but the tow truck is on the scene. you can get past that using thornton to get onto the roadway. looks like folks are able to us light there as well. no major problems and easy free. we'll continue following that and celebration of asian-american pacific islander

it is a busy monday morning. breaking news overnight a late fire breaking out at a building in concord church, the thing is, this is the second building to catch fire in just three days at that very same church. "today in the bay's" bob redell joins us live there now. you have good details. >> reporter: the fire is out as you can see behind me where a company has come to put up fencing around this building at christ community church in concord. you'll recall a two-story structure burned thursday morning. the fire department determined it was a homeless person sleeping in the crawl space. we do not know the cause of the fire that started behind me just after midnight. the video firefighters carrying out a cross from the burning building. they were able to keep the fire contained to the single story building and it did not actually spread to the right where the actual church itself is. video

much more intense than the one this morning. it destroyed that two-story building and as i mentioned, the contra costa county fire department did determine it was a person sleeping in the crawl space underneath who caused that fire, not clear if it was intentional or accidental and the pastor told us last thursday they've had people breaking into this property to sleep overnight. this property is in the process of being sold to a developer. that sale is supposed to go through in about a month and when the sale goes through the developer will tear down all these buildings to make way for low-income housing. christ community church has th. two fires, one thursday, one last night. the one thursday caused by a homeless person. not clear if anyone was inside the single story structure that

burned behind me last night, too early to tell and the church itself appears to not be impacted by what happened here this morning. reporting live in concord, bob redell, "today in the bay." >> good to note, thanks so much, bob. 5:. 2 right now. california's mask mandate remains in effect until june 14th. despite the cdc telling fully vaccinated americans saying it's okay to ditch the masks. >> kris sanchez is live with what the states are trying to do with the guidelines. >> the california nurse's association are calling on state leaders to hold off on changing the cdc guidelines, following with the cdc guidelines i should say, saying that it's just a little bit early. let's take a look at where we stand on the mask mandates so we're all on the same page. the cdc advised last week that unvaccinated and partially vaccinated people should continue to wear their masks, vaccinated people should mask in

crowded indoor settings only like public transportation, hospitals, shelters and such but no masks otherwise. the cdc says that students should keep their masks on through the end of the year. so far, california's mask mandate remains until at least june 15th, requiring masks if we are indoors anywhere but at home. cdc director says the new guidance is based on science, but the head of the california nurses association says it's just too soon and that it presents a risk to the safety of nurses and patients and she's asking california health leaders to keep the mandate in place. >> the pandemic is not over. we still have a lot of infected patients, cases are still high. we have patients dying and we still have nurses dying as well. >> i mentioned the cdc school guidance. to be clear, the agency says

schoolchildren annul grades should continue wearing their masks and socially distancing through the end of the school year. now while kids 12 and up are eligible for vaccines, there isn't enough calendar time for them to be fully vaccinated before the end of the year, which is of course in just a few weeks. we did get notice from our school district superintendent saying they're planning for a full reopening for the fall, but that they, too, are waiting for new guidance from the state as well so we're all watching sacramento and we'll let you know when anything changes. kris sanchez, "today in the bay." >> thanks, kris. we're all watching this here, this is where things stand in the bay area, when it comes to vaccination rates. a percentage of people over the age of 16 fully vaccinated. every county except solano county is over that 50% mark. san francisco as well as sonoma county are over 60%. marin county is leading the way, nearly three in four people there vaccinated. across california, we're talking

good numbers here, half of all the adults are fully vaccinated. and we want to take a live look at sfo this morning and happening tomorrow there, its covid vaccination clinic is expanding to offer shots for kids 12 and up. the clinic open from 10:00 a.m. to 6:00 p.m. anyone who works at the airport or family members who work there, you can receive that shot. so can anyone living in the bay area as well as those travelers leaving or arriving. if you still need a vaccine, you can head over to nbcbayarea.com and start planning now. the casualties mounting as israeli/palestinian violence enters its second week. a new series of heavy air the latest attack was reportedly heavier and longer than the series of air raids that killed 42 palestinians this weekend.

that attack, three apartment buildings were destroyed, two dozen women and children were among the victims, the deadliest single assault since the violence flared up again. >> there was a lot of people who died here, not only here, out there, more places in gaza and palestine died, kids are dying. mothers cried for their kids who died. kids can cry every time because their parents died. >> words of a child. hamas was also on the offensive last night, launching rockets from gaza toward civilian areas in israel. the combined death toll over the last week more than 200. another weekend of bay area rallies in the fight to stop hate crimes targeting asian-american pacific islander community. people gathered yesterday in san leandro to highlight the history, heritage and contributions of asian-americans. organizers also aimed to mobilize families of all races

to stand together against racism. >> a rally isn't going to solve the problem but it will bring people together to mobilize people and hopefully hold people accountable. if you're standing next to somebody else hold them accountable, what are we going to do next? >> the community impact lab, the nonprofit organization organized that event. happening today, it is the official start of the fire season in santa rosa. firefighters are reminding people to be prepared and have emergency plans. also today calfire suspending burn permits for santa clara, alameda and contra costa counties. that means no outdoor burning of yard debris such as branches and leaves. happening now in southern california, the palisades fire is burning out of control. the fire forced about 1,000 people from their homes. it's burned nearly 1,500 acres in the topanga canyon. no other reported damage but firefighters are getting help from cooler temperatures and no

strong winds at the moment. we've got a bird's-eye view of a sheriff's helicopter dropping nearly 700 gallons of water into that fire. authorities right now do believe the fire was intentionally set. they're looking for a possible suspect. >> i was hearing, kari, that that fire is not so much of a wind infused fire, more the dry brush, the same situation we're dealing with right here in the bay area. >> right. we are going to continue to see the dry conditions here in the bay area. we have to be careful out there, and as we are going to start out this morning with our jogging forecast, let's head over to concord, we are going to see a morning start with some clouds, temperatures in the mid-50s, but then we'll start to see the sun peeking out, a slow warmup today, as we'll be much cooler than normal, only reaching into the upper 60s and low 70s. we'll reach up to 68 in san jose, 62 in oakland and 72 today in napa. we'll talk about what's ahead

caused a stir over the weekend when he claimed the day base containing the records of voters in maricopa county, arizona, had been deleted. this is the county where the unusual audit is taking place, a private company saying it's examining the balance the los for, among other things, traces of bamboo because they say that would show the votes were cast in asia. the database was not deleted, this according to the fellow in, cha of the database and voting in maricopa county. republican steve rich "this sun hinged. i'm looking at our voter registration database on my screen right now." >> did you see the rantings of him yesterday? a republican official in maricopa county called the former president i understand you guys want to put this behind you but he is the leader of your party and doesn't stop talking about this nonsense. >> chuck, the only, look, he's one of many leaders in the party. he's a former president.

we're five months into president biden's presidency, and there is a time to move on. >> we'll be talking about the infrastructure bill, the second or the proposed bill, the second it comes into the white house talking about it on twitter, you can find me there @scottmcgrew. >> thanks. new video of a cleanup after a train derailment saturday in minnesota. the union pacific train went off the tracks about 100 miles south of minneapolis. 28 cars derailed, no one was hurt but two cars leaked hydrochloric acid. the crash is under investigation. a containership that caught fire off the monterey coast friday is now on the move. tug boats are pulling the vessel north to a site near point reyes for a closer inspection and towed to oakland where it was headed before it ran into trouble. no one was injured in that fire.

the warriors are headed into the post season play and tournament on a role. they beat memphis yesterday to win the higher seed but the game certainly got close late. the dubs pulled away down the stretch, winning 113-101, securing the eighth seed. steph curry scored 46 points to lock up the league scoring title. >> it is nice to have some sort of an atmosphere in terms of home court advantage with fans in the building going crazy. it was loud in there for how many people were in there and we've missed that for a very, very long time. >> the warriors end the regular season on a six-game winning streak and take on lebron james and the lakers wednesday. the winner moves into the first round. the loser is forced to play a second elimination game on friday. thfgs this was an unusual senior prom for high school seniors who were left without the traditional prom but parents

yesterday organized a special celebration in downtown pleasanton. senior night on main street split into groups of 100 and have memories they can hold onto forever. >> the best thing i'm enjoying is seeing friends, hanging out. we got to dress up and that was a lot of fun. >> good way to hang out with our friends especially because a lot of times because of covid we haven't been able to do that in a while and it's a good thing because we didn't have prom. >> students had to go through health screenings to attend and masks were required unless you were eating at one of the downtown restaurants that were open or of course taking some portrait photos they can cherish for a life time. i'm glad right now is when we go for a look back at some of our prom photos. you're not going to see that this morning. >> i was fly, i'm just saying.

it's probably what you're allergic to at this point. we've also seen great weather for getting out there. if you're about to step out the door now it's cool. in oakland grab a jacket. we have some low 50s and it's going to be mostly cloudy throughout the morning, very slow warmup in our temperatures, and that's because we've seen a lot of our temperatures dipping and so we'll only reach 62 degrees here in oakland, 58 degrees in san francisco. in santa rosa, it's going to be much warmer reaching 75 degrees, that's going to be very comfortable, also comfortable in livermore today reaching 70 and 68 degrees for a high in san jose. going through the forecast, this is what i was talking about, if you'll be traveling to the sierra, crazy to think here we are in the middle of may and still talking about snow or now we're talking about snow. it seems like it's been forever since we've seen any and so it stays unsettled there as the storm system moves to the east of us, and it's going to bring the possibility of about one to three inches of snow but also

some scattered showers mixed in as well. so our temperatures are going to be fairly nice and spring-like and then even feeling cooler by the end of the week. once we see that rain to the east of us, the bay area will get a nice cooldown with highs in the upper 60s and it still looks like a really nice weekend ahead with highs in the low to mid-70s. mike, you've been watching a lot going on for the commute this morning. how is it looking right now? >> looks like things have final simmered down to what we'd normally expect but that means more traffic that's the trend. look out to the roadways where we are seeing that little area of san jose starting to calm down from the first burst and that's a typical duration for a monday, coming out of the altamont, a little slow and really the rest of your commute looks great on these drive times or the sensors, they're all green there but the drive times kicking in about another minute or two for the drives, vasco road adding another couple minutes, more slowing out of the altamont pass and slowing through concord out of pittsburg and bay point for highway 4.

bay bridge shows you the volume building and backup forming on the toll plaza for the middle lights. metering lights on and no surprises come out of the maze or east shore freeway. back to you. >> thanks, mike. happening now, traveling across the pond just got a little easier. international flights resumed out of the uk airports today as lockdown restrictions eased and the ban lifted on foreign travel. a traffic light system has been introduced to divide countries into categories based on the number of covid cases and vaccination numbers. visitors arriving from countries on the green list do not need to quarantine. the u.s. is on the yellow list, meaning you either need to quarantine or test negative for covid. it's a big deadline when it comes to your finances. what you must get done by the end of today if you don't want to face serious questions from the irs. plus, sideshow crackdown. the revised tactic one police department is using to try to keep dangerous drivers from taking over the streets.

the viewer claims there was a sideshow going on but we're waiting for comment from police. certainly those have been picking up. oakland police meantime have relaunched a special unit to deal with sideshows, includes three dozen officers fanning out across the city to stake out the most popular weekend spots. the program lost funding for nearly half a year. at that time there was a big spike in sideshows. the idea is to keep drivers from trying to take over the streets and intersections. >> our plan is to come here first, get a foothold in this area and deter them from coming here because once they get in here and get a foothold it's hard for us to get them out. >> the special unit will operate every weekend at least through the end of the year. over in san francisco, police there are still not saying if there's a link between two separate deadly shootings about 90 minutes apart saturday in petrero hill in the first shooting a man in his 50s died.

is what burned this morning just after midnight. you can see some video, this was shortly after the fire started. you can see the fire department pulling a cross out of that building. it's not clear if anyone was inside the time the fire started as i mentioned, the investigation hasn't started yet to figure out what caused this fire but the fire department was able to keep that fire from spreading further to the right where the actual main church itself is located so just to recap, you had the single story structure that burned this morning and here's video of what burned thursday morning, that was a two-story structure, that started around 5:30 in the morning. you can see the fire was much more involved, a lot more flame, a lot more smoke, as i mentioned, the investigation did determine there was somebody, a homeless person who crawled into the crawl space to sleep overnight, who started that fire, they don't know if that was accidental or intentional and we don't know if this was a homeless person that started the fire. homeless people hav
