after midnight. you can see some video, this was shortly after the fire started. you can see the fire department pulling a cross out of that building. it's not clear if anyone was inside the time the fire started as i mentioned, the investigation hasn't started yet to figure out what caused this fire but the fire department was able to keep that fire from spreading further to the right where the actual main church itself is located so just to recap, you had the single story structure that burned this morning and here's video of what burned thursday morning, that was a two-story structure, that started around 5:30 in the morning. you can see the fire was much more involved, a lot more flame, a lot more smoke, as i mentioned, the investigation did determine there was somebody, a homeless person who crawled into the crawl space to sleep overnight, who started that fire, they don't know if that was accidental or intentional and we don't know if this was a homeless person that started the fire. homeless people have been known

to break into that two-story structure to sleep overnight so not clear if that happened again this morning. incidentally, this property is in the process of being sold to a developer, you come back out live so this would include the buildings that burned and the church you're looking at right now. all three of these structures here on this church property are in the process of being sold to a developer, who is going to destroy them in about a month, take them down and put in low-income housing. reporting live in concord, bob redell, "today in the bay." >> all right, bob, thank you. well to wear one or to not wear one? that is the question. still no guidance from the state, days after the cdc says americans can shed their masks in most cases. >> we've got live team coverage as the confusion continues over where and when you can wear that mask. "today in the bay's" tracie potts is following the new cdc response to its own guidelines but first let's check in with our own cierra johnson, live in mill valley this morning, and sierra, some of the nation's

largest retail chains are now saying when you come to visit, you can go mask free. >> reporter: yes, good morning, laura. that's exactly right. right now we're outsaid of the starbucks in mill valley and starbucks one of the national chains that says if you're fully vaccinated, you do not have to wear a mask, coming inside of their store but we've been out here for about an hour and a good number of folks coming in with their masks, whether or not it's personal preference is to be decided but yes, if you go to a starbucks and get that cup of coffee this morning, nationally, you do not have to wear a chain or mask rather but keep in mind your jurisdiction is pretty important whether or not your county is still saying you have to wear a mask. the company first made that announcement on their website but they are saying you need to still follow that local regulation if that mask is required by law. the chain still plans to keep restrooms closed where customers

are not able to dine in and there are other chains loosening mask rules as well, walmart, trader joe's and costco announced vaccinated customers at their stores no longer have to wear a mask but the state has not issued any revised mask rules. many bay area counties are waiting for guidance from the state level before they revise their mask rules. while some stores allow you to go maskless you may not be able to depending on the county. a little bit of confusion there. >> especially if i'm running in for a short thing, i probably would go without it but i'd probably it v it in my purse honestly in case it's a little crowded or something. >> reporter: and so governor gavin newsom has said for the past several weeks that june 15th will be that big reopening day for the economy here in the state of california, so we're expecting a little bit of guidance on masks loosening guidelines before then but again, there's some of the stores, starbucks one of them, where you are now able to go mask free if you vaccinated.

we're live in mill valley, cierra johnson for "today in the bay." >> thank you, sierra. now we turn to "today in the bay's" tracie potts live in washington this morning. tracie, good to see you this morning. the cdc are actually going on the defense denying that decision to ease the mask restrictions was political. >> right, marcus. dr. rochelle walensky the head of the cdc says she acted not on politics but on science as soon as the science was available. >> deaths at rates we haven't seen this low since april of 2020, and now we have science that has really evolved. >> so they're easing these restrictions at the a time when 156 million americans have had at least one shot of the vaccine, and 120 million are fully vaccinated, still well under half. the government says the cdc's

advice is for individuals, not necessarily for businesses, but as sierra mentioned there are several retailers allowing people to go maskless, others holding back on that. top infectious disease expert dr. anthony fauci says that's okay. >> there may be organizations who feel they don't want to remove the mask mandate and i think that's actually a perfectly reasonable conclusion to come to. >> so here is one of the biggest concerns. now we see people walking around without masks presumably because they've been fully vaccinated about you there's really no way to verify that. back to you. >> you just can't go out and ask somebody either, so all right, tracie, thank you. nearly half of all adults here in california have now received both shots, nearly 15.5 million people. here in the bay area more than 8 million people have gotten at least one shot. santa clara county has now administered about 2 million shots, san francisco, contra

costa county as well as alameda counties all have administered more than that. new details and some great news when it comes to new covid cases across california, it's at a new low, this is since the start of the pandemic and 1% in the bay area, there are now a little more than 300 hospitalizations, that, too, is the lowest total since the pandemic started. according to "the mercury news" california counties with the highest vaccination rates are also those with the lowest hospitalizations. some bay area schools this week are ramping up their vaccination efforts for children 12 and up, starting tomorrow, shots will be available at antioch middle school and concord high school. it is part of:can cloud cover contra costa's plan to host. more schools added every week through july, kaiser is assisting.

>> they have the potential to spread it still and the vaccine helps prevent the spread of the covid of covid virus. >> other counties are launching similar programs. palo alto students received shots at this clinic over the weekend, at the same time larger mass vaccination sites are beginning to wind down. oakland coliseum will close this friday, fran's moscone center closes next week. if you're just getting up for work right now your commute in the city this morning may be a lot easier. over the weekend, muni relaunched full light rail service. all underground stops are back open for the first time since last august. historic "f" street cars are running again. service on the whole is about 85% where it was than when the pandemic hit last march. and monday morning, here we go, taking a live look out in walnut creek, getting started, the sun rising, beautiful shot there, looks nice and cool for us. what are the temperatures going

to feel like today? meteorologist kari hall has the answer to that for us. so kari, how are we going to feel today? >> it's going to be nice and comfortable. most of us can't even see the sunrise right now because of our marine layer and those low clouds that moved out of san francisco to the inland areas and we're right now seeing some mid-50s as you get ready to head out the door. slow warmup and some peeks of sunshine around 9:00 to 10:00 as we go through the day. it will continue to clear out. look at the numbers, this is going to feel more like something we should have in march instead of mid may, so we're in the mid-70s today, low 60s for oakland and some upper 60s for the south bay, while parts of the north bay reach into the mid-70s. we'll talk about slight changes ahead, some more slight changes by the end of the week. more on that in a few minutes. mike, how is it looking for the commute? >> kari, things are changing and a live look we have at the bay bridge toll plaza, of course it's the trend you unfortunately

good monday morning. it is6:12. making plans for the morning walk or enjoying time outside let's head to the east bay. clayton park temperatures about 51 degrees in the next hour and it will start out cloudy but it doesn't stay that way. nice warmup in our temperatures as we head toward the upper 60s. we'll get a look at all of our microclimates in the forecast coming up. >> while i'm watching for the longer drive over in concord, we are looking at these flashing lights in san jose, southbound 101, no reports chp looks like you're out of lanes. we'll monitor that and the build of course from the opposite direction the head lites headed northbound. back to workfferent outlets

reporting bill gates, who is divorcing his wife, melinda gates, was investigated for at least one relationship with another woman at microsoft, this according to the "wall street journal," which says gates left the microsoft board of directors shortly thereafter. a spokeswoman for mr. gates says that's not why he left microsoft. the quote, "there was an affair almost 20 years ago which ended amicably" "and the decision to transition off the board was in no way related to the matter." we see the number of new housing starts, the number of new homes built, we get data about prices on friday. mortgage rates are still really low despite the inflation news lately, that's not normal. last time core inflation rose so much, a 30-year mortgage would cost you about 17% interest.

wall street definitely afraid of interest rate hikes though, it's really hard to compare today's data to say 1982 like i just did. the pandemic messes up all the numbers or at least the comparisons. markets recovered a bit friday as you can see but generally speaking had a lousy week. salesforce founder and ceo mark benioff welcomed employees back to the towers today. the company will be one of the biggest to formally adopt a majority work at-home policy. many companies say they'll never return full to stay at the office staff but plans to bring back employees late summer/early fall seem to many to be really late. if we can gather in large groups without masks in say church or at a party, how would offices be any different? i know the state's trying to figure it out but so, too, are a lot of corporations figuring out hold on, maybe we can come back earlier than we thought.

we'll get to that in a bit. in fremont it's a cloudy start with mid-50s and we'll start to see the sky clearing out through the morning. i'd probably have the jacket on through much of the morning and take it off a couple of hours this afternoon as we reach into the upper 60s in the south bay, 74 in antioch, one of the warmer spots, we'll also be a little bit warmer in santa rosa, reaching mid-70s, while san francisco will see a high there of 58 degrees, and 54 in half moon bay. so you can see the difference in temperatures but once again all cooling off for much of the bay area. we are going to be watching a storm system diving into areas just to the east of us, and it could spark off some showers, possibly even some snow for the sierra, and some of the upper elevations, and it's not only just thursday, it's friday as well as saturday, as that unsettled weather continues and we're looking at the possibility of getting about one to three inches of snow so it's not a whole lot but it's going to be

breezy and at times showers dropping down there. heads up about that if you will be traveling and while they get some rain and snow, we're getting the cool breeze and look at those inland temperatures, this is much cooler than normal. but even though our vegetation is dry it's also going to keep our fire danger a little bit lower due to the higher humidity, and then as we look at san francisco, we're coming out of the 50s into the mid-60s, a little bit milder for the rest of the week, but still on the cool side as that may gray lingers near the coast. mike, what's going on right now as people get ready to head out the door? >> well kari, we're tracking the flashing lights and looks like it's just a crew doing maintenance on the shoulder, nothing in the chp blotter as we look at the map, i circled area southbound 101. northbound doesn't have any slowing either. that's great. a little bit longer than we traditionally add speed through that section. the rest of the bay shows a moof drive, nothing unexpected. slowing through the tri-valley and 880 through hayward.

highway 4 building and so does the bay bridge. highway 4 jumping up four or five minutes for your drive out of pittsburg and bay point for westbound highway 4 headed into concord and walnut creek and looking at the bay bridge toll plaza where the backup before 6:00 moving more smoothly. you have the slowdown off the 808 overcrossing. the growth in the traffic there and we'll continue our celebration of asian-american pacific islander heritage month as well as we move along to my facebook post is today, talking about the growth of silicon valley in general but specifically talking about how big the vietnamese community is in san jose. you might be surprised at what the data show and might be delighted with the ways you can explore and connect with the foods and culture throughout what's not so little saigon anymore. it's part of our asian-american and pacific islander heritage month coverage, of course following that on my facebook

nbc bay area responds to a south bay family's $6,000 dispute with american express. >> so they asked consumer investigator chris chmura and his team for some help. >> steven penn wrote from us morgan hill. he booked a flight from sfo to melbourne, australia, using american express travel. the airline later canceled his flight but steven couldn't get amex travel its agency to help rebook him. he rebooked on his own and own expense answer took the flight. that left the $6,000 he spent on the old tickets up in the air for a full year, steven fought for a refund unsuccessfully, contacted us and eventually got his $6,338.84 back.

a church complex in concord catches fire for a second time in just four days. this morning, a lot of questions after another busy night for firefighters. >> "today in the bay's" bob redell has been live at that scene all morning for us. we do know at this point whether the incidents are connected, do we know? >> reporter: too early to tell. this is the second fire in about four days at at after midnight a firefighter bringing a cross to outside the building. they haven't announced what caused the fire and no indication yet whether or not somebody was inside the building at the time but fortunately it appears the fire department was able to keep the fire contained to this section of the property so it did not spread to the actual main church which is far right of your tv screen. you'll recall last thursday there was a fire here around

5:30 thursday morning, this fire was much larger, it burned through a two-story structure on the far end of the property. the fire department did determine that a homeless person had been sleeping in the crawl space underneath that building or entered that crawl space and they believe that person started the fire, not clear if it was intentional orccidental. the pastor told me people have broken over to sleep overnight. this church is in the process of being sold, that sale is supposed to go through in about a month and when it does the developer is going to come in and tear this property down, so they can make way for low income housing. christ community church already found another location to move so so they continue their worship. reporting live in concord, bob redell, "today in the bay." >> thanks for the latest there, bob. 6:31 right now. you've probably heard the cdc telling fully vaccinated americans it's okay to ditch

your mask but not so fast in california. "today in the bay's" mask mandate remains in place. kris sanchez is here with the guidelines. >> one big group trying to put pressure on the state to keep the california mask mandate in place, the california nurses association, the president of which says the cdc lifting those mask guidelines is just premature. let's talk about where we stand because this has been confusing over the last few days. the cdc advised last week that unvaccinated and partially vaccinated people should continue to wear their masks, however, vaccinated people only need to mask in crowded indoor settings like public transportation, hospitals, shelters and such but no masks otherwise. the cdc says that students should keep their masks on through the end of the year. so far, california's mask

mandate remains until at least june 15th as you mentioned, requiring mask if we are indoors anywhere but at home. cdc director says the new guidance is based on science, but the head of the california nurses association says it's just too soon and that it presents a risk to the safety of nurses and patients and she's asking california health leaders to keep the mandate in place. >> the pandemic is not over. we still have a lot of infected patients, cases are still high. we have patients dying and we still have nurses dying as well. >>et less let's talk about the school guidance. schoolchildren in all grades should continue wearing their masks and socially distancing through the end of the school year. now while kids 12 and up are eligible for vaccines, there isn't enough calendar time for them to be fully vaccinated before the end of the year, which is of course in just a few weeks.

on friday we got a letter from local school districts they're planning for full in-person reopening in the fall but they, too, are waiting for some of that guidelines not just on masks but otherwise as well from the state. laura? >> that's right. the mask discussion once again something so many families across california you need to keep up, most kids i think have gotten used to wearing the masks. we have to pay attention to all these changes. >> um-hum. right, and our health leaders say that kids are much more compliant than adults are and certainly in our household they don't have a choice because they're not fully vaccinated. they got their first dose over the weekend and so they know that they need to keep their masks on, but wearing a mask at school was definitely one of the reasons why they didn't want to go back in person, they decided to stay home for the rest of the school year and we supported them. >> yes, i know in my house, getting in the car everybody's always, you got your mask? make sure you have your mask. >> check your pockets.

>> exactly. >> 6:34. the casualties mounting as israeli/palestinian violence enters its second week. new video shows a new series of heavy air strikes in gaza city today. you can see it and hear it there. the latest attack was reportedly heavier and longer than the series of air raids that killed 42 palestinians this weekend. that attack, three apartment buildings were destroyed, two dozen women and children were among the victims, the deadliest single assault since the violence flared up again. >> there was a lot of people who died here, not only here, out there, more places in gaza and palestine died, kids are dying. mothers cried for their kids who died. kids can cry every time because

their parents died. >> the person just a kid herself. hamas was also on the offensive last night, launching rockets from gaza toward civilian arease last week more than 200. >> many americans choosing sides when it comes to the middle east conflict. people supporting israel gathered in los angeles yesterday in front of the federal building. demonstrators see israel as a clear victim and hamas as the aggressor. >> we're here to stand up against hamas. they shoot missiles at israeli civilians. they're killing muslims, jews, christians. >> a separate event saturday thousands marched to support

palestinians. it's official start of fire season in santa rosa and firefighters remind people to be prepared and have emergency plans and also today, cal fire suspending fire burn permits for santa clara, alameda and contra costa counties, and that means no outdoor burning of yard debris such as branches and leaves. we bring in meteorologist kari hall right now, because kari, you say that higher humidity and cooler temperatures are helping us out this week when it comes to fire danger. >> yes, it is helping but of course we do have to remember that all of the brush and the hills still very dry but then we look at the relative humidity numbers thanks to the fog that's rolled in, here we are in the middle of the afternoon, we're going to see humidity numbers at least 50% to 60% across much of the bay area, it does have to be below 10% before we really start to raise that red flag. so it is looking much better now, cooler temperatures as well with our highs only in the low 60s in oakland and low 70s for the interior valleys.

we'll talk about what's ahead for the rest of the week coming up. mike, any problems for the morning commute? >> kari, we do have one issue over in the east bay, it's not a good spot either. let's look at the map. overall things are looking good. we have green sensors for most of your drive but we'll zoom in behind that 880 shield, a lot of slow something built up over the last ten minutes, south 880 just before you get to about 92, around "ax" street changed from red to orange. maybe there's something that's cleared. there was debris reported in your middle lane, they might have done a traffic break. we'll follow that and delay you headed down to the san mateo bridge, slow through concord and also down the east shore freeway, debris at san pablo, i'll show you the bay bridge coming up. back to you. >> thanks so much, mike. coming up next, a long night for hundreds of residents in southern california. right now, wildfires burning out of control, just ahead, the latest on the conditions that firefighters are dealing with this morning, and the unexpected help that they're getting so

problem getting toward the san mateo bridge for folks heading south of here, we'll follow the progress there for the debris and what's going on in the middle of the roadway. >> all right, we'll check back with you. 6:42 right now. the palisades fire is burning out of control. the fire forced about 1,000 people from their homes. it's burned nearly 1,500 acres in the topanga canyon. no other reported damage but firefighters are getting help from cooler temperatures and no strong winds in the area. we've got a bird's-eye view of a sheriff's helicopter dropping nearly 700 gallons of water into that fire. authorities right now do believe the fire was intentionally set. they're looking for a possible suspect. we may get answers on the massive covid overbreak that overwhelmed san quentin prison. state prison leaders will be on trial in the evidentiary hearing

friday. here we go monday morning, getting started with the work week, meteorologist kari hall has a look at temperatures as we get started so kari, how are we looking out there? >> it looks pretty nice. we had such a great weekend, with some nice cool air rolling across the bay area, that continues today and we're also starting out with some clouds, so here is our live look outside in dublin, and a look at the commute across the tri-valley 580. a look at where we're headed much of the morning. starting without clouds and peeks of sunshine and for spots in the tri-valley headed into the afternoon, it's going to be cooler, reaching into the low to mid-60s, and if you're like me, enjoying more time outside, but also suffering from allergies, you may be allergic to olive or oak trees right now, not palm trees but oak trees, we're going to see more cool weather and

also a lot of the pollen floating through. now, our temperatures today will reach into the low 60s for oakland, 68 degrees in martinez, also 68 in san jose, and as you check out the seven-day forecast, at the bottom of the screen not too many changes through the week. this is not going anywhere but what will be changing rain chances in the sierra and this is really unusual to see such cold air and the potential of some rain and sierra snow as we head toward thursday. if you will be traveling there, heads up, the roads may be a little bit treacherous at times, especially with some light snow falling, some thunderstorms at times, and this is not just thursday. it's friday as well as into early saturday, so we're going to see a lot of changes there, and as they get the rain in the sierra, we're going to get a cooler blast of some air coming in, so it cools it down more from where we are today, reaching into the upper 60s by

thursday and friday, make some plans to get outside this weekend. it is going to be perfect, a cool breeze and highs for some of our warmest spots inland only reaching into the low to mid-70s. and mike, you've been watching the roads, any new problems popping up out there? >> you know, kari, we have more traffic and the volume is heavier. there will be slow spots. a little complication out there as we look at the map, looking at overall a pretty pleasant drive and in fact i saw the start of that san jose commute but it's backed off again. we'll track that. behind the 880 still slow, a little less slowing. they might have removed the metal debris from the middle lane, south 880 hacienda overcrossing we have a slower drive and more traffic headed to the san mateo bridge so heads up if you're approaching fremont and the south. a crash or some debris off the antioch bridge affects 160 at highway 4 but the real slowing through concord, you see all of the slowing for the travel

welcome back. we begin with breaking news in concord. a church for the second time in just days goes up in flames. >> let's bring in "today in the bay's" bob redell live there at the scene with the latest. bob? >> good morning to you. the church is standing but buildings attached to it that burned. the two-story structure burned thursday morning and to the right the single story structure burned this morning, just after midnight. this is video shortly after that fire was going, you could see a firefighter bringing a cross out, it's not clear if anybody was inside the church at the time when this fire started. we have no indication, but a question was anybody inside the time the contra costa county fire department is still trying to determine the cause. this is video from thursday morning, a much larger, more involved fire that destroyed

that two-story building. the fire department did determine that a person had crawled underneath the building into the crawl space to sleep, perhaps a homeless person, they blame them for causing the fire. not clear whether or not it was intentional or accidental. the pastor of christ community church in concord told us homeless people tried to break into the two-story building before to sleep overnight. not clear if that's what happened in the morning in the single story structure. this is in the process of being sold and will be torn down in about a month to make way for low-income housing. reporting live in concord, bob redell, "today in the bay." >> thank you. some of the nation's largest retail chains adding to the recent bay area confusion over wearing masks. let's bring in cierra johnson this morning and i know after the cdc says fully vaccinated people can ditch masks, some of the businesses are actually changing policies while the state of california stays silent. >> reporter: good morning, marcus. it is a little confusing. we don't have any guidance right

now from the state of california but some businesses like this starbucks here are now allowing folks that are fully vaccinated to go inside of their stores without masks. they made that announcement on their website, but they did say you have to keep in mind that you have to follow local regulations required by law in terms of wearing the mask. the chain still plans to keep those restrooms closed where customers are not able to dine in. they're not the only ones, walmart, trader joe's and costco announced vaccinated customers no longer have to wear masks. the state issued guidance on revised mask rules. many are waiting on the state level, some stores allow you to go maskless you may not be able to do so depending on the county. we're anticipating some guidance from the governor before then but stores are allowing to you
