right now at 4:30, breaking news overnight, a bus full of people coming under a barrage of bullet its, injuring many. witnesses tell us people on board were celebrating a birthday. we're live on the scene with the latest on the investigation. "today in the bay" starts right now. good tuesday morning to you. thanks so much for joining us. i'm laura garcia. >> and i'm marcus washington. we'll get a check of your commute and forecast coming up in about six minutes. we begin with breaking news this morning happening not far from oakland's police substation at stmont where we find new

information just moments ago. >> reporter: very sad information, chp confirming to me that two people were killed in the shooting that took place on a party bus, at the eastmont substation here in oakland for oakland police. you could see the family, they've been out here trying to get more information and right over there if you were to pan over to your left, you can see that party bus. as you zoom in, you can see the windows that were shot at early this morning while that party bus was driving around oakland on 580 on some of the side streets. so i did speak to a family member who is out here and they tell us one of those dead is a 19-year-old girl who was on that party bus. according to family, several young girls in the age range of 19, 20 years old, they were on this bus, they were driving around oakland overnight to celebrate one of the girls' birthdays. it was 12:30, someone pulled up

alongside the bus on 508 and started firing into the bus. we believe some of the shooting took place on eastbound 580 between macarthur and seminary, where the freeway was shut down from 12:55 to 2:45 and a lot of shooting at 68th and foothill. you might see video of shell casings on the ground. the bus ended up here at the oakland police eastmont substation. the driver presumably looking for help, again, two people killed and we believe at least one other person was shot. >> a whole bunch of women trying to enjoy themselves and someone -- took her life. >> reporter: the 19-year-old girl who was shot and killed, that was her stepmother, and we also spoke with her grandmother who told us the 19-year-old girl's baby, her child will be

turning 3 this upcoming saturday. i did speak with chp, again, they said a pio will be coming out here shortly to give us more information. two people won firmed dead, at least one other person shot as somebody shot into this party bus. there's no suspect, vehicle information as of yet or nothing that chp is releasing and they are handling this investigation since this did take place on the freeway. oakland police is also out here assisting. reporting live in oakland, bob redell, "today in the bay." >> very tragic. thank you, bob. so we are also tracking traffic in that area. >> mike inouye is standing by now. are we going to have issues in that area with the commute or traffic in that area? >> well, these are surface streets but major surface streets where bob is. bob is near the eastmont town center. you hear the substation mentioned that's within that perimeter on that land there. we're looking at the area around foothill and 68, bancroft is a

major street, that may have one or two blocks blocked off for the investigation. i heard there's evidence in the area and so of course, there's going to be continued investigation near the eastmont town center. avoid the few blocks around that. looks like international is completely unaffected if you want to use that to get through the area, it is about a half mile away from there as far as how many blocks go. it is off of 580, foothill, bancroft near 68th, avoid that area. the rest of the commute is easy drive. the major surface streets are open, we'll track that and highway 84 for the tri-valley coming up, back to you. >> we'll check back with you, thank you very much. it's 4:34. live to downtown san jose, santa clara county getting the all clear to move into the less restrictive yellow tier in san francisco and san mateo counties. if that happens these are the rules that will relax starting tomorrow. bars can finally let people

inside, restaurants and gyms can also operate indoors at 50% capacity. out door live events can increase their capacity to nearly 70%. back to those mask, keep them on for now. state leaders are choosing not to follow cdc guidelines. >> if you are fully vaccinated you don't need to wear them indoors, but california won't make the change until june 15th. "today in the bay's" ian cull lets you know what you need to know. >> reporter: keep the masks on, the state waiting four days to set the guidance after the cdc said fully vaccinated people don't have to. >> this four-year period will give californians time for the change while we continue the relentless focus on delivering vaccines. >> reporter: adding it there l give more protection for those who can't get a shot like kids under 12 and give businesses

clear guidelines. san francisco department of public health tweeting "we just need to hang in there a little longer and for every eligible person to get vaccinated as soon as possible." trader joe's, starbucks and now target saying fully vaccinated customers don't have to wear a mask inside of the stores nationwide. target employees don't have to either but in california, you still do, like all restrictions in the pandemic, the ultimate decision is made by the state, then the county, and businesses can choose to be more strict if they wish so masking indoors is still mandatory until june 15th when the vccinated can take it off. everyone has an opinion. >> i'm fine with it for a month. we've been in this for more than a year. >> reporter: traveling could get complicated. many las vegas casinos say the vaccinate kd go maskless. massachusetts will end it at the

end of may, hawaii is not. california holding out the longest. >> california likes to do everything the hard way it seems and it oftentimes feels unnecessary. >> i any it's better to be safe because we don't know who is or isn't vaccinated. >> reporter: masks are still required in schools as well and if you're vaccinated, the state says the only time you have to wear a mask outside is in a large, crowded event. if you're not vaccinated, you have to wear one there and any time you can't physically distance. in san jose, ian cull, "nbc bay area news." new video shows explosions in gaza city at daybreak today that ongoing conflict continues with no sign of peace coming. the blasts come after the israeli military unleashed a heavy wave of air strikes monday. israeli officials say it destroyed militant tunnels and the home of nine hamas commanders. according to the gaza health ministry at least 212 palestinians have been killed so

far and ten people in israel killed. oakland police arrested eight people from sideshows. officers towed 22 vehicles and one atv. sunday night police say about 300 people watched as 100 vehicles took part in a sideshow near the oakland coliseum. you look at video of the area what they left behind, police officers there as well. oakland police relaunched a special uniit to deal with these dangerous activities. a north bay mayor says she's been the target of racially charged voice mail, san anselmo brian culvert said someone left messages on the town's main phone line. police were able to identify a suspect who is now out of jail. the mayor doesn't believe it reflects the community and only speaks to the actions of one person. city college of san francisco will not give a $20,000 bonus to the interim

chancellor. "the chronicle" was reporting the change of heart comes after mounting pressure from students and faculty when the bonus was announced last week. it would have been in addition to the chancellor's $340,000 yearly salary. as we've been reporting, city college has been making cuts due to budget shortfalls. let's switch gears to your morning. monday is behind us. it was a very nice afternoon yesterday, more of the same today? >> more of the same today. it's going to be slightly warmer in a few spots but san jose is going to keep those temperatures that started out cool but then end up on the comfortable side as we go into late morning and into the afternoon. right now we're only at 51 degrees and we can see the trend after starting out with some clouds, sunshine ahead and more sunshine going into the rest of today. in fact, as we go all around the bay area, we're looking at highs reaching into the upper 60s for much of the bay and inner bay

welcome back. i'm bertha coombs from cnbc with a look at what's happening on wall street this morning. right now the futures are pointing to a higher open. markets kicked off the week with modest losses with big tech stocks leading the way lower again, apple, microsoft and netflix all down about 1% yesterday, while tesla was off more than 2% after a famed investor profiled in the big short book and movie revealed that he had a large bet against the electric automaker to the tune of half a billion dollars. meantime stocks are under pressure as investors worry that the rise in inflation could

starting this morning for some of us, it's pretty chilly out there with upper 40s right now, as we take a look at hayward, and then as we head to the north bay, we've got anywhere from 62 degrees in clearlake to 46 degrees in santa rosa, and napa starting out the morning at about 40 degrees, so grab the jacket. you won't need it for the most part later on today as we head to the south bay and get a look at our high temperatures this afternoon. seven-day forecast is already up at the bottom of the screen. gilroy expect a high of 73 degrees, and some upper 60s in milpitas. for the east bay we're reaching 71 degrees in walnut creek and oakland is going to keep it cool here with some 60s in the forecast there up to about 64 degrees, and some mid-50s for half moon bay but then you head over toward palo alto, it's much more comfortable, upper 60s there, a cool day in san francisco, especially with the clouds and the fog at times some mist and drizzle for the morning hours. sonoma today look for a high of

72 degrees so i think this weather has been pretty perfect but we are going area, but as we look at the sierra, each day starting on thursday into friday, saturday, we're going to see some times of showers and even some snow. here we are at the end of may, talking about snow showers in the sierra, and it looks like we could see some light snow coming through anywhere from about one to four inches over the next few days, especially leading into the weekend. kingvale looking at about four inches of snow, most of this will be above 8,000 feet. so just for those mountain peaks but a nice little coating there. we're going to get some breezy winds kicking off of that storm moving through but overall our temperatures don't change too much so each day for some of our warmer spots inland, highs in the mid-70s and it does get a little bit warmer by the end of the weekend into early next

week. san francisco not sechanges. each morning some fog and some clearing for the temperatures r the 60s. mike, you were keeping an eye on the roadways. how is it looking around the bay area? >> looks pretty good, kari and that forecast makes me happy, in case it matters. overlooking to the roadway should make you happy, most of the green sensors everywhere we expect and some places we don't. overnight closure for highway 84 reopened within a couple of minutes here, highway 84 through alvarado niles reopened from the overnight roadwork, a couple minutes early, usually opened a minute after 5:00. 680 and mission a slightly longer route but less windy. contra costa county and alameda county look great to the bay bridge. circled the incidence of the investigation at eastmont town where bob redell follows the party shooting, the tragic

killing of the teenast shore. back to you. >> thanks, mike. a midair scare in the south bay yesterday people could see and hear one from the ground, when a flight took off from mineta airport and pilots acted quickly to turn it around. >> thankfully the plane landed safelily but as "today in the bay" scott budman reports, for passengers it was a right thing? time. >> we got an emergency so stand by and remain radio silence. >> reporter: almost immediately, passengers on american flight 2049 knew something was off. >> something on the right side of the plane kept making a loud banging sound. >> kept happening, sounded like speed bumps in the air which is not possibly. >> we felt some shaking, the plane started to drop. >> your right engine is the problem? >> confirmed. >> reporter: the morning flight on its way to phoenix quickly turned and headed back to san jose. >> we hear a boom, boom, boom. >> reporter: nate says he saw the plane from hhe plane coming
