right now at 5:00, breaking news, two people, including a young mother, killed overnight after someone opens fire into a party bus in the east bay. this morning, investigators are combing through several crime scenes and possibly several victims as the story develops by the minute. we're covering it all live. "today in the bay" continues right now. good tuesday morning. thanks so much for joining us. i'm marcus washington. >> and i'm laura garcia. let's start out with breaking news we're following out of oakland this morning. a deadly party bus shooting overnight. "today in the bay's" bob redell is live where this horrific scene really came to an end. do they know what happened here, bob? what was the motive? >> don't know the motive and don't have any suspect information or even a suspect vehicle description. we're at the oakmont substation

for the oakland police department here and this is where the party bus ended up, the black bus there on the left side you can see four windows shot out, the driver presumably ended up here looking for help. this was supposed to be a fun night for a group of young women in the age range of 19, 20, possibly 21 years old out celebrating one of their birthdays. chp confirmed two of those people are dead, have been shot and killed and a family member confirmed to us one of those people was a 19-year-old girl who had a child who was going to be turning 3 this upcoming weekend. they were driving around oakland as i mentioned to celebrate one of the girls' birthdays around 12:30 that someone in a car pulled up alongside the bus while the bus was on 580 and they started firing their weapon. we believe some of the shooting took place on eastbound 580 between macarthur and seminary,

and again on 68th and foothill, where we have video of a lot of shell casings at that scene, and then the bus ended up here at the oakland police eastmont substation, the driver presumably looking for help. >> i'm trying to hold up. that's my granddaughter inside. you know, that's how we just want them to get called, she was only 19 years old. >>all need to turn yourself in. she had a child. she had a baby. it's not right. >> reporter: that was the stepmother and grandmother of the 19-year-old girl who was shot and killed and as they mentioned she did have a baby who was going to be turning 3 on saturday. again that freeway eastbound 580 was shut down but it did reopen at 2:45 this morning so that the traffic can resume. as i mentioned, i did speak with

chp, they said a public information officer will be coming out here, they are handling this investigation. opd is also involved because this is where the bus ended up at the substation. what you're seeing right now are family members, many of these people, some of them are family members of the 19-year-old girl, they've been out here and trying to get information, they did speak with opd earlier and are right now we see an ambulance that has pulled up in the background and also the coroner's van. don't know why the ambulance is here. i do know why the coroner van is here unfortunately, we presume the 19-year-old girl is still inside the party bus. reporting live here in oakland, bob redell, "today in the bay." >> that's sad, that little child will never know her mother. thank you very much. all right, bob did mention it as well that i believe the freeway is open in that area, that should help at least with the morning commute. other roads we should look ute for, mike? >> major roadways, good morning to you. the investigation continues at

the eastmont town center the parking lot where bob was. at that location as we zoom in off of 580 no impact to the freeways, this is just off foothill boulevard and bancroft south of 68th. there was a lot of activity bob talked about, 48th and foothill a perimeter may be for evidence but 73rd where bob is, is not affected. we'll track the rest of your commute, avoid the area of eastmont town center. ail he have the rest of the traffic with the bigger commute coming up. we have a live look at the bay area's biggest county, talking about santa clara county where big changes are ahead. as early as today santa clara county could mo of into yellow tier allowing bars to open indoors and restaurants and gyms to operate indoors at 50% capacity. "today in the bay's" kris sanchez is live in santa clara with what this could mean for a lot of the businesses and for many of us right now.

kris? >> reporter: yes, especially as the summer months are starting to come up, we are looking forward to what we can do this summer, marcus, and this has been a long time coming for santa clara county businesses, some restrictions did loosen over the last couple of weeks but this is a big deal moving into that yellow tier. but it is just happening one month before the entire state economy reopens on june 15th. could make things feel more like a regular spring or summer with restaurants allowing more capacity indoors, bars, wineries, breweries, distilleries that don't serve food would be able to welcome more people inside as well. great america can welcome a third of guests back as well. santa clara county joins san mateo and san francisco county which entered the yellow tier just one and two weeks ago. santa clara county moves into the yellow tier today, then all of these changes will go into effect tomorrow, wednesday. in santa clara, kris sanchez, "today in the bay." >> thanks.

state health leaders trying to put an end to the recent confusion over wearing masks. despite recent cdc guidance suggesting fully vaccinated people do not have to wear them, california is waiting until june 15th. yesterday's announcement tried to clarify the decision recent by made by national change. state health leaders say the ultimate decision on restrictions is made up by the state, then the county. businesses can only choose to be more strict, not less. happening today, contra costa county ramps up vaccination efforts for children over the age of 12. mobile vaccination clinic also be open at antioch middle school and concord high school. each will run, this is going to be during the school hours through saturday. different schools at coco county will host similar clinics each week through mid-july. so we know that we're only in the middle of may and many

communities are already thinking about the upcoming fire season. those dry conditions that we're all seeing out there top of concern with some communities already seeing all these little small vegetation fires pop up. "today in the bay's" cierra johnson joins us live in mill valley where county leaders are expected to meet to talk about some of the lingering drought issues. we all need to be concerned about this, cierra. >> reporter: good morning, laura. yes, no matter where you are, it is a very, very big concern. as you mentioned, it is the middle of may, very early but as we all know it's better to be proactive rather than reactive. right now i'm in mill valley, standing in a brush field i stood in a few times already this year, and it looks a little browner than it did the last time i was here, about a month ago. as you also mentioned, leaders here in marin county will meet today to discuss the current drought situation, that meeting happening at 9:00. those supervisors will receive reports from two marin water

districts before deciding to declare drought conditions. this meeting takes place virtually and comes about a month after marin county adopted mandatory water use restrictions. washing cars and power washing your home is prohibited and marin county not the only community dealing with potentially dangerous drought conditions. new signs popping up around contra costa county, defensible spaces around their homes needed to be done by may 31st. there are vegetation fires in martinez, firefighters working to knock those down earl whier this week leaving some bay area residents nerve bus the upcoming fire season. >> in the last few years we've had fires near year so i mean, we've experienced it, so this year i think it's probably on everybody's mind. >> reporter: definitely top of many folks' mind. we'll keep you updated with what comes out of the marin county

supervisor's meeting, the two water districts coming together report and how it could impact yourson" >> thanks so much,>wo teenagers custody accused of a deadly shooting on the peninsula. yesterday san mateo police arrested a 16-year-old suspect. they arrested another 16-year-old over the weekend. investigators believe the teenagers shot and killed a man last friday. the victim was found in the driver's seat of a parked car near san mateo adult school. police have not revealed a motive. we've also got new details this morning in a shooting that killed two people last year in downtown san jose. police have announced two arrests. that shooting happened september 16th on south "a" street near the san jose state campus. two men died, four others were injured. police say two san jose men are now in custody. one was already in custody on other charges.

authorities in the south bay are searching for a gunman who opened fire on a car yesterday on interstate 880. it happened about 2:30 in the afternoon near the great mall in milpitas. it shut down a nearby exit for hours. the driver was struck in the shoulder. the passenger of the car was not hurt. the witnesses say the shooter was driving a black sedan. a live look at san francisco and walnut creek. two microclimates happening for you, colder on the coast, sunny inland. i'll take the sunny today, kari, for 500. we'll look at the forecast for you. it's free, don't you worry. >> my husband was driving around san francisco yesterday and he's like, it's raining! so the fog was so thick and it was like misting and drizzling at the time so you have to turn on the windshield wipers and in the meantime i'm like it's sunny here. that's the microclimates we have here in the bay area, and we're waking up to a nice clear sunrise in the tri-valley this

morning. we could at times see clouds moving by but we are headed for a nice, sunny afternoon with our temperatures slowly warming up, thanks to that marine layer and all that fog that we're seeing near the coast so take a look at the range in temperatures. we're up to 56 at half moon bay and up to ukiah we'll reaching 76 degrees and san jose will see highs reaching 70 degrees, just perfect. we'll talk about what's ahead in the forecast coming up in a few minutes. mike, how is it looking for the commute? >> it's looking great right now. it's tuesday so we expect a bigger volume or i expect a bigger volume than yesterday which was relatively calm. look at the maps and a smooth flow of traffic in the south bay and the peninsula and in the tri-valley, we had the earlier reopening of highway 84 through alvarado niles and the slowing and it was spread out for quite a bit last couple of minutes heading out of livermore in toward sunol but back to what you expect out of the altamont

about now and the bridge is clear right now, kari, a little bit of a blue but no fog. >> that looks great. we are starting out with a beautiful sunrise across the bay area this morning. nice and cool as we've seen the ocean breeze picking up but also going to see a few changes here and there, some of our spots will be slightly warmer but a great day for a hike in the south bay, we're starting out with cool temperatures, mostly in the 50s at 11:00 we're at 65 degrees and heading up to 70 and coming right back down as our winds pick up. the seven-day forecast is already up at the bottom of the screen, we will have some cooler temperatures and some breezy winds headed our way. today we're reaching up to 69 in martinez, napa today reaching 70 degrees. 72 in morgan hill, and palo alto we'll see high temperatures will in the upper 60s. as we go through this forecast, we're looking at a chance of showers and some snow in the

sierra. this storm system misses us in the bay area, but if you will be traveling, heads up about that, we'll not only see the rain and snow on thursday, it continues into friday and saturday as well and the cool temperature also continue, so it's nice to see that it's cool enough for snow in some of those upper elevations in the sierra. our seven-day forecast for the inland areas, really doesn't change too much. now, we will have some breezy winds especially thursday and friday, once we see the system off towards the east, but for us, it's going to be fairly quiet here. san francisco seeing those temperatures staying in the 60s. let's turn now to our climate in crisis. we look at ways that we can make your place of business a little bit greener whether you're just heading back to the office or been there all along. look around for ways that you could reduce your waste by recycling. you could set out bids for glass, aluminum and paper to recycle and put a few people in charge of keeping those things

"today in the bay" starts right now. good morning. thanks so much for joining us. i'm laura garcia. >> and i'm marcus washington. we'll get a check of your commute and forecast coming up in about six minutes. we'll get to the breaking news this morning happening not far from oakland's police substation at eastmont where we find "today in the bay's" bob redell. bob, you've been speaking to some of the families, the victim's family members and what is the latest out there from police? >> reporter: chp sergeant has confirmed two people were killed on this party bus during a shooting on eastbound 580 in oakland overnight and we believe at least one other person was shot, that party bus is behind me and the driver presumably drove it here to the eastmont substation for oakland police when they were looking for help earlier this morning. notice the windows are shot out on the side of the bus. according to family who is out

>> reporter: the 19-year-old girl was a mother. her child is turning 3 on saturday. that was according to her stepmother, and her grandmother, whom we spoke with. i spoke with a chp pio spokesman, i asked the sergeant do you have any suspect vehicle information, any information on the suspects, who you're looking for and he had no comment. reporting live in oakland, bob redell, itteded it. >> all right, bob, thank you. just in, officials with the oakland a's are looking to play ball with las vegas. take a live look at the coliseum this morning. las vegas review journal" says the owner will be visiting southern nevada next week to explore the move. las vegas is one of six cities where the a's may looking to relocate after the team was hit with road blocks in building a new ball park in oakland. same thing happened to the raiders and led them to leave for sin city.

>> that's right. we'll follow that one. live to downtown san jose and santa clara county expects the all clear to move into the least restrictive yellow tier, just like san francisco and san mateo counties. if this happens, here are the rules it will start to relax starting tomorrow. bars can let people indoors, restaurants and gyms can also operate indoors upping it to 50% capacity. outdoor live events can increase their capacity to nearly 70%. california leaders say not so fast to the new cdc guidelines abandoning masks. some are wondering if the state is following the science or something else. state health leaders clarified their stance yesterday saying an extra four weeks will mean more people vaccinated and more preparation time for businesses. some argue those business concerns may have trumped the science in this decision. here is our political analyst larry gerston. >> if you believe this is a

bunch of horse manure, then you consider what the governor is doing is political. on the other hand if you buy the science and you understand what's going on and you accept it, then you take what the governor is doing as being wise for the state. >> state health leaders yesterday also clarified state mask rules will trump any more lenient decisions made by national change for its stores in california. explosions in gaza city at daybreak as the conflict continues with no signs letting up. israeli officials say it destroyed militant tunnels and the home of nine hamas commanders. according to the gaza health ministry at least 212 palestinians have been killed so far and ten people in israel killed in rocket strikes launched from gaza. oakland police arrested eight people from sideshows. "the chronicle" is reporting

officers towed 22 vehicles and one atv. sunday night police say about 300 people watched as 100 vehicles took part in a sideshow near the oakland coliseum. you look at video of the area what they left behind, police officers there as well. oakland police relaunched a special unit to deal with these dangerous activities. yesterday's scary emergency landing at san jose airport, this morning crews will on it evaluate the american airlines plane forced to land shortly after takeoff. it happened after 10:30 yesterday morning and it took off for fee mix, minutes later passengers started to hear a loud banging, witnesses on the ground say they could hear it t. things got tense. >> there was a woman behind us screaming and it was really hard to kind of, she's like, she's screaming "i don't want to die! i don't want to die!" it was scary.

she made it worse for sure. >> reporter: the plane returned to sjc and landed avenue of safely and american airlines called the problem a mechanical issue. a north bay mayor says he's been the target of racially charged voice mails. san anselmo mayor brian cull bert says someone left threatening messages on the town's main phone line. police were able to identify and arrest a suspect who is now out of jail. the mayor says he doesn't believe the incident reflects the community and only speaks to the actions of one person. new this hour, city college of san francisco will not give a $20,000 bonus to its interim chancellor. "the chronicle" was reporting the change of heart comes after mounting pressure from students and faculty when the bonus was announced last week. it would have been in addition to the chancellor's $340,000 yearly salary. with six weeks to go until

july 4th, no fireworks cancellations until now. benicia canceled its event and parade which takes place on july 3rd. solano county in the red tier of covid restrictions and the city leaders say we don't have facilities in place to limit the size of its mass gatherings. so far one down, possibly two, we're waiting to hear but hopefully things are working out. certainly the weather we've looking at with the dry conditions out there, kari. >> yes t has been so dry so we don't want people setting fireworks on their own. i've been looking around and i cannot find too many fireworks shows or websites that say they are having one. i'm looking for the confirmations here. let's get a live look, start at our temperatures and where we will be as you head out the door in pleasant hill. heading to work, we have a nice cool start to our morning. we should keep it clear here going from 51 degrees and then seeing it nice and mild headed

through the rest of today. it's going to be very much like yesterday, but in a few spots it will be just slightly warmer, heading up to 76 degrees today in fairfield, san jose reaching 70 and that was after hitting upper 60s yesterday so just some minor changes, we'll talk about more changes in our forecast ahead coming up in a few minutes. mike, how is it looking for the morning commute? >> kari, over my monitor i see -- let me just show you, northbound 101 in san jose, we're starting to see a little build headlights and the volume coming northbound for your commute right now, just in the last five minutes showed a lot more traffic volume. now, we're looking at the maps as well with the arrow and a shorter segment from 680 where you have the camera there toward oakland road right on schedule, just before 5:40. we should see that for 20 minutes t will calm down. a new crash reported west 580, and vasco, may be one vehicle in the middle of the road of 580. we'll track that with chp as they get on the scene there.

stimulus payout although some recall supporters want more of that stimulus to go back to voters. governor newsom with an apparent boost in income over the first year as governor. he just released his 2019 tax returns fulfilling a campaign promise to do so each year, reflects a half million dollar higher income than the year prior when he was voted into office, he and his wife total income in 2019 $1.7 million, most of that is from a blind trust. the couple filed an extension for 2020. 5:44 right now. president biden has also released his tax return to the public, just as nearly every president has done for the last 50 years. scott mcgrew, nearly every president. >> nearly i think is the key word there. the tradition, laura, started with nixon and ford and carter, reagan, bush, clinton, bush ii,

national championship as well so very cool to watch. congratulations, broncos. that's coming from a gail, okay? >> big moves. >> um-hum. all right, so we're still celebrating this morning, let's get a live look outside at our beautiful tuesday morning sunrise, as we take a live look outside from the mission district in san francisco, so parts of the city we've seen some fog rolling by but it's nice to have that clear start, if you're getting those backpacks ready, you're about to get the kids ready for school, we are going to start out in morgan hill, cool one, some upper 40s but then by the time you go back to pick the kids up from school, it will be at about 64 degrees and all clear and sunny. here is a look at our high temperatures, headed up to 70 today in san jose. livermore a high of 71 degrees. in some spots it's just a degree or two warmer than yesterday, but still pretty perfect. we're going to keep the cool air near the coast with half moon

bay staying in the mid-5d today degrees and 70 today in napa. check out the seven-day forecast. it's already up in the bottom of the screen, and while we won't see a lot of changes, there will be some major changes for the sierra. we're going to see a round of some showers, possibly some thunderstorms and even some snow in the upper elevations. now, this starts on thursday, continues into saturday, and will also see active weather for the rest of the weekend. so if you will be going there, heads up there will at times be some showers passing by and while all of that is going on there, we're just getting a cool breeze, but take a look at the snowfall forecast that we are talking about here at the end of may. we're looking at still some light snow accumulations but it's great to see that, at about amount around kingvale and most of those areas that get the sno going to get some breezy

the storm systems passing to the east of us, and then our temperatures not too much of a change here for our inland areas. just slightly warmer by the end of the weekend. and then for san francisco, we're going to keep it in the 60s all throughout the week, early morning clouds, but afternoon sunshine. mike, what changes are you seeing right now for the morning commute? >> well, the first one in the south bay, kari, a little more slowing than i was expected but it only lasted about the expected 15 minutes so now as we look at your map north 101, kind of cooling down, speeds getting better north of 680 and back at speed just past oakland road. so we'll continue to watch that part of course silicon valley very important. peninsula, no surprises. west 580 a crash unfortunately that leaves one vehicle in the middle of the roadway of west 580 at vasco, just shy of the vasco on-ramp and so that's not affecting folks leaving brentwood but it is an issue for folks coming out of the altamont pass.

wh well, bob? >> reporter: yes, good morning to you, laura and marcus. chp confirmed two people were shot and killed, a family member tells us that one of those people was their 19-year-old granddaughter who was on board this party bus parked out front, the eastmont substation here for oakland police department, where the bus ended up presumably looking for help. now we have the sunlight and already known about the four windows shot out on the left side but the back of the bus you can see the white specs, those are bullet holes and i counted probably about 20 of those at least. so just gives you a sense of how many shots were fired into this bus so again two people killed and we believe at least one other person shot. there were several young girls on board, 19, 20, perhaps 21 years of age, driving around oakland overnight to celebrate one of the girls' birthdays, it was around 12:30 this morning someone in a car pulled up alongside the bus, this was on 580, and they started
