in the bay's" bob redell gathering new information this morning for us. wh well, bob? >> reporter: yes, good morning to you, laura and marcus. chp confirmed two people were shot and killed, a family member tells us that one of those people was their 19-year-old granddaughter who was on board this party bus parked out front, the eastmont substation here for oakland police department, where the bus ended up presumably looking for help. now we have the sunlight and already known about the four windows shot out on the left side but the back of the bus you can see the white specs, those are bullet holes and i counted probably about 20 of those at least. so just gives you a sense of how many shots were fired into this bus so again two people killed and we believe at least one other person shot. there were several young girls on board, 19, 20, perhaps 21 years of age, driving around oakland overnight to celebrate one of the girls' birthdays, it was around 12:30 this morning

someone in a car pulled up alongside the bus, this was on 580, and they started firing those shots. we believe some of the shooting took place on eastbound 580 between macarthur and seminary and then again at 68th and foothill where you might be able to see this on your tv screen, a lot of shell casings on the ground there at this intersection and then the bus ended up here at the oakland police eastmont substation, again the driver presumably looking for help. two people killed, at least one other shot. >> i'm trying to hold up. that's my granddaughter inside. you know that's her mom and stuff. we just want them to get called, she was only 19 years old. >> y'all need to turn yourself in. she had a child. she had a baby. it's not right. >> reporter: that was the 19-year-old girl's grandmother you first heard from and the stepmother and the 19-year-old

talking about santa clara county, where big changes are ahead as early as today. santa clara county could be making that move into the yellow tier allowing bars to reopen indoors, also allowing restaurants and gyms to operate indoors at 50% capacity. "today in the bay's" kris sanchez is live in santa clara with what this could mean for businesses and you. good morning, kris. >> reporter: yes, we're all looking for a little taste of normal, marcus. if santa clara county moves into the yellow tier today, it would be less than a month before the entire state economy reopens, still it's a month that a lot of businesses are looking forward to as they try to make up some ground. let's show you why it's possible to move into that less restrictive tier, there were just 24 new covid cases reported as of yesterday. two people did die. 75% of people 16 and up are partially vaccinated, at least one dose and 59% of people are fully vaccinated as of

yesterday. moving into that less restrictive yellow tier could make for a more regular springtime with restaurants allowing more capacity indoors, bars, wineries, breweries, distilleries that don't serve food would welcome more people inside as well. amusement parks like great america can welcome back about a third of guests. santa clara county joins san mateo and san francisco county which entered the yellow tier one and two weeks ago if it is the county is able to make that move, those announcements are made on tuesdays, so if that happens today, all of this would go into effect tomorrow on wednesday. in santa clara, kris sanchez, "today in the bay." >> thanks so much, kris. state health leaders trying to put an end to the confusion over mask wearing despite recent cdc guidance suggesting fully vaccinated people don't have to keep wearing them, california is waiting until june 15th to change its policy allowing time to prepare. yesterday's announcement also tried to clarify decisions

recently made by some national chains. state health leaders say the ultimate decision on restrictions is made by the state, then the county. businesses can only choose to be more strict, not less. i'm asking you, how do you feel about the decision by the state to wait until june 15th to allow people to ditch the mask? you can take part in my poll on twitter right now, you can find me @lauragarcia. >> i need to do that right now. happening today, contra costa county is ramping up vaccination efforts for children over the age of 12 so that week-long mobile vaccination clinics are going to be open today both at antioch middle school and concord high school. each will run during the school hours through saturday, different schools in coco county will host similar clinics each week through mid-july. oakland airport thinks the sky is the limit. the airport looking at a major expansion and wants input from travelers on their to do list of a brand new terminal and modernizing the two existing

ones. community meetings are scheduled for next tuesday and wednesday. the project is in the beginning stages so they don't have a price tag yesterday. in 2018 the airport broke its own records with 19 million passengers. new detail unless the shooting that killed two people last year in downtown san jose. police have announced two arrests, the shooting happened september 15th on south eighth street near san jose state campus. two men died there, four others injured. the two san jose men are now in custody, one of those men already in custody on other charges. some good news on the fire front in southern california, everyone living near the palisades fire should be home as evacuation orders have been lifted. firefighters say it is more than 20% contained. the fire started late friday in a remote part of pacific palisades north of san ma monica. burned acres. one man is under arrest suspected of starting the fire along with four other fires in

the area that were quickly put out. >> we're only in the middle of may and so many communities are thinking about this upcoming fire season. it's already erupting in some parts. those dry conditions out there top of concern for so many people with a lot of communities already seeing the small vegetation fires pop up. "today in the bay's" cierra johnson joins us live in mill valley this morning, where county leaders there are expected to meet today, going to talk about some of these lingering drought issues that we have to contend with as well. everyone should be concerned, cierra. >> reporter: yes, good morning. it is a huge concern. it is extremely early. it's a conversation we don't want to have but one that's extremely necessary, better to be proactive than reactive. we're in mill valley. i stood in this spot a few times already this year and first hand it's a little browner than it was when i was out here about a month ago and that's why marin county supervisors meeting this morning at 9:00 to discuss exactly what's happening with the state of the water levels

here in marin county. it's going to happen virtually at 9:00, they'll receive reports from two marin water districts before deciding to declare drought conditions. this meeting is taking place about a month after marin county already adopted mandatory water use restrictions. so as it stands right now in marin county, you're not allowed to wash your car at home and not allowed to power wash your home that's prohibited in an effort to preserve that water. now marin county isn't the only county, community rather dealing with the potential dangerous drought conditions. there have been new signs up in contra costa county letting folks know they need to have that defensible space around their home, wanting it to be done by may 31st and firefighters already dealing with vegetation fires in contra costa county, specifically martinez, earlier this week, leaving some bay area residents already extremely nervous about the upcoming fireon.

>> in the last few years, year i think it's probably on everybody's mind. >> reporter: and there's already been one water district declare a drought east bay mud directors voted april 27th to declare a stage one drought so that's giving us a little peek into what some of the other communities can expect, as we've mentioned, it's only may. we're not quite yet in fire season. folks are preparing to have their constituents put in some ways of conserving water. live in the valley, cierra johnson for "today in the bay." >> anybody in the bay area can drive around and see and feel just how dry it is out there. you've been looking at the drought conditions for quite some time, kari. >> yes, and so we are in an extreme drought for much of the bay area, and we're also looking at the vegetation. it has dried out to levels where we normally see during the

middle to end of summer, so as we take a live look in sonoma mountain, at least the weather conditions now are fairly favorable. you see the fog rolling over the hills. higher humidity and lighter winds and the winds will be picking uhm. if you're hiking or near vegetation make sure you're careful and temperatures in the south bay reach up to about 70 degrees during this afternoon. let's head over to you, mike, how is it looking for the commute? >> well the concern out of the altamont pass the crash that was in the middle of 580 look at the map was past tense, now on the shoulder at most. some crash activity remains there, so there's a distraction but the sensors backed up before you get to grant line road, ripple back as far as the recovery goes and traffic blends with the folks off of vasco road, brentwood, discovery bay jumping up to 22 minutes toward

folks to get out on the roadway and keep things smooth. a break five minutes folks at speed and true build for the morning commute through san jose. contra costa county the build right on schedule out of pittsburg and bay point and concord for that stretch of highway 4. look how it breaks down for the travel times now starting to see the separation between the three major routes that we pick from pittsburg over to walnut creek, and the bay bridge toll plaza, oh, wow, focus shifted, auto focusing on the dirt on the lens but you could see in the background the backup at the toll plaza fills in all the lanes. remind you you need to clean your wynd shields to focus on your drive. back to you. >> yes. that's why you need some sunglasses, too, to make sure you can see as you're heading out. we have all clear skies across much of the bay area today, but still a nice cool breeze and look at the difference in our temperatures as you get ready to step out the door. 39 in napa, compare that to the

50 in fairfield. so our temperatures start out cool as you get the kids ready for school. let's head down to morgan hill, a few clouds, temperatures in the upper 40s. bright and sunny with temperature pickup time about 64 degrees. headed up to 72 for the middle of the day. the seven-day forecast is already up at the bottom of the screen as we take a look at today's high temperatures. we'll reach 56 degrees in half moon bay but that strong ocean breeze makes it to the inland areas and keeps us in the 70s for today. so another comfortable day but we will see some changes at least across the region as we go toward the end of the week. for the sierra, we're watching out for some rain, thunderstorms and even possibly some snow in the upper elevations, models have been pretty consistent in showing that snow there, heads up if you will be traveling from thursday through saturday. here we're looking at more nice quiet weather, no major changes in our temperatures for the inland areas, we'll stay in the mid-70s and slightly warmer by the end of the weekend.

yesterday on interstate 880. it happened at about 2:30 in the afternoon near the great mall in milpitas. it shut down a nearby exit for hours. the driver was struck in the shoulder. the passenger of the car was not hurt. the witnesses say the shooter was driving a black sedan. two teenagers are in police custody accused of a deadly shooting. san mateo police yesterday arrested a 16-year-old suspect after arresting another 16-year-old over the weekend. they are not revealing a motive. just in, officials with the oakland a's are looking to play ball with las vegas. take a live look at the coliseum this morning. las vegas review journal" says the owner will be visiting southern nevada next week to explore the move. las vegas is one of six cities where the a's may be looking to

relocate after the team was hit with road blocks in building a new ball park in oakland. same thing happened to the raiders and led them to leave for sin city. with california health leaders saying not so fast to the new cdc guidelines abandoning mask. some are wondering if the state is following the science or something else. state health leaders clarified their stance yesterday saying an extra four weeks will mean more people vaccinated and more preparation time for businesses. some argue those business concerns may have trumped the science in this decision. here is our political analyst larry gerston. >> if you believe this is a bunch of horse manure, then you consider what the governor is doing is political. on the other hand, if you buy the science and you understand what's going on and you accept it, then you take what the governor is doing as being wise for the state. >> state health leaders yesterday also clarified state mask rules will trump any more lenient decisions made by

national business chains for its stores here in california. north bay mayor says he's been the target of racially charged voice mails. san anselmo mayor brian cull bert says someone left threatening messages on the town's main phone line. police were able to identify and arrest a suspect who is now out of jail. the mayor says he doesn't believe the incident reflects the community and only speaks to the actions of one person. 5:35 right now. city college of san francisco will not give a $20,000 bonus to its interim chancellor. "the chronicle" was reporting the change of heart comes after mounting pressure from students and faculty members. city college was facing massive budget cuts due to budget shortfalls and the money would have been in addition to the chancellor's $340,000 yearly salary. oakland police arrested eight people from weekend sideshows. officers towed 22 vehicles and one atv. sunday night police say about

change too much. getting ready to head out for work in fremont, expect jacket weather but some nice, comfortable temperatures for the afternoon. as we head into the upper 60s, and that breeze continues to pick up, we're looking at just a couple of degrees warmer in spots like antioch and fairfield. we keep the low 60s near the coast. we'll talk about the rest of the week coming up. mike, how is it looking for the commute? >> it's looking standard. you like that in the south bay, that means a little bit of slowing where i circled on our maps north 101 from 680 up to shy of oakland road and back at speed by the time you pass 880, heading up the rest of the peninsula. same thing for 280, clear, easy drive, beautiful drive on 280 and over here toward the tri-valley. a little bit of slowing at the dublin interchange but no major problems, that burst out of theality month showing slowing again around isabel and around north first. slowing for the bay bridge toll plaza as well and also the hayward interchange off of 238.

obama and then it stopped. though donald trump kept promising to release them, he never did release his taxes. there's no legal requirement for the president to do so, but it is a way of being transparent with the american public. the bidens made $607,000 last year, most of that coming from book sales. the bidens paid about $157,000 in federal taxes. president biden took the opportunity yesterday tax day to remind americans about the new child tax credit that's part of the coronavirus stimulus bill. now we have talked about this before. not only will most american families get a tax credit for every child in the family, you won't just take a deduction on your taxes next year. the government is going to put half of that money in your bank account each month, so you'll just look down at your banking

of pandemic living, every month will help those businesses try to get back on track. look at how this is possible, as of yesterday, there were only 24 new cases reported in santa clara county, two deaths, but 75% of people 16 and up are now partially vaccinated and 59% of people are fully vaccinated as of yesterday. moving into that less restrictive yellow tier could make for a more regular spring with restaurants allowing more people indoors, bars, wineries, breweries, distilleries that don't serve food will welcome more people inside as well. used in parks like santa clara's great america can welcome a third of guests back, kids perked up with that one. santa clara joins san francisco county which entered the yellow tier a few weeks ago. if santa clara moves into the yellow tier today, all of this goes into effect tomorrow on wednesday. in santa clara, kris sanchez, "today in the bay."

>> absolutely. this morning we're waking up to sunshine in san francisco and you're able to see the sunrise this morning. a live look from the mission district, we're still going to keep the cool air, no wore whiches there, seven-day forecast coming up at the bottom of the screen as we start out cool but let's head to the south bay to see where we're going. we're reaching up to 70 in san jose, just perfect and even a little bit cooler than normal for this time in may. moving over toward the east bay notice it will be a couple of degrees warmer, compared to yesterday, we're reaching up to 76 in antioch. 70 in danville and keeping it cool in oakland, mid-60s there as well as 65 in hayward. for the coast, it won't be as foggy as yesterday but we still have the strong ocean breezes keeping inland areas cool so we're up to 67 degrees in redwood city for a high, daly city reaching 58 and we're going to see some fog in parts of the city, san francisco reaching into the mid to upper 50s and

60s for today, with our north bay highs reaching up to 72 in sonoma. we're not looking at a lot of changes here but where you will see a lot of changes traveling to the sierra. starting on thursday a chance of scattered showers possibly even some snow for elevations up above 8,000 feet and that's not only just thursday but it's friday into saturday and it's light snow but it's still really great to see this happening at the end of may, about two to four inches in total accumulation and while it's cool and snowing there, we're going to see those breezy winds picking up here in the bay area, with our temperatures inland reaching into the mid-70s, a little bit warmer by the end of the weekend and san francisco will keep the fog at times and highs reaching into the 60s. mike, how is it looking for the morning commute? >> a little bit weird for the south bay. let's show you the map, i've circled 101 northbound, had an earlier slowdown, lasted a little longer, kind of cleared and came back. now we're starting to build once

"e asian-american in sunnyvale, slower toward santa clara. we'll track silicon valley, maybe a heavier drive. it's tuesday, we expect that. slowing around north livermore avenue cleared up and smoothed out the earlier crash in vasco road did back things up for a time. no major surprises for the rest of the bay as we look at concord, a slower drive and quick look at the bay bridge toll plaza, sorry, the san mateo bridge across the bay westbound on your right side is a smooth, easy drive. back to you. happening now, california inching closer to that 50% mark of people 16 years and older, fully vaccinated that's a big step as we move forward past the pandemic. latest numbers show more than 15 million people or 49% of the population have gotten both shots more than two weeks ago. santa clara county has administered more than 2 million shots, alameda, contra costa and san francisco counties have all given out more than 1 million shots each. it is 6:51 right now.

welcome back. we continue to follow breaking news out of oakland. >> two people are dead, including a young mother, this is after a barrage of bullets into a party bus overnight. "today in the bay's" bob redell is live with what the family members are telling him this morning. bob? >> reporter: good morning to you, marcus and laura. supposed to be a fun night out on the town and the party bus a group of young women driving around oakland celebrating a birthday. someone with a gun in the car ruined this, two people are now dead including a 19-year-old girl who was on board that bus

according to a family member who i spoke with and this 19-year-old girl incidentally is a mother of a child, a mother herself and that child is turning 3 this upcoming saturday. the shooting happened around 12:30, the bus full of young people celebrating the birthday, driving eastbound 580, this was between seminary area when someone pulled up alongside them, started shooting and you can see the sides of the bus were shot out, many bullet holes in the back and another shooting scene at 68th and foothill where there are a lot of bullet casings found. the driver of the bus eventually brought the bus here at the eastmont substation for oakland police presumably looking for help. >> i'm trying to hold. . that was my granddaughter inside. you know? that's her mom over there so we just want to get them to get called. she was only 19 years old. >> y'all need to turn yourself in.

have that conversation today, starting at 9:00, there will be a virtual meeting marin county supervisors will hear from two water contracts about where things stand regarding the drought conditions. they'll decide to declare a drought, this meeting taking place as i mentioned virtually, and comes about a month after marin county already adopted a mandatory water use restriction as it stands right now, marin county washing cars at your home is not allowed, neither is power washing your home in marin county not the only community dealing with potentially dangerous drought conditions. new signs could be seen around contra costa county, letting folks know they need to have that defensible space around their home by may 31st, as i mentioned in contra costa county. firefighters were dealing with vegetation fires like in martinez that helped yesterday and leaving a lot of folks worried about this upcoming fire season. as you can see i'm here in mill valley, things are a little brown, i have' been out here for
