's neck. >> a call for change across the nation, the events honoring george floyd and the changes some local police departments are making in the wake of his murder. the third hour of "today in the bay" continues now. >> good wednesday morning to you. thanks for joining us. i'm laura garcia. >> and i'm marcus washington. first we begin with the new progress in the road to recovery, the white house says that now 50% of all adults are now fully vaccinated, that amounts to about 130 million people. when president biden took office, that rate was 1%. >> here is a live look in los angeles, where we're expecting an announcement reopens june 15th.

"today in the bay's" bob redell is looking at all of that and how the return of live events could soon ramp up as well. bob, what do we know about the governor's announcement coming this afternoon? >> reporter: good morning to you, laura. governor gavin newsom will announce some new incentive program to get more people to get shots in their arms to come to places like this vaccination site in pleasanton and get inoculated. other states offered up lotteries and cash to incentivize people to get their shots. it's not clear if governor newsom will announce something like that similar today. so far the state has fully inoculated 16.7 million californians, that's just under 50% of the population. another 4.4 million have received their first dose. the state estimates there are 12 million californians who are eligible but for whatever reason have not yet received their shot. the governor wants to push those people before june 15th, the date that newsom has set for the state to reopen. when that date does arrive, a lot of businesses will be ready

to welcome back customers at full capacity, like the enother of the merrow, a live music bar in san diego. venues will still have rules to follow after june 15th, however, so for example when hosting mega events which the state defines as events of more than 5,000 people indoors, 10,000 people outdoors, the people who are attending indoors would have to have verification of fully vaccinated status or negative covid-19 test result to go in to attend that mega event. outdoor mega events recommend the same or attendees wear masks. >> it's a bit an hennive what to expect but excited we get to get back into business. >> reporter: again the state has targeted june 15th as the date to fully reopen and the governor later today spelling out an incentive plan to get more shots in those arms, that announcement

bottles and eggs at officers. no word on arrests. for most of the country, yesterday was a day of reflection. floyd's death prompting changes in policing practices around the nation. last night in livermore, people gathered at stockman's park using the sidewalk to write his name and even brought flowers. >> there's been absolutely too much violence in our day and there's just too much racism and it's blatant and the data speaks for itself. >> floyd's family met privately with president biden and vice president harris at the white house. they say all they really want is for congress to pass the george floyd policing act. after floyd's death last year san diego's police banned the use of the carotid restraint similar to the chokehold.

this happened early yesterday on ross way in san bruno near spillane college. a big cat entered a home with several large tax determine tangsodermy heads mounted on the wall. the homeowner scared the cat off. new clean energy plan to ease our climate in crisis may soon take shape in northern california. the white house has announced plans to allow two new large scale wind farms built over the pacific ocean. one would sit 20 miles off the coast of moro bay, the other in the waters off of the north coast. it's hoped by the end of the decade, each will hold hundreds of wind turbines anchored on floating platforms. combined the farms could power 1.5 million homes. governor newsom supports the idea but commercial fishermen are among those slamming it calling it unproven. 6:06 on your wednesday morning. time to take a live look outside overlooking walnut creek. all right. so that super flower blood moon

has gone away, making way for the sun's arrival this morning. kari has a look at our temperatures for today as well. how are we looking? >> it's going to be another great day for the bay area. we're waking up to a little bit of fog at the golden gate bridge, but not enough to really cover the visibility, so we are going to see at times some clouds floating by, as you get ready to head out for work in fremont, expect temperatures at 50 degrees and then a nice warmup for today, with all clear skies and our temperatures headed for the low 70s at lunch time. we are going to see some more of those 70s and even some 80s again today for a high temperature. livermore reaching 82. 83 in clearlake and san francisco in the low 60s. oakland today reaching 70 and san jose up to 77 degrees. now we will be heating up for the memorial day weekend and we'll talk more about that coming up. mike, what's going on right now the morning commute? >> [ muted ] -- breaking news is

good wednesday morning at 6:12, we start out with a clear, bright sunrise over the south bay, we're going to enjoy more sunshine today, and we're keeping the mild temperatures it's cool, right now 51 degrees and heading toward the upper 50s and low 60s over the next few hours, eventually reaching into the mid-70s. we'll talk about some warmer air in our forecast, coming up in a

few minutes. and a big jam up in contra costa county here, byron highway is actually potentially closed for one direction. one-way traffic control between camino diablo and byron hot springs. vasco road shows the build folks leaving brentwood and discovery bay as well, this may complicate your drive depending on where you are. we'll track the rest of your commute coming up. well good morning, very happy wednesday to you as well. moments ago, amazon announced it bought mgm studios for more than $8 billion. mgm makes movies like all the james bond movies and tv shows like "the mannedmaid's tale." amazon says the roaring lion will keep his job. back to data we brought you leed on "today in the bay" yesterday, the there are all kinds of reports on home prices. i trust case-shiller the most partly because the shiller side of it won a nobel prize for

economics. the home prices in the 20 markets it measures rose the fastest year over year in 15 years, the tenth straight month. fee mix, san diego, seattle have the hottest markets. phoenix up 20% year over year. you wonder about san francisco's market up 12%. note that does not include the south bay, which is not measured by case-shiller. you might be wondering i've heard about idaho. a lot of people moving there. that market is hot, so, too, is austin, texas. the list of 20 cities measured in the report don't include those. bottom line, economists said after covid, a lot of people are upsizing and the demand for homes is huge. speaking of high prices, look at this tweet documenting how a price on airbnb is sometimes way higher double what you thought it was going to be. more expensive than a hotel.

this tweet got tens of thousands of responses. the company said it will take a closer look at fees. >> this is the dow number 40, the dow is at 40, it was 125 years ago, it was 125 years ago today the editor at the "wall street journal" charles dow put together an index of stocks, he had a statistician friend whose last name i bet you can guess, edward jones. because it only measures 30 companies, it's not that great of a measure. for instance if apple has an amazing day or energy prices go lower and chevron has a terrible day, that number is going to move a lot based on just one narrow situation but you know, tradition. that angered the chinese. hold on, isn't taiwan a country? that's a question everyone in the world tries to avoid as best they can. if you don't address it, it's not an issue. the u.s. says it recognizes just one china, but is willing to defend democratic taiwan in a fight. it has its own olympic team but goes by a different name. the bottom line for john cena seems to be if you're trying to sell a movie in asia, don't make an enemy out of the largest market in the land. >> no, you don't and you learn how to say it in mandarin. >> exactly, the nba had to deal with something similar, yes. >> thanks, scott. ride share drivers have been slow to get back behind the wheel, causing a new surge in pricing for riders, and delays getting a ride. you may have noticed if you take a ride recently, uber's ceo is

spending more than $250 million in a one-time stimulus to get more ride share drivers back on the job. both uber and lyft say the shortage of drivers will likely continue until late in the year. new this morning, people in hayward will soon have less distance to travel if they want to eat animal style. because hayward planners because hayward has a new in-n-out at a closed kmart location near harder road. hayward does not currently have an in-n-out so it's playing a little "ketchup." several chains including a sprouts and raising cain, a louisiana fast food restaurant. a big pay raise for young north bay native who knows his way around the kitchen. >> yes, who is this guy's agent? guy fieri is the highest paid chef on cable tv.

he's the host of "diners, drive-ins and dives" on food network. he signed a new deal worth $80 million. >> ooh! >> fieri has been helping the network bring in a lot of cash. his show reportedly brought in nearly $230 million in ad revenue last year alone. with his new contract, fieri is paid more than most pro athletes. he'll make more than half of this year's entire roster of the pittsburgh pirates. woo, pretty penny there. also trending, take a look at this. a philly cheesesteak that's probably going to flavor town in guy fieri's eyes, over 500 feet of sandwiches for the birthday of long time restaurant owner in philadelphia. hundreds came together to build one large sandwich out of different cheesesteaks, hoping to officially break a world record of 480 feet. i haven't had a really good ste. if you know of a great place in

wednesday morning. seven-day forecast is coming up at the bottom of the screen, let's get to our forecast, because it will be a great day for spending time outside, whether you're going hiking, lunch outdoors or whatever you plan to do. as we start out in the north bay, our temperatures will be in the mid-50s for the next hour or two, and then mid-60s by 10:00. you can see that warming trend will reach into the upper 70s by the middle of the day, and a look at all of our microclimates and our high temperatures will reach up to 57 in half moon bay, but you compare that to the 85 we'll have in antioch, so still some warm temperatures in the valleys and that warmup continues going into the weekend, if will youen headed to the north over the pacific northwest, some off and on showers there, even a chance of rain for the sierra, nothing here in the bay area, and our temperatures will be warming up, as we're expecting some high pressure to build, but that may dry things out even more, and we're watching our reservoir levels. right now at 29% of capacity for many of our bay area reservoirs,

so that is not good news, and once again, the dry weather does continue but we are expecting the possibility of high pressure could really boost our temperatures as we go into the next several days. so we'll be watching that, as we are seeing some very dry conditions and yes, that's that reminder to limit the watering for your lawns and everything else, conserve water. look at napa and our seven-day forecast going into the weekend, not too bad, friday, saturday, low 80s. look at what happens on memorial day, yeah, a high of 96 degrees, so definitely pool weather headed our way for a little while. mike, what's happening right now as folks get ready to head out the too? >> unfortunately i still have that crash and the one-way traffic control over in contra costa county. the map show you byron highway is affected and that will be an issue, coming into buy ran from the south, northbound jams up, not a good alternate in that

portion. vasco road shows more slowing. some folks might be avoiding byron highway bhending in with the traffic on 580. crash 580 moved over to the truck scale area, distraction perhaps, no slowing except the altamont pass. 880 on the left, slow through hayward and union city, earlier car fire activity on the northbound side, that's a distraction possibly some smoke but so far that's the only thing that i could find. the bay bridge toll plaza moves very smoothly but does have the backup there, and the richmond bridge has no backup, we're just starting to see more traffic through concord, of course, for slowing for highway 4, though. back to you. >> thanks so much. coming up next on "today in the bay," "nbc bay area responds." >> what's worse than paying a medical bill once? paying it twice, and not getting your money back. i'm consumer investigator chris chmura. site at nbcbayarea.com, just click the "responds" option from the main menu. the federal government is giving the okay for states to offer cash incentives to encourage residents to get the covid-19 vaccine. the treasury department gave that official go-ahead for relief aid to be used for lotteries and cash prizes, this comes as the first winners will be announced tonight in ohio's vaxa-million lottery. one lucky adult will win $1 million. beware it could cost you more to travel to maui because the mayor is contemplating adding more fees and limits for travelers. the proposal includes new beach and parking fees. this comes as hawaii is starting to see a pandemic rebound. last weekend alone 98,000 visitors arrived with nearly 28,000 heading to maui. next, san francisco mayor london breed saying not so fast to the idea of free rides on

>> yes, absolutely and it's nice and clear for much of the bay area, as we take a live look outside in san francisco, we're checking out the mission district and seeing what's going on there, and as we head out the door in oakland, we have temperatures in the low 50s, there's going to be a few clouds but overall another beautiful sunny day, a nice warming trend ahead as our high temperatures here reach into the low 70s, we'll see some low to mid 80s for our warmest spots inland. we'll talk more about our forecast for the weekend coming up. mike, what's going on right now as people get ready to head out for that commute? >> heads up they have to watch it, big slowing for byron and byron highway is affected one-way traffic control around camino diablo may affect folks as far as byron hot strings the stretch of red and highway 4 at bixler, discovery bay area crash might affect the roadway. 580 slow out of the altamont, 880 slow through hayward and

union city, extra slow there and san jose we had something causing folks to tap the brakes. looks like 101 has started to smooth itself out. send it right back to you. >> thanks, mike. this morning, it is a done deal. san jose city councilmembers approved the biggest deal in the city's history, paving the way for google's downtown project which will change the face of the area around diridon station. "today in the bay's" kris sanchez is live in san jose with a look at what it took to make this deal happen. kris? >> reporter: good morning to you, marcus. so as you mentioned, this was a unanimous agreement by the san jose city council to allow google to go ahead with the huge, massive development near diridonsation and the s.a.p. center without any tax breaks or incentives from the city. look at the details in the deal, more than 7 million square feet of office space, 4,000 housing unit, about 25% of which priced as affordable.

there will be 500,000 square feet of retail which will be open to everyone, 15 acres of open space and park and a benef toward causes like homelessness and anti displacement. the deal was guided by the city and community outreach. >> the city wouldn't pad any taxes or fees, no land giveaways. google wanted simply to be treated fairly and to have predictability that if they followed the rules they'd move forward. of course google did far more than follow the rules, making massive commitments to the community. >> reporter: housing advocates wanted to see who are housing in this deal, but even the san jose sharks which were early vocal opponents to the development are now on board, striking a deal to ensure parking here near the s.a.p. center during and after construction in return the sharks promised not to sue google nor the city.

of course, this will also mean jobs. the whole point is to have a campus for workers, 25,000 tech jobs here, and also there will be jobs in construction and development as the project moves forward. the ground-breaking, first projects could happen within a year but the entire process could take up to a decade. so we may not see anything for a while. love to see what you have to say. join the conversation on twitter and facebook. in san jose, kris sanchez, "today in the bay." >> really changing this area. thanks, kris. new this morning an unexpected roadblock in san francisco's plan to provide free muni service. just after supervisors approved the plan, mayor london breed seemed to slam on the brakes. "today in the bay's" cierra johnson joins us live in san francisco to explain why the free ride idea seemed to have stalled out. cierra? >> reporter: yes, good morning. that free ride program would have given free rides until at least the end of september with the july 1st start date but that

july 1st start date isn't in reach, because mayor london breed has yet to approve the proposal. she said she would veto it. as it stands right now, the proposal to make the transit fare free passed as you mentioned at tuesday's board of supervisors meeting. it passed 7-4, just one vote off for being able to override a veto from the mayor, that would need eight to happen and according to "the chronicle" mayor london breed plans to veto the measure once it reaches her desk. for month city leaders discussed what it would look like, saying it would spur the city's economy and benefit the middle and low income riders but in a statement to "the chronicle" mayor london breed's office says, "the mayor believes we need to return muni to full service to support the economy's recovery especially for lower income communities before we use precious general fund dollars to provide free rides for those who don't need it." it is important to note

ridership is well below pre-pandemic numbers. just to give you an idea on your screen, in february, last year muni saw 500,000 riders a day and hit a low of fewer than 100,000 riders in april of last year and the beginning of this month the numbers have grown to 200,000. as it stands right now, we're unclear if mayor london breed has officially vetoed that proposal. we will continue to reach out to her office to see why where things stand there and in terms of the board of supervisors we'll continue to stay in contact with them to see how we plan to pivot with the hopes of starting the program july 1st. if it's veto we'll see and stay in communication with them as well. live in san francisco, cierra johnson for "today in the bay." >> thanks, cierra. happening today a change to consider if you ride vta.

the masks are mandatory. since the pandemic began buses are leaving behind up to 800 riders each day because they max out at eight passengers. new this morning, san francisco schools are providing more details on the return to full time in-class learning and the changes student can expect. every school in the district will either start at 7:50, 8:40 or 9:30 in the morning. middle and high schoolers will move to a later time to improve health and academic performance and early release day once a week to help teachers plan their lessons. masks will be required. school returns on august 16th. a follow-up on momentum seemingly at a standstill for a group seeking to recall governor gavin newsom. the later ppic poll finds 40% would vote to recall newsom if the election was held today. 57% would keep him. the numbers are nearly identical

in similar polls conducted at the time the recall election was announced last month. another speed bump for california's high speed rail project. the chief operating officer left unexpectedly, the same day as an investigation wrapped into looking into personnel matters and fraud allegations. officials say no fraud was found. as you no doubt already know the high speed rail line has faced long delays, setbacks and increasing costs. did you look up at the moon this morning? we're talking pretty earlcally. we captured this video for you of the super flower blood moon. >> it was really cool sight there. the moon crossed into the earth's shadow, creating that super lunar eclipse. the partial eclipse started at 2:45 a.m. the earth blocked sunlight from hitting the moon, making it glow this amazing red crimson color. just beautiful there. may's full moon known as the flower moon means the moon is closest to the earth during its orbit, making it appear larger

and brighter. scott budman, chief meteorologist jeff ranieri were all up tweeting the eclipse's progress and you can see both of them on social media, just to get the latest on the super blood moon there. really cool sight to see. this is when the moment when your kids you can tell your kids, science is cool, right, kari? >> yes, i just wish i was able to capture it in my little iphone camera, just didn't do it justice. i was like oh, forget it. i'm glad that scott budman took the cool pictures. check them out on social media. let's look at our view right now, kind of that reddish hue as the sun rises, and it's going to be a clear blue day going into the afternoon. so if you're about to step out the door in pleasant hill, headed to work, it's in the mid-50s and we'll see our temperatures going from the mid-50s to the 70s, and even the 80s today. yes, it's going to be a warm afternoon, in fact a little bit warmer in some spots like

antioch, where we reach up to 85 degrees. 84 in fair 70s today. we'll talk about warmer teach tours in our forecast. mike, what is the update on the breaking news? >> we still have slowing in a couple spots. let me take you to the map because the big issue is over in the contra costa county area, but the lowest drive affecting the most people may be 880, the nimitz through hay i would and union city, slower to the stretch to the dumbarton bridge just a note there. circled over on the right is what kari is talking about, byron highway affect the by a crash, one-way traffic control at camino diablo. watching that for updates. slowing for highway 4, the bay bridge toll plaza and highway 37, typical westbound commutes. we look at your timing, slowing through concord kicking in over the last few minutes over a half hour, pittsburgh to walnut creek and east shore freeway a crash in hercules which affects more slowing down toward berkeley and the bay bridge.

north 680 to oakland road, the traditional build. the reward tripled in northern california to solve the zedly road rage shooting of a 6-year-old boy. the search continues for the gunman. aidan lios died last friday when he was shot with his mother as they drove along the 55 freeway in orange. two orange county supervisors added additional reward money bringing the toe total to $150,000 for information leading to an arrest. now to our road to recovery in the vaccination push. we have a live look in los angeles governor newsom is expected to make an announcement this afternoon. it's a pledge to get more shots into more arms before the state reopens june 15th. to you. there are millions of eligible californians this thank haven't received their shots. the governor is expected to announce an incentive program to get people to get the shots into their arms. other states offered up lotteries and cash to incentivize people to get their shots. it's not clear if governor newsom will announce something like that similar today. so far the state has fully inoculated 16.7 million californians, that's just under 50% of the population. another 4.4 million have received their first dose. the state estimates there are 12 million californians who are eligible. the governor wants to push those people before june 15th, the date that newsom has set for the state to reopen. when that date does arrive, a lot of businesses will be ready to welcome back customers at full capacity, like the enother

secretary of state antony blinken in egypt after meeting with the palestinian leader in the west bank. the u.s. promising economic support to palestinians after the cease-fire. the prosecuting attorney in manhattan cyrus vance, jr. impanelled a grand jury with the intent of investigating and eventually bringing charges against donald trump. trump and his organization are investigated for allegedly manipulating the price of its own real estate defrauding banks and tax collectors. the new york state attorney has joined in on that investigation. donald trump has responded in his blog saying it's a witch hunt and politically motivated. as we discussed before, one of the key witnesses in that case may be his own former lawyer, michael cohen who testified before congress about the scheme to manipulate real estate values at the trump organization. one of trump's lawyers has also responded to a lawsuit
