and hoda kotb. from studio 1a in rockefeller plaza. hi, everybody. good morning. welcome to "today" on a wednesday morning. we're glad to have you along with us. >> yes, we do have a lot to cover this morning, savannah. >> we do. we will start with the memorials. it was a somber day around the country. millions marking yesterday's first anniversary of george floyd's death with memorials and marches, even as frustration is mounting over the lack of a senate deal yet on police reform. nbc's gabe gutierrez is in minneapolis with the latest on that story. meantime, the u.s. is reaching new milestones in pandemic recovery. 50% of all adults fully vaccinated and covid cases are down to levels not seen since last june. morgan radford will have that part of the story from ohio where someone is about to get a million dollars for simply getting the vaccine. >> that's a good motivation. while covid numbers are down, travel numbers for memorial day weekend are going

way, way up. an expected 60% increase over last year with aaa predicting 60 million hitting the roads and skies. . comes as homeland weighs in with the surge in dangerous passenger behavior. tom costello is covering it all. good morning. >> reporter: good morning to you. first the good news, american airlines, all airlines are bouncing back because americans are flooding airports but also, for that matter, flooding highways. that means if you are flying this weekend or over the summer, highly unlikely you will have the empty middle seat next to you. from clogged highways to airline cattle calls. >> now boarding all rows. >> reporter: clear evidence america is on the rebound. a year ago in the grip of covid, the country's roads and airports were emptied out. i was here reporting from an empty airport. take a look. it is a virtual ghost town. what a difference a year and

multiple vaccines make. kay and dan lakadu flying home from l.a.. >> well, our daughter lives here. we have only one grandson, and i will cry. we haven't seen him in 18 months, so we spent a week here and it was such a blessing. >> reporter: aaa predicts 37 million of us will travel this holiday weekend, up 60% from 2020. but you will need to plan ahead. rental cars are in short supply. as for the top road trip destinations, las vegas, orlando, myrtle beach, denver and nashville. >> it has been fun to get back on the airplane, be able to travel. >> reporter: but this morning homeland security is weighing in on an alarming increase in what the faa calls unruly and dangerous behavior in airports and on planes. as reported tuesday, 2,500 cases year-to-date. the faa chief tweeting links to

our reports saying, we have zero tolerance for bad behavior on airplanes. just this past sunday a southwest attendant lost two teeth, attacked by a passenger. >> i am appalled that the flying public attitudes and tontines has degenerated enough that flight attendants would come home to families with injuries. >> reporter: 60tsa officers were attacked this year, often over the federal mask mandate which is still required on planes since half are still not vaccinated including young children >> for individuals that violate the law, especially when it jeopardizes so much that we have investigated in on behalf of the american people we'll bring the full force of the law to bear snow so that flight attendant still recovery from her injuries, not only losing two teeth but other facial injuries as well. the suspect was arrested, a 28-year-old woman now in custody.

guys, back to you. >> just despicable behavior. i'm glad federal authorities are really cracking down on that tom, let's talk about this surge in travel. it is a good story but should we also expect pre-pandemic crowds and prices >> reporter: oh, yeah, absolutely listen, if you haven't been to an airport recently, brace yourself, right, because it is tougher to find a parking spot the airports are full. the planes are full. in fact, airfares right now are up about 17% gas prices, by the way, the highest in seven years if you are hitting the road, prepare for that if you are coming to an airport, the tsa says, listen, get here early because the lines are going to be long and planes are going to be full don't forget your masks. they are required inside airports and also inside planes, as you know. back to you. >> yeah, i say leave more time even than you did before the pandemic it is taking longer these days tom, thank you very much now to the positive new benchmark in the covid fight

half of all u.s. adults now fully vaccinated to push the numbers higher, states are getting creative with incentives including the state of ohio, set to reveal the first winner of its million dollar vaccine lottery. that's happening tonight nbc's morgan radford is right there in columbus for us hey, morgan. someone will be real happy today. >> reporter: you nailed it, hoda in fact, here in ohio 5 million people across the state have been vaccinated and nearly 3 million have already entered the brand-new lottery system but the truth is, hoda, it is one of many incentives happening across the country to really get the rest of america completely and fully vaccinated this morning good news and hope ahead of the first holiday weekend of the summer. covid infections, down to levels not seen since last june, and the u.s. hitting a major milestone tuesday with half of all adults now fully vaccinated,

as states push to get shots in arms for the rest. for more than 2.7 million ohio residents, their covid-19 vaccinations aren't just their ticket to immunity but maybe a million dollars. >> what do you think about the vax a million lotto here in ohio >> it is a cool thing. >> reporter: the state holding its first of five $1 million drawings tonight for people who have gotten at least their first dose for those under 18, they could win a full scholarship to any ohio state college or university >> did the ohio lottery play a role at all in your decision to get vaccinated >> i want to say overall but it is extra motivation. >> reporter: despite criticism from state lawmakers saying it is a waste of taxpayer money, the governor says it is working. >> we have increased the number of people getting vaccinated by 45%. where we've seen the most increase in vaccinations is those 16 and 17 year olds. 94% increase among that age group. so that's very exciting.

>> reporter: ohio is one of many states and companies offering incentives to boost vaccinations delaware becoming the latest state to announce a vaccine lottery, and in west virginia people 16 to 35 can get $100 saving bonds united airlines is even offering its loyalty program members a chance to win free flights and it appears to be paying off as the u.s. hits that 50% vaccinated milestone for adults. moderna, also announcing its vaccine is 100% effective in kids ages 12 to 17 if authorized for use, it would be the second vaccine available to young americans, another step towards getting the country back on its feet. so tonight is the night. the first winner in that ohio lottery rbwill be announced at 7:29 p.m. eastern. this is first of five weekly drawings when i asked the governor why he

chose this particular incentive structure, he said he is targeting those people in the middle, those people on the fence that need a big incentive besides just their health to get the ball moving and get vaccinated hoda >> yeah, i think that incentive works for a lot of people. morgan, thank you so much. now to the events marking one year since the murder of george floyd his family taking their calls for police reform to the white house as the nation marked the first anniversary of floyd's death. nbc's gabe gutierrez is once again in minneapolis for us on the story. gabe, good morning. >> reporter: savannah, good morning. there were memorial events here in minneapolis and in cities nationwide, but among activists there's mounting frustration that the senate hasn't been able to strike a deal on the reform bill that bears george floyd's name >> say his name. >> george floyd. >> reporter: after george floyd's young dautghter gianna led a chant outside the white house, calls are calling louder for congress to pass policing reform

>> if you can take federal laws to protect a bird which is a bald eagle, you can make federal laws to protect people of color. >> reporter: his family met privately with president biden and vice president harris. >> i am in awe of their courage, their continuing courage. >> reporter: the george floyd justice in policing act would ban chokeholds, eliminate no-knock warrants and create a national registry of police misconduct but it stalled in the senate partly because of republican opposition to issues such as restricting qualified immunity, making it easier to sue police officers >> and he did let us know he supports passing the bill, but he wants to make sure it is the right bill, not a rushed bill. >> reporter: since floyd's death more than 1,000 people in the u.s. have died following police encounters >> the death of george floyd is just the beginning >> reporter: tuesday's solemn remembrances in minneapolis got off to a tense start when gunshots rang out near george floyd square

police are investigating and say one person was treated at a hospital but then here and across the country moments of silence, commemorating the nine minutes and 29 seconds convicted former police officer derek chauvin knelt on floyd's neck. the trauk ama of witnessing tha still haunts darnell frazier who recorded the video i'm a girl trying to heal from something every day. it wasn't for my video the world wouldn't is known the truth. a year later that door opened the door to the white house, this marine holding it up for floyd's 7-year-old daughter as she entered the west wing and hugged the president president biden now says he is hopeful that lawmakers will be able to reach an agreement on federal policing reform sometime after memorial day savannah >> gabe gutierrez in minneapolis, thank you also this morning there's

we are following breaking news, police in san jose are on the scene of police activity. >> west younger avenue north first street near the vta light rail station. one of our crews at the scene. it is a parking lot but we're still waiting from officials to find out exactly what's happening but we do know police activity at the vta station in that area. want to bring in mike inouye to get an update -- let's go to laura with new information. >> hold on. i do. the vta is shut doyne at younger and first street this morning. you need to avoid this area.

this is a live look at the scene right now, where you see it's very quiet there for the moment, this is one of our producers who arrived on the scene attempting to get more information. our reporter kris sanchez also there at the scene. they are at a remote location hopefully they are staying safe as well but we understand that fire and police are responding to this area but it is deemed to be an active shooting scene at the moment. they're asking everyone to stay away from this area. this is younger street is closed at west first street at the vta station. we don't know if there have been any injuries so far or exactly what prompted this to happen but we are certainly keeping our eye on this situation in san jose this morning. i mentioned that the vta is shut down, the light rail station there, mike is keeping tabs on what's going on there and how this could possibly affect other lines as well.

mike? >> laura, that will forecast folks along first street, the vta goes down first street. i gave people a bigger view to show you where we're located off 87 and just off 880. first street north first street past the big lot full of the solar panels, that will affect folks getting toward 880 so you will have to avoid that route, fourth, taylor, those are both avenues to get around all the activity second street of course those are one direction roadways around the area. you see the vta facility on west younger at first. i believe first is closed and may be affected between younger and heading between 880 and heading so consider a different route. 87 will take you safely around the area so far as we've heard. pull out to the surface street traffic, north first street headed up into the area from taylor to heading and then including up toward younger, that is really jamming up, they may be rerouting folks as well.

we have you avoiding north first street over there at heading and younger. over toward fourth stay clear of it or on 87 to take you past that scene. taylor is a good east/west to avoid heading through the area just off the nimitz. this will take you past the restaurant, a togo's and gas station south of 880 and that affects folks leaving san jose or coming into the downtown area. take 880 if an exit is blocked and we haven't had word about any official closures but if an exit is blocked there at north first, continue to the next possible exit, and then take surface streets. the rest of san jose is looking smooth right now. laura, this is right there at the vta, avoid that. you see the solar panels, folks on first will recognize that. back over to you. >> yes, very much so. but you need to avoid this area at all costs right now. the vta now santa clara county sheriff said they are on the

scene for an active shooter investigation in that same area of 100 west younger avenue. this is near first. they are advising people to stay away from the area at all costs this morning. we've just got some new information that it is believed to be the active shooter is in the maintenance yard of the vta station. so avoid that area at all costs. we just got word of this just after 7:00 this morning, just as we were wrapping up "today in the bay," and that's why we felt it important to interrupt the "today" show to bring you breaking news, reports of an active shooter at younger and first in san jose. very serious situation, you need to avoid that area. vta lanes shut down in that area so really there's no need to go there at all. >> the area is close to a lot of the santa clara county office buildings, but of course still early in the morning and many people probably still working from home but certainly this is an area that we need to avoid because there has been a

confirmed from vta an active shooter in that area. the maintenance yard of the vta so this is at west younger and north first street, if you know that area, as mike was just saying, there are a lot of stores, restaurants, gas stations, but certainly house to a lot of santa clara county office buildings so that is an area that you want to avoid. we are still waiting for confirmation about exactly what happened. we haven't gotten in i word of anyone being hurt at this time but vta is confirming that active shooter in the maintenance yard there at west younger and north first street. >> that's right, we have confirmation that the santa clara county sheriff's deputies have responded to the scene and i'm trying to get you more information literally right now as we're looking this up, active shooting situation. we don't know if there's anyone been injured, we don't know how many people could possibly be involved in this. at first thought, there was

concern that it could have just been a testing but now that we have confirmed from the vta, and the santa clara county sheriff's department that there is an active shooter in that area. so avoid it at all costs. we're staying on this because we're hoping to get some more information as well. we've got reporter kris sanchez who was headed to the scene as well as our producer who went to the scene to bring us those live pictures as well. >> you can see right here this is the tweet from santa clara county sheriff's office, and it's saying deputies currently on the scene of an active shooter investigation in the area of 100 west younger avenue san jose, they say please stay away from the area and they're going to bring more information, of course we're trying to get more information to keep you updated on what's going on, why we broke into the "today" show to tell you what's going on. again this is a live shot of that area where police ever investigating that vta confirming an active shooter in that area. you can see a police car there

but you can imagine this is going to be a very active scene as the sheriff's office deputies are in that area just to try to keep things clear and then try to get everything under control. do they have a suspect in custody? was anyone shot? we don't know that. we're waiting for that information as you can see, more officers arriving there to that scene, because this is an active situation and as laura was just saying, we heard this over the air waves that we thought maybe this was a test but this is not a test. vta confirming that as well as the sheriff's office. we go to mike inouye right now because of course this san area where a lot of people travel throughout the day, what do we know about any closures in that area, mike? >> you know, marcus, i don't have the full information on closures. this is often an active scene, so new but obviously we can assume that vta has stopped in the area. the vta runs along first street as we get, zoom in here, the traffic maps i circled the general area but first street is a divided road, both directions,

so divided by the light rail tracks right there, as you head up toward or away from 880. as we talked about, marcus, there are a number of smaller restaurants there and gas stations. folks may mow this if you head from heading or in toward 880 you might know as the last two gas stations that you can get to on the opposite side from the courthouse and other county buildings there and folks familiar with the area headed toward 880 may see the lot filled with solar panels as we saw in the live shot as well. that is the area you avoid this morning. you cannot get over there. we have a live shot, crews arriving on scene. avoid that portion. the vta afilts off 87 something we pass every day if you're local to the area. you might not remember that or register as that facility but that is where the active police action is going on right there off of younger, younger and burton are your two smaller streets heading into the largest

street that crosses first and crosses with fourth. take fourth street to avoid the area completely and that will keep you off first street to get parallel there, tenth street, clear all this activity and downtown traffic there as well. heading street is the option to avoid, younger of course the bigger roadway, younger can take you past the blocks in toward the city streets as well. the vta has given no official information on this but if they did confirm the activity at their yard, then obviously we can assume they're not having trains coming into or out of the area. we're looking just off of first street, get you located over off to the right, the solar panels and in the distance the solar panels over the yard and this is right by the city clerk's office and the gas station off of first as you head to or from 880 from heading. we'll send it over to you. >> all right, thank you very much. if you're just joining us right now, most like will you i expect the "today" show to come on but

we had to interrupt with important breaking news we are covering in san jose. there is an active shooter investigation going on near the vta station, younger is closed west first as well as the vta station this morning. we've already seen san jose police on the scene as well as santa clara county sheriff deputies as well, units are there on the scene. these are some of the tweets that you're seeing going out this morning. they are advising everyone to stay away from this area. we are asking you to do the very same. we have reporters that are on the scene there. this is a live shot from one of our producers who rushed down to the scene, but most likely there's going to be a larger perimeter that is set up to keep people actively away from this active shooter situation. we don't know who is involved in it, if there's been anyone injured but we know that crew is certainly rushed to the scene out there this morning. >> we know that those crews are trained to handle these

situations, that's what we were saying we saw earlier this could have been a training situation but this is real, an active shooter, vta confirming it is in the guadalupe maintenance yard area. that is the area you need to avoid and because police officers are trained, they know what to do, where to go. we're waiting to find out what happened, that is certainly a question that a lot of people i'm sure are asking right now, as you can see, our crews are on the scene right now getting just a view of what's going on and as you can see, the parking lot and that area not packed with a lot of cars. of course it's still early in the morning but this is a very serious situation, we've seen tweets come out throughout the morning from the sheriff's department as well as the police department telling people to avoid the area of west younger north and west of san jose. >> laura? >> that's right. there was a command center set up at this moment as well. we lost our live shot and work at getting that up for you. there is a command center set up

at the moment and what that is, is basically a place for the media to go to, to get the latest information from authorities that are out there. so that's pretty common when you have any kind of breaking news situation but a command center is being set up, we know that firefighters have responded as well as sheriff's deputies, police departments as well, this is a unified effort as it is in any effort of a breaking news situation like this, a possible active shooter investigation near the vta station. this gives you a map to look at the area if you're not familiar with it but normally populated area, we are seeing so many poor people still working from home, so the good news here is possibly not as many people potentially on that vta line, that route, that area as well. but there was believed to be possible shots fired in that area of younger avenue and san pedro.

they are considering it an active scene and they are asking people to avoid that area. police are cordonning off the area. you won't be able to get into it as well but there's no need to go down to that area at all for this moment. we have reporter kris sanchez immediately headed to the scene as well, out there trying to gather some information for us. understandably we have to keep our crew safe as well. >> kris, what are you able to find out? >> reporter: okay, so we just got here and what i know is that this scene is not secure. this is not a safe perimeter, rather the perimeter is here. we're not going any closer. we're seeing lots of law enforcement streaming in right now, both marked and unmarked. so to tell you where we are, this is the sheriff's department right here, we're not going to zoom in because they've been walking people out of what appears to be the vta headquarters, and we know that just in the other direction

which i'll not show you because it might be a tactical issue, there are law enforcement gathering as well. there were early reports from the vta there was possible active shooter, they want to you stay away from this area and along the highway, you can see into the vta yard and so you'll want to stay away from that, 880 right there. this is north first and younger, the sheriff's department is actually within the perimeter and it appeared to me as we were driving here that the san jose police department is also within the perimeter. if we look this way you'll see the county building, the blue glass and rusty metal looking color, they set up the media command post. we'll go from here to there to see if we can get more information. we did hear some of the officers say we're going to be here for a while, as we know this is not a secure situation and the situation has not resolved itself at this point. we just got here, so we're trying to get more information. we know that we see vta workers

that have left the perimeter, we haven't had a chance to talk with them but we know that people were taken out of the building as well and walked over and it's a difficult situation because we don't want to zoom in and give away any tactical location type information. we've seen california highway patrol out here in addition to san jose police and the sheriff's department as well as vta security as well, so we are looking and it appears to me that the sheriff might actually be out here in person as well, lori smith, i believe that might be her, you'll see fire engines out here as well, they're prepared for whatever might happen, we've seen ambulances as well. so you might be hearing more on your end of things because i know you guys are working the phones out there. from out here, that's what's happening. the perimeter is set. it is a big perimeter, san jose police keeping us on the outside because they say it is still not a secure situation. we have seen people being

escorted away from the vta yard, it looks like, which is possibly where the origin of this is. vta trains are still running at this point, but pretty big perimeter. >> will you explain what you're seeing, kris, you're seeing people being walked out of vta, are these potential employees there that law enforcement are trying to trying to take out for their own safety? >> reporter: it's not a public building. it's a workplace, so vta where we are it's about i would say a good city block back there, and those people who would be in that facility i would assume would be employees, because it's not a vta stop. it's the vta headquarters and yard where all of the trains come at the end of the night and where the buses originate. so i would have to assume, based on my experience, that these are employees who have been now walked out. they walked out about a half block from that vta yard, over

to the sheriff's department and now staging in what is a sheriff's department. so hopefully they are now safe, we don't know, we don't know how this is developing out there, whether there is, whether or not that is still happening at this point. >> kris, you were saying on your way there, the highway you could see the yard at vta. did you see anything that looked abnormal or did it look like normal what you would normally see? >> reporter: actually, i was not on 808 as we made our way here, from my experience working in san jose, you'll see the vta and the trains getting cleaned from there, but i was out there this morning. i know that it is visible and vta is asking people to stay away from the area because we don't know what is happening and what is going to happen. >> you're actively trying to get

more information. we go to mike to get an update in the area. >> this is a critical area this time of the morning as folks are coming into and out of the area, 880 at the top of the screen, just above where i marked about police activity, you see the vta facility mark there and 87 just over off to the left side bordering that as well. it's bordered by 880 and ga wad guadalupe park. bottom of the area west heading, a major roadway. it flows through the area, typically jammed up because of the city buildings, the courthouse and other city locators going on in those parking lots off either side of first street and that will be a crowded section over there toward north first and heading, ovoid that. for folks who need landmark areas on first street there is a

togo's sandwich and bank of the west on the southern portion of that stretch of first street, then you travel north past younger, heads toward 880. there are a couple of gas stations you might know about in the morning headed over there, a couple of smaller restaurants for those typically that don't open until later in the day and of course the nimitz freeway, access onto and off of the freeway. just north of the freeway a 76 station, between the 76 and bank of the west, that section of north first street traveling underneath 880, avoid that stretch to be safe. also stay on heading instead of young getting over toward younger that will take you east/west and can get you around most of the areas that are in question. i'm going to put on traffic data to show you, it's going to get a little bit crowded here on the map but i just want to show you where the slowing is, you see that exclamation point again, roughly where kris sanchez is as far as you saw the yellow tape in the area and traveling on

north first street heading up toward 880 they may have rerouted folks over there on to heading, or at younger, away from the area, you see the activity on the streets, this is definitely a spectacle and of course they're going to keep you clear. there is the yellow tape flapping from our camcamera, wh we're safely located. you can see the vta yard from 880 as well as 87. you may not consciously notice it there, as you pass by, but it is the area that you will see off the freeway. showing you the bigger view, the freeways are moving smoothly but the perimeter of the vta yard one of the north side is 880 and on the west side we have 87, so both those may be a distraction if there is activity going on in the facility. vta tells us again to avoid that area and we're going to assume right now without official word on specific routes affected i'm going to assume the vta lines that take you up and down north first, the vta is the divider between both directions on north

first probably affected by that, not letting cars through the area, i assume they're stopping the vta lines from going through that area as well for safety, heading as well border roadway no closures on heading and not heard about a problem for access onto or off of 880 at first, but consider that out of the bounds right now if you can avoid that, do, because to be safe the activity you just saw on the streets and kris sanchez talked about, close to the on and off ramps for the nimitz. travel through the area on the freeway which we feel and as i understand it is completed unaffected by the activity right now. chp has not told us about any closures. they'll tell us if they have to close the on and off ramps and so far, none of that information. as laura, marcus and kris have been talking about, the surface streets and buildings and businesses and gas stations, don't use those right now as we're on scene with an active situation over there near the vta ma filth north first between

heading and 880 and west younger as it borders with east younger at north first. back over to you. >> you should avoid this area and we're now learning this morning from san jose police media relations they sent this out about 6:34 this morning that the units were at the scene of a shooting, they confirmed it as well as vta has confirmed it for us as well, calling it a very active scene, asking everyone to stay out of that area as they conduct their investigation. these are some pictures that our crews on the scene shot just moments ago of ambulances rushing to that site. the vta confirmed that there was an active shooter in the maintenance yard area, and we don't know if anyone was injured at this point but we do know that there has been active response from the chp, san jose police, the santa clara county sheriff's office as well. for the media, they are moving them to a staging area, this is where we get our information

when we're live on a scene, where our reporters go, because you have to understand, they have to cordon off these areas to have everyone avoid it and that would include us as well as we're trying to get you this information, they're staging that area in the parking lot in the southeast corner of heading street and san pedro near the district attorney's office. the thing about this, marcus, is that if you're familiar with this area, this is near the district attorney's office, the sheriff's department, police department, all these huge, you know, law enforcement authorities offices. >> and which would raise some concern when you say it like that. this is also the area where we see a lot of the county offices and you know, restaurants where people would normally go throughout the day, so this could be an area where you would normally see people walking up and down the street, on any given day but of course, this is a very active situation, they're asking people to avoid that area. you can see the tweets that we have from the sheriff's office as well as san jose police, just letting people know that they want them to stay away from that

area, that this is an active shooter scene, that they are investigating, you saw from some of that video just the number of officers that have responded to that area to try to get the perimeter. you can see right there, the ambulances going through that area as well. course, you can imagine that people are really working to figure out what's going on here to make sure that everyone that is in that area is safe at this time, but police officers blocking off areas, many officers just going throughout that area, vta saying this happened within their maintenance yard. of course that's probably like an area that's off to the side, not necessarily open to everyone, but certainly a scary situation for a lot of people, but officers are there on the scene, as you can see, just a number of officers, ems, just on the scene, just to make sure that everyone is safe, having that area blocked off that active shooter situation came in about 6:34 this morning, according to san jose police, so

of course, they have acting in an actively working on this for about an hour now, laura. >> that's right. you may be familiar with the area just even if you're driving off of 880, you can see off to the side there, we've highlighted it there in yellow, this is the vta rail yard, the maintenance yard where a lot of the workers go and this area gives you an overview on this map. mike is keeping track of what is going on with vta in regards to anything being closed or shut down or how this could affect other people's morning commute that they've got to get to work. what do you know, mike? >> i am laura. we are following the tweets of course by all of the agencies with the advent of twitter, it's been great. we can stay at a moment's notice, they can get information out to all the media. however, vta has not really sent out any other information other than talking about the increased capacity that they're adding for the trains, we talked about that of course during the early

shows. we are going to tell folks any lines that travel along first street, north first street to avoid those. i'm going to draw on the map here, there is north first street taking you from heading past the closure there activity there through the area that is the perimeter that kris showed with the yellow tape toward the nimitz. that is my area of biggest concern. that takes to you the freeway on and off ramps. i heard about no closures but telling folks via twitter and here to all of you, do avoid that on and off ramp, nimitz on and off at north first don't plan on using that because of the activity. you see the vta facility mark on the earlier map, sjc catty corner across highway 87. both freeway, 08 and 87 can see into the vta yard when they pass by. hopefully folks are just driving by and if you're unaware of the information we're telling you right now, hopefully they're able to get by on their way. i haven't heard of activity by

kris joins us by phone, we look at the live chopper aerial photos overhead, kris, what do you know? >> reporter: so laura, as you can see from the chopper overhead where the building is, we were on one side near the santa clara county sheriff's department. now we're just about a street away but we had to navigate quite a large perimeter now at the county building where the district attorney's office is and other county services. lots of police presence as you mentioned, lots of officers now setting up and we are looking at tactical gear as well so i don't know if they're preparing to go in at this point, but from the location where we were, the officers told us that the location was not secure, that the scene was not secure at that point. we do see folks wearing helmets and other s.w.a.t. kind of gear standing right now but as you may have mentioned i think i heard you say there's lots of

fire department trucks here, too. we don't know, they usually show up in a situation like this, whether or not anybody is hurt, we don't know whether or not anybody is hurt at this point. what we know is that vta did report a possible active shooter at that point this morning while we were live on another story so we made our way developing sto. this is where we're going to get the information, however, this is where san jose police asked us to set up so that they would have all of the media in one spot. we have seen some of our other colleagues out and about, but we are all making our way out here. so we are getting the cameras set up. i think we're powering it up right now so the next time you hear from us, we will be able to show you where we are. >> kris you got to the scene early. could you talk to us about the difference you've seen from the time you got there and the time you were asked to move? >> well, i'll tell you, it's never a good feeling when they're still rolling out the

crime scene tape. that's when you know you are really early. it's great to arrive as soon as possible so we can get our viewers the information they need but when the officers are saying the tape is not up, just don't cross this line, because it's not secure, that always gives you pause, as a reporter and really honestly as a human. so we did see they are firming up the perimeter, putting up more tape trying to make sure people don't find themselves in trouble accidentally wandering into this situation. you are going to want to stay away from, you know, this area. you're not going to be able to get through and i would say that if you work for the sheriff's department, if you work for the court, if you work for vta, if you work at the togo's sandwich down the street, this is all shut down so you may not want to go to work at this point because you're not going to be able to get through and you might put yourself in a dangerous situation. >> very much so, and at this point, many people, it's gradually starting to return to work, so we're hoping that there's just less people out in

activity at their yard. that live shot showed you the vta facility, it was flipped upside down from what we're looking at right now but he see center screen vta facility off of the nimitz, 880 as well as 87 which goes sort of top to bottom across the screen and 880 goes diagonally from the upper right to the lower left there. both of those freeways as far as i know and from what we saw on the live chopper shot are moving smoothly. the facility there, folks familiar with 87 through the area also know that you can see juvenile hall, the sheriff's department, the police department as well, not far from there. that's obviously the reason why it was so easy for all of these squad cars. look at them there to arrive on the area, right there, we have the sheriff's department as well as the police force, very active through the area, north san pedro marked on the map, younger. these might not be familiar to folks but north first and heading, folks familiar with this area know that by the

courthouse. north first is going up diagonally across the screen upper right to lower left, that is a divided roadway, divided by those vta tracks and so those tracks are going to be quiet right now as they're stopping all activity there between 880 and heading, i would avoid that. all the way around the right you saw fourth, a bigger roadway, you could probably use that as an alternate to north first and heading is still open and accessible as far as i see but as the chopper moves in, you can see my gosh, look at all the activity and all of the squad cars, definitely an area to avoid and you see tracks right there as well. so the active situation going on here just outside of the vta yard and even though we don't have confirmation of what specific trains are delayed, folks know the lines, they know if the lines take them past all these county buildings, the sheriff station, the civic center station is not far from here as well. i haven't heard about any closures on that station. access at the very least limited as you pass by the santa clara county department. the courthouse and the civic

center as well, avoiding that, no on and off ramps are closed from what i understand but 880 at fort first is a few blocks away from the scene. don't use those on or off ramps even if you can avoid that, as laura said if you have friends or family who you know need to access that area for work, call them, notify them and let them know they need to avoid that area right now until they call and talk to whoever their destination is, they might get confirmation on whether or not they can access that. we'll send it back to you. >> that's right. you should turn around and avoid the area or else you'll see some road blocks, the perimeters at the sheriff's department and police department in conjunction have set up this morning. we're able to bring you these live pictures from overhead right now. it all came shortly after we were just wrapping up "today in the bay" at 7:00 this morning, going to the "today" show, when we heard reports of a possible active shooter downtown, that's when we quickly sent our crews to the scene to bring you the very latest information and that's when the sheriff's department confirmed for us as

well, asking people to avoid that area. kris sanchez is there right now, she's got a look at what it looks like from the ground. >> reporter: hi there. so we're a little bit closer to where the perimeter is actually we can't get -- we're in a different part of the perimeter we'll say but overhead some of the officers saying they're working out what the perimeter is at this point as well and we overheard them saying that this is still very much an active scene as you likely know at this point. san jose police department look to be handling the closures at this point, and we know that the sheriff's department is right in the middle of that perimeter, because it's right next door to that vta maintenance yard. we have seen people being walked away from what appears to be the vta yard, over to the sheriff's department on first and younger. we are now at san pedro, and heading right near the san jose police department. there are a lot of people who work here, and law camera, i know that you mentioned not everybody's back at work at this point, but a lot of these folks

who work in this area are essential workers because they work at the police department, at the dispatch building, they work here at the jail, they work at the courts, they work at the sheriff's department over there, so there are lots of people who might be coming in to work at this point. again, we still don't know whether or not anybody was shot, we don't know if anybody is injured. the fire department, the paramedics are ready to help people if they are, once the situation is cure. the firefighters can't go in until it is safe to do that. at this point, everybody is standing down. we have seen officers intactical gear, we don't know if they are going to go in because the shooter situation is still happening. right now it looks like they are kind of strategizing at this point, but very much an active scene. a lot of personnel out here, you will not be able to get through this area if you are headed this

sam lacardo, that's according to public information that the san jose mayor put out. san jose police have not told us, and it appears that san jose police are leading this investigation. we believe that there are people who also were hit. we also believe that there are people who may have survived this. the good news is the fire department is here and there are ambulances and paramedics and hopefully they're getting that here and hopefully they'll be transported for more advanced treatment to one of the best trauma centers here in the south bay not too far away. so we are starting to get trickles of information that is reportable. as you know, we have sources all around the bay area just about anywhere you can think, but we do have to make sure that we are accurate and that we know we are able to deliver what is the correct information.

information. we can see it is still so active behind you, chris. >> it is still active out here though as you mentioned the sheriff's department said the shooter is no longer a threat, but we were here early enough to see people escorted away from that vta building in the maintenance yard over to the sheriff's department and there were a lot of people out there at that point this morning. so the good news is that they were safe and our heart goes out to the folks who suffered through this and to the families who are ultimately going to find out that perhaps their loved one did not make it this morning. we don't know how many people might have been injured or killed in this active shooter situation. we do know that the gunman himself appears not to be a threat. the shooter is down the way that the sheriff's department put it this morning. we are standing by to get more information from the san jose police department and we expect that will happen within the next 15 or 20 minutes and what we know is there were several people who were hit by this gun fire before the gunman was taken

down by the sheriff's department or by him or herself. we don't know how that person was brought down as the sheriff's department says. there are lots of office buildings in this area, lots of people who would be headed to work here as essential workers. if you work in this area you'll want to steer clear because you're not going get through, but at least we know that you should not be in any line of fire. the perimeter is pretty broad there's heading, there's younger and north first street and mission and it is the heart of the county operations, the police department and the jail and the courts and the district attorney's office they're all right here and there is a shift change that happens right around the 7:00 hour, and so it's possible that there were more personnel here and officers leaving at that point and they might have converged. a really heavy police presence at this point and we have seen

bordered by highway 87. you see these law enforcement vehicles and this is right by the police department and the sheriff's department and because of the accessiblity on the perimeter of juvenile hall and there is a quick response and so quickly because of the accessibility here. i mentioned juvenile hall because that is also visible from highway 57. just not the elevated freeway. avoid that along the portion of the back side of juvenile hall, as well because that's undoubtedly stopped as far as the perimeter goes for the time being. avoid the entire area heading toward 880 along past the city courthouse. if you are headed into the area, and if you have an appointment, for example, try to get a hold of someone by phone. clearly, with all of this activity, this is not the area to be if you are not specifically called for your

santa clara county communications center received multiple 911 calls, a shots fired call. multiple shots fired calls in the area of 101 west younger avenue in the city of san jose. this building is a vta control center, a valley transportation authority control center. it is a hub that stores multiple vta trains and maintenance yard, as well. multiple deputies including surrounding law enforcement agencies arrived to the scene for an active shooter investigation. the information i can tell you right now is very preliminary. i can confirm with you right now that we do have multiple victims and we have multiple casualties at this point. i can't confirm the exact number of injuries, and fatality, but i will tell you that they are multiple injuries and multiple fatalities in this case. this still is an ongoing investigation. we do have multiple agencies here helping us out with law enforcement side as long as well

this morning there were multiple 911 calls made to the emergency system reports of shots fired and what we now know is younger and 1st street and the vta maintenance yard. this is a hub that stores a lot of trains where the workers go and it's not only those that conduct the trains, as well and the ticket takers and what not, but the entire crew that it takes to get this train system up and running. reports of shots fired at 6:34 this morning and law enforcement immediately responded to the scene and that's where they found multiple victims, multiple casualties and we know the shooter was put down somehow. we don't know if the shooter in fact shot himself or it was at the hands of law enforcement trying to protect law enforcement, as well and this is all information that we are trying to confirm from the

sheriff's department. what we do know so far is that the shooter was killed and that the investigation continues this morning. this is usually a shift change time for a lot of crews out there, as well, including law enforcement, as well. so there could be a lot of concern from laughed ones and family members that work for the vta and possibly wondering where their loves ones are. the sheriff's office has set up a ri unification center. they told us about this this morning. >> the family information rid now we are staging are reunification area at our sheriff's office headquarters which is next door which is at 55 west younger avenue in san jose. if anyone has any type of information regarding this incident please give us a call. >> you should certainly, however, avoid that destination at all if you have no reason to be in that area because this is an active scene in regard to the

>> that's right. san jose mayor sam liccardo has been tweeting out all this morning and just about nine minutes ago he sent this out. our hearts are in pain for the families of those we have lost in this horrific shooting. the shooter is deceased and more information will be provided at 9:30 a.m. that goes along the lines that we are hearing from the sheriff's department that more information will be released to the media possibly in regards to how many victims and how many casualties are involved in this, but once again, the sheriff -- the mayor of san jose has been involved in what's going on with this because he tweeted out about an hour ago the facility on younger street leaving several people being treated and confirming for us as we have confirmed with the sheriff's department as well that the shooter is no longer a threat. the facility was evacuated and of course, we are just awaiting more information at this point,
