"today in the bay" continues right now. good morning to you and thanks for joining us. i'm laura garcia. >> and i'm cierra johnson. california fully reopens and no business is more ready to serve up some normal than the restaurant industry. >> despite many covid protocols set aside, help is still in hand for struggling small businesses. kris sanchez joins us live to tell us what's on tap for later both. governor gavin newsom will be here in the bay area to talk about how he is going to offer continued support to mom and pops and other small businesses. they talked about offering small grants.

today he could announce that program will be expanding. restaurants are also upping the cost of doing business, of dining in, 10% at this particular restaurant on your screen. the owner and chef said some of the revenue will pay for raises and rising costs of supplies. >> we feel that a dining in charge is much more clear for what it costs for you to dine inside. you're picking up a table, real estate, the server. >> i do a lot of work so i don't have to pay extra people. >> reporter: the industry is struggling and revving up for a new normal.

the goal the federal government is trying to meet 70% by independence day and to do so launching a big campaign. trying to get people to get those shots. as summer begins the government is making a bake push to get most adults vaccinated. >> pulling out all the stops to free ourselves from this virus. >> reporter: a national tour in the south and midwest led by vice president harris. partnering with 1,000 black-owned barber shops and beauty salons to promote shots. 24-hour drugstore clinics on friday. states and companies are offering incentives. free doughnuts, free flights, free beer, free guns in west virginia. cruises, super bowl and million dollar lottery tickets.

>> people out there who we think can be persuaded. some of them like the idea that they can win a million dollars. >> reporter: the government is gearing up to send 80 million doses around the world. >> we'll do that based on science and need. we'll do that without any political strings attached. >> that attachment could come from the white house as early as today. and that's because vaccination rates around the world are so much lower in some areas. the government is trying to get some of those vaccines out. if the rates don't increase worldwide it could take until 2024 to see herd immunity. >> there's a new big incentive for folks trying to get vaccinated here in california.

>> reporter: the california lottery is holding their first $50,000 vaccine lottery. 15 people will win it. all you have to do is live in california be 12 years old and get at least one shot of the covid vaccine. the big one on june 15th where ten lucky people will each win $1.5 million. health leaders are saying they will call, text or email you depending on the information on file from the vaccine registry. if you do not respond in 96 hours, you lose the money. >> wow. i hope it includes those who already received the shot, too. maybe a little incentive. tracie, thank you very much. we'll be checking our phones. thousands of covid vaccine doses were wasted with one bay area county exceeding every other state. alameda county has wasted over 7,000 doses. health leaders say most were

spoiled pfizer shots which have to be kept at extremely cold temperatures and quickly used once thawed. san francisco wasted nearly 2,000 doses. santa clara and san mateo counties were both right around 1,000 with contra costa county about half that. the largest meat processing company expects all of its plants to be returning to close to full capacity today. ransomware knocked jbs offline this week and it's not clear if the company paid a ransom to hackers. the fbi eye attributed the attack to a russian-based gang tied to some of the world's largest ever ransomware demands in recent months. one cyber security expert says expect those attacks to continue. >> the greatest threat to our economy at this time. >> that attack comes weeks after a cyber attack targeted colonial

pipeline. that incident forced a six-day shutdown of one of america's largest fuel pipelines. an update on the mass shooting that shattered the bay area last week. the victims will once again be remembered. the vta will hold its first board meeting since the rampage at 5:30 tonight. the board will honor the nine men who died last wednesday when their co-worker opened fire at the vta rail yard. yesterday medical examiners completed autopsies on each of the nine victims. all were shot multiple times. several more funerals are scheduled for this weekend. head to nbcbayarea.com. as fire season approaches new legislation to prevent future wildfires. bill dodd offered two bills, one for a research and development office to test and study new

fire protection technologies. another bill would ily for cont to enable more prescribed burns. the state assembly. and a follow-up in the north bay, the town of windsor has a new mayor. voters selected longtime council mayor sam salmon to fill the seat. the state and sonoma county have since launched investigations. happening today the homeless man accused in the recent attack of a san francisco police officer is expected to be charged. a security camera captured that incident which we should warn you we're about to show you. that attack happened when police say the officer was trying to detain the suspect. a man was threatening people in

nearby chinatown. sources tell us the d.a. plans to file two felony charges. let's take a live look at the skies above san francisco this morning. and a follow yum for you on the plan to force refineries to use more advanced clean air technology. the air district is debating requiring local refineries on catalytic cracker units more commonly called cat crackers. refineries argue it's an extremely costly process and may force closures. emissions could be cut by 70%. "the chronicle" reports they tabled the vote hours after hours of testimony. and it has definitely been a beautiful week. monday was a little too warm for my liking but things cooled down a little bit. vianey, i hope there's much of the same, mild temperatures. we're heading into this stretch of similar temperatures for the next several days but,

economists raised concerns about high prices but lagging employment speaking about the western region, so this is our economic report card, the fed says employment growth was moderate and are attracting workers. office leasing is weak. home sales are strong. we'll talk more about what washington can do to encourage people to get back to work and fill all those openings as we talk politics. apple will start asking employees to come into the office. the verge was the first to report it mondays, tuesdays and thursdays. the san francisco business times says ancestry.com is putting its whole building up for sublease. it's located across from the ballpark. it is actually based in utah but says it will maintain a presence here in the bay area. tesla has filed paperwork to maybe use its tesla logo on a

in the past, binx, my dog, woke me up. they are a lot more sensitive to the feelings around them. we're going to see as far as if there is any potential damage in the area. 4.1 earthquake. in san jose near the alum rock area. i'm doing my best to look up information on my computer to see what's going on. i will try to pop up one of the fault line maps to see if i can give a better idea. not the exact location but in the south bay, san jose. if you are near the -- let's see if i can pop up the fault lines and given you a idea where we're seeing. i think we're working on a possible map to give you an idea where the exact location of this

just happened. we have some earthquake fault lines. some of the most common ones i know, i do have a map of right now. i don't know if we can take that. we have the hayward fault line and that runs through observing, fremont and the san jose area. know i don't know if that's where the quake happened but this is near the hayward fault line area. the last major earthquake on that hayward fault was on october 21st of 1868. this was known as the great sf earthquake until 190 6. again, the one we're getting reports of right now 4.1. that tends to change going up or down. as they get a better idea where it is another history of the

average we've seen along the hayward fault. it happened in 1868. just a couple of reminders, it's always important especially when we get an earthquake in california to make a plan. it gives you a reminder of making sure your furniture is sturdy, a table, head to a desk, try to think of a game plan as well after the quake. this 4.1 one, it may be a larger event which is why it's important and you have a better idea. we could pop up the map there. i do have 3.6. we got an update, again, as i

was mentioning earlier, the numbers tend to change. usgs classifying it as a 3.6. the calaveras fault, the last large earthquake near the alum rock area where the latest earthquake might have happened was october 30th and that was a magnitude 5.6. now downgraded to a 3.6 earthquake in san jose. a 6.2 on april 24th. there were zero deaths but we had several injured people and there was minor building damage to at least 550 buildings. that was being reported as a 4.1. now usgs saying a 3.6 earthquake near the alum rock area. i want to give you immediate

dangers surrounding earthquakes. perhaps you're visiting us from out of state. i can give folks an idea. if you're not used to earthquakes it can be frightening regardless of how small they are. things that you may want to look out for are things like gas lines. gas line, gas leaks, the potential for fire danger because of the dry brush out there. fires may start with little warning and we get the sinking of buildings. these are for much larger earthquakes. not just here in california but we've seen them in japan and around the world. now 3.6 reported as a 4.1.

we are in earthquake country. we have to be concerned and prepared here in the bay area. you are looking at the fault line we could believe this is on, vianey. >> i have seen this populating on the map and also which fault line this happened on. if you notice here in the maps this is along 680 you see this red dot right here where the earthquake happened. this is the calaveras fault. if you live near this area it's like will you you felt it. somebody who said they were in the santa cruz area. a good stretch going on and to give you a better idea of the history of the calaveras fault, not only just the location but

sense. >> it was a slight jolt and they're awake now trying to figure out what's going on. that 3.6 number to where people felt it and how strong the jolt might have been. and this is where where the quake happened where you see the star. that's right where it happened. you notice the blue pinging lights around here people are seeing the shaky effect. the purple means a weak jolt. and this goes up into moderate, strong and severe.

i was sort of trying to figure out how this happened near the hayward fault. a little bit upnorth. the san andreas fault is closer to the santa cruz area. there's a good chance you could see it down through the morgan hill area as well. depending on where you were, again, giving you an idea of the shaking intensity. a 4.1. down to 3.6. so this part is about right in terms of how the people might have felt it or woken up to it. the calaveras fault runs along not just the south bay but really pushing upwards near the

101. i want to give you a closer look at some of our other faults. the calaveras fault is through morgan hills. if you notice near the morgan hills area down all the way through hollister and the central portion of california all the way down through king city. up through the santa cruz area, to give you perspective for those of us who felt it in santa cruz, the san andreas fault is closer. definitely just a little bit north. just for perspective as far as how far away or how close that quake might have been felt there. over to you. >> thank you very much. most of the responses we're getting from people online is from the east san jose evergreen foothills area. we're talking about an earthquake reported as a 4.1 initially. just a little bit, what, about

it was reported 4.1 magnitude but was downgraded to 3.6. we're online as well talking to viewers. it sounds like a lot of people felt this earthquake. what a way to wake up certainly this morning. people were alerted by some of the quake apps and they were able to learn that it was, in fact, 3.6. originally coming in as a 4.1. so some good news on that front it was not as bad as we thought. >> what a way to wake up in the bay area where we live.

san francisco family asking for help to find their 84-year-old grandmother, jean chang kan fung, last seen on friday afternoon when she left her richmond district home for a walk. city leaders are asking everyone to keep an eye on her. she may be wearing a pink puffy jacket. she was last seen at the marina safeway where a chp officer dropped her off. >> chp saw her near the mcarthur tunnel. they approached her, chp at the time, just as a courtesy, gave her a ride to the marina safeway. >> grandma fung speaks cantonese. they believe the language barrier prevented her safe return home. >> neighbors on the peninsula are on alert. a mountain lying prowling around a milbury neighborhood. a man named frank managed to

5:49. we continue to follow breaking news this morning. a 3.6 earthquake in the alum rock east san reports from peopo were jolted awake this morn the usgs downgraded it this morning. but what a way to wake up. >> yeah, a lot of folks taking to social media saying they were woken up by the earthquake. not sure what was going on. took to social media to check things out. 4.1 to 3.6. good news there. >> i know you're not from california and you didn't feel this one, i don't know if you've ever felt an earthquake. this red dot here symbolizes where the quake happened. and this is sort of along the south bay but it happened in the east foothills. take a look at the intensity map. the intensity map shows how

strong and how maybe light the shaking was. notice the purple color and the light blue color symbolizes weak to light and that's what's populating on our map here. the yellow, orange and red is a much stronger push. once it was downgraded from 4.1 to 3.6 correlates with what people felt this is along the calaveras fault. where you see the blue is where people felt it. people felt it in santa cruz, the morgan hill area. over the 101 as well. to give you an idea of location, that way you can compare to where you live and see if what you felt was the earthquake. now to our current temperatures. we do have a bit of a shift in our weather pattern but it's a positive one. mild conditions as you head out the door. 70 in clear lake and that's

pretty warm. we do have the return of that marine layer starting to make its move. that also helps keep our daytime highs cooler and more comfortable around half moon bay, san francisco, up through the north bay. microclimate highs today our coastal fog for the first half of the morning and we'll see sunny inland temperatures. 69 degrees in oakland. san jose in the upper 70s. concord, livermore, martinez still in the upper 80s. at least no 90s or triple digits. we will take it. santa rosa 83. napa 81. santa cruz 74 degrees. what do we have going on the next couple of days? well, let me get out of this graphic. the computer has been kooky. upper 80s. notice we stick remains pretty h on top for seasonable weather and then 79 degrees by monday. we start to fall into a cooler weather pattern even for inland areas which will bring nice

relief for sure. now over to mike who has breaking news. >> that's right, vianey. this is separate from the earthquake we continue to follow and report. thank you for all who have reached out to us, lots of folks responding to the alum rock area. this is not caused by the earthquake. this happened at 3:15 this morning. a truck overturned. all this garbage spilled out. the same thing for oil and other fluid. fremont fire and chp are on scene. the on and off ramp are closed. take you to the map, not really slowing for the freeway itself. you can use fremont boulevard. use dixon landing road to the south. this is on southbound 880. the freeway moves smoothly ther lot of slowing built up through hayward and down to alvarado boulevard. the crash has been cleared from the two middle lanes. it just took a while. it wasn't a major injury crash. the rest of the bay went smoothly. san jose bridge if folks try to

avoid that heading to the dumbarton bridge. a nice smooth, easy drive westbound with the taillights. looked like a standard build and the peninsula looks clear. back to you. >> thank you. well, happening now the golf world will be watching the bay area. the u.s. women's open begins today at the olympic club in san francisco. it'll feature a lot of golfers with bay area ties including the 2014 u.s. open champion among them, michelle wie west, who lives in the city. also teeing off today pleasanton native paula kramer and a few stanford golfers as well. this is the first time the olympic club hosted the u.s. women's open. you can watch it on peacock today and tomorrow and then watch the final two rounds on saturday and sunday here on nbc bay area. at 5:54 this morning we continue to follow this earthquake that woke up a lot of people in the bay area specifically in the alum rock/east foothills area. reports from a lot of people feeling it in willow glen, santa teresa off of monterey, even

now. we are continuing to monitor this earthquake that hit about 5:15 this morning, a 3.6 magnitude earthquake in the alum rock area of san jose. about six miles from the east foothills. but we're getting reports of people feeling it along santa teresa, all areas of san jose which makes sense since it was so close to that focal point there. no reports of damage or injuries so far. a lot of folks waking up along the evergreen area and the country club area. certainly being jolted by the 3.6, initial reports it was a 4.1 the usgs downgraded the strength of that. we're just monitoring what's going on. it is quite the way to wake up in the morning. >> we will continue to follow that all morning. we have kris sanchez in downtown santhat.

new developments in the deadly shooting at a fire station. it happened tuesday morning about 50 miles north of l.a. authorities say the gunman was an off-duty firefighter. he shot and killed tory carlon, a fire specialist who drove the fire engine. the two apparently had a strained relationship. the fire captain was shot and injured. there's been a push to support the victim's family members. >> a lot of bad stuff going on right now. the least we can do is reflect. >> the gunman later took his own life. carlon had been with the department more than 20 years. additional details on a texas shelter showdown. texas governor abbott is threatening to close all shelters now housing migrant children. he issued a disaster declaration ordering regulators to take away
