right now at 4:30, another sign of the times, at the end of the pandemic, it may be closer. big changes this morning if you're about to jump on b.a.r.t., changes that could save you a lot of time. plus al fresco may be a no go pretty soon in one city on the peninsula. the big proposal city leaders are expected to debate in just hours. first we begin with the microclimate weather alert, whipping winds take aim on parts of the bay area this morning. meteorologist kari hall covering it all. newsroom near dupert lane and sanitiy drive near mclaughlin and story road. police is only given us a little information on twitter saying a man was shot and has life-threatening injuries. a suspect or motive so far has not been released. moving you forward this orange on b.a.r.t., now you have more options. the transit agency is returning to full service. the number of trains will run 15 minutes apart, doubling its service on weekdays and more trains run on the weekend. b.a.r.t. hours remain the same, 5:00 a.m. to 9:00 p.m. changes are coming to the capitol corridor, trains that run from san jose to sacramento. there will be 22 trips every weekend and 18 on or that was on the weekday and 18 on the weekend. cafe cars will be back open along with faster wifi on board. the chance to dine al fresco

on university avenue in palo alto may be curbed. marianne favro has the story and shows us how business leaders feel about the big proposal from the city's manager. >> reporter: you can see people are dining al fresco in the street because university avenue is closed to cars. a move that happened during the pandemic, but now the city manager is proposal reopening the street to cars as early as july 6th. at this shop in palo alto the closure of university avenue to traffic has been good for business by allowing 20% more seating, which is why general manager michael woodridge wants to see the street remain closed to cars. >> we've been having more customer, it's wringing more people in and helping us a lot but it brings the community out more. ♪♪ >> i would like to see it stay closed. >> reporter: chris sellberg has lived in palo alto 30 years and

likes having the street closed. >> just makes it nicer to be in this area with not a lot of traffic. >> reporter: palo alto city manager proposed reopening university avenue to cars on july 6th and reopening california avenue on september 7th. >> it's haphazard. >> reporter: gurup vaki opened her boutique downtown in 1974 and says the street closure hasn't helped wring in more customers. she says if the city can't make all of university avenue a plaza, she'd prefer to have the street reopened to cars. >> it would be better than what it is now because right now, my street at least is half and half. >> reporter: as the state prepares to open up june 15th, this is not the only controversial covid road closure sparking debate. san francisco closed the great highway last april to create more space for people on foot or on bikes. >> i love that the area is open

for bikers and anyone who wants to use it to roller blade. >> reporter: critics say it's forcing traffic into nearby neighborhoods. on thursday, city leaders will hold a special public hearing to discuss whether to keep the highway closed. >> it's great for folks with kids to have more space especially if you're learning to bike. where do you do that in the city with a safe space? >> reporter: marianne favro, "nbc bay area news." for months we've been telling you about the rise in hate crimes across the bay area and we obtained the number of cases san francisco police are reporting. the department released a detailed breakdown of the number of reported hate crimes by ethnicity, so far this year, officers have received 28 reports of hate crimes, that breaks down to about one hate crime every five days. most hate crimes were against the asian community. 11 of those crimes were against the asian-american community, followed by african-american, members of the jewish commune

and anti hispanic. two were last year 48 hate crimes. this year is on pace to surpass that total. this new report comes as sfpd announces it's expanding its hate crime tip line. operators will be able to answer calls in nine languages. chief bill scott says witnesses can call the number on your korean, 415-558-5588, tip line callers can always remain anonymous. good morning. we're watching out for our high fire danger for today, and we are going to see those winds picking up especially this afternoon near the coast as well as the inland areas. some of those gusts may reach over 45 miles per hour, so we're also going to keep an eye on the fire danger. as we go through the seven-day forecast, mid-70s for today and actually a little bit cooler through the week, comfortable for some of our inland areas and starting to warm up in time for

the weekend, while san francisco will see highs staying in the 60s all week, really high winds for today. so we are once again watching out for those gusty winds that will continue. as we go throughout the week, we'll see highs reaching into the 60s, this weekend is also looking fairly nice, the wind should calm down and we'll see the high temperatures reaching into the mid-60s, we'll be watching all this and i'll have another update coming up again in a few minutes. folks, we take you to the south bay, starting in the south bay over here, highway 9 at sanbourne, major sbe section, no the a lot of traffic but a restriction because of an earlier crash. the rest of the south bay looks great over the santa cruz mountains and out of the south county, great flow of traffic and coming out of the altamont pass really where we see the slowdown on the sensors. minor crash patterson pass, watch off the roadway and disabled vehicle off of the 808/92 interchange. unfortunately on the connector overonto the san mateo bridge off of the nimitz. the rest of the bay moves

good morning. i'm seema modi from cnbc. wall street is set to open lower, the s&p attempting to make a run at a record high amid opt michlt of the reopening economy. the index is a few points away from its all-time high up more than 12% this year. in focus investors this week reports on consumer credit, filings for unemployment benefits and inflation. the monthly consumer price index prices rose in april at the fastest pace in 13 years.

commute not a problem out of antioch for highway 4, coming across the bridges from the north bay. easy drive. map system is does report highway 84 there may be construction there but i checked the grid and it's not usually there monday, i'll let you know if there san issue you might need to know about. contra costa county easy drives for the early commute as we talked about. kirker pass will stay around 20, 21 minutes if everything stays steady. these numbers at the top change over the course of the morning and a live look shows you dublin, 580, traveling westbound with the headlights an easy drive but you have company through the altamont pass. back to you. new details on a story out of southern california that is getting allot of attention. two arrests are made in connection with the road rage shooting in which a 6-year-old little boy was killed. you might recall aiden leos was struck by gunfire while riding in the back seat of his mother's car on the 55 freeway last month. overnight chp confirmed at rest of two suspects believed to be

responsible for that shooting. 24-year-old marcus anthony eriz and 23-year-old wynne lee were on $1 million bail and are schedu set to conduct a large training drill on capitol grounds, comes almost exactly five months after the january 6th riot. capitol police tweeted out a message the public couldn't be alarmed if they see low-flying helicopters, officers and emergency vehicles on capitol grounds. the training exercise involves capitol police as well as federal, state and local partners. the department did not give additional details and called the exercise routine. in a few hours faith leaders in almost will come together with a plea for action to commemorate the fifth anniversary of the pulse nightclub shooting. the june 12th, 2016 shooting left 49 people dead and dozens more injured. today faith leaders will hold a press conference to observe the

shooting anniversary and announce strong support for lgbtq inclusive nondiscrimination protection. and turning to the race to vaccinate children, months after moderna's vaccine was granted emergency use authorizations and after announcing it would be seeking organizations for use in teens between 12 and 17, moderna is moving to another milestone, now henry ford health system in michigan is beginning local enrollment for moderna's evaluation of the vaccine in kids from 6 months to 11 years, that study is evaluity with aing the same vac even already in use in adults and for children 6 months through 11 years old. doctors leading the research say right now, the question is what's the best? >> the first phase families will know their child is getting the vaccine and looking at dose efficacy of three different doses. >> to participate in the trial, kids have to be between 6 months and 11 years old. they cannot have a positive
