tracie potts, nbc news. vice president kamala harris is in guatemala city this morning. she'll be meeting with the president of guatemala and will continue on to mexico. in guatemala and neighboring countries, rampant crime, corruption and poverty are the root causes of why so many people in the region have been braving the difficult trek to the u.s. border seeking asylum. on this visit harris is expected to present plans to send $310 million in food aid and migrant support and a dozen u.s. companies to invest in the region. as santa clara university political science professor anna sanpaio points out, immigration and corruption are big issues to tackle, but this is only the first visit. >> let's be clear. this is an initial foray. she is not going to solve this

issue on a first trip. much of this is about building partnerships that were decimated and destroyed over the last four years. >> vice president harris is not meeting with the presidents of honduras and el salvador on this trip. that's because the biden and harris administration have concern about cooperation and corruption with the leaders of those countries. lester holt will sit down with the vice president tomorrow night on "nightly news" at 6:30. turning now to the pandemic, the u.s. is surpassing another milestone in the race to vaccinate americans. according to the cdc, more than 300 million vaccine doses have been administered, and more than 49% of the population over 12 is now fully vaccinated. this comes as president joe biden works to reach his goal of having 70% of american adults vaccinated by the 4th of july. the washington post reports it could be tough for biden to meet

that goal as states see slow down in vaccination rates. 13 states including maine, massachusetts, new hampshire, already have vaccinated 70% of adults. several other states, including california, new york, and oregon have close to 60% of adults vaccinated, with one dose and likely will reach biden's target. however, alabama only has 36% of its adult residents receiving their first dose of that vaccine. and a live look at the city by the bay, starting today you can get business done. at san francisco city hall in-person. glen mark reopens to the public at 8:00 this morning and in-person services will begin at that time as well. that includes things like applying for a marriage license, getting birth and death certificates and registering your business. san francisco city hall was shutdown 15 months ago along with the rest of the city. of course, because of the pandemic. new this morning as we head into fire season napa county is considering new technology to

spot wildfires right where they start and hopefully save lives and property. county leaders are looking at 23 cell phone poles and 11 fire detection sensor poles. the poles would be disguised to look like trees. the company building them says they can locate smoke plumes in 90% of the county. it will help boost cell service in the county. bear sightings seem like a daily occurrence lately. the latest is this guy roaming in contra costa county. happened yesterday in discovery bay spotted by surveillance camera. this neighborhood is on high alert. some people are cutting down their time-out side, whether it's sitting in the backyard or just taking a walk. >> i actually thought the neighbor when she text me this morning was either -- didn't have her facts correctly and was in tahoe or something, or, you know, well, i just thought she

hour. it could be quite gusty. and because of how dry it's been we're watching the vegetation and the potential of any spreading fires. but as we get ready to head out the door for work this morning, it's cool but it's also breezy and those winds will continue to pickup as we go through today. as our temperatures go from the low 50s, it will be cooler this afternoon and that's one thing working in our favor in terms of this fire danger. we're only looking at highs that will reach into the upper 60s and low 70s. a few mid 70s. it's also where we will see some of those gusty winds i creasing for today. we'll talk about the cooler temperatures and what's ahead for the rest of the week coming up. mike, any problems for the morning commute? >> kind of curious about that would have on the beach. all right, kari, wait till we get more stories from you. very easy light drive. we have the issue, sandborn an earlier crash. could reinflict flow for commuters. the bulk of silicon county.

alert due to high winds today and the fire danger. in san jose we're starting out at 53 degrees and a slow rise in our temperatures today. it will be a little bit cooler compared to the past few days. we'll talk more about this in our forecast coming up in a few minutes. >> an easy drive to start off most of our east bay drives here. no delays on the east shore freeway. these are the numbers we're going to see climb rapidly in another 60 to 70 minutes over there for the east shore freeway. westbound 80 east of the toll plaza no back up. >> very happy monday to you. over the weekend, the u.s. reached a very important deal in the ways that countries tax corporations and, frankly, i think it got under reported. it's a big deal. it was led by treasury secretary janet yellen who i think doesn't get her fair share of coverage. she was able to convince countries of a minimum taxes of

15%. this is a problem u.s. government has dealt with a long time. you may remember members of congress asking tim cook how much of apple's money stays overseas in ireland. ireland not a new signatory to this tax deal, but others expect ireland to sign on under pressure. speaking of tim cook, he'll launch apple's worldwide development this morning, people who write apps for apple products. as far as the people who work for apple, some of them are not excited about apple's plan to bring folks back to the office. at least a few days a week. a number of them wrote an open letter to tim cook, saying they'd like to stay home. the letter f cook that employees may look for other work, writing, apple's work policy and the communication around it have already forced some of our colleagues to quit. they probably have the upper hand here.

other tech companies like slack and twitter are fine with employees staying home. all kinds of companies are discovering how hard it is to find talented people to fill the openings they already have. and laura and chris, a surprise announcement from the richest man in the world jeff bezos says he and his brother will be the first passengers on the blue origin rocket next month. you can join if you want if you have millions of dollars. they plan to launch july 20th. the flight is going to be suborbital, up and down without orbiting which is what the name sake did in space. this is putting your money where your mouth is. as ceo of blue origin to say, i'm going to ride and it's going to be the first ride ever. >> i'd go. would you go? >> absolutely, yeah. >> really? >> we just need two seats, not three. >> you'd be gone so long. >> i have plans. >> i'd only be gone for two

years. >> okay, sign us up. simone biles is doing well on earth. she won a record seven straight all around title at the u.s. gymnastics championship. all right, we can talk about tesla some other time. this is super exciting. she has won the most consecutive titles and ties overall record set by alfred jochim in 1933. the 24-year-old won every all around event she's won since 2013 u.s. championships, including gold at the 2016 olympic games. >> wow, she's amazing. okay. now to some unexpected news from tesla. the electric car company has canceled the most expensive model of its flagship sedan. plaid plus was billed as a suped up version of the model s with a price tag of 150,000. the option was removed from tesla's website late last month. then a short tweet from ceo elon

musk. in a tweet about the model, going plaid speed, musk wrote, plaid plus is canceled, no need as plaid is just so good. >> this is the first i've heard of it. >> all right. we want to get to meteorologist kari hall. we heard some buslings outside this morning. it was pretty breezy, the wind chimes were going. pretty good. >> yeah, so you want to make sure that everything is like strapped down and ready for today. that means the garbage cans, patio furniture, anything outside that may get blown around. we are going to have high winds today. let me show you what's going on as a lot of people are already up and out the door in dublin as you're getting started. it is a clear sunrise and those winds are going to be picking up. that's the reason why we have the wind advisory in effect for all the areas shaded in yellow. that means we are going to see from today mostly around noon to 8:00 p.m., those winds increasing in these areas, especially near the coast line where we can see gusts at 45,

possibly 50 miles per hour for today. and usually this wouldn't cause a high concern in terms of the fire danger because it's a wind advisory. we are dealing with extremely dry vegetation and as we look at the humidity, that's another factor. this is the reason why it's not a red flag warning. it's because we're getting an increase in humidity coming in from a westerly wind, that ocean breeze. and so our humidity levels are going to be anywhere from the 30 to 50% range during the middle of the afternoon when it tends to be the driest. as we go through this forecast, we're watching those high winds, but then we're also going to see much more of a breezy wind today. but once again, those high winds will increase the potential that any flames that do get going could spread rapidly. and we're going to be watching out for that for today. take a look at these high temperatures for this afternoon. reaching 72 degrees in santa rosa. we're going to see a high of 68 in palo alto. san jose 70 degrees once again. this is cooler than we've seen recently, but we are going to continue to monitor for those

high winds. highs in the mid 70s in some spots today. low 70s for much of the week. it's going to be quite cool, but then it warms up for the weekend. if you're making plans to get outside, we're going to see hose those highs reaching to the lower 80s. mike, what's happening out there for the commute? >> kari, the commute is starting to get going. a few more cars so we're getting a i few more incidents. mostly green on the perimeter of the bay. over here we have slowing, it it was focused more intensely the last few minutes. looks like things may be moving better. things come together and folks funneled in, then down in through sunol. we're watchingally where we see the first slowing. northbound 680, sycamore valley road, it's marked crow canyon. just in the area there is a crash that may be blocking one lane. it's affecting mostly the on ramp. the visibility, you can see the flashing lights from northbound 680. keep that in mind for danville.

5:25 right now. nbc bay area responds to a south bay viewer who miss calculated his decision to buy tax software. >> yeah, so he put consumer investigator chris chmura's team to work. what happened? >> good morning. mel in san jose bought a turbotax cd at costco. when he tried to install it, he realized it wasn't compatible with his computer's operating system. so mel tried to return the software. costco is known for a very generous return policy, but mel says in this case, costco referred him to intuit which makes turbotax. mel says he filed a request

day and those winds really whipping for this afternoon. as we get a live look outside, we have started to feel those winds picking up just a little bit. but the wind advisory kicks in around noon, continues through 8:00. this is when we will see those highest winds possibly at about 45 to 50 miles per hour for today. the rest of the week looking good as our temperatures come down. and once again, those high winds a concern for these areas shaded in yellow. the wind advisory in effect for today, but the rest of the week is looking much calmer and we're watching out for fire danger due to high winds and the dry vegetation. so i'll have more on that, it's coming up in just a few minutes. >> all right, thank you. this morning, ones closed bf strong winds and flying debris. and as that wind sure to download our nbc bay area app because you can get alerts straight to your phone. and you can customize them for your neighborhood.

it's free on the app and google play stores. 5:31. breaking news that we're following this morning, san jose police investigating a shooting. here's a live look at the scene. it happened near dubert lane near story road. this just into our newsroom. police only giving out a little information on twitter saying a man was shot and has life-threatening injuries. a suspect or motive has not been released. today marks another step in the return to normalcy, to move you forward for those using bart to get to work you can expect to see more trips on some of the busiest lines as well as more trains running on the weekend. today in the bay sierra johnson live with what lines will see that extra service and what bart is saying about ridership now. good morning, cierra. >> reporter: good morning. yes, those changes are, in fact, moving us back to life pre-pandemic. and for folks taking bart to get to work or to get to any of those social obligations now that things are starting to

loosen up, there are some changes you need to pay attention to. some of the bigger changes include an additional 26 routes that bart is, in fact, adding. some of those lines include the yellow line that goes from antioch to sfo, the red richmond millbrae and sfo lines. these trains will run every four to 15 minutes. good news there, more frequency. and with more folks traveling, bart is adding an extra seven rides from sfo. and what about the weekends? well, bart says saturday ridership has recovered at a faster peyton than weekday ridership has. saturdays will get more frequent service with the addition of 16 trips added throughout the day. and that late-night midnight service will return at the end 30th. so with the state inching closer to reopening and many companies calling employees back to the office, where do those ridership numbers stand? the data shows the numbers are slowly increasing. to give you an idea where things

stand may 1st, there were 39,000 riders on bart, 73% below baseline or that expected ridership. by may 14, things right about 64,000 riders, 84% below baseline. and 83% below. you can see there was a small increase as time was going on. bart isn't the only transit system making changes. i did a little research. a-c transit is actually reducing their social distancing policy, so it's going from 6 feet to 3 feet on those trains. that will allow more folks to be able to ride that transit system. and it is important to note regardless of what transit system you choose, tsa has said you do need to wear those face coverings within all public transportation. so if you're catching the train heading to work, don't forget your mask. you're going to need it on the buses or trains. we're live moving you forward in daly city, cierraer johnson.

>> thanks, cierra. city leaders will discuss whether to open streets to cars. they are proposing to reopen university avenue as early as july 6. one restaurant owner we talked with said that the al fresco dining is good for business allowing 20% more seating. however, other businesses like a boutique, the owner said the street closure hasn't helped to bring in more customers. and the city does not make all of university avenue a plaza, she'd prefer to have it reopened to cars. >> we have been having a lot more customers. it's bringing more people in. it's really helping us a lot. >> it would be better than what it is now because right now my street, at least, is half and to traffic by september seventh. also happening today, the family of a man shot and killed by c.h.p. officers in the east bay are demanding justice.

one year ago today, police officials say that eric salgado was driving around oakland in a car that was reported stolen. police say c.h.p. officers tried to pull salgado over and that's when they say he rammed the car into the police vehicle and three highway patrol officers opened fire. salgado died. his pregnant girlfriend also in the car was shot. his family says she miscarried. his family and others are gathering in front of the district attorney's office at noon today to push for more answers. for months we've been telling you about the rise in hate crimes across the bay area. now we have obtained the number of cases san francisco police are reporting. the department released a detailed break down of the number of reported hate crimes by ethnicity. so far this year, officers have received 28 reports of hate crimes. that breaks down to about most hate crimes were against the asian community.asian commu crimes against african americans, members of the jewish

community, and hispanic. two reported hate crimes were classified as anti-gay or lesbian. last year the department saw a total of 48 hate crimes in the entire year. currently this year is on pace to surpass that goal. the new report comes as san francisco police announces it is expanding its hate crime tip line. now operators will be able to answer calls in nine languages. chief bill scott says witnesses can call the number you see on your screen, 415-558-5588, tip line callers can also remain anonymous. a live look at san jose. one of the many bay area cities to lose residents during 2020, and san jose is not alone. san francisco, fremont, and nine other bay area cities lost population. san jose lost about 13,000 residents. san francisco lost about 12,000 while oakland gained 2200 people. about 70,000 people left california last year. and happening tomorrow, you can hear how leaders in contra

costa county are getting ready for what could be one of the worst fire seasons in california history. board supervisors will hear from the office of emergency services and fire protection district during its regular meeting tomorrow. fire experts will fill in residents on what they can expect in the coming months, which includes more power outages, lots of smoke during wildfires, and limited water resources. the fire chief will talk about the county's most dangerous fire zones, a lack of resources, and the threat posed by illegal fire works. gentleman now to new video this morning from southern california showing just how scary fire danger can be. everyone back inside their homes after a brush fire in a river side neighborhood triggered evacuations. the flames threatened 15 homes. evacuees were out of their homes firefighters say the wind did not help their efforts to contain that 12-acre fire. in the meantime, this grass fire making it difficult for firefighters in sacramento. this one started about 3:00

yesterday afternoon. it burned about 125 acres just south of the cal expo. the department says drought like conditions making it for a tough fire fight. they eventually contained it at sometime last night and no structures were damaged. that's what we're up against so early in the season. it's dry out there. >> so tinder dry. the weather isn't going to make things better, kari. >> no, even though the temperatures will be cooler, we are going to have those high winds picking up today and that could fan those flames and make those fires spread more rapidly in that dry vegetation. we're starting out this morning looking nice and calm, but the winds are going to be picking up and we're going in san jose from 53 degrees to upper 60s as we go into later today. but looking once again at the high wind advisory that we'll have for today, starting out during the noon hour heading into this evening, that's when those winds will be the highest. so we're watching that. we'll talk more about the fire danger coming up in just a few

minutes. mike, what's going on now for the morning commute? >> kari, earlier crash i talked about is now traffic alert. let's take you out. not the bay bridge, that's fine and the east shore freeway is also at speed. highway 4 looking good through contra costa county. heading through danville, san ramon, off the dublin interchange. northbound side may be closed when you get there because of debris from an earlier crash. we talked about. somewhere between crow canyon road and sycamore valley road. there is debris, all lanes are affected now. as we zoom in here, look at this, folks. a couple alternates on either side of the roadway. san ramon boulevard is ideal. south bay peninsula and east bay. nemitz looking good.

trying to be fair with a group that's not trying to be fair with him. vice president kamala harris is in guatemala. she's meeting with that country's leader working on ways to slow down immigration to the united states. the idea being if america can help improve conditions in countries where people come from, they won't come here. president biden heads to europe soon. he will meet with the queen, have a summit with vladimir putin, but perhaps the most important thing, he'll meet with our nato allies. the president says he's going to rally the world's democracies. they were shaken by former president trump who at one point called for nato to be disbanded, and said america wouldn't keep its promise on its most fundamental promise to defend its nato allies if they were attacked. trump really sent shock waves through nato, culminating in him shoving the prime minister of montenegro at a nato meeting. that's nato's newest partner. nato alarmed enough it extended the term of secretary

cyril was trying to kayak solo from san francisco to hawaii. he left a week ago. in this video here he was doing fine until he ran into some terrible conditions. here's a look at the powerful winds and waves he was facing out there. but he says he was prepared for it. he hunkered down inside that kayak, but part of the water vessel failed. it was tossed around violently while taking on water. >> i could prepare as much as i want. but the ocean is going to behave the way it does. you have to listen to it at the moment of being on it. the ocean will always be there for me to have another adventure on it. i had a technical failure, but i don't have a dream failure, so i'll go back at it. >> there he goes. he said his kayak has a tracking device on it, so when he is able to go, he'll actually be able to retrieve it, get it back. he'll start planning again possibly trying that journey in the future. it took him three years just to plan this trip. >> i like the attitude. not a dream failure.

technical failure. >> the ocean will always be there. >> good for him. >> yes. >> i'm going to stay on shore, though. >> i'll hold the snacks when you get back. >> i have different dreams. >> good for him. we love it. all right. monday morning, guys. i hope everybody had a great weekend. the weather? cooperating somewhat, although we are in this climate weather alert, kari. >> we are because of the high winds today. and it's been so dry that we do have to watch out for the fire danger. as you get ready to head out for work this morning, in fremont you're probably already feeling a bit of a breeze and those winds will continue to pickup late irtoday. our temperatures are going to be cooler so you're starting out with a jacket. you may want to keep that jacket on all throughout today. here's a look at our high temperatures. we'll see upper 50s near the coast. san francisco will reach into the low 60s. head over to oakland. it will be 64 degrees and we'll see some low 70s from san jose to the tri-valley as well as much of the north bay. but as we go through this forecast once again, the high

wind the concern for these areas shaded in yellow, that's included in a wind advisory. it's not a red flag warning. mainly because the humidity will be too high. but because of the vegetation that has dried out to record levels, we will have the concern that any fires could spread rapidly with those gusts reaching 45 to 50 miles per hour. but then take a look at the humidity as we go into today. humidity levels 30% during the driest time of the day. all because we're getting a much more humid ocean breeze picking up for today. we'll see potentially any fire spreading very slowly in some spots because of the higher humidity, but once again, the vegetation is dried out. so as we look at our seven-day forecast, for a spot like concord, we're going to be in the upper 70s today. look at how cool it's going to be mid week. and then those temperatures rise by the weekend as we'll see all of our inland areas have a fairly mild week ahead before a warmer weekend coming our way.

mike, how is it looking heading to work for folks heading out the door right now? >> kari, we had that earlier problem. we'll take you back to that. the earlier crash which had 680 closed dear to the shoulder. 680 is almost back up to speed. northbound heading into walnut creek, san ramon through danville, that crash did clear, good recovery. southbound, this is your main commute direction. there was an earlier crash around 84 in the junction. it cleared. there is still slowing to pleasanton. heads up to sunol. a car fire reported somewhere around the first, mission north off ramp. looks like everything there has cleared as well. rest of the bay shows a little slowing in san jose. a quick look out there shows our camera with no major issues except for it froze. the traffic is moving better than the traffic does on the camera. but at least you can see good spacing. back to you. >> thanks, mike. so, there is a new member of the royal family. prince harry and meghan markle welcoming a baby girl over the weekend. >> that's right. their daughter, lilibet diana

you're watching today in the bay. former first lady michelle obama paying tribute to breonna taylor and what would have been her 28th birthday. tweeting out, thinking of you today, breonna. taylor was a black emt shot inside her home last march while she was sleeping. turning to the race to vaccinate children, months after moderna's vaccine was granted emergency use authorization and after announcing it would be seeking authorization for use in teens between 17 and 12, moderna now moving on to another milestone. the henry ford health system in michigan is beginning local enrollment for moderna's evaluation of the vaccine in kids from six months to 11 years. the study is evaluating the same vaccine that's already in use for adults, but now for children in that age group. doctors leading the research say right now the question is what is the best dose. >> the first phase, families
