strong winds are sparking fire danger, and kari is focusing in on that. >> usually we wouldn't say this would be a high fire danger, but the vegetation has been so drew and we have a lack of rainfall. here's a look outside. in san francisco, the calm start this morning, a little bit of a breeze, but winds will continue to pick up as we go throughout today. the wind advisory starts at noon, continues through 8:00, that's when we may have some of those high winds. temperatures will be cooler. here's where we have that wind advisory for those areas shaded in yellow, near the coastline and our inland east bay as well as the north bay. i'll have more on this and that fire danger coming up in a few minutes. as we head over to mike, how is it looking for the commute?

>> kari, we're in the hills over dublin, you're speaking about that wind advisory which technically doesn't do into effect until noon. we are already feeling gusts out here. probably in the 20, 25-mile-per-hour range. we are not in a red flag warning today, perhaps because the temps are just not expected to be as high as you would expect on days like today. so we have the high winds, the dry fuel, just not the temps. the fire danger is still there, just not enough that we're in for a red flag warning. that's not the case for the eastern part of the state. there's a red flag warning east of the sierra nevada mountains today. that's been issued by the national weather service, that's because of the dry conditions and high temps there. the increased danger comes at a time when there's fewer federal

firefighters. only 70% of the hot shot crews are expected to be staffed this year. the u.s. forest department is having a hard time to find people to fill those jobs because the pay is so low. in june of next year, california is set to shut down one of its training facilities for inmate firefighters. this is part of the correctional center. governor newsom is closing that facility, it would be the jail part and the training part as part of his push to end mass encarsration in the state. those inmate firefighters, we rely on them tremendously during the fire season. they do a lot of work out there. one former federal firefighter says they are in desperate need of those fire programs to help out the ciian firefighters who are already

forward with the push to get kids their shots. >> good morning. good morning, everybody in the bay area. a lot of good news on the covid front. we are now at about 63% of the country having received at least one shot. good news there. also the number of new cases is dropping. now to a level we have not seen in more than a year. fewer than 15,000 cases in one week. last week. that is down 35%. really good news across the board. as you know, president biden's goal is to have 70% of the country vaccinated by july 4th. we may miss it ever so slightly. the reason for that is because five states in the south, tennessee and five states, are below 50% on the vaccination rate. that pace of vaccinations has slowed, especially in some of those states that for some reason at times are opposed to getting vaccinated and therefore the country may miss the 70% vaccination rate. the cdc really pushing now to

get teens vaccinated. the reason is they have a concerning increase in teens who are hospitalized due to covid.2 cases were teens. the cdc pushing parents to get their teens vaccinated. overall a good picture as we head into a warm summer. kris and laura, back to you. >> thank you very much. a live look at the city by the bay. starting today you can get your business done at san francisco city hall once again in person. the landmark opens to the public at 8:00 this morning in-person services will start around that time as well. you can apply for a marriage license, get birth and death certificates and register your business. san francisco's city hall was shut down 15 months ago because of the pandemic. as we head into fire season,

napa county is considering new technology to spot wildfires when they start and hopefully save lives and property. county leaders are looking at a proposed deal to add 23 cell tower poles. they will be disguised to look like trees. the company building them says they could locate smoke flum pl in 90% of the county. bear sightings in the bay area, we've been talking about these. they're happening all the time. the latest one is this guy. see him between those two cars? this is on east contra costa county. happened about 6:00 yesterday morning in discovery bay. it was spotted by the homeowner's surveillance cameras. now that neighborhood is on high alert. some people cutting down on their time outside, whether it's just sitting outside or taking a walk. >> i actually thought the neighbor when she text me this

temperatures in the forecast. that's coming up in a few minutes. a live look at dublin, 580 moving smoothly through this area. heading south on 680, i see some relief. there was a crash and earlier car fire, separate incidents, but i think there was a traffic break in the last few minutes. i'll show you that coming up. good morning. happy monday to you as well. over the weekend, the u.s. reached a very important deal in the way that the country's tax corporations, and i think it is underreported. it was led by treasury secretary janet yellen who i also think does not get her fair share of coverage. she was able to convince many of the major countries of the world to establish a minimum tax of 15% on businesses. this will prevent major companies from cherry picking where they park their money. this is a problem. the u.s. government has dealt with this for a long time. you may recall members of congress asking tim cook tough

questions about how much of apple's taxable money stays overseas. specifically in ireland. ireland was not a signatory to the new tax deal, but other countries do expect ireland to sign on eventually. speaking of tim cook, he will launch the annual worldwide developer's conference this morning. developers are the people who write apps and programs for apple products. as far as the people who work for apple, some of them are not excited about apple's plan to bring folks back to the office at least a couple days a week. a number of them wrote an open letter to cook saying they would prefer to stay home. the letter first obtained by the website, the verge, warns cook that employees may look for other work saying apple's new work policy and the communication around it have already forced some of our colleagues to quit. other tech companies like slack and twitter say they're fine with employees staying home. all kinds of companies finding

how hard it is to fill the openings that it surprise annou from the richest man in the world. jeff bezos says he and his brother will be the first passengers on the blue origin new shepherd rocket next month. blue origin also holding an auction. you can join them if you want, you just have to pay millions. proceeds go to charity. they launch july 20th. the flight will be sub orbital, which is what allen shepherd did as the first american in space. there's a bit of elon musk involved in here, you know, elon musk has done -- his rockets have done orbitals, but he hasn't gotten on one yet. bezos will get on his. >> i would go. >> you got me at the million. that part, no.

>> fremont is said to be the worst city in the country. mike ones to this one. this is all according to a new study from wallet hub. don't kill the messenger here. some of the reasons for the low rating include swimming pools per capita and a near dead last rank of frozen yogurt and ice cream shops. honolulu took the first place spot. san diego nabbed ninth place with los angeles coming in at 15th. maybe we need to give fremont some love. >> i think so. >> i'll have you know, i had great frozen yogurt in fremont and i have not had frozen yogurt ever in honolulu. >> shaved ice maybe there. >> yeah. >> today it's pretty windy out

there. we have a microclimate weather alert. >> yeah. we are starting out wit for tod. high temperatures will reach the 60s. middle 60s for oakland and the south bay, up to 70 degrees. we are cooling off as a result of a stronger wind as a cold front drops in. that also increases our fire danger. we'll have a wind advisory from noon to 8:00 for these areas shaded in yellow. this is where some gusts could reach 45, possibly 50 miles per hour. that includes the coastline, much of the inland north bay as well as the inland east bay. going through this forecast, we are going to see those winds increasing. once again we'll have to watch out for that fire danger. one reason why it's not a red flag warning is because the humidity levels are going up as

a result of the wind coming off of the ocean. a bit more of a breeze brings in higher humidity. so we'll see some of those humidithe forecast, higher humidity, cooler temperatures. still very dry vegetation. with high pressure nearby and wind blowing in for the next 14 to 16 hours, we will have that high fire danger for today. watching out for that and our seven-day forecast goes from the low 70s to low 70s all week long. let's check out the weekend. this is where the temperatures come up a few degrees. we'll be warmer after a spring cool week across the bay area. mike, any troubles on the commute? >> no. at the bay bridge toll plaza, there is the backup and we had the earlier incident on the

span. the map shows a smooth drive for the south bay, peninsula. great recovery here. we talked about the earlier crash and the car fire at mission. i think this car fire incident should be cleared, and there was a traffic break that added to the slowing in pleasanton. speeds are looking better now. expect a little delay from 680/580 down to the 84 merge. on the span, there was an issue on the treasure island exit. that has finally cleared. the speeds had not cleared as quickly as hoped. we'll track that closely. >> thanks. next on "today in the bay," nbc bay area responds. >> tax time has come and gone. one viewer is still fighting a battle over his tax software. i'm n bay area

good morning. mel in san jose bought a turbotax cd at costco, when he bought it, he realized it wasn't compatible to his computer's operating software, so he tried to return it. costco is known for a very generous return policy, but mel says in this case, costco referred him to intuit which makes turbotax. mel says he filed a request there, but intuit quickly closed it with no refund. we did. within days, intuit agreed to

i'm laura garcia. >> i'm kris sanchez. seeing laura for the first time in four months. so good to be with you this morning. we want to start with kari, we have a microclimate alert because of strong winds and fire danger. good morning. >> good morning. we'll keep an eye on that for today. we're starting out with a mostly calm wind, it will be gusty, also, with a wind advisory picking up by noon and lasting through 8:00. some gusts could reach between 45 to 50 miles per hour. what's in our favor? the cooler temperatures that we'll see. highs in the low 70s. once again, that wind advisory for the coast and inland hills. laura? >> thank you. we are following this breaking news. san jose police investigating a shooting in san jose. this is a live look this happened near dupert lane and santee drive. this is video into our newsroom this morning.

police have only given out a bit of information on twitter saying a man was shot and has life threatening injuries. the suspect or motive is also not released. new overnight, several people shot in the east bay and now there's an investigation to find the shooter. this is video posted to the citizen app. east bay times is reporting around 9:30 last night officers were alerted of a shooting in the fremont neighborhood. when officers arrived, they found one person in critical condition. today you may start seeing more people on b.a.r.t. getting to work. sierra johnson is live in daly city with which lines will see the extra service and what ridership. good morning. >> good morning. happy monday to you. today is a big day for those who use b.a.r.t. to commute.

starting today, several additional lines will be added to their fleet. kind of getting us back to the pre-pandemic mode. several lines will see additional routes. some of those routes are the yellow line, green line, as well as that red line. these trains will run every four to 15 minutes. with more folks traveling, b.a.r.t. is adding seven extra rides from sfo. and what about the weekends? well, b.a.r.t. says saturday ridership has recovered at a faster peyton than weekday ridership has. saturdays will get more frequent service with the addition of 16 trips added throughout the day. and that late-night midnight service will return at the end of the summer around august 30th. so with the state inching closer to reopening and many companies calling employees back to the office, where do those ridership numbers stand? data shows ridership is slowly increasing.

to give you an idea, may 1st, there were about 39,000 riders on bart, 73% below baseline or that expected ridership. by may 14th, 64,000 riders, 84% below baseline. it is important to note that nationwide you still need to wear your mask on public transit. ac transit is shortening their social distancing policy to three feet. so if you're riding that route, you will be having more people on there. >> thanks, cierra. city leaders will discuss whether to open streets to cars. they are proposing to reopen university avenue as early as july 6th. one restaurant owner we talked with said that the al fresco

dining is good for business allowing 20% more seating. other businesses like one boutique owner says the street closure has not helped her bring in more customers, and the city does not make all of university avenue a plaza, she'd prefer to have it reopened to cars. >> we have been having a lot more customers. it's bringing more people in. it's really helping us a lot. >> it would be better than what it is now because right now my street, at least, is half and half. >> palo alto city manager also wants california avenue reopened to traffic by september 7th. new video showing how scary fire danger can be. everyone is back inside their homes after a brush fire broke out in riverside triggering a lot of evacuations in one neighborhood. >> some neighborhoods the winds threatened 15 residencies. evacuees were out of their homes for about 90 minutes. firefighters say the wind did not help efforts to contain that

12 acre fire. a grass fire making things difficult for firefighters in sacramento. this burned about 125 acres south of the cal expo. the department says drought-like conditions in the area also making for a very tough firefight. you can see how dry it is. they actually contained this fire last night and no structures were damaged. and happening tomorrow, you can hear how leaders in contra costa county are getting ready for what could be one of the worst fire seasons in california history. board supervisors will hear from the office of emergency services and fire protection district during its regular meeting tomorrow. fire experts will fill in residents on what they can expect in the coming months, which includes more power outages, lots of smoke during fires and limited water resources. the fire chief will talk about the county's most dangerous fire zones, a lack of resources, and

and that threat of illegal fireworks. >> the threat today is the high winds. we're in a microclimate weather alert. >> we are. it's because we are in exceptional drought and we'll have some winds today that could fan these flames that could get going on that dry vegetation. here's a live look outside in the tri valley. temperatures are nice and cool. 51 degrees. a calm wind. going into today, the temperatures do get warmer, but not as warm as yesterday. we're looking at tries in the low 70s for the tri valley. north bay reaching up to 76 degrees in ukiah and we'll have a cool week ahead. the fire danger and those winds are a concern. what is it looking like there's couple areas of concern. not a major concern, but still slowing. anything going on on the bay bridge is an issue we want to deal with.

one crash on the mid-span area around treasure island is cleared. a second one may be blocking a right lane. that's perhaps why we're seeing slowing from the toll plaza. university and through richmond, we've been seeing this slowing for two, three weeks now. the big slowing kicks in at concord out of pittsburg, adding about another ten minutes into tour commute of the last half hour. the rest of the bay, smooth dry, but southbound 680 in pleasanton down towards the 84 merge, this continues to be slow. there was an earlier crash, didn't seem like a big deal, but it's been causing slowing. i think it's on the shoulder as a distraction but note that. starting today, we're moving you forward with more local news. we're adding a newscast during the weekday nights as week making dinner and "nightly news" is moving to a new time. >> you don't want to miss this.

deadly road rage shooting that left a 6-year-old boy in southern california. he was struck by gunfire while riding in his mother's car last month. overnight, marcus anthony aires and wynne li were arrested overnight and are expected in court tomorrow. in washington, capitol police are set to conduct a large training drill on capitol grounds. it comes five months after the january 6th riot. a big defeat for the president and democrats over the weekend. and it comes at the hands of a fellow democrat. >>a. he says he's not going to support a push to protect

elections on a federal level. this as various states that republicans fear they're losing are instituting new restrictions on voting. manchin says he supports the idea of protecting elections. he has no problem specifically with what his fellow democrats want to do, but he says it is not bipartisan enough. republicans, as you might imagine, oppose measure that would stop them from their own plans. so it's not clear anything could be bipartisan enough. without manchin, the democrats don't have enough votes in the senate. manchin very consistent with his desire to be as fair as possible, but his critics point out he's trying to be fair with a group that's not trying to be fair with him. vice president kamala harris is in guatemala where she's meeting with that country's leader working on ways to slow down immigration to the united states. the idea being if america can help improve conditions in countries where people come from, they won't come here.

president biden heads to europe soon. he'll meet with the queen, have a summit with vladimir putin, but perhaps most importantly meet with our nato allies. at one point trump called for nato to be disbanded and at one point said america wouldn't keep the fundamental promise to defend nato allies if they were attacked. trump really sent shock waves through nato, culminating in him shoving the prime minister of montenegro at a nato meeting. that's nato's newest partner. nato alarmed enough it extended the term of secretary stoltenberg for stability. the u.s. supreme court wrapping up its term over the next few weeks. one of the cases its going to consider as early as today is should young women be forced to sign up for the draft the same way young men are? normally i don't cover the court that closely but i bring it up

because liberal justice steven breyer might retire at the end of the term. that would free the president to nominate a new justice and get that nomination through the senate, provided joe manchin was on board. president biden's promised to nominate an african-american woman to the court. you can find me on twitter @scottmcgrew. new video to show you this morning as the coast guard rescued a man from his kayak, roughly 70 miles west of santa cruz. we told you last week that the man was trying to kayak solo from san francisco to hawaii. he left a week ago. in this video he was doing okay. setting out to sail until he ran into rough conditions. this is a look at the powerful winds and waves he was facing there. the kayak was tossed around violently while it was taking on some water.

good news is that he was rescued. >> yeah. he said he'll try again. to our microclimate weather alert. strong winds are moving into parts of the bay area, you might have heard them overnight. this is a live look at are alre conditions in parts of the east bay and the city and the winds are only going to pick up. "today in the bay's" bob redell is live in dublin with the growing fire danger. >> we're feeling the winds here in the hills over dublin. we felt gusts 20, to 25 miles per hour. we do expect those to pick up as this wind advisory takes effect from the national weather service at noon until 8:00 p.m. tonight. not only for the east bay hills behind me but for the mountains in the north bay and the coastlines along sonoma, marin. there is normally a red flag warning that goes along with this. even though we have the dry

conditions, we have thenger today, it's just not enough to warrant a red flag warning. that's not the case going further east to the northeastern part of the state where there is a red flag warning for the east side of the sierra nevada mountains today. because of the strong winds, the high temperatures and dry conditions. that increased fire condition comes at a time when there's fewer federal firefighters, over 70% of the hot shot crews are expected to be fully staffed this year. the federal forest service is having a hard time finding crews because the pay is so long and next june, california is set to shut down one of its main training facilities for inmate firefighters. facility, the jail part and the training center as part of his

push to end mass incarceration in the state. one former federal firefighter tells nbc news that we're in desperate news of those inmate firefighter programs to help out the civilian firefighters who are already short-staffed and have dismal numbers. reporting live in dublin, bob redell, "today in the bay." >> thank you. and we want to check in with meteorologist kari hall. depending on how long that fire danger lasts, it could be a difficult situation for firefighters. >> yeah, absolutely. that's concerning to see that we have a shortage of staff and we're going to have unfortunately a very bad fire season if we're not really careful here. we are expecting some high winds, but one thing that's working in our favor right now, the cooler temperatures and the ocean breeze. so look at these highs for today. we're reaching into the low 60s near the coast.

mid 60s for the east bay. san jose, parts of the tri valley and livermore reaching the low 70s and the north bay also in the low 70s today. an ocean breeze brings in higher humidity, but it's still going to be gusty. the vegetation has dried out to record levels. for these areas shaded in yellow, we will have to be careful today. this is where those gusts could reach 45 to 50 miles per hour today. that includes the coast, parts of the north bay hills and the inland hills as well as for the east bay and south bay. going into the forecast, we look at the relative humidity levels during the middle of the day. this is when the air is the driest. it does show our humidity is at 20% to 50%. it does have to be below 15% to be a red flag warning. we are a bit more humid and we're still going to have those gusty winds for today. as we go into the next couple of days, still the potential of the high fire danger, but it will be highest today because of those high winds.

and then we'll see the cool air continuing with our inland temperatures reaching into the low 70s for the next few days. we do have some cooler than normal weather before it warms up again this weekend. mike keeping an eye on traffic. how is it looking now? >> it's building but it's easing in pleasanton. it's still slower than you would expect coming off 580 and the dublin interchange. calm through the tri valley. more folks shifting over to the castro valley, they may be avoiding 680 because of the crash and the car fire. all are cleared now. typical build for 101. 237 has been showing some sensor slowing, just a bit heading over to north 1st for the last 20 minutes. we'll see if that's a trend, but so far just monday. happy monday. over towards the bay treasure

. welcome back to "today in the bay." here's a quick look at the top stories we're following for you this morning. today marks another step in the return to normalcy to move you forward. >> for those getting to work on b.a.r.t., you can expect more trips on some of the busiest lines as well as more trains on the weekends. "today in the bay's" cierra johnson is live in daly city with which lines will see that extra service and what riders are saying about ridership. >> today is the first day those additional routes are getting added. we're getting closer to what life is like pre-pandemic. this is because there's a slight uptick on riders. 26 routes are being added to the yellow line, antioch to sfo, the green line, and the red richmond to millbrae as well as sfo line. these trains will run every 4 to 15 minutes. for folks traveling and using

sfo, there's an additional seven rides coming from the airport. in terms of weekends, b.a.r.t. says saturday ridership has recovered at a faster pace than the weekday ridership, so saturday will get an additional 16 trips throughout the day. and that midnight service, we can expect that to return on august 30th. it is important to note that folks riding this transit or any transit in the bay area, you do still need to wear your mask. that is a national mandate. and for the folks in alameda or contra costa county, ac transit made announcements they're reducing that social distancing from six feet to three feet, so more folks now will be able to stand inside of those trains. don't forget to wear your mask. big day today with b.a.r.t., especially for those commuting this morning. live and moving you forward, cierra johnson in daly city. >> just making things easier for people. all right. u.s. is also surpassing another milestone in the race to vaccinate americans. according to the cdc, more than 300 million vaccines have been

administered. 49% of the population over 12 is now fully vaccinated. this comes as president biden works to reach his goal of having 70% of americans vaccinated by the fourth of july. the "washington post" reports that it could be tough for biden to meet those goals as states are seeing slowdowns in vaccinations. we continue to follow breaking news this morning. san jose police investigating a shooting in san jose. this is a live look at the scene right now. it happened near dupert lane and santee drive. this is video that we got into the newsroom earlier this morning. police have only given us a bit of information on twitter saying a man was shot and has life threatening injuries. a suspect or motive has not been released. bear sightings in bay area neighborhoods almost becoming a daily occurrence. this latest one is a big guy. he was roaming in front of houses in discovery bay. it happened about 6:00 yesterday

morning, so while people may have been coming and going. it was spotted on a residence surveillance video. now the neighborhood is on high alert. some people say they will cut down on their time outside. >> let's look at the forecast with meteorologist kari hall. >> we're also watching out for those high winds today. so it may blow the lid off the garbage cans and we need to keep those secure for those bears walking around. watching out for the fire danger as well, with cooler temperatures will be with us throughout the week. we have a slowing you expect, about 35 minutes from the 680 and 242 heading down to the walnut creek interchange. recovery still on south 680, slower through pleasanton heading south in through sunol. and that bay bridge, there's probably one lane blocked and activity past treasure island. a little extra slowing towards san francisco. sounds good.
