we're back, 7:43, on reopening america. welcome news for the cruise ship industry, that was devastated by the pandemic >> after a year, the docked ship are sailing by the end of the month. >> as nbc's stephanie gosk tells us, health and safety issues for those voyages are still in limbo. hey, steph >> reporter: hey, craig, good morning. cruise ships are normally a regular sight out here on the hudson river they could be coming back soon the cruise ship industry has started to set sail again after a long 15 months being docked. a new law in florida banning vaccine requirements could make getting back on the water in full force even more of a challenge. this morning, cruise ships are back at sea. celebrity cruises, the first u.s.-based cruise line to bring passengers aboard since the pandemic shut down the industry,
7:45 am
setting sail from st. martin. >> we last stepped off a ship 472 days ago, the longest in my entire life i've gone without being on a ship. >> reporter: before boarding, passengers 16 and older were required to show proof of covid vaccinations once on the ship, enhanced cleaning protocols are in place. social distancing is encouraged, but masks are not required billie hersh is one of the 580 people on board the seven-night caribbean voyage. >> there is a buffet here, but you don't serve yourself the crew serves you. >> reporter: with ships already out at sea, one cruise line announced a surprise shift in policy for its u.s. passengers royal caribbean international now says vaccines will be strongly recommended but ultimately optional for guests on its u.s. cruises. adding those who are unvaccinated or unable to verify vaccination will be required to undergo testing and follow other protocols, which will be announced at a later date.

the change goes against cdc guidelines that recommend cruise i ships require passengers to be vaccinated it also comes as florida, the nation's largest cruise hub is set to enact a law that would ban cruise lines and other businesses from asking people to show proof of vaccination, or face fines insiders say it could force cruise lines out of the state. >> this puts the cruise lines between a rock and a hard place. one, they're burning millions and millions of dollars a day just having their ships idle >> reporter: back in the caribbean, passengers are emotional about a sense of normalcy on the horizon. >> i'd be lying if i said that there wasn't a moment or two that i thought about crying. it is so far beyond just the excitement of a normal vacation. >> reporter: celebrity cruise ship is set to take sail later on this month. it'll be the first one to leave u.s. shores. it is leaving from ft. lauderdale, and it is requiring passengers to be vaccinated.
