websites just went off line overnight. scott mcgrew joins us now, what do we know so far this morning? things getting back to normal. >> things getting back to normal went down for a lastly suffered an outage. if anything this shows us how many web sites rely on a single provider to keep them on the internet. now fastly says a fix has been applied, if you go and visit those sites, they should be back for you, also apps on your phone may be affected as well. fastly is sort of a middle man between you and the website that you want to see. they store a copy that you can get faster than the actual site, you just don't know that's happening behind the scenes. again this all seems to be back at this point, we don't think, we do not think there was any criminal activity behind it. >> we'll keep watching that. thanks so much. 6:01 right now. developing right now, a

for a san jose mother accused of killing her son, leaving his body in the las vegas desert. heartbreaking story. it's hard to even think this could happen, let's go to "today in the bay's" kris sanchez is live in san jose with a story of what authorities say happened to the boy. as a mom, i know you as well, we just can't imagine this. >> reporter: you can't imagine it and certainly there are no answers right now because the only person who could give them is that mother and she is at large. san jose pd one of the agencies trying to find that young mother to see what happened and why her son is now dead. this is 35-year-old samantha morenoed rodriguez, las vegas police say she's wanted for the killing of her son, 7-year-old liam husted. the boy's body was found off a hiking trail in the desert. after weeks of trying to identify him the fbi got a tip from a family friend saying they thought it was liam and the mother and son had not

been seen in san jose since may 24th. las vegas police say the mother and son were spotted in laguna beach down south, in victorville may 26ths and then the mother was seen checking into a denver hotel alone. las vegas police have not said how liam died or why they believe the mother is responsible but they said there did not seem to be prior evidence of abuse. liam husted's father has been notified and is not a suspect. >> it's a heartbreaking conversation to have. this has been an emotional last ten days for myself, all the investigators that have been working on it and we're just glad we're able to get some closure for liam and hold the person responsible for this crime accountable. >> reporter: please take a look at the information here on your screen, the number for crimestoppers is there and you can always report something you

know anonymously. 35-year-old samantha moreno rodriguez has a warrant for murder, she and her son were last seen in a 2007 dodge caliber dark blue, license plate 6wlh211. we did track down a san jose address for the mother and child, but none of the neighbors could identify them, but again we don't know how this little boy died and we may not know unless police can find his mother so if you have any information, do call that number for crimestoppers or call the san jose police department, they can also direct you. in san jose, kris sanchez, "today in the bay." >> obviously she's in a concerning state. thanks for the very latest there, kris. it is 6:04 right now. another of the nine men killed in the vta rail yard mass shooting will be laid to rest today. of the nine shooting victims, only alex fritch made it to the hospital alive. doctors tried des rattly to save him but he didn't make it. he was 49 years old and his wife says he breathed his last breath

in her arms with family members surrounding him. they were married 20 years. alex fritch will be buried in the south bay. 6:04. cases are headed lower. >> a gallup poll says 22% of americans are distancing. in april it was about 30% in and january it was half. moving you forward on the state's full reopening one week from today, fully vaccinated people will be allowed to go without masks in most indoor settings. some employers are wrestling with what rules to put in place for those who are unvaccinated. last week, cal osha said you can only ditch those masks at work if everyone there is fully vaccinated and some experts believe that the goal of herd immunity is pretty much a nonstarter. >> i think that number has become less meaningful on a practical level, and i think that we're aiming for knew to maximize the number of people we

nato and with russian president vladimir putin trying to lay the groundwork for that new relationship is going to look like. marcus? >> we'll be watching that. tracie potts in washington, thank you, tracie. coming up, you can watch that exclusive interview tonight on "nightly news" at a new time, 6:30. a hot topic these days, pandemic related protections for renters struggling to make it in the bay and with the state ban winding down, the future of those eviction bans is up for debate in a lot of places, including in marin county, supervisors today debate extending the ban for unincorporated areas until the end of september, in the meantime, santa rosa leader also debate pulling out of sonoma county's eviction ban. according to "the press democrat "the idea is getting blowback from renter advocates but business entities are actually pushing for it. happening today, if you live on the peninsula and see smoke it may be something planned.

firefighters plan to conduct a controlled burn at the san andreas and pilarcitos dams. the goal is maintain access for dam inspections ahead of fire season. the burn will start at 9:00 this morning so don't be too alarmed if you see smoke there. >> absolutely. speaking of that smoke, too, what about the wind today? meteorologist kari hall is tracking that for us. what are we expecting today? >> it's still going to be breezy but the crews know exactly when is the best time weather wise to do some controlled burns so as we get a live look outside in the tri-valley, we're getting you out the door with a cool start this morning, and it will still be breezy but just not as windy as it was yesterday. temperatures go from the low 50s to the mid-60s and then we'll only see it go up a few more degrees from there as we reach into the upper 60s for today. we will warm up for the weekend, we'll talk about that in a few minutes. mike, any crashes, anything slowing people down headed to work? >> i don't want to mess things

up but it's been pretty calm. the bay bridge toll plaza has the backup just like we talked about forming in the last few minutes. in the middle lanes and as we look at your map, part of the reason is because of the slowing on the incline but things have smoothed out and there was a lot of focus getting into san francisco on the decline, i think it smoothed out because they should have the metering lights turned on right about now. the other issue in the last few minutes a disabled vehicle eastbound getting away from the bay bridge as you route university overcrossing through berkeley, a disdistraction, and westbound slowing the focus we'll watch that closely for you. the rest of the bay a build through concord and mayor island for 37 and san jose the early build is starting to clear up. here is the least, ketchup, soda cans, meat, now beverages, pandemic related shortages appear to be causing a whole new problem. coming up next on "today in the bay," the big impact it may have on your coffee house order this morning. >> oh, say it isn't so.

calls alexa and ring doorbell. starting today amazon will turn on a mesh internet system that uses your alexa or your ring doorbell to broadcast internet to other amazon users. in other words, someone walking their dog will be able to get an internet signal from your house from the ring doorbell as they pass, this starts today. you can opt out of it if you wish through your alexa app. now this should be very secure, no one will be able to see what your ring doorbell sees or what you're doing online, they'll just be able to get some neighborhood internet but i can see how some people could be uncomfortable with this. this is nothing new. comcast internet does something similar and has for years. the justice department was able to claw back most of the bitcoin paid as a ransom by the hackers or to the hackers rather

by the colonial pipeline, you recall colonial was hit by a ransomware attack, the doj was able to trace the path of the bitcoin and seize tens of millions from the hackers. bitcoin easy to track across the internet, one of the features of bitcoin. twitch turns 10 years old today, started in a bedroom in san francisco, was created for video game players to broadcast their games and people would watch. it then expanded to cooking classes, yoga lessons, all kinds of things. eventually purchased by amazon for $1 billion. >> i don't think we knew back then that it would be what it came today, 2020 obviously was a difficult year for many and we're super honored to have been able to be there to support people and connecting relationships, but i think now looking back, we should have probably seen it back then that passion, that connection, wanting to be with other people around the things that we love. >> this is the guy, justin kan, the san franciscan who created twitch, he was a kid at the time.

divide but away from the bay bridge at the bay bridge there is a backup build there and the san mateo bridge also. here the san mateo bridge we have that lane that we lose across the span, it will be there about a half hour and at the bay bridge we'll show folks the backup that builds as we get over there and no major problems, the center lanes fill out. the flag moving pretty well. we have some breezy conditions over there, kari, back over to you. >> yep, mike the winds yesterday got up to 57 miles per hour coming through the altamont pass and still breezy today, but just a little bit calmer, let's get a look at the seven-day forecast as it comes at the bottom of the screen. a live look at the bay bridge, a beautiful start to our tuesday morning, let's check out our high temperatures reaching into the upper 60s and low 70s, that strong ocean breeze is keeping our temperatures down so enjoy the 70 we'll see in milpitas today and low 70s for gilroy and morgan hill. for the east bay, also looking

at some upper 60s and low 70s, reaching 70 today in walnut creek, while oakland will reach 65 degrees. we're staying in the upper 50s in half moon bay. redwood city will reach 66 degrees, some upper 50s and low 60s in bay we'll see highs reaching into the upper 60s and low 70s, not so many changes here as we go through the forecast as we see the storm systems passing to the north of us, at least that's keeping it cool here, and the heat is staying away for a little while longer, up until this weekend, where we will be warming up a few more degrees. san francisco will stay in the upper 60s, going into the weekend. now let's talk about our climate in crisis, this is something we have to be prepared for year round, because of all of the wildfires that we've seen recently and what we're expecting in the future and while the weather is calm, it's a good time to make sure you have some defensible space around your house. calfire has some good tutorials on how to make that fire break

pozzebon. here is the scenario, you're overcharged and not getting anywhere with a certain business. >> you're entitled to open a dispute and get a refund on money only if you have a credit card and paid with a credit card. consumer investigator chris chmura has more for us. >> a credit card dispute or "chargeback" is a powerful tool for consumers. let's look at the process. as soon as the transaction goes sour, start documenting everything. when it's clear, your effort to try to resolve the dispute isn't getting anywhere, pick up the phone, go online and contact your credit card company. make your case with evidence. before you contact the credit card company, give the business

time to do the right thing, discover says wait up to 15 days for the merchant to credit your account but don't wait too long. credit card companies generally only give you a certain amount of time to open a dispute. chase says you must submit your dispute within 60 days of the transaction first appearing on your statement. when you open one, the credit card company will likely contact the business for its side of the story. the company midigator says 78% of companies fight back. how long will a dispute take? discover says it's 30 to 60 days. i should note disputes are pretty rare. midigator says fewer than 2% of credit card charges are disputed but you have a good chance of winning. for every ten disputes, five won sumers win and five businesses win. if you're one of the five who loses, you might be able to appeal especially if there's new evidence. coming up next on "today in the bay," we're going to talk about this all-new scam involving the state's lottery vaccine winners. coming up next, what you need to know to protect yourself information.

>> right now at 6:30, on the rise. with the looming drought your water bill may be going up and those aren't the only restrictions coming as the water shortage widen. bay area working to bounce back after the pandemic. a live report of the new relief may be coming for struggling businesses one week away from the state fully reopening. and money no strings attached. applying for a universal income program rolling out today as "today in the bay" continues right now as we continue to move you forward. >> good tuesday morning to you. thank for making us a part of your morning. i'm marcus washington. >> i'm laura garcia. first our forecast with meteorologist kari hall. we had high winds yesterday. are those continuing today? >> yes, it's still going to be breezy today and drying out the vegetation more as we deal with the huge drought across the region the dark shades of red is the highest level of drought and we're seeing that right here in the bay area.

all because of a lack of rainfall we had this past winter and so our reservoir levels continue to drop as a result of us using water just now heading into the driest months of the year, and we've seen the reservoir levels drop down as low as 26.9% of capacity around our bay area reservoirs. marcus and laura? >> so concerning, thanks, kari. >> bob redell is live in san ramon and the drought related water reductions are not only the problem, part of the problem, we talk about water bills about to go up for some people in the bay area and really going to cause a lot of issues for some people. >> reporter: good morning to you, marcus and laura. later east bay mud which provides water for about 1.4 million people here in san ramon and throughout the rest of the east bay, they're expected to vote on whether or not to raise rates by 4%, a rate increase that goes into effect this upcoming july and also to vote

on whether or not to raise it another 4% the following july, in july of 2022. the water agency said it needs the additional money to pay for the replacement of old water pipelines, the upgrading of water and waste water treatment plants and for drought preparation. tomorrow in the south bay, the santa clara valley water district is expected to declare a drought emergency and ask its 2 million customers to cut back their usage by 15% based on their usage from 2019. there are a number of reasons why water is so hard to come by, very dry winter has led to low snowpack in the sierra and the anderson reservoir was already near empty because of a project to make it more earthquake safe, and then there's this. >> we're having trouble buying water on the open market because everyone else is buying it at the same time, so not only

buying it the price is ten times what it was two years ago, but actually transferring it, going into the regulatory process. >> reporter: because the valley water district is a wholesaler, it's up to each city and water company to decide how to meet the proposed mandatory restrictions. assuming they go into place. options in the past included so-called water cops, fines and watering restrictions set to certain days. we reached out to san jose water which issued this statement and i'm quoting, "we are currently closely monitoring our local supplies and preparing contingency plans in response to valley water's call for mandatory conservation." but the company did not say if their water rates would go up as a result. reporting live in san ramon, bob redell, "today in the bay." >> bob, before you go, have any other bay area counties taken some similar actions here? >> reporter: we know east bay mud and the san francisco public utilities commission asked for voluntary 10% reductions in

usage from their customers. the marin water district asking customers asked to cut water usage back by 40%. >> we've all got to try to do our part on our own without being asked. >> exactly. >> thank you, bob. it's 6:34 right now. breaking news, this major internet outage overnight affected dozens of high-traffic web sites, service is being restored as we speak. >> a lot of websites, "new york times," cnn, reddit, twitch, down for hours and san francisco-based fastly says they are working to fix the problem. so the company provides cloud computing services to help companies store content and services around the world and also for you this morning, we're actually moving you forward, with our road to recovery with just one week to go until the state fully reopens and here's a look for you live in san diego, gyms and fitness centers in san diego county are waiting to learn that the county will move in the less restrictive yellow tier and the bay area alameda

county health leaders expect to jump into the yellow tier today. here is where the bay area counties stand one week before the state fully reopens. as you can see things are not looking bad there and if they go as expected contra costa, napa and sonoma county and solano will end up in the orange tier. the rebound is certainly fully under way across the bay area. "today in the bay's" cierra johnson joins us live in san francisco where it's looking more and more like a popular pandemic fixture may be here to stay, talking about the little parklets where you can dine outside. >> reporter: yes, good morning. these parklets really became a fixture within the city when some businesses only have the option to dine al fresco and as you mentioned these structures could become a permanent fixture that's because san francisco supervisor took a vote and they are now one step closer. this is acording to "the chronicle." san francisco supervisors voted in favor of the program. the next step would be a public hearing that would take place

june 18th, followed by a full vote by the board of supervisors a few days later on june 22nd. this vote comes after governor gavin newsom made a stop in the bay area not only to share his support of the permanent parklets but to announce that another concept made popular by the pandemic those cocktails to go would remain in the state. and while some restaurants are hoping to recoup some of that money they lost during the pandemic, san mateo county supervisors are working on a fund to help an array of businesses bounce back. if supervisors approve the san mateo county environmental health relief program, businesses like pools, spas in san mateo county could receive funds to help cover things like state inspections, the inspections help those businesses remain open. in vallejo financial news there, councilmembers are expected to vote on a nearly

$264 million budget and it appears the general fund revenue is expected to be about 15% higher than the previous year. that's a sign that the city is bouncing back, so many communities are working to bounce back, recoup the money they lost during covid. we'll keep you updated on that vote there in san mateo county as well as the future of packlets a couple more steps. we'll keep you updated every step of the day. we're moving you forward in san francisco, cierra johnson for "today in the bay." >> cierra, thank you. everything seems to be on track for full reopening of california schools next fall. the latest official data puts it at 99.34% of all california school districts doing in-class learning. that's with the aster risk, the remaining is likely a report of errors. today the city will open up

application for a guaranteed income program. 300 families in east oakland will receive $500 a month for 18 months with no strings attached. low income families with at least one child are eligible. black, indigenous and other people of color are prioritized. mayor libby schaaf says the money is coming from a philanthropic group named blue meridian partners, the guaranteed income program is the largest of its kind in the country. san francisco and pg&e reportedly in a billion-dollar battle over equipment upgrades. according to "the chronicle" that's what puc says it will cost to upgrade infrastructure across the city, includes poles and overhead wires. pg&e plans to finance the upgrades through service charges and that means as you know higher rates. now the city it would mean monthly electric bill growing by several million dollars, that dispute may take months to settle. all righty, time to look at the forecast for you this morning. 6:39 right now, meteorologist kari hall has a look at that for

us. how is it shaping up for us? >> it's going to be another beautiful day, let's get you ready for work in the east bay, checking out pleasant hill in our forecast, starting out with some light jacket weather, some mid-50s but at least it's all clear, we'll see sunshine and won't be as windy as it was yesterday as temperatures head toward the upper 60s. a few spots reaching the low 70s and san francisco today reaching 60 degrees. we'll talk about a warmup in our forecast in a few minutes. mike, how is it looking for the commute? >> still looking slow at our view of the san mateo bridge. this is westbound and almost looks stopped. traffic is moving, and just started moving as we took this live shot. i think what's happening is that right lane that was blocked the crew already is clearing under a half hour here. look at the map, here is how the sensors play out. they're starting to improve, in the red zone, now orange again, things are moving, i think that by the time you get toward half way across the flat section, everything should start moving nicely as that crew moves across the high-rise.

the 35-year-old mother samantha moreno rodriguez is now wanted for murder, las vegas police say she killed her 7-year-old son liam husted and left his body at a hiking trail in the las vegas desert. after weeks of trying to identify him the fbi got a tip from family and friends saying they thought that was liam. lat vegas police say the mother and son were spotted in laguna beach victorville may 26th and car spotted in western colorado may 29th, two days after memorial day the mother was seen checking into a denver hotel alone. she and her son liam were in a 2007 dodge caliber dark blue license plate 6wlh211. police did not say how the little boy died or why they think the mother killed him buff they have no evidence of prior abuse.

the doj under bill barr said yes but now the doj under merritt garland says they agree, yes, they should, the government is saying "speaking to the public and press on matters of public concern is undoubtedly part of an elected official's job, the questions were posed to him in his capacity as president." to be clear, as far as the original accusation of sexual assault, doj is not going to defend him on that. the allegation predates his presidency. they'll defend him for calling the alleged victim a liar, that happened during his presidency. we'll watch what vice president harris does in mexico and cover that on twitter. find me there, i'm @scottmcgrew. >> thanks, scott. 6:49. new details on a time line for a vote to recall governor newsom from office. the website calmatters spoke with political experts. many believe a recall vote will happen on a tuesday between mid-september and early november, and it may be sooner rather than later.

the storms pass just to the north of us, and keeping that rain away from the bay area as we are going to see some showers very close by but just not making it here, so our forecast stays dry, highs in the low 70s for today and tomorrow and it will see temperatures trending toward the upper 70s. you can see what's happening here, we're warming up for the weekend, some low 80s for our inland valleys and some of the warmest spots, while san francisco will just come up a few degrees low 60s into the upper 60s for saturday and sunday. mike any problems right now for the morning commute? >> kind of. slower than you might expect, the expected slowing where the arrows show you westbound. coming away from the city toward antioch on that b.a.r.t. line recovering from earlier delays but recovery mode is that, getting out on b.a.r.t. in the city on the roadways and across westbound is your typical build. the bay bridge a little bit lighter than we often see but the san mateo bridge is slower and that's why more folks may be headed toward the dumbarton

another of the nine men killed in the vta rail yard mass shooting will be laid to rest today. of the nine shooting victims, only alex fritch made it to the hospital alive. doctors tried des rattly to save him but he didn't make it. he was 49 years old and his wife says he breathed his last breath in her arms with family members surrounding him. they were married 20 years. alex fritch will be buried in the south bay. happening today east bay mud leaders review plans to hike water rates starting next month. they're calling for a 4% increase in the upcoming fiscal year plus another 4% increase one year from now, the money goes to infrastructure, maintenance and operating including improving drought preparations and santa clara valley water district board is expected to declare a drought emergency this week. tomorrow the board may ask customers in santa clara county to cut back on water use by 15%. moving you forward now in the road to recovery with just one week until the statewide reopening, here is a live look at san diego county, the county
