with your neighbors. >> the texas teen testing treacherous terrain that's totally twisted, including my tongue, "early today" starts right now. >> good to be with you i'm frances rivera. >> i'm phillip mena. president biden is about to make his first big appearance on the world stage as leader of the free world he leaves on an eight day trip that will take him to three countries. he has several major summits lined up including the very high stakes meeting with russian leader vladimir putin. joining us from london is nbc's chapman bell good morning mr. biden is headed your way what can we expect from the president's first over seas trip >> well, phillip, as you said, a real packed week-long schedule beginning with the president and dr. jill biden arriving at the royal air force base in the u.k. where they'll meet with u.s. air force personnel there. u.s. troops near and dear to their hearts before traveling to cornwall in northwest england,

the site of the g7 summit. they'll meet with british prime minister boris johnson to reaffirm the special relationship between the u.s. and u.k. then begins the g7, covid recovery, global health care, trade, taxes, climate change he then will meet with the queen at windsor castle. this will be the 12th sitting u.s. president the queen has met with he then travels on to belgium where nato meetings begin including an expected private meeting with president erdogan he travels from there to geneva where that high stakes meeting with president vladimir putin is set to take place. topics could include ukraine, hacking, cyber attacks as well as arms and nuclear agreements a lot to happen over the next week for the president's first overseas trip. >> all things at the forefront of our concern over on this side

chapman, thank you. here at home president biden's domestic agenda is in jeopardy last night the president broke off negotiations both sides locked in a stalemate. nbc's tracie potts joins us. these talks have been on for weeks with not much to show for it. >> reporter: frances, nothing to show at this point a five-minute phone call and it was over between president biden and republican senator shelly moore capito who was heading up these negotiations for their party. both sides saying the other side is sticking to issues that they cannot deal with or cannot support. this now moves back to the senate for lawmakers to try to work out part of the issue was capito says the president wouldn't back off tax increases. >> the last offer that i got from the president had four tax increases in it. we were in it to win it for the american people. we've missed a real opportunity

here for at least 20 republicans to join with the other democrats to pass the most robust infrastructure package that we could have. >> it may well be that part of the bill that will pass will be bipartisan and part will be through reconciliation but we're not going to sacrifice the bigness and boldness in this bill we will pursue two paths and at some point they will join. >> the white house saying the latest republican offer from this group did not, in the president's view, meet the essential needs of the country saying they would not come up to the trillion dollar mark where he thinks the spending level for infrastructure for his jobs plan needs to be. this puts everything back to the senate where democrats say they're taking two approaches. as you heard senator schumer say there looking at the reconciliation process to do this on their own without republican votes and still hoping a bipartisan group will come up with a compromise.

on it. the fbi made 12,000 available on the black market saying they were secure cryptic devices. they sent carbon copies of their messages to law enforcement. criminals used the platform to communicate about everything from trafficking drugs and weapons, even contract killing. >> we were able to actually see photographs of hundreds of tons of cocaine that were concealed in shipments of fruit. >> law enforcement's message to criminals around the world, be warned you could fall into the next trap aaron mclaughlin, nbc news damaging new report revealing the warning signs that led up to the violent assault on the capitol. the bipartisan findings show that capitol police intelligence knew trump supporters for weeks knew this was going to happen but failed to report. >> reporter: this report is the

the attack was not examined in the report reigniting the debate over a bipartisan commission to investigate further. >> the joint report has strengthened the argument for an independent commission. >> today's report is one of the many reasons i'm confident in the ability of the existing investigations to uncover all actionable facts. >> reporter: this morning capitol police say the known intelligence on january 6th did not point to a large scale attack and dhs says they're still reviewing what's in the report the head of the colonial pipeline will testify before the house homeland committee after telling senators just how easy it was for hackers to breach their defenses nbc's pete williams has more. >> reporter: in his first public comment about the attack, colonial ceo says the company learned it was hit just before 5 a.m. may 7th and shut down the pipeline within 15 minutes the next day he decided to pay the hackers in russia the $4.4 million they demanded.

>> it was the hardest decision i've made in my 39 years in the energy industry and i know how critical our pipeline is to the country and i put the interests of the country first. >> reporter: the hackers got in through a simple password sign in program that allowed employees 20 work remotely, one that did not require two factor authentication. >> this brings a whole new meaning to the phrase you're only as strong as your weakest link. >> reporter: the ceo says paying the ransom was the best way to get the pipeline flowing. >> it was the right decision to make and i'd do it again under the same circumstances. >> it took five days to get the pipeline going but the run on gas stations lasted longer pete williams, nbc news, washington. there is a run to get people vaccinated the delta variant has become the dominant variant in the u.k. and dr. anthony fauci is concerned
