check the forecast with kari right now. good morning. >> good morning. it's been so chilly and windy these past couple of days and we're expecting more of the same today. a live look outside in san jose, we'll see our temperatures in the low 50s, headed toward the upper 50s, as we go into late morning, a slow warmup today as we only reach 68 degrees, which is much cooler than normal, and mostly upper 60s around the bay area, as those gusty winds continue. so we'll talk more about what's ahead as we will warm up, coming up in a few minutes. mike, how is it looking for early morning commuters? >> mostly green sensors because it's light traffic but there is a crash oakland east 580 and harrison away from the bay bridge and away from the maze and getting out of the roadway. should be completely off the roadway in just a couple of minutes if it's not there already. byron highway at camino diablo there is slowing, one lane in each direction and activity going on for the last half hour,

that is an issue through byron. smooth ride vasco in toward the tri-valley. the countdown is on in less than one week, the state reopens, 15 months after we went into lockdown mode. >> there's a lot of questions out there. will you still have to wear a mask, what about social distancing? "today in the bay's" jean elle breaks it down for us and san francisco says it's ready to return to normal. >> health officials say with nearly 80% of all eligible san franciscans vaccinated with at least one shot t is now safe to drop most covid restrictions, and it will go along with the state, and let it happen next week. >> no more capacity restriction for your businesses, no more distancing requirements. >> reporter: san francisco mayor london breed announcing with some exceptions, it is safe to get back to business as usual. after more than a year of no music at bottom of the hill, it's an emotional moment.

>> yeah, i did, i got really choked up. >> reporter: lynn schwarz said she'd like to reopen next week but it will take time. >> repurchase all of our inventory, make sure everything works and specifically to a venue like ours, we are booking tours from around the country and around the world. >> reporter: some restaurants like the richmond republic draft house are ready to expand service right away. >> yeah, we need to take the chairs down and get some bodies in the seats. >> reporter: customers are ready, too. >> if the business is comfortable, i am. i'm fully vaccinated. >> reporter: businesses can make their own rules with masks and social distancing and must follow federal and state guidelines. >> if one of the employees isn't vaccinated all of the employees have to keep the mask on. we still have one guy in the back. no matter what, we're wearing a mask until he gets that second shot. >> reporter: masks will still be required in health care settings, public transportation,

shelters and large indoor and outdoor events. jean elle, "today in the bay." as we move forward, there is a lot to keep track of. head to nbcbayarea.com to see what will happen in your county, come june 15th, as we talk to counties, we're updating the home page with what you need to know. two more counties are waking up in the yellow tier before the entire state goes green. napa and alameda moved into the less restrictive tier. indoor bars with open at 25% capacity, gyms increase to 50% capacity and wineries and tasting rooms increase to 50% capacity but this tuesday, all capacity restrictions will be dropped when the state reopens. 4:34. this morning a san jose woman is awaiting extradition to nevada, she's in denver in a jail suspected of killing her 7-year-old son and leaving the body in a las vegas desert. this morning we learn more about their last days in the south

"today in the bay's" ian cull has more on how the family is honoring the young boy. >> reporter: 35-year-old samantha rodriguez was arrested by the fbi in a denver hotel. investigators say on may 24th she left a message behind for her partner, liam's dad, saying "i'm sorry i had to do it like this. i'm going to try and get a house for liam and i. we can talk about this in the future." samantha packed up her dodge wagon with her and liam's belongings and left san jose. the father told police he never thought something bad would happen. >> there was nothing suspicious from that message, indicated that samantha had basically left him, and took the child or took liam with her. >> reporter: police say there were no signs of trouble in the home beforehand. the father contacted sjpd on june 1st to say he thought they might be missing but didn't want to get samantha in trouble. >> i just know that he reported them as gone, missing, hadn't

talked to them. what's still not sure at that point that he wanted to pursue any type of charges against mom for parental abduction. >> reporter: but investigators say days earlier, rodriguez checked into a las vegas hotel may 27th, and they think liam was alive at that point. hikers would find his body the next morning in a desert hiking area west of the city. police won't say how he died yet and don't have a motive. >> we are 100% confident that he was killed here in clark county. >> reporter: detectives are interviewing rodriguez and she's held in a denver jail but could be extradited back to las vegas by the end of the week. a go fund me page shows a picture of liam with his dad, and says liam was a young, loving boy, full of life and energy. he spent a lot of his at the park playground and swimming pool when warm out. sadly, he was taken from us and his father and family can use

the support of friends, family and the community. a vigil is set up to remember liam this thursday at 5:00 p.m. at la colina park in san jose. ian cull, "today in the bay." now back to the pandemic, president joe biden's july 4th vaccine goals looking increasingly unlikely to be met. his target is to have 70% of americans partially vaccinated. the biden administration insists that even if the goal is not reached, it will have little effect on the overall u.s. recovery. about 15.5 million unvaccinated adults need to receive at least one dose in the next four weeks for biden to meet his goal but the pace of new vaccinations in the u.s. has dropped below 400,000 people per day, that's down from a high of nearly 2 million per day two months ago. former fda associate commissioner peter pitt thinks the nation can get it done with peer pressure and encouragement. >> i think what's important kind of in the mix here is people

per hour at noon, getting even stronger again this evening, but we will have a warmup as the winds calm down, we'll talk about that in a few minutes. mike, how is the commute looking? >> we're starting in the south bay, silicon valley sees one crash and it's been there for over a half hour. south 280, just past the 85 split or merge depending on which direction you're going. we look at a little bit of slowing on the sensors as well so just going to note that it's over there likely on the shoulder, completely clear of any of the other problems and the rest of the bay. we have the 84 closure typical through alvarado niles and early slowing out of the altamont, look how mild that is. the longer drives, highway 4 antioch to concord you're at speed. back to you. >> thanks, mike. coming up here on "today in the bay," lock your car doors. car break-ins are on the rise in part of the bay area, the warning the go out this morning and the steps police are taking to warn drivers to be on alert. plus it seems like everything is more expensive

winds continue in petaluma with a high of 66 degrees. we will look at all of our microclimates coming up in a few minutes. >> checking the view at the golden gate bridge, clear view. you can see the lights above the roadway across the span, north and there may be some slowing but you can't tell from the light traffic here, just overnight road crews. we'll check out what else is going around the bay. first we check in with kate. >> good morning, marcus and laura. i'm kate rooney from cnbc. wall street is set to open flat to slightly higher this morning after a relatively calm session yesterday. the dow and s&p 500 closing near the flat line with the s&p still chasing that record high it reached a month ago. investors may be waiting for the next reading on inflation to determine whether pressure from higher prices is just temporary as the economy recovers from the pandemic. the consumer price index for may is out tomorrow, economists expect prices to rise more than 4.5% from a year ago and in april, consumer prices rose at

their fastest pace since 2008. and chipotle recently raised menu prices by roughly 4% to help cover the cost of wage increases. executives at the burrito chains believe other restaurants will feelinflation. the cfo says the price increases were worth it to help boost wages and chipotle is getting more applicants as a result. thanksgiving is still months away, but retailers aren't waiting to announce their holiday plans. best buy confirming to "usa today" its stores will be closed thanksgiving day following a similar move by walmart and target, the second straight year the three major retailers will be closed, the trend started to help cut down on crowds during the pandemic and push to more online sales. guys, back to you. >> kind of used to things being closed, so i'm all right with that. >> yep, i am, too.

and good morning east bay. taking a live look out in walnut creek as we get started with this wednesday, hump day. time to roll down to the weekend. >> um-hum. >> i know we're all excited. meteorologist kari hall is excited, too, because she has another great forecast to talk about this morning. >> and it's been so great to have the natural air conditioning but it's turned up on full blast, right, so we have the cooler days, the gusty winds and we are going to see some changes ahead. here is a live look in san jose, just about 50 minutes away from sunrise right now, and so those days are getting longer and the seven-day forecast is already coming up at the bottom of the screen. check it out as we look at our south bay highs for today, reaching 67 in los gatos and 67 in east san jose, 70 in gilroy. as we head toward the east bay some upper 60s for walnut creek and oakland reaching 64 degrees.

we'll see that cool air year the cool air near the coast. in san francisco we're up to 61 in the mission district, but most of the city staying in the 50s today, and our north bay highs reaching up to 69 degrees in ukiah and napa today, reaching 68 degrees. so we are going to see once again a lot of changes. you're already seeing that at the bottom of the screen. let's talk about what we have ahead. we've seen the storm systems passing to the north of us and look at how close the rain gets between friday night and saturday morning, just so close but not making it to the bay area. we will be watching that to the north, and look at the change in the temperatures we'll see, from livermore going from the highs in the upper 60s to the 80s next week, and it's going to be a warm start to next week, as we go back to i guess june-like weather, where we'll see some 70s for the next few days and then saturday is when it starts

to warm up into early next week. mike, how is it looking right now for the morning commute? >> looking like i'll be irritated about the heat next week. right now it's all right. the commute we notice 84, typical closure until just before 5:00 between fremont and 680 in sunol there and alternate at 680 and mission boulevard. we have a crash on the grid south 280 just as you pass by 85 and no major problems. the early slowing we saw was only a blip for a couple of minutes. i think that's okay. everything is clear i hear. highway 4 moves clearly through antioch. the earlier crash at byron and camino diablo is open. live look at the grid shows how things are shaping up at the bay bridge toll plaza with an easy drive and no delays through the east shore freeway and berkeley. back to you. >> let's hope it stays that way. developing overnight all evacuations have been lifted north of sacramento, after a wind-whipped wildfire destroyed at least one home, this is some time lapse video showing the fire moved across terrain in

yuba county, it was burning near wheatlan not far from beale air force base. cal fire put it at 25% contained overnight. the flames burned close to 1,000 acres and threatened other homes. it's not clear how it started. a live look in san francisco where police are issuing a new warning about a rise in car break-ins. "the examiner" is reporting fisherman's wharf is the latest hot spot for car break-ins in the city. police say crimes have more than doubled since last year, with over 2,000 incidents so far in 2021. officers are warning visitors to not leave valuableless showing in their car. signs are posted around the fisherman's wharf area warning people about the rise in crime. a reprieve this morning for santa rosa renters struggling to make it in the bay. the "press democrat" reporting city leaders are backing off of a plan from a county wide eviction ban in place through at least the end of august.

the proposal got blow-back from tenant advocates fearing it might spark a waive of eviction notices. among the smaller items getting big attention in mayor london breed's new san francisco budget plan a guaranteed income program for one group hit especially hard during the pandemic. mayor breed wants to use a small portion of the covid relief money to fund a pilot program that would provide $1,000 each month no strings attached to up to 150 transgender residents for up to one year. the cost of that program is about $2 million. "the examiner" reporting if it is approved the program may kick in this small. an east bay mother speaks out saying her flag was stolen not once but twice. she flied the flag last year when her daughter ayeshia committed suicide. a day before pride month got under way another flag was taken.

she says she doesn't feel it was a simple prank. >> the first one was hard to lose, because of the sentimental value. the second one was hard to lose because it felt much more deliberate. >> on sunday, her daughter and her friends came to the home to send a message to who is stealing the flags, they painted the fence rainbow colors, a way of saying lgbtq pride is here to stay. 4:53 right now. it's a true man's best friend moment, a homeless veteran reunited with his once lost dog and all caught on camera. who he has to thank for that happy reunion. take your family out to the ball game, full capacity seating is coming back to san jose's municipal stadium for minor league baseball games. san jose giants next home game is june 22nd, a week after california's june 15th reopening. so the stadium says that walk-up tickets will be available and there will be more food and drink options for you and also
