"today in the bay" continues right now. and a good morning to you on this thursday. thanks for joining us and making us a part of your morning. i'm marcus washington. >> and i'm laura garcia. kari hamm received an update on our drought situation in california. still exceptionally dry here in the bay area, really throughout our state. yeah, and, unfortunately, those numbers are getting worse. a percentage of the state where we are seeing the dark shades of red which includes the highest level of drought, the exceptional level, and as it now expands to the coastal areas near marin and sonoma counties that was last week excluded from the exceptional drought. now we've seen it make it all the way to the coast over to parts of the sacramento valley on northward. so we are seeing this expanding and getting worse as we go through the end of our water

year into some of the driest months of the year. so, unfortunately, not looking good here especially as we are expecting possibly a historic fire season here. we'll be keeping tabs on that and posting the latest information on our website, nbcbayarea.com. back to you. >> so we need to do what we can to prepare. and some people living in the same area of that burn last year in the santa cruz mountains may get an order to evacuate today. but this time it's only participate of a drill. firefighters want people that live in the area to be prepared for the coming fire season. all of this as the new report points out that rebuilding efforts is its own potential fire danger. kris, good morning. >> reporter: good morning to you, marcus and laura. i want to start by saying this drill today does not involve live wildfire or control burns, so if you are in the areas of santa cruz county, san mateo county, and you smell smoke,

definitely call 911. let's talk about what is happening. the agencies that responded to the czu fire will run through their response together. cal fire and other responders will test their planning and emergency operations which could include those reverse 911 calls. so when people get those calls it will be clear that it is a drill. it is just a test. other bay area agencies are also conducting drills and we will let you know as we hear of those. in the last hour uc berkeley released a new report on the danger of rebuilding in wildfire burn zones. what researchers call high-risk wild land urban interface areas. while there is a housing shortage it cannot afford to not rebuild housing. policies should encourage lower risk development and should provide incentives for survivors to move into lower risk locations surrounded by defensible space. that report states that more than 1 in 12 california homes is at high risk of burning in a

wildfire base on 2007 mapping and of course the risk is growing with climate change and as our drought conditions continue and as kari mentioned we're just getting deem near that drought right now here in california. in the santa cruz mountains, kris sanchez, "today in the bay." >> all hoping for some relief soon. thank you, kris. happening tomorrow the next installment of california's vaccine lottery. anyone who has received at least one shot could win $50,000. the last drawing had winners in three bay area counties. there are other incentives to get you vaccinated. $25 gift cards at some sites. leaders say they are hoping it will help people get their first dose. >> we want to achieve a high rate of community immunity especially at the reopening and so we're working in whatever way possible to try to reach out to those that may be hesitant and a

financial incentive might be all that it takes. >> well, yeah, talking about the money there, big money. tomorrow 15 more people will win $50,000 and then the prize jumps to $1.5 million. winners are notified by phone or email using the contact information and the state's vaccine registry. happening today family, friends and san jose community will gather to remember a little boy sadly found dead in a southern nevada desert. they say liam husted was killed by his mother in a hiking area. samantha rodriguez was taken into custody at a denver hotel. she could be extradited by the end of the week. he loved to swim. the vigil will be under way at 5:00 tonight. if you know someone is setting off illegal fireworks you could

get paid to report the person doing it. information leading to an arrest or a citation. they want to end illegal july 4th celebrations. that's when richmond police received close to 2,600 illegal fireworks calls. records show only one citation was issued. >> everybody knows who is doing it. and we have to provide motivation. >> possessing, selling, storing or discharging fireworks is a misdemeanor punishment with a $1,000 fine or up to six months in jail. the mayor is working on amending a fireworks ordinance giving officers more tools to make arrests. a san francisco-based internet company says that outage was all due to a software bug. overnight tuesday websites around the world went down.

sites like "the new york times," amazon, even the home page of the british government. they say the outage was caused by a bug triggered when a customer tried to change a setting. 6:06 this morning. to only or close? that is the question san francisco leaders are tackling when it comes to the future of the great highway. traffic has been detoured since last april when the pandemic took hold and those spaces were closed off for pedestrians. "the examiner" says more than half want it to stay closed. some argue the traffic problems are spilling over to nearby streets. today's hearing will lay out the possible trial program before a final decision is made. mayor london breed will veto a plan to make muni free for the next several months. supervisors passed the free muni for all program last month. it would give free rides to any passengers in a bid to boost ridership that plummeted during

the pandemic. a spokesperson said breed would instead support initiatives focusing on bringing all muni lines back online first. 6:06. lately the temperatures have been outstanding. >> i love them. >> we'd better enjoy them while they're here, right, kari? yeah, we have a lot of changes ahead farther down the line. let's just enjoy the day. if you're about to get up, head out for a run, let's check out our forecast in concord. we'll be at about 53 degrees in the next hour and then we can see the slow rise in temperatures. you'll notice that it will be a little bit warmer compared to yesterday but still breezy and very comfortable as we go around the bay we'll see those temperatures reaching up to 75 degrees there. 72 in san jose. burlingame will top out in the mid-60s. we are going to have a warm-up this weekend. and especially next week. we'll talk about that in a few minutes. mike, what's going on now as the commute starts to build? we love having people join

us. you might have to get out the door early. there's the bay bridge with the backup. sun is in your eyes out of san francisco. the map shows you a slow drive from the toll plaza there all the way across the span. now things were really jammed up coming down the decline westbound and joining up with 101 just past and around 17th there was a crash blocking three lanes at one point causing a big backup. now there's just one lane blocking at the merge. we do have a cal trans camera there. look at this. the rest of the bay moves nicely. you see that is the merge coming off 17 on to southbound 101. there's still activity there. chp says hopefully before 6:30 they can get this all cleared. back to you. thanks so much. 6:08. up next, a major product status update may be coming from facebook. the social media giant wants to

good thursday morning. it is 6:11. as we're getting started on getting your way out the door, if you're heading out in san jose, expect those temperatures right now at about 50 degrees, a few clouds, and we'll see some sunshine for today. a little bit warmer for this afternoon. we'll talk about why we are putting a lot of carbon dioxide in the atmosphere and our climate in crisis coming up in a few minutes. unfortunately, more carbon dioxide as folks are slower driving but it does look like the left side of your screen has cleared from the incident off the bay bridge.

we'll show you the backup and will let you know the final result as chp gives an update on what is left at the scene here just off the bay bridge. well, good morning. a very happy thursday to you. super important day involving something super important to you even if you don't realize it. today is all about inflation. moments ago we got the latest data on the cpi, that's the consumer price index, showing prices rose 5% year over year. 5% is way too high. now a year ago we were in the middle of a huge economic hit in the form of a pandemic shutdown. so it is sort of a muddy number. now core inflation where they take out the volatile fuel and food prices was 3.8%, still alarming, though. if you're paid the same each year you are essentially taking a big pay cut. you probably noticed you paid more for some stuff. you probably don't notice when you pay more for other things like paint. sherwin williams says it's raising the price of paint 7%.

inflation is sneaky like that. the other thing we're facing as you well know is shortages, part of the cause of all the price hikes. starbucks says it's running short of cups in some locations. and economists do wonder if high prices and shoreages of goods, everybody rushing out and doing things, buying things. people go to a baseball game because it's finally safe to go to a baseball game except they never went to a baseball game normally. they do it because they can. tesla will sell its first plaid car. the keys will be handed over to a new owner in a live webcast tonight at 7:00. it will be the fastest ever. it's not plaid. the name comes from a joke in the 1987 movie "space balls" in which there are two speeds above light speed.

talking about during the commercial break, a new york city man getting a lot of attention for how much he paid to go to the airport. he says uber charged him nearly $250 for that ride. the ford executive says his flight to san francisco was only about $15 less. a flight to san francisco from new york. he says he actually tried to hail a cab for 20 minutes but couldn't get one due to the taxi shortage in new york city which turned leading to those surge prices, those share app prices. look at this map right here. from midtown manhattan to where the executive was to jfk is about 16 miles. sometimes during the heaviest commute times it could feel like 1,600 miles away. it was $250 for that 16-mile ride. >> wow. a pretty penny there. >> maybe he could have walked. >> take a bus. >> piggyback. how are we looking now? >> things are better now getting

into the city. let's jump over to the maps where we were looking at the big backup off the bay bridge. things have cleared. it has just cleared seconds before we took that after the commercial. a smooth drive here. lanes clear. 101 moving smoothly off the merge. 17th is where the crash was located as we merge on to southbound 101 and westbound 80 recovering. thursday traffic is much lighter than tuesday and wednesday traffic or much lighter than tuesday traffic. the backup at the bay bridge has filled in the toll plaza. there's movement in the maze. that may build in the next 15 to 20 minutes. that's back at speed. that second burst of traffic should come in another 15 minutes this morning as we send it over to you, kari. we're enjoying a beautiful sunrise. in some spots it's pretty chilly as you're getting ready to step

out the door. in napa 37 degrees. you compare that to the 52 in brentwood. most of us are in the upper 40s and 50s. another nice and cool day. warmer than yesterday but all of this well below normal for early -- today in milpitas, the seven-day forecast is up at the bottom of the screen as we move to the east bay, concord reaching 75. 69 in hayward. those brisk winds along the coast and the peninsula with redwood city reaching 69 degrees. in san francisco we'll see some low 60s today. the mission district reaching 63. our north bay highs will top out in the low 70s reaching 73 today in sonoma. so we've had some nice and cool weather but things are getting ready to change. we've seen the storm systems moving to the north of us and the rain gets so close but doesn't make it into the bay area for the weekend.

once all of these storm systems we're seeing moving across the pacific northwest move out, high pressure will start to move in. we know high pressure is not good. it will cause those temperatures to really ramp up. we're looking at a spike in temperatures with some 90s. even some triple digits possible. we're going to see those highs reaching into the low 70s for today. some mid-70s in some of the warmest spots. upper 70s tomorrow. the weekend is still looking nice, too. mid-80s. but then a move over to wednesday, yeah, that's when we're going to have to get ready for the air conditioning to turn up on full blast and even hotter next thursday. as we look at san francisco we're not going to see as much of the warming there. especially give us all a place to escape from the high heat.

the bad ones that cause our planets to warm are moving at a faster pace than we expected. we just hit a new record of carbon dioxide emissions. the amount peaked at 419 parts per million, the highest ever recorded in its 63-year history. we are still burning a lot of fuels and that caused the amount to skyrocket. that is what we really focus on because it acts as a blanket around the earth and traps the heat that would normally kind of mix out and it could take years for that to mix out. we need to do all we can to reduce our carbon footprint. click on the climate in crisis

during a wildfire some houses burn down and others are unscathed. >> sometimes it's because the homeowners are prepared. chris chmura shows you how to get prepared. >> reporter: preventing a wildfire from destroying your home requires some small steps. get in the habit of taking a walk around your home perhaps weekly. look for hazards like dead plants, weeds and other debris and check the rules. >> if you're in an area affected by wildfire more than likely you'll have a defensible space regulation you have to adhere to. >> reporter: the buffer you create between your home and any fuel for fires like that dry vegetation we just mentioned. state law requires 100 feet of

defensible space if you have property next to mountain, forest, brush or wild land. that's one third of a football field of clear space. for many people that 100-foot buffer will include your entire yard. they might have additional rules. consider making fire prevention a community priority. wildfires target not just individual homes. along the way you might find the neighbor next door needs a hand protecting their place and you might be able to help them. >> thanks, chris. illegal drone activity is being blamed for a big hit to a threatened bird species in southern california. each year those birds nest there in the wetlands. someone crashed a drone there even though they're banned from flying over the preserve. the nesting birds were scared

morning, will you be able to take off your mask at work and when will we be able to get some answers to that question? still much confusion when it comes to the recent decision by state safety leaders. >> "today in the bay's" bob redell is live. this is a change from what cal osha was preparing just last week. >> reporter: correct. cal osha says it will go along with guidance and the california department of public health which will allow employees to take off their mask at work as long as they are vaccinated. employees were recommended to stay masked if anyone else in the room was unvaccinated, rules that didn't line up with governor gavin newsom's plan to virtually lift all mask mandates in the state next week. the board voted yesterday to rescind the rules in alignment with guidance on the masks but can't officially adopt those

rules until next week. in spite of the rule change. >> we will let them know we still want to make everybody feel safe as everybody is wearing a mask. >> reporter: the state said it will rely on the honor system to enforce the new rules that only vaccinated people can take off their masks. the safety board will meet again two days later, next thursday. it cannot meet any sooner because the board must publish any new rules five days before members can vote to adopt them. california's new masking rules effective next tuesday. you won't need to wear a mask indoors at restaurants and hair salons but if you're not

that ban that had been around for nearly three decades so governor newsom will be in town and state attorney general along with dr. campbell with the zuckerberg san francisco general hospital as well as the executive director of giffords law center to prevent gun violence. the ruling as fundamentally flawed. an msnbc report found the decision included comparing an ar-15 to a swiss army knife. like a swiss army knife it is a perfect combination of home defense weapon as well as home defense equipment. california first banned the rifle in 1989. 2019 and peterson were protected under the second amendment.

stay expected to file an appeal along with several others and will be streaming live on nbcbayarea.com. >> thank you. and a southern california lawmaker's push to ban gun shows at all state-owned fair grounds cleared a major hurdle. the "l.a. times" reporting state senators passed a bill and is awaiting considerations by the assembly. the bill's author is irvine senator who is seeking to end the event held at an orange county fair. because so many fair grounds recently ended their gun show event it's not clear how big the impact will be statewide. this is video showing a truck crashing into the franklin market in russian hill. the 72-year-old store owner was arranging some repairs when a

man asked to use the restroom and refused to leave. he pushed the store keeper and stabbed him in the eye. >> he was stabbed in his left eye. and his arm repeatedly and his chest as well. >> horribly aggressive. police say officers arrested donovan catron. the district attorney's office still trying to determine the charges. happening today a follow-up hearing in san francisco on the effort to boost protections for the asian-american pacific islander community. members of the human rights commission will update what's being down. some advocates argue more has to be done and they say that it starts with stopping the recent efforts to defund police. >> we asians are 36% of the

going to south lake tahoe. saturday some mid-70s and you could see the warming trend we'll have there. a little bit closer to home beautiful weather with mid-70s tomorrow, reaching 82 degrees. we check out the coastal area and will see the temperatures there reaching into the upper 70s. we will talk about a warm-up in the forecast be. mike, how is it looking for the commute? >> it's looking great we have the bay bridge toll plaza and slowing comes off the maze.

a backup across the span so the metering lights will probably slow. highway 4 slows. a typical build. look at the breakdown. the last 15 minutes have been typical. 680 and 242 about the same. a slow of traffic. i want to take you out for a live look and how things are shaping up. a little bit of slowing and the san mateo bridge around the toll plaza. you see the volume of traffic slower on the flat section. so far traffic flows very smoothly to the peninsula. it looks like a smooth drive.

in oakland expect a nice cool start. the morning about 50 degrees and then we'll see slowly warming up today but a little bit milder than yesterday. we are getting ready for a big heatup in our forecast. we'll talk about that in a few minutes. >> and we talked about the backup getting to the bay bridge. the east shore freeway and 880 overcrossing, everything moving more smoothly. there was a disabled vehicle in one of the lanes. all of the lanes the last couple of minutes so may be some recovery. we'll follow that coming up. people heading back to work there. breaking news the latest weekly jobless report is out and first-time jobless claims fell to their lowest numbers since the start of the pandemic. 376,000. some 3.5 million additional americans filed claims. president biden is in england this morning getting ready for the g7 summit. >> and scott mcgrew says, you know what, he wants to make sure

courts have ruled putin's political rival navalny is part of an extremist group. he's not. but putin created the law that said people classified as extremists can't run for public office. president biden will meet with prime minister boris johnson stowed. they have very different personalities and the president has an ancestral fondness for ireland. the british have left the european union, as you know. that means the british will likely have to build some kind of checkpoint or border crossing between ireland and northern ireland. an update an inspector general's report says when police violently cleared lafayette park of nonviolent protesters they didn't know president trump was planning a photo-op holding a bible. they were going to clear the park anyway. the briefing was missed and then pepper rounds were fired. we're monitoring everything that happens in england now as

the president meets there we'll be updating you on twitter. you can follow me there @scottmcgrew. we've been tracking a developing story outside of the bay area. a wildfire in yolo county burning this hour. take a look at this video here. you can see there it's captured by a pg&e camera. the fire is burning north of lake berryessa. it burned at least 20 acres and we're told it's out of control. no structures have burned there. an update on the fire burning in yuba county now nearly fully contained after burning nearly 900 acres. one home destroyed there. some people living in the same area that burned last year may get an order to evacuate today. this time it's only part of a drill as firefighters want people to be prepared as they are for the incoming fire season. all of this as a new report points to the rebuilding efforts as its own potential wildfire

maybe taking the stroller out today. right. i just got the update of the drought monitor. i wanted to show you what is happening here as we've seen it worsening across the state. now a third of california is in the highest level of the drought exceptional and a lot of that happening right now here in the bay area. i've seen it changing here where we see the dark red shading. we're seeing it move closer to the coastline all the way to the coast and marin and sonoma counties extending up to mendocino and lake counties and over to the sacramento valley. it's getting a lot worse here as we've seen more of the dry weather. at least it's been cool and we've had these gusty winds kicking up. i think that will continue today. loss ga los gatos reaching 71 degrees. we are going to see pleasanton today stay very pleasant reaching 72 and some upper 60s

in oakland today. some upper 60s for the peninsula from redwood city to san mateo and san francisco up to 63 in the mission district. our north bay highs will reach into the low to mid-70s. still nice here as well with napa today reaching 72 degrees. but as we go into the next few days we'll be watching the storm systems pass us to the north and so we're going to see some more changes ahead. still some breezy winds. look at how close the rain gets between friday night and saturday and then it just moves on. we're not going to get any of those showers. next week high pressure will build and that's going to cause a spike in those temperatures. let me show you the trend that we'll see over the next ten days. this is for antioch. we'll be in the mid-70s today. upper 70s tomorrow. still a nice weekend with some mid-80s. and then i will move out of the way so you know what to prepare for. we're going to see some upper 90s up to 101 degrees next

west 80 is recovering when you have the westbound slowing and there's the slowing out of bay point through concord and down towards southbound 242. the drive times as well. also vasco road slower now adding another five to ten minutes depending on if you leave now or in the next half hour. the bay bridge toll plaza has the backup. things are moving better now. all lanes flowing slowly but moving and that means the backup off the maze and the east shore freeway are easing up. still slowing there and the build heading over across 580 to the north bay right on schedule for your trip westbound. back to you. >> the bay bridge looking like old times, mike. happening now for you, protected bike lanes on one of oakland's busiest streets may be going away and a lot of cyclists worried about that. the department of transportation sends the city council a recommendation to remove the gray circular barriers on telegraph avenue near downtown

6:56. welcome back. a quick look at the top stories we're following. >> cal osha is changing its tune when it comes to masks at work. bob redell explains the growing confusion here. >> reporter: good morning to you, marcus and laura. last week cal osha was putting out a rule that employees at work would, if they were vaccinated, would still have to wear a mask if someone else in the room was unvaccinated. yesterday they said they would rescind the rule and align with what the cdc and the california department of public health is recommending which would allow employees to take their mask off at work as long as they are vaccinated and regardless of the vaccination status of their co-workers.
