eclipse. the moon covering the sun's center leaving only its outer edge visible. it's a stunner and al is going to tell us more about it coming up in just a few. meanwhile, summer 2021 kicking into high gear. the return to normal means more people are traveling, longer lines in the airport, but now even some more shortages on some of your summer staples like sunscreen and starbucks. sam brock is standing by live from miami international. >> that's what happened to my starbucks sandwich. we'll start with the president's first overseas trip. it's opening this morning with a strong message of support to america's allies and a vow to stand up to adversaries including russia. nbc's chief white house correspondent peter alexander is traveling with the president. he's in the uk this morning. peter, good morning. >> reporter: hey, savannah, good morning to you. president biden will be meeting with british prime minister boris johnson only a short time from now at the start of a presidential trip that is packed. four summits in the next seven days.

that meeting with johnson, then the g-7 summit, nato and the eu next week, the face-to-face with vladimir putin. the president tried to send a message that america is back, to show that the u.s. and europe are tight, that democracies can deliver against a rising china and a disruptive russia. as some of the world's leaders arrived here in england ahead of this week's g-7 summit, president biden greeting u.s. troops in the usa and eyeing that crucial face-to-face with russian president vladimir putin next week. >> i'm heading to the g-7 and then to meet with mr. putin to let him know what i want him to know. >> reporter: mr. putin already appearing to test president biden with new reports that a russian court banned the political movement led by jailed opposition leader alexi navalny, likely with putin's blessing. the latest in a series of disruptive moves in russia, including the rise in ransomware attacks like those on the u.s. beef and gas supply. >> the united states will

respond in a robust and meaningful way when the russian government engages in harmful activities. >> reporter: still, the president insists the u.s. is not seeking conflict with russia. >> we want a stable, predictable relationship. >> reporter: but putin is anything but predictable, and ahead of this one on one meeting, republicans are slamming president biden's approach to putin. >> what does he do to our enemies? he shows weakness. he shows appeasement. he coddles them. >> reporter: ahead of that meeting the president to repair america's frayed relationships with its allies, after four years of president trump's america's first agenda. johnson who was friendly with mr. trump. following three days of summit meetings, the president will be hosted sunday at windsor castle by the queen, then in brussels meeting with the eu and nato, an alliance mr. trump threatened to quit. and in a show of goodwill to the

globe, president biden under pressure to do more will announce that the u.s. will purchase half a billion dozes of pfizer's covid vaccine to be donated to the lowest income nations, 500 million doses to be delivered over the next year. president biden of course has decades of foreign policy experience and he's hoping to parlay some of those relationships with some of these leaders for some personal diplomacy while in europe. given the politics back in the united states, some europeans have some real concerns about mr. biden, about his durability and about whether his policies will stick. >> first of all, diplomacy, you did mention the boris johnson meeting. the president says he wants to reaffirm our relationship with the uk, but it's complicated. there's some history there. >> reporter: you're right. they're certainly looking to fortify that relationship today. as you say, it is complicated. as a candidate, joe biden said that boris johnson was a physical and an emotional clone of former president trump, and

on the docket today, some crucial issues among them, one that americans will be listening for very closely, is an effort to try to ease covid-19 travel restrictions between the u.s. and the uk. savannah. >> all right, peter alexander traveling with the president. peter, thank you. also this morning, we have new details on that cyber attack against the world's largest meat processor that temporarily shut down u.s. plants and others around the world. the company now revealing for the first time it paid an $11 million ransom to the hackers who breached its computer system. nbc's senior washington correspondent hallie jackson has more on that. hallie, good morning to you. >> reporter: good morning to you. that company jbs says it paid that ransom after most of its plants were back online. it wanted to be sure to protect key data. still, the ceo suggests it was an agonizing decision. new this morning, $11 million. that's how much ransom one of the country's biggest meat processors paid to get control

back from hackers. the money in bitcoin transferred by jbs systems after a cyberattack last week shut down operations at some of its plants for days. the company's ceo telling "the wall street journal" it was very painful to pay the criminals, but we did the right thing for our customers, adding outside advisers negotiated the amount with the attackers and that jbs kept federal law enforcement officials updated throughout the process. in a statement, the company suggesting it chose to pay to keep its files safe, saying a preliminary investigation confirmed no company, customer, or employee data was compromised. u.s. officials believe russian criminal gangs were behind that attack and another one that forced the colonial pipeline to shut down for more than a week in may, which triggered gas shortages on the east coast. the fbi recovered most of the ransom paid in that instance by colonial. the company's ceo on capitol hill now defending his choice to transfer $4.3 million to the attackers.

>> it was the hardest decision i've made in my 39 years in the energy industry. >> reporter: but the government recommends against paying ransom. >> we need to send this strong message that the paying of ransomware only exacerbates and accelerates this problem. you are encouraging the bad actors when that happens. >> reporter: some experts predict ransomware crime will cost $6 trillion this year as the two high profile attacks in a matter of weeks affecting critical u.s. infrastructure raise new questions and new concerns about how vulnerable companies really are. >> companies need to proactively protect themselves in advance of these attacks. if they do suffer an attack, sometimes their hands are tied, and the only way for them to get out of the situation is by paying the ransom. >> reporter: that's why experts say it is so important for companies to get secure on the front end to prevent this kind of thing in the first place. we do expect president biden to raise the issue of cyberattacks with president putin at their summit in geneva next week as

the white house says the u.s. president is not taking any options off the table in terms of how the country might respond to these kinds of attacks. >> hallie, thank you. we mentioned earlier the push to bolster the global vaccination effort, it comes with new concerns here at home to getting more shots in arms. the problem right now is still unused doses of the johnson & johnson vaccine that will soon expire. this as a highly contagious new covid variant has health officials once again sounding the alarm. nbc national correspondent miguel almaguer has the latest on all of it. hi, miguel, good morning. >> reporter: we've got some breaking news from vaccine maker moderna, the drug maker is seeking fda emergency use authorization for its vaccine for children 12 to 17 years old. this comes four weeks after pfizer did the same, but the race to continue the young does continue. this morning it's a race against time, getting johnson & johnson's one-shot covid vaccine into more arms before hundreds

of thousands, if not millions of doses expire. as many as 25,000 doses in west virginia, 60,000 in arkansas, and 200,000 doses in ohio are all set to expire by the end of the month. members of the covid task force urging states to work with the fda to see if they can extend the shots three months shelf life. >> okay our first goal and opportunity is that every dose that's been ordered by a governor in a state gets used. >> reporter: nationwide, nearly half of the more than 21 million doses distributed have not yet been administered. the buildup in part a result of slumping demand for j&j's vaccine after the fda temporarily paused its use during a safety review. now states are urging the white house to come up with a plan to redistribute excess and aging j&j shots to areas where demand is higher. >> it's a precious resource

across the world, so it would be a pity to see some of it have to go to waste. >> reporter: all eyes on president biden who's expected to announce an agreement to buy and ship 500 million doses of pfizer's vaccine to other countries over the next year, a global solution now more important than ever as the delta variant first detected in india, is believed to be the most infectious by far and quickly spreading across the uk. >> it's causing these one-off rare complications like blood clots and gang green, in some instances. >> doctors say the fully vaccinated are protected against the new variants invigoraing the push to inoculate the hesitant. the fda is carefully reviewing the option of extending the expiration date for the johnson & johnson vaccine.

doing so would give states and the biden administration more time to figure out what to do with those expiring doses. >> you hate to see it go to waste. miguel, thank you very much. another big story we're following this morning, of course, the weather as tom llamas joins us. >> the heat wave is expanding in the west. that's troubling news for a region already dealing with a drought so severe it's now being labeled a mega drought, and this morning the hoover dam, an iconic western landmark, is on the brink of its first ever water shortage. nbc's morgan chesky joins us. morgan, good morning. >> reporter: good morning to you. it is not even the first day of sturm and multiple states in the west facing incredible drought conditions. officials are urging water conservation. here in houston, the biggest threat a heat index that is approaching 100 degrees today. all this with more hot and dry

weather on the way. this morning a record low leading to high concern out west. >> i think it's terrible. i remember when it was going over the dam. >> reporter: lake mead's water level is expected to sink to its lowest point in 90 years, a sobering development with widespread impact. the lake is part of the colorado river which provides critical drinking water to california, arizona, nevada, and parts of mexico. it also provides electricity for the states and dropping water levels mean less power. >> we are looking at the possibility of declaring a shortage in the lower basin for the first time ever, and that would mean reduced deliveries to arizona and nevada and mexico. >> reporter: according to the u.s. drought monitor, rising temperatures brought on by climate change have led to 50% of the western u.s. experiencing extreme drought conditions, and when you zero in on california,

that number jumps to 74%. farmers in the state are seeing their valuable land dry up right before their eyes, and many are now worried about their bottom line. >> there's so much uncertainty. we can't farm without knowing what we have for water. >> reporter: the mega drought is fueling worries about the upcoming wildfire season. after facing the worst fires on record in 2020, cal fire says the drier weather has extended fire season by 75 days this year. in utah, things aren't much better. the governor recently turning to divine intervention to help his state. >> please join me regardless of religious affiliation in a weekend of humble prayer for rain. >> a hope that help will come from above to help with the dry conditions on the ground. and this past april, california governor gavin newsom signed a more than $500 million wildfire package going to creating fuel breaks and trying to protect homes during this upcoming wildfire season.
