mother stands accused of murder and the one question yet to be answered about this case. a billion-dollar promise, a potential pathway from san francisco to l.a., gets a big boost. the major funding announcement on a long overdue project. the third hour of "today in the bay" continues now. good morning to you on this friday, thanks so much for making ace part of your morning. i'm marcus washington. >> and i'm laura garcia. we start with breaking news first at 6:00, did you feel it at least in the south bay? talking about an quarterback. >> 3.5 magnitude quake centered near watsonville south of gilroy, about 3:45 this morning. we want to look at all the people reporting that they felt it. from our tag board, just that shaking this morning. i want to bring in meteorologist kari hall right now more on who may have felt this quake and also look at the faults, kari. >> so this is on the san andreas fault and at this point up to 330 people who were shaken out of bed and reporting to the usgs like yeah, i felt that. here is a look at the heat map

that shows who felt it, and that light blue shows that it was felt from san jose past hollister and over boards parts of the central valley. we are seeing still some shaking occurring and possibility of watching this, because any time that we do have an earthquake, we watch it closely, because it could be a little bit of going ahead of a larger quake, so we'll continue to watch this. hopefully no more shaking, and we'll have more updates throughout the morning. marcus and laura? >> thanks, kari. you know what? so much anguish and few answers for a father of a 7-year-old san jose boy authorities say was killed by his mother. >> liam husted's father spoke about his son at a memorial service in san jose. ed itted it's kris sanchez joins us live with a look at the remembrance and a life cut so short, just 7 years old. >> reporter: just 7 years old.

his favorite place in the world his dad said was la colina park, where family and friends gathered to remember him yesterday to support his father as well, nicholas husted who saw his son last may 23rd headed to work, no the knowing that liam's mom would take liam the next day leaving only a note saying she was going to find a home for her and their son. >> he was such a great boy. and i just want everybody to know that. he was amazing. >> reporter: liam's mother, samantha moreno rodriguez, is in a denver jail awaiting extradition to las vegas where liam's body was found on a hiking trail outside the city may 28th. days later, she was arrested at a denver motel. samantha moreno rodriguez faces an open count of murder which means in nevada, she can be tried for anything from second-degree murder to involuntary manslaughter,

we don't know which way that case might go though because we don't know how liam died and don't know why it is that detective in las vegas believe it was murder. in san jose, kris sanchez, "today in the bay." >> so sad. continued strength for his family. security is extra tight in cornwall, england, this morning. g7 leaders have already arrived and the three-day summit. police have closed off the roads, put up fences and numerous restrictions in place throughout the weekend. so the leereds of the world's seven wealthiest democracies are expected to discuss topics ranging from bolstering an economy ravaged by covid-19 to fighting climate change. our washington insider chris pollone is live in washington breaking down what president biden hopes to achieve with his first g7 summit as commander in chief. chris? >> reporter: yes, marcus, hi. obviously this is joe biden's first trip abroad was president, and already we're starting to get a sense of what his goals are, reestablishing some

connections with some of the nation's top allies, as well as reasserting the u.s.' role as a global leader. with the first in-person g7 summit in two years set to begin, president joe biden waste nothing time reaching out to world allies, meeting first on the summit's eve with british prime minister boris johnson. >> this is the first time we're meeting as president of the united states. >> everybody is thrilled to see you. >> reporter: the president announcing the u.s. will buy 500 million doses of covid-19 vaccine and donate it to 100 of the world's poorest countries. the other g7 nations said they'll match the donation. >> they don't include pressure for favors or potential concessions. we're doing this to save lives, to end this pandemic. that's it. period. >> reporter: over the next three days the g7 leaders are expected to discuss trade, cyber security and climate change, topics expected to come up at next week's nato meeting as well. before the president returns

home, he'll meet with russian president vladimir putin in switzerland, where he's expected to confront the russian leader over several issues. >> that includes human rights. that includes encouragement on the ukrainian border. that includes cyber attacks. >> reporter: some republicans are criticizing that upcoming summit saying putin doesn't deserve a meeting with the american president. >> only do we have consequences >> to the bad behavior will the bad behavior stop. >> reporter: a first test on the world stage for the new american president. chris pollone, nbc news, washington. new life for california's high speed rail project getting a $1 billion shot in the arm, with the white house restoring grant money rescinded by the trump administration in 2019. the first segment is under construction. governor newsom says "restoring nearly $929 million in grant funding back to california's high speed rail project will continue to spur job creation, move the state one step closer to getting trains running in

california as soon as possible." a statement from house speaker nancy pelosi reading in part this vote of confidence will keep this transformative project moving down the track ensuring california can continue to lead the way forward in creating jobs, promoting commerce, connecting communities, and protecting our planet. b.a.r.t. director, expecting high hopes about a continued rebound in ridership after ashoving a new billion-dollar budget for the coming fiscal year. the next budget includes an additional $100 million in spending with a nearly $400 million boost from federal relief money. b.a.r.t. says over the last two months, ridership is close to 20% of the pre-pandemic levels. the agency projects those numbers to grow significantly during the coming months as more service resumes. some people struggling to make it in the bay may be getting help when it comes to paying rent. state leaders are working to streamline that process to deliver $2.6 billion in emergency rental assistance. according to the state data, nearly 200,000 applications

requesting $543 million have already been filed but only $40 million have been distributed. california received that federal relief funds to establish the rental relief assistance program. the state moratorium on evictions ends this month. but governor newsom is talking about a possible extension. happening today, you could be the next vaccine lottery winner if you received at least one shot. 15 people will win $50,000. the last drawing had winners in three bay area counties. now we're hearing from one of them. he says it's been a tough year. the money sure does help. >> it's nice to have this extra money come in. i basically lived off my savings for the past year and a half. >> tonight's lottery just the appetizer for next tuesday's main course. the day the state fully reopens, the prize jumps to $1.5 million. winners are notified by phone or email, using the contact

information in the state's vaccine registry. you better hope you didn't put down the wrong phone number. >> hey, i don't have that phone anymore. >> there you have it. oh to dream. >> i'm dreaming. >> makes the ouch, the fauci ouchi go away. let's check in with kari with our forecast for today. >> all right, in case you don't win, still got to go to work. let's get a look at your forecast headed out the door in pleasant hill. much of the east bay waking up and starting with temperatures in the low to mid-50s. we have another really nice day ahead, as we rise into the mid-70s, we'll only reach into the upper 70s today for some of our warmest spots inland. it's still going to be comfortable with the strong ocean breeze picking up and you know what that means? it's still going to be windy today. we're watching out for the wind gusts that will be at about 15 to 25 miles per hour, may gust up to 35 in parts of the north bay, highs reach into the low 70s. we're talking about a warmup in our forecast, more on that in a

few minutes. mike, how is it looking for the commute? >> an easy friday drive. i hope i didn't jinx anything. if i did, don't blame me. to the south, traffic did clear up, friday lighter traffic. we expect to see about 6:30 we'll see more traffic, 6:40, things kick in 101 and 101 on the peninsula, it will stay clear for the majority of this show. bay bridge incline and the toll plaza coming up, i did want to show you highway 4 two little chicklet blips but enough to add another minute or two on travel time so we're at half hour from highway 4 out of antioch toward 680 and concord. vasco road at speed traveling down toward 580. back to you. >> thanks, mike. coming up what may be a shocking thing for california drivers. the one critical thing leaders say is not building built fast enough. >> if you have an electric car

saw the inflation numbers yesterday, very alarming. many economists say or hope it's temporary but even if it doesn't last long, it is tough on all of us. take a look. car rentals really tough. they can cost more than your air fare. though you can see air fare on there, too. my experience is it's much higher than 10% but that's according to the consumer price index. hotels just a few weeks ago, many were empty. we usually talk about house prices being unaffordable for so many, but for the 60% of you watching, and that's the percentage of our viewers who own their own home according to our research department, for the 60% of you, you're making a lot of money off your house as the prices rise. looking nationwide, the fed estimates americans with homes are now $2 trillion richer than this time last year. the average american saw his or her home equity rise 20%. that works out to $33,000 a mortgage. you do the math in your head,

wait, 20%, $33,000, that's a house worth $150,000. that's a nationwide average. the point is while people are getting into affordable homes and that's an important need to help them do that, at the same time, a lot of hard-working families with homes are adding to their retirement or able to send a kid to college. tesla showed off its new plaid model s in fremont. the car was a year later than what elon musk promised. he himself was about 45 minutes late to his own presentation. the world's fastest production car is now ready for sale. something for all car owners to watch a group of republicans and democrats in washington have reached a compromise on an infrastructure bill, one of the ways they may pay for it according to one of the participants, senator mitt romney, is by upping the gasoline tax and maybe even adding in an electric car tax of some kind. the federal tax pays for our

interstates and they want to index that to inflation, a rise in taxes and you add in electric car owner, they don't add anything to the funds for interstates and roads, because they don't pay gasoline tax because they don't use gasoline. >> right. >> no one probably thought about that. thanks, scott. speaking of electric cars, the new report out saying that california not building charging stations fast enough. so the california energy commission says the state will need 250,000 charging stations by the year 2025. they need to build 123,000 more. governor newsom is looking to use some of the budget surplus to pay for more charging stations. a rhode island bus supervisor is getting a lot of attention for simple act of kindness. >> 77-year-old ron sulman shares a special bond with his 17-year-old bus monitor. they talk all the time, got to know each other. when he found out riley scott

hall, you see how things are working for our head in to work right now. >> we have nice weather stepping out the door in oakland, if you're going to be catching b.a.r.t., light jacket needed and even the sunglasses, because we are going to see it a lot more sunshine today. starting out at 52 degrees as you step out the door and we'll see a nice warmup today reaching into the mid-60s here, and it's still going to be windy. that's what's kept our temperatures down, the ocean breeze and just slightly warmer today but still the winds coming in 15 to 20 miles per hour. gilroy we'll reach 79 degrees here, 73 in milpitas and the east bay we'll see upper 70s for today, once again, coming up a few more degrees, you know the trend we're headed towards. you can see that forecast at the bottom of the screen. walnut creek today heading up to 76, we'll see a high of 72 in fremont, and 72 in san mateo. san francisco reaching into the mid-60s for today, reaching 66 in the mission district, and 73

in santa rosa this afternoon. while snow sonoma reaches 74. warmer temperatures in the weekend forecast, what kept us cool the storm systems moving across the pacific northwest. unfortunately we've been missing out on the rain and once that rain clears, high pressure will be building back toward the bay area, and that's going to heat us up next wednesday as well as thursday. here is a look at the trend. i wanted to show you a spot like gilroy. some of our inland valleys will be in the upper 70s today, mid 80s for the weekend. it's going to be nice into at least the start of next week and then you can see the bars rising up because it's going to be in the mid-90s by next wednesday, still hot on thursday, but at least that spike in temperatures doesn't last that long. we'll be cooling down by next weekend. here is a look at our trend for the inland valleys, some mid 80s over the next few days, upper 80s for next tuesday. 98 degrees next wednesday, and

possibly triple digits in a few spots on thursday. thursday just enough of an ocean breeze to keep san francisco and the coastal areas a little bit cooler. mike, how is it looking, a lot more people are headed out the door. >> overall a bigger commute. right now it's a friday commute. we have green sensors and that's great, south bay silicon valley, santa clara county looks great. look at this a tiny bit of slowing, brake tap as you get through vallecitos, 84 toward sunol no issues and we open through alvarado niles on schedule. easy drive out of the altamont. mild slowing ac ross the span. i want to show you a little bit of slowing that did kick in highway 4 a couple minutes longer, antioch through concord, slowing through bay point and pittsburgh, no major problems. i'll try to shield your eyes and

this is some frightening video out of southern california. look at this, the seconds before an suv struck a group of people yesterday in a crosswalk. police in long beach say a 7-month-old baby was in a stroller, hospitalized, but luckily will survive. the mother was not hurt. the driver just kept on going and they're still looking for that driver this morning.

up some of the confusion. the big question governor newsom is expected to answer today as california looks ahead to reopening on tuesday. plus, digging deeper into the gunman's history. no details released on the rail yard shooter's personnel file as bay area continues mourning the nine lives lost. "today in the bay" continues right now. good friday morning to you. thanks for making us a part of your morning. did you feel it in the south bay? a minor 3.5 magnitude earthquake centered near watsonville, south of gilroy. it happened at 3:45 in the morning. so maybe you were sleeping. people did report feeling down that way as you see our tag board in morning, everybody jumps on social media seems like. you want to confirm, did you feel it? >> a lot of people say i did, woke me up. there is a big announcement this morning, and now expected today from governor newsom clarifying the mask requirements

ahead of the state's reopening and it comes ahead of the last weekend of california's four colored tier system for covid. >> "today in the bay's" cierra johnson joins us live in san francisco where there's a big weekend on tap and a lot of seeking clarity on masks, whether we wear them or not in the workplace. >> reporter: good morning. there will be some clarity, we're hearing that governor gavin newsom is expected to speak in southern -- >> you know what? we need a little clarity when it comes to your microphone. it's muffled so we'll come back to you in a little bit. we have some more encouraging news for you this morning when it comes to covid cases. across the state yesterday there were fewer than 900 new infections. 39 deaths were reported. but sonoma county health leaders are worried about a rising number of cases. "the chronicle" reports on tuesday, 76 new cases were reported there, and the rate per 100,000 has more than doubled from last week.

it went from three up to seven, which is actually higher than the threshold to remain in the orange tier. the county also recorded its first covid related death in two weeks. the patient was an unvaccinated senior. in east contra costa county, police are investigating a shooting at a popular outdoor shopping mall. one person was shot last night in the streets of brentwood parking lot. police say two shooters in two separate vehicles fired shots at about 5:00. a 21-year-old brentwood man was hit, now has non-life-threatening injuries. a gun was found at the scene but police still don't have a motive in the case. police believe the victim was targeted. we'll head back to covid and cierra johnson for you this morning, with that big announcement, is the governor going to clear things up when it comes to the masks, cierra? >> reporter: that's right. governor gavin newsom is expected to be speaking in southern california, offering some clarity about what those mask requirements are ahead of as we know that big state

reopening, so we will of course continue to follow that and bring you any updates that come from that on air and online. here in the bay area, we all know next week is that big reopening and we may be losing something depending on the last 14 months or so, the color coded tier system. now that tier system was enacted by the state last suggest, and it put each county in the category based on the positivity rate as well as the percentage of cases. now the categories as we remember range from minimal to a widespread risk, and as it stands now, there are three bay area counties in that orange moderate risk category, solano, sonoma and contra costa counties. so what happens to the system when the state reopens? on june 15th, capacity and distancing restrictions will be lifted for most of the businesses and activities, and ahead of tuesday night's big reopening, there are several events taking place throughout the bay area, both baseball

stadiums holding pride night celebrations. it's movie night at oracle park, the event by frameline and sf pride includes a new movie "the height" and in oakland the event renamed for mlb's first openly gay player, glenn burke. neither park is requiring guests to show proof of negative covid test or proof of vaccination to enter but masks are required when you are not eating and drinking, and we're reaching out to all of the bay area counties, and we'll have a county by county breakdown about some of the changes ahead of that, put that information on our website as it becomes available. there's something else we did want to mention. we are still in the graduation season, scu will hold their commencement today in person there in santa clara county, so an exciting time for all of those graduates, and again, we will continue to bring the latest from governor gavin newsom in southern california, regarding those mask

requirements. a lot going on but we'll keep you updated throughout the day. we're live in san francisco, cierra johnson for "today in the bay." >> thanks so much, cierra. 6:34. new this morning, santa rosa police will continue patrolling parks across the city after a recent wave of violence. shootings happened at four parks toward the end of may. police say they were targeted. no one died but at least two people have been shot. police are encouraging people to keep a watch out, and don't want the violence to discourage people from visiting parks. developing this morning, new details on the gunman in the vta rail yard mass shooting. the agency talking more about his conduct at work with specific information from his personnel file. during the gunman's 20 years at vta there were four incidents resulting in discipline, all happened over the past two years. in july of 2019 he was sent home for two days without pay for insubordination. vta says that he refused to follow company

policy signing out a two-way radio for his job and january of 2020, he and a co-worker got into a verbal altercation, the unnamed co-worker said they were scared of him, saying "if someone was to go postal, it would be him." but the case was eventually referred back to his department manager, after finding nothing in the gunman's history to support that claim. in october of 2020, he refused to attend a mandatory cpr class citing covid concerns. the case was never resolved and one final incident last november, he inappropriately used the two-way radio, then left work without permission. authorities have not revealed a specific motive in the rampage. our investigative unit pored over more than it 00 pages of documents tied to the gunman's work history. it shows an angry and frustrated employee who often lashed out at management. one safety expert wonders why the vta did not take more concrete action sooner. >> in my opinion, based on the documents that they provided, the decisions they did make were woefully inadequate and allowed cassidy to literally continue in

this manner. >> is this an issue that raises a red flag, in your mind? >> this is erratic behavior, and in this case rises to the level of anger and each instance that's not disciplined or received some type of serious counseling. >> the records show the gunman received written counseling in 2008 for missing too many days of work and he took prescription drugs for depression in 2001 but when he was asked during a survey about his psychiatric disorders, he answered no. as we continue to report on the aftermath of that shooting, we also want to keep the focus on the victims and the family members. if you're interested in ways to help, you can find that information on our website, nbcbayarea.com/vtayardshooting. >> 6:37. california's u.s. senator alex padilla will shine a spotlight on a growing problem tied to u.s. military bases in california. he's talking about the urgent need to clean up toxic chemicals in and around dozens of facilities. that includes travis air force

base, edwards air force base, xanenburg space center and the now closed alameda naval station. he's spearheading new legislation to provide $10 billion for cleanup costs. he'll hold a news conference virtually later today. san francisco kids can take muni for free starting july 1st. this program started in 2013 for low income children. the program expanded to all youth in april of 2020 but it was cut due to the pandemic. now all kids will be able to ride muni for free without applying. san francisco mayor london breed really hopes that this program will make public transportation more affordable for families who rely on it. the program continues through june of 2022. because we're just kind of emerging out of this pandemic, taking a ride on muni sounds like a vacation! >> yes, it does. >> we're approaching the weekend. weather across the bay area has really been quite lovely. it's going to continue into the weekend, kari? >> it will. we have a lot more event going

on, too. things opening back up. you might want to check out the san mateo county fair this weekend. we'll have some great weather for that. now it opens at 11:00 a.m., at noon we're at 71 degrees tomorrow, and then we'll see those highs reaching into the mid-70s, goes on until 10:00 in the evening so that will be a nice outdoor event for you to take the kids to and we'll also see some great weather, whether you're staying close to home or hitting the road. let me show you what we're expecting for shasta trinity national forest. a chance of rain today and milder, but look at how hot it gets by the end of the weekend, with highs in the low 90s. we will also see some warm weather in paso robles. going there today, 87 degrees, cooler tomorrow, with highs in the low 70s. look at the jump in temperatures on sunday, reaching 92 degrees. so you might go from red wine to white wine. a little bit closer here, muir woods, we'll see cooler weather there, great hiking weather with

drought. the hoover dam lake may see water levels drop to the lowest point since it first started filling up in the 1930s. the lake is part of the colorado river, which provides critical drinking water to california, arizona, nevada, and parts of mexico. it also provides electricity. so lower water levels mean less power generation. federal officials say the lake means water levels will continue to drop until november when it hoped it will fill up again. so there is hope out there, but uh, we're dealing with -- >> levels are really low. >> i saw that in tahoe not too long ago. weather conditions here still dry but temperature wise not bad at all for us, kari. >> it hasn't been bad yet, but we are getting ready for some hotter temperatures in our forecast as we go into next week. the seven-day forecast is coming up in the bottom of the screen. let's get you out the door in antioch this morning, as we look at our forecast for the next few hours.

our commute starts out with some upper 50s. we have sunshine, and then it will gradually warm up today. it's still going to be nice and so windy through the delta these past few days and that will continue today. for the south bay, it's helped keep temperatures milder with the ocean breeze coming over the santa cruz mountains into the valley and temperatures reach into the mid to upper 70s. notice it will be a little bit warmer compared to yesterday, and our winds still kicking up at about 15 to 25 miles per hour. for the east bay, walnut creek tops out at 76 degrees. 72 in fremont and oakland upper 60s while san mateo sees a high of 72 degrees. mostly mid-70s for much of the peninsula, and for san francisco, we'll see highs reaching into the mid-60s for today, especially downtown, and in the mission district, now for the north bay, we're looking at mid-70s, with napa today reaching 73. so here's what's been going on. there's actually been a lot of showers and storms moving across the pacific northwest. it's been keeping us cool, but

our state likes to rock and roll as well. a 3.5 magnitude earthquake in watsonville, happened at 3:45 this morning but woke a lot of people up. they jumped on social media and twitter, reported feeling it a little further south that way. let's brings in meteorologist kari hall with more on who may have felt that quake and look at the fault lines we're aware of here. >> absolutely. 380 people who were shaken out of bed, got onto the usgs website and said i felt that, and this is a look at that heat map that shows the areas that felt that 3.5 magnitude earthquake on the san andreas fault. we always watch the faults and the earthquakes because it could be a foreshock to a larger event and thankfully we haven't had any more events recently, but it is common to have at least a 3.5, what caused the santa cruz mountains in the first place, the earthquakes from the san
