breaking right now at 4:30, a fourth covid vaccine could soon become a reality. the new results just in while you were sleeping, as another potential vaccine candidate plans to sneak approval from the fda. plus mask confusion. we're less than 24 hours away from the state fully reopening and there are still many questions on whether you have to leave it on at work. the big question still lingering and the other changes you could expect to see when you wake up tomorrow morning. triple-digit heat is on its way. a massive heat wave is setting its sights on the bay area. don't want to talk about the heat just yet.

>> come on, man, it's monday. >> not just yet. good morning, thanks for joining us on this monday morning. i'm marcus washington. >> and i'm cierra johnson in for laura garcia. a midweek warmup is bringing high temperature the to the bay area. meteorologist kari hall, when it expected to move in? >> we'll see that by the middle of the week starting on wednesday. we have this fog and the drizzle moving across the golden gate bridge. low visibility here and a few sweepsz of the windshield as you get started. this helps keep san francisco cool while the inland areas will heat up by the middle of the week. today another nice one, get out there and enjoy it. this will not last. talking highs near 100 degrees for the middle of the week and it's still warm going into the weekend. i'll have a wrap-up of all of this in a few minutes. mike, you're starting out with breaking us? >> coming out of the tracy area 580 and altamont pass a crash

that's been going on since just after 11:00 last night. they've still got this crash blocking two right lanes and it is jamming up traffic off of 205, impacting the folks out of tracy and in toward livermore. but the rest of your commutes dublin interchange and everything else to the west looks fine. i have a crash we opening on-ramp off ramp from 808 and the south bay. we'll talk about that coming up. back to you. >> sounds good. breaking news on a covid-19 vaccine, novavax says its covid vaccine is safe and i 00% effective against moderate to severe disease. it adds the vaccine is effective against covid-19 vary yapts. novavax finished phase three trials in the u.s. and mexico. it plans to apply emergency use authorization soon. if approved it will be the fourth vaccine allowed for use in the u.s. the novavax vaccine is given in two doses 21 days apart. >> this morning less than 24

hours away from the state opening. mask and distancing requirements will go away. california mask mandates will be lifted for fully vaccinated people but of course this morning people are confused when or what to do when it comes when or wear to wear the mask. >> there is a lot town pack here. tpded it's sergio quintana is working to clear up confusion. >> michael banks is closing up sunday night after a good weekend. >> this weekend it was busy. people are feeling more comfortable. >> reporter: the coming week will mark massive changes for the state. on tuesday, california's mask mandates will be lifted for fully vaccinated people in most situations. capacity limits and physical distancing requirements will also be lifted and thursday the cal workplace safety board will vote on

mask use which means most businesses will be allowed to lift their mask requirements for employees indoors. a bit of confusion as the state reopens tuesday and that vote isn't until thursday but even if the rules for workers are lifted, michael banks says he's going to ease into removing his mask at work. >> i'm still probably going to wear my mask because there will be people who are not vaccinated. >> the businesses and public settings that will continue with mask requirements include hospitals and other medical venues and all public transit as the rules change again, lots of people are figuring out what their comfort levels will be in different areas. >> like restaurants themselves, you have to wear your mask and you get to the table and you take it off, which i think is a bunch of b.s. really, but like in walmart, target, big public spaces, i think you should keep your mask on. >> reporter: a year ago this week governor gavin newsom issued his first mask mandate as the state of california was entering into a summer covid-19

spike. now infections are plummeting and much of the bay area is fully vaccinated, so lots of people are feeling more comfortable but not fully ready to get rid of their masks yet. as we get ready to reopen, we wanted to make sure we take a look at state's positivity rate compared to a year ago. look at this. last april, look at where we were, 11%. at the end of the year on december 31st, the positivity rate rose to 17%. that's the highest it got. right now, we are at 0.8%, the lowest it's been the entire pandemic. tomorrow, san francisco's largest covid testing site will close. the city says it really feels comfortable closing the site on the embarcadero because case rates are going down, while vaccinat essential workers at the start of the pandemic. health officials will shift their focus to smaller, more targeted test and vaccination sites in at-risk communities in

the city. marin leaders are calling their recent decision to approve a new sick leave policy the closing a hole in the safety net. "the mercury news" reports recent changes to state law created this so-called hole where businesses with 25 or fewer employees nor longer required to provide paid sick leave for missing work due to the pandemic. supervisors unanimously approved a new ordinance allowing up to 80 hours of supplemental sick leave. it sunsets at the end of september. new this morning, palo alto leaders are laying out some of the city's gradual reopening plans. the "palo alto weekly" reports tomorrow's fully opening will not impact the city's deliberate process. libraries are opening with outdoor facilities and outdoor concert series returning one month from now, but some things and no time line yet to reopening of that city hall. the red hot housing market

squeezing out middle class home buyers trying to make it in the bay. "the press democrat" reports the median price is at a new july time high. over the past three months alone the county's median sale price rose $13,000, 17% above one year ago. the market is so high one housing affordability index finds one in four residents can actually afford a down appointment. experts say that some of the recent surge is due to people moving from urban areas, another reason, less housing supply due to recent wildfires. all right, monday morning, getting us started with the work week. meteorologist kari hall keeping track of temperatures for us. today we need to take advantage of these nice temperatures. later in the week it's going to get hot. >> yes it will. that's what we will be talking about all week long so let's get you ready for the day for some of our longer commuters in brentwood, parts of the delta starting out with mid-60s for our start today. it's a little bit milder. we've got some clouds and some

fog near the coast if you're going into san francisco. we'll see temperatures slowly warming up today, not bad at all, with some low 70s at 11:00. we're headed toward the mid 80s in antioch today and we'll see a high of 70 today in oakland. san francisco some mid-60s and san jose reaching 78 degrees. 80 today in santa rosa, and 77 in napa. we'll talk about that midweek heat coming up in a few minutes. mike, you were tracking some of that breaking news coming through the altamont. >> kari, it's still there. this is clear now the off-ramp for north first street from the northbound 880 has been reopened but may be a disabled activity past the off-ramp. keep tnty and the peninsula all flow great. the issue kari iswestbound, two right lanes are blocked and north flynn coming out of the altamont pass keeping traffic lighter through the tri-valley and contra costa county looking great, so is the maze toward the

straight week of gains, while the nasdaq on its longest winning streak since january with four straight weeks. this week investors are going to be focusing on reports on retail sales, producer prices which really got our eye on inflation, manufacturing, housing and weekly jobless claims. the federal reserve holding a two-day meeting this week with a decision expected on wednesday, so the fed isn't expected to make any policy changes or raise interest rates but it could continue to talk about inflation, which so far they say that these price hikes are likely temporary as the economy recovers from the pandemic. bitcoin is rising after elon musk tweeted tesla could accept cryptocurrency as a form of payment again in the future. the electric carmaker stopped letting customers pay with bitcoin in mid-may citing environmental concerns. bitcoin requires a massive amount of energy to fuel

powerful computers estimated to consume more the entire energy use of countries like finland and belgium. mussing says bitcoin could be allowed when they are using more clean energy sources to do the mining. bitcoin is up more than 30% this year and higher this morning, close to 40,000 bucks but it's collapsed from a record peak above 60k. get ready to xbox and chill. microsoft unveiling an xbox mini fridge during its presentation at the annual e3 video game convention this weekend, comes in black with xbox series "x" design and logo and looks like it can store about a 12-pack of soda or maybe beer, when the xbox series x was revealed last year, they were jokes that it looked a little bit like a refrigerator. microsoft leaned into the gag and said it would build a mini fridge if it won a twitter

so take it in this morning as we get started with the week. we like to give you something new every now and then. a new person with us this morning, cierra. >> happy monday, everyone. keep you on your toes. >> okay. getting started with this monday morning. meteorologist kari hall of course keeping us up to date on what we can expect with temperatures today. kari, how is it looking out there for us? >> it's going to be very much like yesterday, if you were out and enjoyed the afternoon, it's going to be like that once again. let me show you where we're headed for the south bay, reaching into the mid 80s. gilroy today 86 degrees while downtown san jose has a high of about 78 degrees. seven-day forecast is coming up in the bottom of the screen. yes, i don't know if you want to take a look or not. let's talk about today. it's going to be 81 degrees in danville. 72 for a high in hayward. we're going to see some of those upper 50s and low 60s near the coast, while palo alto tops out at 76 degrees. we'll see some 60s in san

francisco today, still pretty nice there, starting out with some fog in our north bay temperatures will reach into the upper 70s and low 80s. this is the heat that's about to build not only for the bay area but also across the region. there are excessive heat watches and warnings in effect for multiple states and especially for southern california, here in the bay area, it's mostly solano county that right now has the excessive heat watch that will be from wednesday through friday. i want to show you some of these temperatures and what we're expecting for the middle of the week, stopping it wednesday afternoon and this is what you can expect for the high temperatures, some mid-90s for our inland areas but as we head toward thursday, gets even hotter, and we could see some triple digits as we go into the end of the week. it's still going to be a hot weekend we go from highs near 100 to the 90s which is just a little bit better. mike, are you seeing some improvements with what you're watching earlier this morning? >> not even a little bit better, kari.

over here it's just fine. vasco hood out of brentwood, discovery bay but over out of tracy and stockton, west 580 jammed up. the tow truck is stuck in the backup, altamont pass road going to get jammed as well. this is for folks making the early drive off 205, but then 580 through livermore, the dublin interchange and everything else is looking just fine, a lot of this traffic held back. so we'll see how that influences the rest of why you are day. easy drive as far as travel times toward the bay bridge, clear toll plaza there. look at the golden gate bridge, and not clear as far as the view, we do have the fog drifting around, but the traffic is very light. back to you. >> thanks, mike. happening now, wildfire destroys two homes and injuries a firefighter in southern california, started a little before noon yesterday in san bernardino national forest, just about 30 miles south of palm springs. evacuation orders are in effect in pinion pines and alpine village and part of highway 74 is closed. the flames damaged at least three more homes.

it's not really clear what kind of injuries that firefighters suffered, as of last check the fires burned at least 400 acres and is 10% contained. a follow-up out of lay vass guy, people touched by the death of 7-year-old liam husted gathered in a park. authorities say miss mother killed him on a hiking trail in a southern nevada desert last month. several moms who gathered cannot believe what happened. >> as a mom it strikes every cord in my body. >> it resonated with me very deeply that i have not been able to sleep for multiple weeks. >> those images really got to me. >> tears your heart out. >> liam's mother samantha moreno rodriguez, is still awaiting extradition to las vegas after authorities captured her in colorado. over the weekend, stanford's class of 2021 celebrated with an in-person graduation ceremony. graduates were honored at stanford stadium nearly 1,500

in the car for an hour. thieves took the dog as well as other items. the owners were distraught as you could imagine until yesterday when police said a tip led them to leo. someone who was going to buy the dog in oakland recognized him. >> there are still good people out there. it's really, it sounds so cliche but the goodness of humanity is still there. there are still the good outweighs the dark. thank you so much. thank you for bringing him home. >> she is so happy. cute dog, too, right? the dog along with the couple now on their way back to ft. bragg. the third and largest vax for the win draw something tomorrow, ten names will be drawn and the winners will take home $1.5 million each to celebrate the state's reopening. everyone who is 12 years and older and gotten at least one dose is automatically entered into that drawing. exciting news there. absolutely. coming up on "today in the bay," it's a move that could be the
