beginning tomorrow. the state will officially ditch the color-coded tier system which of course place restrictions based on covid cases in a certain area. also capacity and social distancing will no longer be required which of course has been a way of life this past year and in most cases, vaccinated officials, individuals excuse me can go mask free. for some, the changes will take some adjusting to. >> like restaurants and stuff, it's already like you have to wear your mask until you get to the table and you take it off, which i think is a bunch of b.s. really, but like in walmart, target, like big public spaces, i think you should keep your mask on. >> reporter: as i mentioned, california governor gavin newsom will be in san francisco today talking about the tourism industry, specifically investments to jumpstart the travel and tourism industry and also he'll make an announcement about a new vax for the win program incentive. we'll get more details but that

crowd. one woman died. protesters pulled the suspect from the car. he is now in custody. police believe that that driver may have been impaired. in san jose, meanwhile, friends are now talking exclusively to nbc bay area about the mother of three who died when a truck, a pickup truck slammed into an outdoor dining area of a restaurant on friday night. that victim 35-year-old deanna parito was a waitress at the agave bar and grill, moved to america from colombia. she died when the driver suddenly threw a parked car into reverse. he is now in custody. one close friend who did not want to be identified is stunned that the restaurant reopened the very next day. >> we are upset because we felt that they have to close one day in honor. >> the restaurant did not comment. two men were also injured and are expected to fully recover.

the driver now facing charges, including vehicle lar manslaughter and felony dui. happening tomorrow, possible maker break moment for the oakland a's and their plan for a new ball park. alameda county supervisor also hold a special public hearing where the a's and oakland leader also try to convince the county to help fund a financing deal to support the infrastructure needed for the proposed ball park at howard terminal. something mayor schaaf supports and says the decision may signal whether the a's end up staying in oakland. >> we know that if the a's don't stay in oakland, they won't be staying in california. that's why we have to come together and seize this incredible opportunity. >> team and city officials say the county's tax revenue from the howard terminal site would increase abulely over $6 million. on the field meanwhile the a's made it three in a row yesterday against kansas city. matt chapman got it started with a home run in the first inning,

matt olsen followed in the third inning with a home run of his own, the first two of homers he hit on that day as the a's won it 6-3. the giants are suddenly losing steam especially when it comes to offense. yesterday in d.c., the nationals kyle shwarber hit two home runs to give the washington nationals an early 4-0 lead. the giants never scored. in fact, they only managed three runs in four games in d.c. yesterday's final score 5-0. caltrain is moving you forward once again by providing train service following giants game night. this is beginning tomorrow, the extra train will be in service for fans leaving oracle park. that train will leave the san francisco station approximately 15 minutes after the last out of the game, or when it is at full. and it will run express service to the millbrae station, this is before making all local stops south to san jose's diridon station. and as monday morning comes,

>> got to change warm springs to hot springs. dublin a smooth drive. this part of 580 is clear but are jammed up through the altamont pass. the crash on 84 is near the power plant, we'll talk about that coming up. >> good morning, very happy monday to you as well. s&p 500 is going to start at a new stock market record today, probably go up there from. right out to the futures, numbers this morning, the dow will move lower but the s&p 500 so far every move up is another record. of course this comes after friday's record-setting close the s&p 500 measure of the market, taking into account 500 companies compared to the dow industrials at just 30. generally good news on the market despite the obvious threat of inflation. the federal open markets committee starts a two-day meeting on interest rates tomorrow. you're not going to see a lot of movement on the market until they announce a decision

wednesday. big news out of the small world of electric vehicles, the ceo and cfo of lordstown motor have both resigned just a short time ago. earlier the company said it was struggling to continue. lordstown is named after the factory in ohio that general motors was going to shut down when it was rescued by the electric truck maker and now it faces another shutdown. elon musk talking about bitcoin that caused the price of bitcoin to spike well below its all-time highs. tesla said it would accept bitcoins, then said it wouldn't because the creation of bitcoin by powerful computers solving math problems used so much electricity it was hurting the environment. musk said when those computers could be powered in a green way, tesla will once again accept bitcoin. that's what he said yesterday and exactly what he said a couple of months ago. it's hard to take bitcoin seriously as a currency when one tweet from one person can move

temperatures head up. so santa rosa is going to reach 80 degrees today. 65 in san francisco. napa today reaching the upper 70s, while livermore will see those high temperatures there reaching the low 80s. so this heat that we're expecting is not just for the bay area. it's all across the region. there are multiple heat advisories, excessive heat watches and that includes much of the central valley. for us, it creeps into solano county, and that starts on wednesday, continues through friday, but we are still going to see some high heat ahead for the rest of the bay area. so the storm systems to the north that have kept us cool moving away. high pressure building in, and there's going to be nothing but high pressure which causes the air to sink as it sinks, it warms, and we don't get a lot of wind either, kind of fights back our ocean breeze. livermore we're going from the upper 70s today to upper 80s upper 90s on wednesday, and 105. thursday will be the peak of the

hot temperatures and it's still going to be hot this weekend for our inland areas, as we reach from the triple digits to the 90s over the next few days. once again today, the coolest day of the week. mike, you've been tracking some breaking news, what is the update? >> more breaking news. 580 the lanes have cleared, i circled that crash west 580 at north flynn. cleared through lanes but a pile of debris left over from one of the vehicles and so they were hauling some junk and over on the shoulder. distraction, okay. over here, also an issue, as folks let loose out of the altamont, over here they make their way to 84. the crash was located actually away, i shouldn't say crash. it was debris there, too, different kind of debris. rocks that slip down the roadside affect folks headed up toward 580 counter commute. over here lots of lanes headed through the maze, basically moving at speed. a great drive. no backup at the toll plaza for the bay bridge. slowing as cruise clear as you

welcome back opinion an update on the weekend mass shooting in austin, texas. police are reporting the first death a 25-year-old man who died yesterday, more than a dozen people were injured. one juvenile suspect is in custody. another suspect is at large. investigators believe that the dispute between the two led to the gunfire. austin's police chief says that most of the victims were innocent bystanders.

switching gears now, nbc bay area responds to a north bay family who felt fedex owed them about 300 bucks. >> they sent consumer investigate why are chris chmura and his team a video clip that opened a can of worms for the shipping company. >> good morning. take to you santa rosa and shid video from the shreve family in february. a fedex truck backs over a light fixture here. the driver gets out of the the van, picks up the toppled light, sticks it in the dirt and then drives off. greg and monica shreve say he broke their light, sent us this photo and a close-up here showing what they say is damage. they filed a claim with fedex, but they say they didn't get a response. so the shreves called us. we asked fedex to take another look. soon after monica and greg got a check for $301.90 so cover a new light and installation. here's what a fedex spokesperson told us "we regret any

"today in the bay" continues right now. go monday morning. thanks for making us a part of your monday morning. i'm marcus washington. >> and i'm cierra johnson in for laura garcia. a midweek warmup is set to bring high temperatures to the bay area. meteorologist kari hall is tracking it all. when can we expect this to move in? >> midweek on wednesday. we've got all kinds of changes ahead in our forecast. we're starting out with the drizzle now, that's what's going to keep san francisco nice and cool today. even after it clears out, we're headed toward the mid-60s. we'll see some mid 80s for the inland valleys, for the east bay to the north bay. south bay reaching up to 85 in morgan hill but this is what i'm talking about. the excessive heat watches and warnings across the region, including parts of the central

valley, into solano county, starting on wednesday. so we'll get a look at all of our forecasts for all of our microclimates coming up in a few minutes. >> thanks, kari. breaking news overnight on a new covid vaccine, the drug company novavax says its vaccine is 90% effective in preventing covid and 100% effective against moderate to severe disease. it adds their vaccine is also effective against all variants, novavax just finished phase three trials in both the u.s. and mexico. it plans to apply for emergency authorization soon, if approved it will be the fourth vaccine allowed for use in the united states. the novavax vaccine is given in two doses 21 days apart. in less than 24 hours, the state will fully reopen. tonighted amidnight california's capacity limits and physical distancing requirements will go away and mask rules in many cases will end. the mask mandates will be lifted for fully vaccinated people in a lot of situations but the

unvaccinated will have to keep their mask on in public places. >> "today in the bay's" sharon katsuda is live in downtown walnut creek will employees are still in limbo will how this will play out. >> reporter: good morning. i was out here this weekend talking to a lot of employees and most of them were telling me they still had not heard from the corporation or the business owners on how this will all be handled when the state reopens june 15th. california will align with cdc bide lines that basically says fully vaccinated people should be able to do things like grocery shop and go to restaurants without masks, but businesses could still ask to you wear a mask. if you're not vaccinated, the state says you must still wear a mask at businesses and whether or not you're vaccinated, you'll still need to wear it when on public transit, at health care facilities and at schools. for many places, you may find out the rules when you get there, starting tomorrow. >> everyone should keep a mask

handy. we know that 60% of oaklanders are fully vaccinated. 76% have had at least one shot. but that means not everyone is and it's a way of showing your respect to your server, people that you're around to remind people that we are not completely out of the woods, but we do want to start spending our money at these local businesses. >> reporter: cal osha the state's workplace regulators are expected to vote thursday to drop virtually all mask requirements for fully vaccinated employees and you can see why employees are a bit confused because this vote comes two days after the state reopens. so for sure the main message now is to just keep carrying your mask with you at all times when you head out the door. back to you. >> and sharon, these rules are confusing for many businesses excited to finally fully reopen and checking for vaccinated and unvaccinated customers, what are the health leaders saying about

that? >> reporter: basically they're saying that businesses have three options, the first one is they can ask the customers to self-attest, that means state that they're vaccinated. second, they can have a verification app set up to make sure and check if customers have been vaccinated, check into that app, and thirdly, they can choose to ask customers to continue wearing their mask, so that would pretty much be like business as usual before the reopening. so it's going to be very interesting to see which options have been chosen. back to you. >> thank you. as we get ready to reopen, he we want to look at the state's positivity rate compared to last year. last april, look at where we were, 11%. at the end of the year on december 31st, the positivity rate rose to 17%. that's the highest it got. right now, we are at 0.8%, the

lowest it's been the entire pandemic. tomorrow, san francisco's largest covid testing site will close. the city says it really feels comfortable closing the site on the embarcadero because case rates are going down, while vaccination rates are going up. the site first opened for essential workers at the start of the pandemic. health officials will shift their focus to smaller, more targeted test and vaccination sites in at-risk communities in the city. marin leaders are calling their recent decision to approve a new sick leave policy the closing a hole in the safety net. "the mercury news" reports recent changes to state law created this so-called hole where businesses with 25 or fewer employees are no longer required to provide paid sick leave for missing work due to the pandemic. supervisors last week unanimous lay proved a new ordinance for unincorporated marin allowing up to 80 hours of supplemental sick leave. it sunsets at the end of september.

new this morning, palo alto leaders are laying out some of the city's gradual reopening plans. the "palo alto weekly" reports tomorrow's full opening will not impact the city's deliberate process. libraries are opening with outdoor facilities and outdoor concert series returning one month from now, but some things like the annual july 4th chili cookoff will still be canceled and no time line yet to reopening of that city hall. follow-up out of las vegas, people touched by the recent death of 7-year-old liam husted gathered in a park yesterday. authorities say his mother killed him on a hiking trail in southern nevada desert last month after abruptly leaving their san jose home. several mother who gathered say they can't believe what happened. >> as a mom it strikes every chord in my body. >> it resonated with me very deeply that i have not been able to sleep for multiple weeks. >> those images really got to me. >> tears your heart out.

>> liam's mother samantha moreno rodriguez, is still awaiting extradition to las vegas after authorities captured her in colorado. this morning a dog stolen from a couple celebrating their anniversary in san francisco is now back with his owners. here's a look at that happy reunion with leo. jacqueline and her husband were on the last night of their trip to san francisco when they left leo in his carrier in the car for an hour. thieves took the dog as well as other items. the owners were distraught as you could imagine until yesterday when police said a tip led them to leo. someone who was going to buy the dog in oakland recognized him. >> there are still good people out there. it's really, it sounds so cliche but the goodness of humanity is still there. there are still the good outweighs the dark. thank you so much. thank you for bringing him home. >> a sweet reunion there. the dog along with the couple now on their way back to ft. bragg.

>> love to see that. sonoma county's red hot housing market squeezing out potential middle class home buyers, just trying to make it in the bay. "the press democrat" reports the median price is at a new july time high. over the past three months alone the county's median sale price rose $13,000, 17% above one year ago. the market is so high, one housing affordability index finds one in four residents can actually afford a down appointment. experts say that some of the recent surge is due to people moving from urban areas, another reason, less housing supply due to recent wildfires. we have some changes to tell you about a, beginning today at san francisco's main library the upper floors will reopen while the library is limiting how many people can come in. there are a variety of services to use, including internet, print stations, services and

few minutes. >> more traffic and weather, wait there's more traffic coming to the san mateo bridge here, we'll show you where it's building up and released and looking at the peninsula, just fine right now. at least two homes destroyed and one firefighter injured from a wildfire down in southern california. started a little before noon yesterday in san bernardino national forest, 30 miles south of palm springs. eviction orders are in effect in pinion pines and alpine village and part of highway 74 is closed. the flames damaged at least three more homes. it's not really clear what kind of injuries that firefighters suffered, as of last check the fires burned at least 400 acres and is 10% contained. in southern california today a new tribute for the 6-year-old boy shot and killed in a road rage incident. the orange county zoo will reveal a memorial plague for aiden leos. last month he was struck by a bull net his car seat and died

conditioning still kicking up in san francisco, and this is going to stay in place throughout the week, and keep the city much cooler than what we'll have in the inland areas. let's look at the seven-day forecast as it comes up at the bottom of the screen as we zoom into the south bay, and get a look at today's high temperatures. not going to heat up just yet. it's going to be very much like it was yesterday with upper 70s/low 80s and even some mid 80s for the south county today and for the east bay, we're going to see some mid 80s here as well especially antioch, livermore reaching 80 degrees, 72 in hayward, not bad at all. we're in the low 60s for half man bay and daly city. redwood city reaching 75 and mid-60s in san francisco especially in the mission district and downtown. novato today reaching 79 degrees. still breezy in a lot of those spots, but then as the winds calm down, the heat ramps up, and we're going to see that not only here across the central region, and for us in the bay area, it's mainly solano county

that will be under this excessive heat watch starting on wednesday, continuing through friday, that's where the temperatures will be hottest, but we're still going to see a lot of our inland valleys dealing with some hot weather. we'll stop this on wednesday afternoon. as we head toward 3:00, we'll see morgan hill and san martin some mid-90s on wednesday afternoon and as we get into thursday, gets even hotter for some of those spots, especially in the north bay, santa rosa reaching 105. livermore on thursday reaching 106 degrees. so we are going to still see the heat continuing, even as we go into the weekend, the temperatures come down a few degrees but it will still be hot for several days in a row. mike, you've been watching a few trouble spots for the morning commute. >> yes, kari, one of them we'll show you how it rippled out. in the south bay we saw not a happened about five or ten minutes earlier than we typically see for 101, sticking around 680 up to oakland road.

your standard area again kicked in just a little bit earlier. holding on a little longer right here, southbound 101 coming down in toward san mateo earlier construction crew i believe cleared that's what it says on the caltrans grid but slowing there, out of san francisco heading down the peninsula. over here, more traffic has built up for 84 at vallecitos. the earlier issue blocking 580 cleared about 45 minutes ago but it did ripple out and affected vasco road. the timing here vasco road sees about 15 minutes longer than we expect to see about this time of year, almost 20 minutes longer than your drive expected out of the brentwood, discovery bay and 580. the traffic headed up byron highway and back down in an effort to get around the altamont pass. live look out there shows you the bay bridge with no backup yet. the traffic was held up in the altamont and it is now feeding its way through the rest of the east bay, the bay bridge toll plaza, the maze and the east shore freeway still okay. back to you. >> thanks, mike.

welcome back. you're watching "today in the bay." one person is recovering after fire at a transitional hotel in san francisco. it happened yesterday at the national hotel on market street. now, the hotel helps people who were previously homeless. supervisor matt haney tweeted 80 people were displaced. housing. and red cross the cause of that fire is under investigation. video showing a rescue mission in humboldt bay. the coast guard helped a surfer friday night who got taught in high tides.

see here the air crew hoisted that surfer into the helicopter, that surfer expected to be okay. when it comes to rescue missions, one drone pilot is changing things up, instead of filming luxury skyscrapers, doug throne started using his drone expertise to help track and rescue animals left stranded after national disasters. how cool is that? he is expected to do a lot more with this. he explains how he rescued dogs after a wildfire and what you can actually see in his upcoming show "doug to the rescue." this is on curiosity stream. >> i was actually working as a cinematographer filming a guy that was rescuing cats by using infrared scope on the ground, and then trapping the cats after the big paradise fires that burned about 15,000 houses. >> wow. >> this guy, shannon jay, amazing cat rescuer, he knew i was an aerial cinematographer
